Seminar on Parliamentary Procedures ) " / / ~ ) ( ) -CITY 01 ANDOVEIl r ' \~ '- SPECIAL PLANNING AND ZONING COMMISSION MEETING / May 3, 1976 MINUTES A Special Meeting of the Andover Planning and Zoning Commission was called to order at 7:30 P.M. by Chairman Ken Orttel on May 3, 1976, at the Andover Community Center, 1685 Crosstown Boulevard NW, Anoka, Minnesota 55303. Commissioners present: Dave Jack, Don Jacobson, Ralph Kishel, Ted Lachinski, and Larry Retzlaff Commissioner absent: Art Jaworski Also Present: Mayor Richard Schneider, Brad Wicklund, & Jim Haney Barnes Rolling Oaks 2nd Addition Sketch Plan (Comm. #4-76-8) '\ , ) Mr. Wicklund showed the Commission the Sketch of the proposed plat. The 20-acre parcel is Fay Barnes' home site and the existing pond is on this parcel. There are 180 to 190 acres and 38 lots in this proposed addition. The streets in the plat are 66'wide and the plat shows the MSAH and County Road easements and, also, the railroad easement. The proposed park area is 24 or 25 acres of high,'open land with the gas line station building near the middle. Mr. Wicklund suggested the City purchase the 2 lots on the West side for additional park area. The Commission and Mr. Wicklund discussed: possible service road, extending Palm Street to the North, future subdivision, where the utility easement will go, possibly a 10' walkway, and the Northern block being over the 1320' Ordinance minimum. Mr. Wicklund will take the suggestions given and prepare a Preliminary Plat. The discussion on the Sketch Plan ended at 9:30, and the developer will be billed for this Special Meeting accordingly. Noon Construction Variance (Comm. #4-76-9) Because of a misunderstanding, Mr. Noon was not present. This will be placed on the May 11, 1976 Planning and Zoning Agenda. Ordinance #22 Amendment (Comm. #4-76-11) Refer attached letter and proposed amendment from Patricia K. Lindquist and also City Council Resolution of 4-22-76. , , The Commission discussed the need for and interpretation of a repair permit. Discussed the type of work that can be done with or without a permit and/or license, discussed the Fee Resolution, and Ordinance 8 - Section 9 (B). ./ '1 '- "'~ '\ ..J " , ',../ ( ) ,- '\ \ ) ~-.J ~-J Planning and Zoning Commission Meeting Minutes - May 3, 1976 Page 2 The Commission agreed with the proposed Section 1, Subsection 1. In Section 1, Subsection 2 it was suggested that "and/or Homeowners" and "and/or repairs" be deleted. In further discussion it was felt that Section 1, Subsection 2 is covered in Ordinance 8. Motion by Commissioner Jacobson, seconded by Commissioner Lachinski, that the Planning and Zoning Commission recommends the City Council adoption of the amendment to Ordinance #22 with the following additions: Section 1, Subsection 1 - The addition of item "m", Septic tank and Cesspool Pumping, and item "n~ insulation; and, also, the change in Section 4, License Fee, increase the license fee from $20 to $25. Amendment by Commissioner Jacobson, seconded by Commissioner Lachinski, to change Section 7 to read: All licenses issued under this Ordinance shall expire one calendar year following the date of issuance unless sooner revoked or forfeited. Discussed licensing, insurance and bond, and office procedures. Vote on amendment: yes - Commissioner Jack, Commissioner Lachinski; no _ Chairman Orttel, Commissioner Retzlaff, Commissioner Kishel, Commissioner Jacobson. Amendment defeated. Amendment by Chairman Orttel, seconded by Commissioner Lachinski, to revise to Ordinance #22A and delete reference to Township of Grow. Amendment carried unanimously. Motion carried unanimous ly. Ad;ourrunent Motion by Commissioner Jacobson, seconded by Commissioner Retzlaff, to adjourn. Motion carried unanimously. "- j '\ ) ORDINANCE NO. , " AN ORDINANCE AMENDING ORDINANCE NO. 22;' ENTITLED "AN ORDINANCE REGULATINGAND LICENSING CONSTRUCTION ACTIVITIES. The City Council of the City of Andover c,::,es hereby ordain: The following sections of Ordinance No. 22, adopted June 11, 1974, are amended to read: SECTION 1, SUBSECTION 1 LICENSE REQUIREMENTS Items "a" through "1" - no change Item "m" - Septic tank and Cesspool Pumping. Item "n" - Insulation. SECTION 1, SUBSECTION 2 PERMITS REQUIRED j Prior to performing any of the following activities, all contractors listed under Section 1, Subsection 1, andl.or homeowners must obtain a permit: a. Heating and Air Conditioning Installation and/or repairs. b. Plumbing installations and/or repairs. c. On-Site Septic Systems and Sanitary Sewer installations and/or repairs. d. Septic tank and/or cesspool pumping. e. Well installation and/or repairs. Fees for permits required under this section shall be according to a fee schedule adopted by Resolution of the City Council. SEC TION 4 - LICENSE FEE The fee for each license shall be twenty-five dollars ($25.00) which shall not be refunded or prorated.
