Consider Resolution Accepting Donation/ABA/Sunshine Park/Scoreboards for Ball Fields/11-23 - Engineering DATE: April 7, 20ll INTRODUCTION The Park and Recreation Commission is to consider recommending approval of the attached resolution to the City Council accepting a contribution of scoreboards from the Andover Baseball Association to be installed at Andover Station North Ball Field Facility for all 3 fields. DISCUSSION Attached is a letter from the Andover Baseball Association (ABA) formally notifying the City of Andover that the ABA Board of Directors has purchased 3 new scoreboards for the Andover Station North Ball Field Facility. ABA would also be responsible to pay for other items such as the concrete work and electrical work. The Public Works Department will provide equipment and manpower to set the scoreboards on the concrete piers once the scoreboards are ready to set. The conduits for 2 of the scoreboards were originally installed as part of the ball field lighting. The east field will need conduit to be installed by ABA. ACTION REOUIRED The Park and Recreation Commission is to consider recommending approval of the attached resolution to the City Council accepting a contribution of scoreboards from the Andover Baseball Association to be installed at Andover Station North Ball Field Facility for all 3 fields. NO. 011- MOTION by Councilmember to adopt the following: A RESOLUTION ACCEPTING A CONTRIBUTION MADE TO THE CITY OF ANDOVER FOR SCOREBOARDS THAT ARE TO BE INSTALLED AT ALL 3 FIELDS ANDOVER STATION NORTH BALL FACILITY. WHEREAS, any contributions that are to be made to the City of Andover must be accepted by the City Council; and WHEREAS, the contribution from the Andover Baseball Association for scoreboards are to be installed at Andover Station North Ball Facility. NOW, THEREFORE BE IT RESOLVED by the City Council to hereby accept the contribution for the installation of 3 scoreboards by the Andover Baseball Association to be installed at Andover Station North Ball Facility. MOTION seconded by Council member and adopted by the City Council at a regular meeting this 19th day of April 2011 , with Councilmember's voting in favor of the resolution, and Councilmembers voting against, whereupon said resolution was declared passed. We would like to donate these scoreboards to the city with the understanding that our teams will be using them during the baseball spring/summer/fall seasons as we use the fields. During non-use nights over the course of the winter and fall, the city is welcome to use the scoreboard as well. These scoreboards will add to the already positive atmosphere we have at the Andover Station North facility. It always has been and continues to be a pleasure working hand in hand with the City of Andover. I look forward to continuing the great relationship the Andover Baseball Association and the City of Andover has. Discuss 2010-2011 Use of Free Skate Rinks - Public Works DATE: April 7, 2011 INTRODUCTION The Park and Recreation Commission is requested to discuss the 2010-201 I use of free skating rinks that are located around the community and determine if there is a potential to eliminate free skating rinks that get minimal use. DISCUSSION Now that the skating season is over, it has brought to our attention by the Public Works Parks Maintenance Department staff that most of the free skating rinks are not getting the use that we all hope they would get. The free skating rinks that were open this past outdoor skating to the residents were as follows: Shady Knoll Park, Pleasant Oaks Park, Terrace Park. Hidden Creek North Park, Hidden Creek East Park, and Nordeen's Park. Listed below is the use for each of the free skating rinks during the past skating season. 12/20 to 12/24 12/27 to 12/30 1/3 to 1/7 1/10 to 1/14 1/17 to 1/21 1/24 to 2/11 Total . In addition to those rinks, the Parks Maintenance Department also maintains Crooked Lake School (hockey and free skate rink), Hawkridge Park (hockey and free skate rink), Prairie Knoll Park (hockey and free skate rink) and for this year the new PW Campus rinks (2 hockey rinks and a free skate rink). ACTION REQUIRED The Park and Recreation Commission is requested to review the information that has been provided. No action is necessary at this time to allow the Commission to think about this to determine if a recommendation should be made about the possibility of eliminating any of the rinks for the upcoming 2011-2012 skating season. Update Skate Park Improvements/OS-OS DATE: April 7, 2011 INTRODUCTION This item is an update in regards to the skate park. DISCUSSION Commissioners Van Vark and Kowalewski will give an update regarding the Task Force meeting that will be held prior to the Commission meeting. A couple things the Task Force will be working on are as follows: . Re-evaluate the skate park rules. . Meet with the youth to look at various ways of raising funds for additional equipment. . Look at the possibly of having skate board competitions. . Update the Park Commission regarding the status of the skate park construction activities and the assembly of the equipment. Note: The installation of equipment will not happen until about a week or so after the concrete slab has been constructed. Develoo Site Plans for all existing parks which indicates the facilities available. (On-Going). . Uodate of Park Dedication Imorovement Fund Ouarterlv ReDort - Next quarterly report at the next meeting. . Uodate ofOuarterlv Sheriffs Deoartment Reoort on Park Patrol & Vandalism - Next quarterly report is due at the next meeting. . Hawkridl!e Park - Nothing new to report. A majority of the grading has been completed and the fields have been seeded. The paved trail is proposed to be completed around the perimeter of the park during the upcoming 2011 construction season (most likely in August or September). . City Hall CamDus Hockev Outdoor Hockev Rink - The building still has some exterior work that needs to be completed that will be done yet this spring once the weather is good. Building Department is responsible for overseeing the completion of the building. . Soohie's Park - The playground equipment has been installed along with the bituminous surface for the basketball court. The shelter posts are in and the completion of the shelter will be worked on when the weather is a little bit nicer. The rest of the items (restoration, sidewalk, etc) will be completed in the spring when weather permits. ON-HOLD PROJECTS- . Hartfiel's Park- The project is on hold until the property owner considers their option, but the city at this time does not have the funds to buy the property. . Hills of Bunker Lake West Park - Need to meet with the neighborhood this spring to discuss the idea of a security light at the park. Could do this at the next meeting if you like. Skateboard Task Force (Van VarkIKowalewski) - The Task Force will be meeting prior to the Park Commission meeting. Item is also on the agenda. OTHER ITEMS OF INTEREST- . Hidden Creek North Park and Rose Park - Nothing new to report. The City Council has approved the installation of wireless internet service tower at both locations. Installation of the wireless internet services (Clear Wireless) has been completed at Rose Park on the water tower. Note: Staff has been recently notified that the tower at Hidden Creek North Park and Water Tower #2 are on hold until further notice. Clear Wireless is focusing their efforts trying to complete service towers that are under construction in other communities to get the system operational. . Shadowbrook East Park and Andover Station North - Nothing new to report. Clear Wireless has received approval from the City Council for the installation of the wireless internet service at Shadowbrook East Park. Clear Wireless has also received approval for the instalIation of the wireless internet service at Andover Station North facility. Again both of these locations on hold until further notice. . Prairie Knoll Park - Nothing new to report. The City Council has approved the location of the cell tower which will be located on the east side of the park near Prairie Road and just north of the southeast field. Construction is still pending. . Community Garden Plots - Only 2 plots are left to rent for the upcoming season for 2011. . DOl! Park - Nothing new to report. To date, staff has not heard from Dog Park Committee since last fall. One $100 donation has been received by the City recently. It is our understanding that they are looking at becoming a non-profit organization. For the Commission member's that have not been to the website (http://andoverdo'gpark.coml), please check it out. . 2011 Events in City Parks or Facilities - At this point, the following activities are being checked into by the following Commissioners: . Geocaching - Melberg and Rarnnath . Skate Park Competitions - Van Vark . Building of Bird Houses - Kowalewski . Haas, Assistant Public Works Director SUBJECT: AI. Discuss Park Comprehensive Plan and Park CIPlPlayground Equipment Replacements DATE: April 7, 2011 INTRODUCTION This item is in regards to discussing the Park Comprehensive Plan and the Park CIP for playground equipment replacement. DISCUSSION In regards to the Park Comprehensive Plan, staff is recommending that 2 individuals be appointed to a Task Force to evaluate the philosophy on how park replacement and renovations for rural and urban parks are done and to review the city's existing and future parks facilities chart (Park Comprehensive Plan). Chairman Butler has expressed interest in serving this Task Force, so it will be necessary to have one more individual to volunteer on the Task Force. Once the individuals are appointed, it will be necessary to meet within the next week. As far as to the status of Timber Trails Park and Nordeen's Park, the playground equipment has been ordered and will be installed this summer by the Public Works Parks Department staff. ACTION REQUIRED The Park and Recreation Commission is requested to consider the individuals to serve on the Park Comprehensive Task Force discuss the Park Comprehensive Plan.
