ACTION REOUIRED The EDA is requested to approve the above minutes, Respectfully submitted, Lrn~ Michelle Hartner Deputy City Clerk Attach: Minutes 1 2 3 4 5 ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING 6 FEBRUARY 15,2011 - MINUTES 7 8 9 A Meeting of the Andover Economic Development Authority was called to order by President Mike 10 Gamache, February 15, 2011, 6:00 p,m., atthe Andover City Hall, 1685 Crosstown Boulevard NW, 11 Andover, Minnesota, 12 13 Present: Commissioners Sheri Bukkila, Don Jacobson, Mike Knight, Julie 14 Trude and Joyce Twistol 15 Absent: Commissioner Robert Nowak 16 Also present: Executive Director, Jim Dickinson 17 18 19 20 APPROVAL OF MINUTES 21 22 December 21,2010 Regular Meeting: Correct as amended 23 24 Commissioner Trude stated on page 2, line 13 the word "three" should be changed to "four". 25 26 Motion by Trude, Seconded by Bukkila, approval of the minutes as amended. Motion carried 27 unanimously, 28 29 EDA ACTIVITY - PROJECT STATUS REPORT 30 31 Mr. Dickinson updated on the following: 32 33 Dynamic Sealing Technologies, Inc. Closing - The closing was completed on February 10, 34 2011, Staff is working with Dynamic Sealing to take care of some organics found in the soil. 35 36 2011 Special EDA Events - The contract with Majestic Oaks for the annual golftournament has 37 been signed. The event will be held June 15,2011. 38 39 Staff has booked three music events at Andover Station for June and July 2011, June 1 st will be 40 the jazz band from Oakview Middle School, June 23fd, Erin Rogue (Irish brogue) and July 21 st, 41 the Blue Drifters (bluegrass). 42 43 Andover Station North Owners Association Annual Meeting - The meeting was held January 4, 44 2011. Another meeting will be scheduled either in April or May 2011, 45 46 Site Design for Parking Lot - Staff has prepared a design for the driveway and parking lot for 47 the site next to the ball field at Andover Station North. The driveway will likely be paved and 48 the parking lot class 5. The current budget can be significantly reduced for this project. , Andover Economic Development Authority Meeting Minutes -February 15, 2011 Page 2 1 Andover Station Banners - 40 more banners are needed to complete the project in Andover 2 Station, cost of approximately $2,000. Staff proposes more banners be placed on Jay Street and 3 the spare banners will be used to replace damaged ones. The EDA concurred, 4 5 State of the City - A power point presentation was prepared for the Anoka Area Chamber annual 6 "State of the Cities" event held on February 8, 2011. 7 8 Commissioner Knight asked about having a music event in August at Andover Station, Mr. 9 Dickinson stated Staff direction from the EDA was to lock in three events for 2011. Staffwill 10 check with the high schools about booking an event for August. 11 12 Mr. Dickinson indicated the YMCA has approached the City about having a shelter built on the 13 northeast lawn of the Community Center. The YMCA would provide most of the funding, with 14 the City providing the installation labor, The shelter would be used for the summer programs 15 held at the YMCA and available to the general public, 16 17 TIF DISTRICT & EDA BUDGET UPDATE 18 19 Mr. Dickinson reviewed the TIF Cash Flow Analysis. The TIF Districts are debt free, 20 21 Mr, Dickinson reviewed the proposed projects listed. He indicated the EDA has the ability to do 22 projects until 2014. Commissioner Jacobson asked how much is in the fund to work with. Mr, 23 Dickinson indicated there is approximately 1.1 million in the fund, 24 25 MONUMENT ENTRANCE/ELECTRIC READER BOARD COMMITTEE UPDATE 26 27 Commissioner Trude reviewed a memo put together by the sub-committee regarding the benefits 28 of the electronic reader boards and monument entrance signs, 29 30 Commissioner Jacobson indicated the reader boards will be placed in areas that TIF funds can be 31 used to pay for them. He stated if the TIF funds are not used the remaining money will go back 32 to the County, so why not use the money on the district that generated the funds, 33 34 Mr. Dickinson indicated the monument entrance signs are to be funded from the EDA budget, 35 not the TIF funds. Mr. Dickinson stressed the electronic reader boards need to meet an economic 36 development basis to quality for TIF. 37 38 Commissioner Twistol stated a double sided reader board is less expensive then returning to a 39 monthly newsletter and the reader board information is always up to date, 40 41 Commissioner Trude indicated the next step is asking Staff to modify the City Code regarding 42 institutional signs, The sub-committee suggested reusing the reader board location at City Hall, 43 placing one at Hanson Boulevard and Bunker Lake Boulevard and a single side one at Crosstown 44 Boulevard and Bunker Lake Boulevard, There are issues at all three locations that would need to Andover Economic Development Authority Meeting Minutes -February 15, 2011 Page 3 1 be worked out. Commissioner Trude indicated there are right-of-way issues that need to be 2 worked through before moving forward on the design of the signs, 3 4 Commissioner Trude indicated the monument signs will be designed specific for the location the 5 sign will be placed, Each sign may be different. 6 7 Commissioner Bukkila indicated she is concerned about the price ofthe project. 8 9 Commissioner Trude stated there will be no landscaping around the signs; rocks could be placed 10 around the bottom, but no plants, 11 12 The EDA direction to Staff is to move forward with the modification of the city sign code and to 13 talk to property owners, 14 15 DISCUSS/CONSIDER COMMERCIAL BROKER RFQ 16 17 Mr. Dickinson discussed a Request of Qualifications that could be used to attract potential 18 commercial brokers to market the EDA owned property in Andover Station North. 19 20 This will be discussed at a future EDA meeting, 21 22 OTHER BUSINESS 23 24 There was none, 25 26 Motion by Jacobson, Seconded by Bukkila, to adjourn, Motion carried unanimously, The meeting 27 adjourned at 6:59 p,m, 28 29 Respectfully submitted, 30 31 32 Michelle Hartner, Recording Secretary 1 2 3 4 5 ANDOVER ECONOMIC DEVELOPMENT AUTHORITY WORKSHOP 6 FEBRUARY 16,2011 - MINUTES 7 8 9 A Workshop of the Andover Economic Development Authority was called to order by Vice Chair 10 Julie Trude, February 16,2011, 7:04 p,m" at the Andover City Hall, 1685 Crosstown Boulevard 11 NW, Andover, Minnesota. 12 13 Present: Commissioners Sheri Bukkila (arrived at 7:07 p,m,), Don 14 Jacobson, Mike Knight and Joyce Twistol 15 Absent: President Mike Gamache and Commissioner Robert Nowak 16 Also present: Executive Director, Jim Dickinson 17 18 19 20 21 EDA GOAL/VISION DISCUSSION 22 23 Mr, Dickinson reviewed the TIF District area maps. 24 25 The TIF Districts are: 26 27 1-1 - Andover Station - expires 2012 28 1-2 - Downtown Center - expires 2014 29 1-3 - The Farmstead Project- expires 2015 30 1-1 - Hughes Industrial Park - expires 2032 31 32 Commissioner Knight suggested renewing Andover Station North as a TIF District. Mr, Dickinson 33 stated the area could not be renewed as a redevelopment district, so you would not get 25 years like 34 the current district is. The new district would be 9 years, 35 36 Mr, Dickinson put together 6 sites that could be areas of interest to the EDA. 37 38 #1 - Putting a road from Martin Street to Jay Street, through the Andover Cinema parking lot. 39 40 #2 - Kottkes Property, talking to Kottkes about condensing their site, which could create 41 opportunities for new businesses to come in. 42 43 #3 - Pov's Property, the property is up for sale, 44 45 Mr, Dickinson reviewed the Bruggeman property, He indicated there are two developers interested 46 in the property, 47 48 #4 - Rademacher Properties, located at 140th Lane and Round Lake Boulevard. Andover Economic Development Authority Meeting Minutes -February 16, 2011 Page 2 1 #5 - The area between Crosstown Drive and Crosstown Boulevard on Bunker Lake Boulevard. 2 3 Mr. Dickinson offered a concept through livable communities funding, This would produce cash 4 flow and by joining as a livable community you are eligible for grants. The EDA was not in favor of 5 participating as a livable community, 6 7 Commissioner Knight asked about placing commercial in that area, Mr. Dickinson stated 8 commercial would likely not succeed in that area because of the limited access. 9 10 Vice Chair Trude asked ifthere is a way to improve access in the area. Mr. Dickinson indicated he 11 does not see this area as a commercial site and current access off Bunker Lake Boulevard is probably 12 as good as it gets. 13 14 #6 - 140th Lane between Raven Street and Nightingale Street. 15 16 Commissioner Jacobson stated his concern is looking at too many areas and spreading the activity 17 out. He believes they should focus on one area, 18 19 Vice Chair Trude suggested going around the table and having all members indicate what area they 20 would like to see focused on, 21 22 Commissioner Knight stated he would like to look at establishing new TIF Districts and renovating 23 Bunker Lake Boulevard from Round Lake Boulevard to Hanson Boulevard as a commercial strip. 24 25 Commissioner Twistol asked ifTIF funds can be used to enhance the fa9ade of existing strip malls, 26 Mr, Dickinson stated a program could be created. 27 28 Commissioner Knight asked if Bunker Lake Boulevard was to become a commercial strip would 29 builders be interested in developing rather than the city, Mr. Dickinson indicated probably not, the 30 city would mostly have to acquire most of the parcels and clear them out. Most developers do not 31 want to do the dirty work in a redevelopment. 32 33 Commissioner Jacobson indicated looking at the area on Bunker Lake Boulevard from Kwik Trip 34 east to the Mobile station and south on Hanson Boulevard. He would like to concentrate on one 35 specific area, 36 37 Mr. Dickinson stated the Kottkes property is not located in a TIF District, but in the development 38 area, 39 40 The Moose & Co. parcel was discussed, 41 42 Vice Chair Trude suggested being more aggressive when property is for sale or in foreclosure and 43 having a fund where the EDA could authorize staff to negotiate the purchase ofthe property for a 44 low purchase price. Andover Economic Development Authority Meeting Minutes -February 16, 2011 Page 3 1 Commissioner Bukkila is interested in the Pov's site, Mr. Dickinson indicated the Pov's property is 2 large enough for two businesses, Commissioner Bukkila stated the Pov's site and Kottkes site are 3 areas that should be focused on for the short term, 4 5 Commissioner Twistol indicated she would like to see focus on the Pov' s site, acquiring property in 6 foreclosure on Bunker Lake Boulevard, more sprucing up at the Target ponds and the median on 7 Bunker Lake Boulevard. 8 9 There was further discussion regarding the area on Bunker Lake Boulevard between Crosstown 10 Boulevard and Crosstown Drive. Commissioner Jacobson asked ifthe EDA did acquire parcels in 11 the area, what would be done with them, Mr. Dickinson indicated a new TIF Districts could be 12 created, 13 14 Mr. Dickinson reviewed the Hughes Industrial area, Vice Chair Trude indicated spending the funds 15 in the south part ofthe City since that is where the traffic and density is, The EDA agreed. 16 17 Mr. Dickinson reviewed direction to Staff: 18 19 1, Evaluate Bunker Lake Boulevard between Round Lake Boulevard and Hanson Boulevard and 20 come back with what could be viable areas to create as commercial. 21 22 2. Work on a master plan for the Kottkes site and talk to the other property owners in the area, 23 24 3, Look at programs to be more aggressive on sub-par properties, such as gaining control of 25 foreclosed properties and fal(ade improvement loans, 26 27 4, Look at the Pov's site for potential redevelopment opportunities, 28 29 5. Ideas to enhance the aesthetics of areas. 30 31 6. Using the $25,000 from United Properties around the Andover Station ponds. 32 33 Vice Chair Trude indicated there are issues regarding the electronic reader boards and entrance 34 monument signs, at this point she sees getting one sign going and see how that works. Commissioner 35 Jacobson stated he would like to see all the signs done this year. 36 37 Vice Chair Trude suggested the EDA have more workshops. Commissioner Twistol suggested 38 meeting quarterly. 39 40 Motion by Jacobson, Seconded by Bukkila, to adjourn. Motion carried unanimously. Public Works Director SUBJECT: Authorize Installation of Andover YMCA/Community Center Shelter/1l-22- Engineering DATE: March 15,2011 INTRODUCTION The EDA is requested to authorize the installation of the Andover YMCA/Community Center Shelter, Project 11-22, DISCUSSION Attached are a photo of the shelter that will be purchased and the layout of where the shelter will be located which is just to the northeast comer of the Andover YMCA/Community Center building, Concrete sidewalks will also be constructed to allow access to the building and parking areas. The shelter needs to be done and ready for use by the Andover YMCA before school is out on June 9th. The Public Works Department staff will also prepare the grading of the site and do the restoration once the shelter is completed. BUDGET IMPACT The City will be responsible for purchasing the shelter and concrete. The Andover YMCA will reimburse the city for the cost of the improvements, ACTION REOUIRED The EDA is requested to authorize the installation of the Andover YMCA/Community Center Shelter, Project 11-22. Site Design for Parking Lot - Staff is preparing a design drawing for the driveway/parking lot for the site next to the ball field, This driveway/parking lot is budgeted for EDA construction in the summer of2011. Andover Station Banners - The 40 new banners for the Andover Station area arrived on March 2nd, Public Works will be installing them on every other light pole on Jay Street (between Bunker Lake Blvd, and Station Parkway), MetroMSP.org Website - Staff has finished logging in the EDA's land sales information on the County's web site. We have also shown information on other commercial or industrial lands that are for sale in Andover on the website (i.e. Kottkes, Emmerich, Povlitski, TCF, Hughs Industrial Park, etc.). DISCUSSION Listed below are identified goals from the February 16,2011 GoalsNision discussion: 1. Evaluate Bunker Lake Boulevard between Round Lake Boulevard and Hanson Boulevard to determine what areas could be viable commercial areas, 2. Work on a master plan for the Kottke's Bus site along with the other property owners in the immediate area, This could include just condensing the current Kottke's site. 3. Look at programs to be more aggressive on sub-par properties, such as gaining control of foreclosed properties and develop a fayade improvement loan program. 4. Evaluate the POV's site for potential redevelopment opportunities and assist with marketing the site. 5. Actively seek out ideas to enhance the aesthetics of commercial areas. 6. Utilize the $25,000 from United Properties to enhance the area around the Andover Station ponds.
