DATE: April 5/ 2011 TO: City of Andover, Parks Department FROM: Laura Landes Anoka County Sheriff's Office ~ SUBJECT: Andover Park Activity Quarterly Report January 1, 2011 - March 31/ 2011 The following is a list of reports generated by the Anoka County Sheriff's Office regarding city park activity for the 1st quarter. Date: Time: Location: Case Number: 01.02 18:47 Crooked Lake 11001038 A deputy responded to a call of two vehicles parked at the boat landing that had been broke into. Both involved forced entry, one to steal a purse and one to steal a GPS. 01.06 21:49 Crooked Lake 11004052 A deputy observed a vehicle stuck in a snow bank at the boat landing and stopped to assist. Prior to landing in the snow bank, the driver had struck a stop sign at the location. The city was notified and the driver was able to get his vehicle out. 01.08 17:25 Fox Meadows 11005377 A deputy was dispatched to a suspicious vehicle with no license plate stuck in the snow at the location. The driver and passenger were at the park to build an igloo and had driven off the road. Their vehicle had gotten stuck and the license plate came off. They were both identified. Nothing suspicious and were warned about driving in the park. 01.07 00:52 Hidden Creek South 11004138 An officer was conducting extra patrol in the area due to multiple stolen vehicles being found there. The officer observed an abandoned vehicle running in the middle of the park; as he approached it, a male came into view. When the officer exited his vehicle he could smell burnt marijuana. The male admitted to having a grinder and a small amount of marijuana. Three people at the scene were issued a citation and released. 01.19 16:24 Prairie Knoll 11013483 While on extra patrol a deputy observed a suspicious vehicle parked and occupied by two people. She made contact with them and asked them what they were doing. The deputy identified them and both were clear of warrants or wants. 01.20 21:03 Sunshine 11014379 On routine patrol a deputy saw a parked vehicle running with its lights on. The deputy made contact with the occupant who appeared intoxicated. The deputy cited her per city ordinance of "no alcohol" and she was taken to Mercy for legal blood. The case is inactive pending the City Attorney's review. 02.01 13:48 Sunshine 11023138 A deputy was called to a theft from vehicle report at the location. The victim stated his doors were locked but due to being in a crash on an earlier date, the back doors do not close all the way. A check card and cash were stolen from the vehicle. 03.02 14:43 Sunshine 11044567 A deputy was called to the park on a report of juveniles playing with a bong. When the deputy arrived, the kids were no longer there. 03.09 18:20 Andover Station North 11049782 A deputy was dispatched to an alarm covering the conference room motion detector. The deputy found all doors secure and it did not appear that there were any fresh tracks in the snow near the building. 03.26 02:27 Andover Station North 11062202 A deputy was called to an alarm covering the conference room motion detector. Prior to his arrival he was cancelled per the key holder because they were having issues with the alarm sensors. 03.31 19:18 Sunshine 11066200 A deputy was called to an alarm at the location. He found the north door unsecure. The building was cleared and nothing out of the ordinary was found. The deputy contacted dispatch to have someone from the city come and secure the door. Haas, Asst. Public Works Director ~ SUBJECT: 6. Review Outstanding Items DATE: April 21, 2011 Issues list as of 4/19/11 COMPLETED PROJECTS- . ON-GOING PROJECTS- . Develop Site Plans for all existing parks whichindicates the facilities available. (On-Going). . Update of Park Dedication Improvement Fund Ouarterlv Report - Item is on the agenda. . UDdate of Ouarterlv Sheriff's Department Report on Park Patrol & Vandalism - Item is on the agenda. . Hawkridl!e Park - Nothing new to report. A majority of the grading has been completed and the fields have been seeded. The paved trail is proposed to be completed around the perimeter of the park during the upcoming 2011 construction season (most likely in August or September). . Citv Hall Campus Hockev Outdoor Hockev Rink - The building still has some exterior work that needs to be completed that will be done yet this spring once the weather is good. Building Department is responsible for overseeing the completion of the building. Staff will be restoring washouts on the site. . SODhie's Park - The playground equipment has been installed along with the bituminous surface for the basketball court. The shelter posts are in and the completion of the shelter will be worked over the next few weeks. The rest of the items (restoration, sidewalk, etc.) will be completed as soon as road restrictions are off. ON-HOLD PROJECTS- . Hartfiel's Park- The project is on hold until the property owner considers their option, but the city at this time does not have the funds to buy the property. . Hills of Bunker Lake West Park - Need to meet with the neighborhood this spring to discuss the idea of a security light at the park. Most likely will be on the next available agenda in May. TASK FORCE UPDATES- . Skateboard Task Force (Van Vark/Kowalewski) - The Task Force will be meeting prior to the next Park Commission meeting in May. Hidden Creek North Park and Rose Park - Nothing new to report. The City Council has approved the installation of wireless internet service tower at both locations. Installation of the wireless internet services (Clear Wireless) has been completed at Rose Park on the water tower. Note: Staff has been recently notified that the tower at Hidden Creek North Park and Water Tower #2 are on hold until further notice. Clear Wireless is focusing their efforts trying to complete service towers that are under construction in other communities to get the system operational. . Shadowbrook East Park and Andover Station North - Nothing new to report. Clear Wireless has received approval from the City Council for the installation of the wireless internet service at Shadowbrook East Park. Clear Wireless has also received approval for the installation of the wireless internet service at Andover Station North facility. Again both of these locations on hold until further notice. . Prairie Knoll Park - Nothing new to report. The City Council has approved the location of the cell tower which will be located on the east side of the park near Prairie Road and just north of the southeast field. Construction is still pending. . Community Garden Plots -All garden plots have been sold out for the upcoming season for 2011. . DOl! Park - Nothing new to report. To date, staff has not heard from Dog Park Committee since last fall. One $100 donation has been received by the City recently. It is our understanding that they are looking at becoming a non-profit organization. F or the Commission member's that have not been to the website (http://andoverdogpark.comL), please check it out. . 2011 Events in City Parks or Facilities - At this point, the following activities are being checked into by the following Commissioners: . Geocaching - Melberg and Ramnath . Skate Park Competitions - Van Vark . Building of Bird Houses - Kowalewski . Organized Trail Bike Ride - Lindahl . Discuss Park Comprehensive Plan and Park CIPIPlayground Equipment Replacements, Cont. DATE: April 21, 2011 INTRODUCTION This item is in regards to discussing the Park Comprehensive Plan and the Park CIP for playground equipment replacement. DISCUSSION As discussed at the last meeting, the Commissioners decided not to fonn a Task Force Committee. Commissioners indicated they would like to participate in reviewing the improvements to each of the existing and future parks (the Park Comprehensive Plan). The Commission will also need to discuss the philosophy in reviewing the replacement of playground equipment and renovations for rural and urban parks. Note: Please bring your Park and Recreation Commission Information Packet. The information that the Commission will be reviewing is in Tab F (2006 Existing and Future Park Facilities Chart). Kevin Starr, Public Works Parks Maintenance Supervisor, will also be at the meeting to participate in the discussion.
