REGULAR PLANNING AND ZONING COMMISSION MEETING
January 13, 1976
MINUTES
The Regular Meeting of the Andover Planning and Zoning Commission was
called to order at 7:30 P.M. by Chairman David Jack, on January 13, 1976,
at the Andover Community Center, 1685 Crosstown Boulevard NW, Anoka,
Minnesota 55303.
Commissioners Present: Mark Arnold, Art Jaworski, Arleane Nehring,
and Ken Orttel
Commissioners Absent: Ken Heil and Dean Johnson
Also Present: Rex Stockwell - Engineer from T.K.D.A. _ and others
Chairman Jack advised that the City Council has extended all positions
on the Commission until March.
Minutes
Motion by Commissioner Orttel, seconded by Commissioner Jaworski, to
accept the Minutes of December 23, 1975 as written. Motion carried
unanimously.
Fields' Addition Continued Public Hearing (Comm. #10-75-1)
John Oliver, Surveyor, was present in place of Mr. Fields. The Commission,
Mr. Oliver, and Rex Stockwell discussed the Coon Creek Hatershed Board
of Managers recommendation (copy attached) for this plat of a 100'
drainage easement on Coon Creek. They discussed drainage easement versus
park or walkway type of easement. The Creek, in this area, could currently
be classified as a ditch, but possibly in the future with dredging, etc.
it could offer canoeing, a walkway, etc.
Mr. Stockwell referred to his letter (copy attached) of January 8, 1976
and advised that everything on this plat has been complied with.
Motion by Commissioner Orttel, seconded by Commissioner Jaworski, to
close the Public Hearing on the Fields' Plat at this time. Motion carried
unanimously. Discussed the Variance request and Ordinance 8.
Planning and Zoning Commission Meeting
Minutes - January 13, 1976

Motion by Commissioner Arnold, seconded by Commissioner Jaworski, that
the Planning and Zoning Commission recommend to the City Council approval
of the Preliminary Plat of Fields' Addition, as presented on January
13, 1976, for the following reasons:
1. Concerns of the Commission relative to water and ground
level and the suitability of the soil in the area for
private sanitary sewer systems have been resolved.
2. Concerns relative to the establishment of trail systems
on this property have been resolved with the Park Board
recommending the acceptance of cash in lieu of land
dedication.
3. Mr. Fields has complied with all requirements of Ordinance
10.
4. Variances for lots 1, 2, and 3 have been applied for in
accordance with Ordinance 8.
5. This plat has been reviewed by the Coon Creek Watershed
Board of Managers and has been approved by this body.
Motion carried unanimously. This will be on the February 3, 1976 City
Council Agenda.
Weise's Second Addition Preliminary Plat Public Hearing (Comm. #10-75-4)
Mrs. Marjorie Weise and LeRoy Hinner presented the Preliminary Plat of
Heise's Second Addition. Mr. Hinner told the Commission the purpose
of platting this 5 acre lot and asked the Commission to waive the Soil
Borings requirement since there is already a house and no building will
be done on the property. Also to waive the requirement for Park dedication
since the lot is 5 acres and also over 300' wide.
The Engineer reviewed with the Commission his letter dated January 8,
1976 (copy attached). They discussed the Engineer's proposal of a
66' right-of-way for future street. The land to the East of this lot
is very developable and also, Mrs. Heise owns all of the land at this time.
l33rd Lane is presently 40' wide, Ordinance 10 requires 50', and Ordinance
lOB, when adopted, will require a 66' right-of-way. If, at a future
date, the land to the East was developed, it would need an access road
and it might be difficult to obtain the necessary right-of-way from
other property owners. Commissioner Jaworski expressed his objection
to dedicating land to the City now that could be taxable for a number
of years.
Motion by Commissioner Orttel, seconded by Commissioner Jaworski, to
continue the Public Hearing on Mrs. Weise's Preliminary Plat until the
next meeting - January 27. Motion carried unanimously.

Mrs. Heise is willing to dedicate the necessary land at this time on
the North side of this addition in order to make a 66' right-of-way
to the East boundary of the lot. Mr. Winner will revise the plat and
have copies at the City Hall on Thursday, January 15 in order for the
clerk to send a copy to the City of Coon Rapids for their review, comments,
and recommendations.
Pine Crest Preliminary Plat Public Hearing (Comm. #12-75-2)
Lawrence B. Carlson and Ray Prasch, of Lot Surveys Co., presented the
Preliminary Plat of Pine Crest Addition. Refer letter (copy attached)
from T.K.D.A. dated January 9, 1976.
Discussed the required Preliminary Plat Data (Ordinance 10 - Section
8.01 - D) which specifies "graphic scale of not smaller than one inch
to 50 feet~. It was agreed that this item should definitely be changed
in proposed Ordinance lOB.
The main item of discussion on this plat was in regard to Tulip Street
being designated as a Municipal State Aid Highway. T.K.D.A. is recommending
120' of right-of-way with a minimum requirement of 102'. The City
Council has not yet adopted street standards for M.S.A.H. construction.
Mr. Carlson is willing to give 51' to future right-of-way, but not 60'.
He will have the plat revised to show 18' more of right-of-way and
resubmit it.
Motion by Commissioner Ortte1, seconded by Commissioner Jaworski, to
continue the Public Hearing on Pine Crest until January 27, 1976.
Motion carried unanimously.
Anoka County Thoroughfare Plan (Comm. #1-76-2)
Refer letter (copy attached) from Anoka County Department of Highways
dated December 22, 1975. Some of the comments were: 1) consideration
be given to a route farther North since the proposed route is relatively
close to the Pleasant Street Bridge and intensive development is already
taking place far North of this both in the City of Ramsey and the City
of Andover, 2) the proposed route involves building over a rather long
stretch of low land by the river which would make the construction expensive,
3) the proposed route through Andover seems to run through undeveloped
land that would be extremely costly to build on, 4) for better East-
Hest traffic flow to Round Lake Boulevard, a straight extension to
Round Lake Boulevard with a T intersection that possibly could be extended
further East in Andover might be given consideration,S) with an up-
grading of current County Road 16, the dotted portion shown proposed
into Andover wouldn't be necessary at all, 6) County Road 16 is a
fairly new and good road between County Road 9 and 7th Avenue, 7) would
rather not have any more traffic into Andover.

Motion by Chairman Jack, seconded by Commissioner Orttel, that the
Planning and Zoning Commission would not object to the bridge location
of the planned thoroughfare outside of the City limits of Andover;
however, if this construction is done at the proposed location, the
Commission would recommend that the extension into Andover, as shown,
of this route not be constructed. Motion carried unanimously.
Proposed Street Standards (Comm. #1-76-1)
Engineer Stockwell and the Commission discussed the proposed street
standards prepared by T.K.D.A. (copy attached). Items discussed were:
1) definitions of 7 ton and 9 ton and their uses, 2) Drawing #3 - curb
and gutter - after sewer and water are installed then curb and gutter
would be put in, 3) the cost of concrae street is prohibitive so curb
and gutter is concrete but the main surface of the road is bituminous.
Mr. Stockwell was asked to bring a drawing which would show where the
public utilities would be in the street. Motion by Commissioner Orttel,
seconded by Commissioner Nehring, to carry this item to the next meeting.
Proposed Municipal State Aid Highway Construction Program (Comm. #10-28-75)
Rex Stockwell and the Commissioners discussed the proposed Municipal
State Aid Highway Construction Program for 197~ letter dated January
2, 1976 (copy attached) from Darrel Berkowitz of T.K.D.A. Major discussion
followed on the "Alternates Considered" in order to make a cross street
from County Road 58 to Round Lake Boulevard. Comments were:
Alternate #1 - less expensive to purchase necessary land, 2
intersections within 200', already a utility easement,
high ground, first choice, logical one.
Alternate #2 - existing road part of the way, would have to
condemn and purchase land.
Alternate #3 - wooded, low one dwelling there, would have to
condemn land.
Alternate #4 - upset citizens, property owners would be assessed
for the construction, narrower roadway because of existing
development, children playing, too much traffic, no traffic now
on it, small children in the area.

Motion by Commissioner Jaworski, seconded by Chairman Jack, that the
Municipal State Aid Construction Program for 1976 be reevaluated on
the basis of the Minutes of the Planning and Zoning Commission as of
this date and previous Minutes relating to the Faddler Addition and
l69th Avenue; plus, consideration be given to the fact that 169th Avenue
has been, in the City of Andover, considered a major thoroughfare route
for at least 3 or 4 years. The Comprehensive Plan should be looked at
(refer map on page 168) in this matter also. The proposed alternates
be considered because of the impact of the citizens on Alternate 4.
Motion carried unanimously.
Proposed Private Sanitary Sewer Ordinance (Comm. #11-75-3)
Tabled until the next meeting.

The following are our comments on the Fields Addition Preliminary Plat revisions
as recommended to the developer at the last Commission meeting.
l. The soil boring and percolation test results have been reviewed by the Engineer.
The water table level varies from 7 feet to 11 feet below the existing surface
elevation at the test locations. We anticipate no problems with a properly de"
signed individual waste disposal system provided plumbing code regulations
are adhered to in the design of the system. The minimum basement floor ele"
vation of 870 indicated on the preliminary plat is well above the existing ground
water elevation. The lowest portion of the structure must be 3 feet above the
water table as required by Ordinance 8.
2. The Preliminary Plat has been reviewed by the Coon Creek Watershed District
Boa rd. The Watershed Engineer has indicated in a letter dated December 24.

1975 that the plat is acceptable with a 100' drainage easement along the
Creek. This has been indicated on the revised Preliminary Plat.

Weisels Second Addition Preliminary Plat

Commission Members:
We have reviewed the '\Veise's Second Addition Preliminary Plat as requested.
The following are our comments regarding the proposed plat:
1) The Preliminary Plat does not include the dedication of an additional 26 feet
of right-of~way for 133rd Lane NW for a total width of 66 feet. It is our
recommendation that this 26 feet be dedicated at this time prior to second
party ownership. We would also recommend the dedication of 40 feet of
right-of-way north of the proposed lot. This street dedication will provide
for the extension of l33rd Lane NW to the east line of the proposed lot with
a total width of 66 feet. This will also provide for a future extension of l33rd
Lane NW to the east as additional property developes in the area. A 30' side
yard set back would be indicated along this total length of street.
2) The total area of the proposed lot excluding all right-of-way dedication should
be indicated.
3)
Soil borings will be required for the proposed lot. The Engineer will indicate
the locations of these borings. No buildings are proposed at this time; therefore,
percolations tests could be required at the time a ooilding permit is issued.

No buildings are proposed and the ground water elevation may fluctuate
considerably in a parcel of this size.
5) The Andover Park Board should determine the appropriate fee in place
of park land dedication.

January 13, 1976 meeting.

We have reviewed the proposed Pine Crest Preliminary Plat as requested. The
(ollowing are our comments regarding the proposed plat:
I) Ordinance 10 requires a graphic scale of not less than 1"<;50'. The plat
has been presented at a scale of l"....l 00'. The larger scale would be much
easier to work with in the presentation of the material. (8.0l-d)
2) The plat should indicate a date of preparation. (8.0l-f)
3) Zoning classifications for all areas within 300' of the proposed plat should
be indicated. The existing zoning classifications are different in each direction
of the proposed plat. (8.02-c)
4) The location of existing buildings within 100' of the plat should be shown if
applicable. (8.02-d)
5) The location of existing telephone, electric, etc. should be shown, if applic-
able. (8.02-f)
(J) Driveway culverts may be required under driveways depending upon.location.
The culverts could be required by the Building Official at the time of construl-
tion of buildings.
7)
Front, side and rear yard setback lines must be indicated for all lots. (8. 03-gl

8) The Park Board should determine a appropriate fee in place of park
land dedication.
'I) The County Highway Engineer, Mr. Paul Ruud, has requested a final
preliminary plat for plats fronting on County Highway for his records.
The developer should submit this plat to the County when accepted by
the City.
10) We have reviewed the Inventory and Evaluation prepared by Median
Vidrine, Dist.rict Conservationist, and soil boring and percolation tests
prepan~'d by Ronald M. Harless. We anticipate no problems with properly
desiglwcl sewage disposal systems. Recommendations of Mr. Vidrine
and Mr. Harless should be adhered to at the time of actual construction.
11)
Tulip Street has been designated as a Municipal State Aid Highway in the
City of Andover, Minnesota. The rural area will require a rural street
section and a 60' half street right-of-way will be required for construction
purposes. The Preliminary Plat should include the dedication of this ad-
ditional 27' of right-of-way.
We will discuss this letter with the Planning and Zoning Commission on January 13,
1976 meeting.

We are enclosing three (3) copies of a print showing a revised corridor for the
possible construction of a new Rum River Bridge and approach roads that would
provide a connection from C.R. 116 (Bunker Lake Road) and C.R. 57 (Industrial
Blvd. ).
This revision locating the route on the property line between the Anoka Senior
High School and the city of Anoka property, was made following a staff discussion.

(3) EXISTING MUNICIPAL STATE AID I-IlGHWA Y (M.S.A. H.) SYSTEM
The existing M.S.A.H. System is shown on Figure No.1. The system
was approved by resolution in DeceIuber of 1974 by the City Council.
Based on the existing system the City of Andover has been securing stale
aid funds in the amount of approximately $80, OOO/year ($68,000 for con-
struction and $12,000 (or maintenance).

During 1975 an inventory has been made of all existing roadways wit:hin II"
City limits. From this inventory we have determined that the City c::an ;l'l(j

revised priorities a proposed M.S.A.H.System shown on Figure No.2 \,;,:;
been submitted to the District State Aid Engineer for his approval. Thc jll'O-
posed system should increase our existing allotment by approximately 7.(1%
for the year 1977. (A construction allocation of $81,000 and maintenance
allocation 'of $15,000),

red by property owners.
8) PROPOSED MSAH CONSTRUCTION FOR 1976
The purpose of the 1976 State Aid Roadway Construction Prograln is to j>r"v;rJr,
a good access to CSAH 9 from the developed area west of County Road 51\ (V" 11ey
Drive). Four alternate routes were considered. The locations are shown on
attached Figure No.3.
a) Alternate No.1 is an extension of 171st Avenue NW
b) Alternate No.2 is an extension of l72nd Avenue NW
c) Alternate No.3 is an extension of 172nd Lane NW
d) Alternate No.4 is reconstruction of 173rd Lane NW

9) , PROPOSED FINANCING FOR 1976 CONSTRUCTION
The estimated total cost for storm sewer construction is $40,000 and the
estimated total cost of roadway construction is $100,000. Attached to Ihis
report are detailed cost estimates for storm sewer construction and roadway
construction. See Tables A and 13. A recommended method of financing is
to assess 400/0 of the roadway construction and 20% of the storm sewer COIl-
struction. The total assessment would be $48,000 and the total paid from .
State Aid funds would be $92,000. The area has assessable frontage of about
5,000 feet. The assessment per foot is $48,000/5,000 LF :: $9.60. The
average lot is 210 feet wide, therefore the average lot would be assessed
210 LF x $9.60 '" $2,000.
We will discuss this report with you at the January 6, 1976 County meeting.
