INTRODUCTION
This item is an update in regards to the 20 II Park CIP and future playground equipment
replacement status.
DISCUSSION
Attached is the draft City Council workshop meeting minutes of January 25, 2011 for your
reVIew.
As of right now, the plan is to move forward with Timber Trails Park and Nordeen's Park. Kevin
Starr in Parks Maintenance is currently working on a layout and the type of equipment that he
would like to purchase and present to the City Council in the very near future. As far as
playground equipment for future replacements, the Park Commission will need to come up with a
philosophy on how park replacement and renovations for rural and urban parks are done. Also
the Commission will need to prepare a survey that will be sent out to the neighborhood. Once the
Commission reviews the neighborhood survey and consults with parks Maintenance staff, the
Commission will need to make a recommendation to the City Council as to what needs to be
done and/or replaced at that park that is in question.
The following is the current status of parks that are or will be identified in the Park
Comprehensive Plan:
A. These are the parks that need 2-5 yr old playground equipment that have never had
equipment before for this age group:
. Hawkridge, Forest Meadows, Fox Meadows, Shady Knoll, Hills of Bunker
Lake West, Wild Iris, 13Sth Avenue Tot Lot, Andover Lions, Timber Rivers,
and Chesterton Commons
Note: Future park dedication funds can be used to purchase equipment for these
parks that are identified.
B. These are the parks that need 5-12 yr old playground equipment that have never had
equipment before for this age group:
. Sunshine
Note: Future park dedication funds can be used to purchase equipment for these
parks that are identified.

C. These are the parks that need 2-12 yr old playground equipment that have never had
equipment before for this age group:
. Lund's North, Oak Hollow, Moore's Estates, Kelsey Round Lake, Dehn's,
Crooked Lake Boat Landing, Creekridge, and Red Oaks West
Note: Future park dedication funds can be used to purchase equipment for these
parks that are identified.
D. These are parks that need replacement of playground equipment for 5-12 yr olds:
. Forest Meadows, Andover Lions
Note: Parks maintenance replacement funds are to be used to replace the
equipment once they have been identified to be replaced due to age or the
equipment does not meet ADA requirements.
E. These are parks that need replacement of playground equipment for 2-12 yr olds:
. Timber Trails, Woodland Meadows, Nordeen's, Pleasant Oaks, and
Meadows of Round Lake, Green Acres, Northwood's East, Langseth
Note: Parks maintenance replacement funds are to be used to replace the
equipment once they have been identified to be replaced due to age or the
equipment does not meet ADA requirements.
Note: Staff has attached the current approved CIP for parks that have been proposed for
replacement for 2011-2015. As per the CIP, Nordeen's and Timber Trails Park are scheduled for
replacement in 2011.
The approved budget for playground equipment replacement is $45,000.
ACTION REQUIRED
As determined by the Park Commission. The Commission may want to discuss this as a
workshop item at a future Commission meeting.

.. > 10 PLAYGROUND EQUIPMENT REPLACEMENT

12 Mr. Berkowitz noted there is a significant amount of playground equipment that should
13 be replaced. Some of the playground equipment needs replacing due to the obvious wear.
14 In 1999, the Park and Recreation Department upon a consultant recommendation the City
15 put money aside for playground equipment replacement. This recommendation was
16 based on a 15 to 20 year time frame at the time. Changes in safety, ADA requirements,
17 deterioration, and vandalism playa role in timing of replacing equipment. The annual
18 funding program started in 2000 and has allowed the City to address the ADA
19 requirements.

21 Kevin Starr, Park Maintenance Supervisor, explained the process of determining which
22 playground equipment needs replacement. The Staff is not pulling equipment that does
23 not need to be removed. Equipment is being pulled due to safety concerns. He noted
24 there are 38 structures that will ultimately need replacing, and if the staff continues at the
25 pace it is going, the first round will be done in four years. The City has difficulty in
26 taking care of what is out there with just maintenance and replacement.

28 Councilmember Trude commented Timber Trails seems to be in a neighborhood where
29 the children are too old for the equipment at the park. She said she doesn't see younger
30 kids in the neighborhood. Also, the kids seem to use the play sets in the back yards
31 instead of the park.

33 Mr. Starr agreed this is one of the more underutilized parks. The ball field and soccer
34 field do not get used much, but it is scheduled by the Associations.

36 Councilmember Bukkila asked about the inventory and if the parks are getting the same
37 consistent structures. She asked if there are smaller accessories that could be used
38 instead of a large structure or a new park.

40 Mr. Starr answered they are looking at the state of the equipment to determine
41 replacement. His department is on track for keeping up with putting in safe structures,
42 they try to be consistent with the replacements.

1 Mayor Gamache suggested the City no longer build one acre parks. The property
2 becomes the City's and the City has to maintain it.

4 Councilmember Knight commented the dilemma is in the census information. Parents
5 aren't letting their kids out as much anymore, and there is a safety factor. Mr. Starr
6 agreed that the parks are mostly used for organized sports. There are many indoor games
7 and sports.

9 Ted Butler, Park & Recreation Commission Chairman, noted all parties agree that the
10 maintenance needs to be done frugally. He discussed the demographics. New
11 homeowners may prefer to keep a play structure even if the previous homeowners didn't
12 use it. Mr. Butler noted if a park is removed and there is a vacant lot, it may deter
13 younger families from buying in that neighborhood.

15 Mr. Starr said they have been focusing on ages 2 to 12 in the parks they have been
16 refUrnishing lately.

18 Councilmember Bukkila suggested putting in a blacktop surface at some of the parks.
19 She mentioned the idea of creating a menu list of items for the public to choose from for
20 installation when adding or reconstructing in a park.

22 Councilmember Jacobson raised the idea of having the Park and Recreation Commission
23 look at an overall plan and develop objectives, and determine what needs to be done to
24 each park. Mr. Butler agreed this overall philosophy for the parks would be helpful. One
25 of the challenges is working within the CIP. It would be helpful to have more discussion
26 in regard to the dollars that are being used for improvements.

28 Mr. Dickinson commented there is value in having a developed park rather than
29 abandoning a park in a neighborhood. Developers and Builders see value in having a
30 nearby park. If there is an area of starter homes, there will be families.

32 Mr. Butler posed the question of how to get more use out of the parks. Most of the use is
33 organized athletic organizations.

35 Mr. Dickinson brought up the possibility of the Park Commission conducting a "Decision
36 Resources" community survey regarding parks. He said this would cost about $12,000.
~7 A recommendation for a survey could be brought forward by the Park Commission for
38 discussion. This gathering of community infonnation could start an overall philosophy
39 on repairing parks.

41 Mr. Butler suggested notifying the area around a park when and why a park is being
42 pulled and asking what should replace that park.

1 Councilmember Trude recommended Mr. Starr bring forth to the Council a proposal for
2 replacement of the two parks that are scheduled for replacement this year.

* 4 Mr. Berkowitz summarized the City Council's direction as follows: The Park and
5 Recreation Commission will come up with a philosophy on how park replacement and
6 renovations for rural and urban parks are done; a survey by the Park and Recreation

SUBJECT: 6. Update Skate Park Improvements/08-08

INTRODUCTION
This item is an update in regards to the skate park.
DISCUSSION
This item was tabled from the last meeting regarding the appointment to serve on the Skate Park Task
Force. As mentioned at the last meeting, since Commissioner Hupp did not reapply to serve another term
on the Commission, therefore the Commission should consider appointing a Commissioner to serve on
the Skate Park Task Force with Commissioner Kowalewski. Commissioner Van Vark has expressed
interest in serving on the Task Force.
There was some discussion at the last meeting on what yet needs to be done now that the skate park
equipment has been ordered. A couple things the Task Force could work on include the following:
. Re-evaluate the skate park rules.
. Meet with the youth to look at various ways of raising funds for additional equipment.
. Look at the possibly of having skate board competitions.
. Update the Park Commission regarding the status of the skate park construction activities and
assembly of the equipment.
Note: The installation of equipment will not happen until about a week after the concrete slab has been
constructed.
ACTION REQUIRED
The Park and Recreation Commission is requested to appoint a Commissioner on the Task Force and
determine the type of activities that should be considered.

INTRODUCTION
This item is in regards to discussing potential events in city parks for the upcoming summer.
DISCUSSION
This item was discussed at the Park Commission workshop meeting of January 20th. Based on the
discussion (also refer to the January 17th workshop meeting minutes in the side of your packet), the
following Commissioners appear to have committed into checking into the following events or activities:
. Commissioner Van Vark- Skate park contest during the Andover Fun Fest
. Commissioner Kowalewski - Work with the local Boy Scout groups to build bird houses/boxes.
. Commissioners Melberg and Ramnath - Check into geocaching in some of the city parks
. Commissioner Lindahl - Would check into the idea of having organized bike ride on trails
through the parks
The other Commissioner that have not committed to a particular activity may want to suggest an idea or
volunteer to help out with one the other Commissioners in getting the events going.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing potential events in city parks

INTRODUCTION
This item is an update of maintenance and status of inventory of trees in the City's Park System.
Trees may need periodic maintenance to ensure long-term health and proper growing habits. This
will also lead to safer trees, which are less prone to failing (branches breaking or trees falling).
Various insect and disease problems continue to threaten our park trees. The most notable pest is
the Emerald Ash Borer (EAB). This will greatly impact our parks. Staff is doing an inventory of
our parks and keeping a log of maintenance being performed and anticipating the effects ofEAB.
DISCUSSION
Staff is currently going thru the City parks and performing pruning and removals of trees that
need attention. Deadwood is being removed from select trees to create safer parks and improve
the aesthetics. Many young trees are also being pruned. One form of this is called "training
pruning," which helps dictate the growth habit. This is being done for the reasons already
mentioned above.
Ash trees are being inventoried to determine the effect EAB will have on our parks. EAB is a
devastating, invasive killer of ash trees. It was first found in the U.S. back in 2002, where it was
found near Detroit, Michigan. Since then, it has spread to several other states and Canadian
provinces and has killed millions of trees. It was first found in Minnesota (Saint Paul) in 2009,
and was found in Minneapolis in 20]0. It now threatens to spread to the suburbs and greater
Minnesota. EAB will impact Andover, as ash has been heavily planted.
BUDGET IMP ACT
Periodic, cyclical maintenance to our park trees will save money over the long run. Trees will
live longer and need less long-term maintenance if they are properly maintained. EAB will
eventually kill our ash trees. These trees will need to be removed and many parks will benefit
from being re-p]anted with a variety of other native tree species.
ACTION REQUESTED
No action is necessary as this is for updating purposes only.

ON-GOING PROJECTS-
. Develoo Site Plans for all existing parks which indicates the facilities available. (On-Going).
. Uodate of Park Dedication Imorovement Fund Ouarterlv Renort - Next quarterly report is due in
April.
. Uodate of Ouarterlv Sheriff's Denartment Renort on Park Patrol & Vandalism ~ Next quarterly
report is due in April.
. Hawkridl!e Park - Nothing new to report. A majority of the grading has been completed and the
fields have been seeded. The paced trail is proposed to be completed around the perimeter of the park
during the upcoming 2011 construction season.
. Citv Hall Camnus Hockev Outdoor Hockev Rink - The building still has some exterior work that
needs to be completed that will be done yet this spring once the weather is good. Building Department
is responsible for overseeing the completion of the building.
. Soohie's Park - The playground equipment has been installed along with the bituminous surface for
the basketball court. The shelter posts are in and the completion of the shelter will be worked on the
weather is a little nicer. The rest of the items (restoration, sidewalk, etc) will be completed in the
spring. The Parks Department maintenance staff did a very nice job. If you get a chance, stop by and
take a look at it.
ON-HOLD PROJECTS-
. Hartfiel's Park- The project is on hold until the property owner considers their option, but the city at
this time does not have the funds to buy the property.
. Hills of Bunker Lake West Park - Need to meet with the neighborhood this winter to discuss the
idea of a security light at the park. Could do this at the next meeting in March if you like.

TASK FORCE UPDATES-
. Skateboard Task Force (Kowaleski) - Item is on the agenda. Staff would like for the Task Force to
schedule a meeting in March.
OTHER ITEMS OF INTEREST -
. Hidden Creek North Park and Rose Park - Nothing new to report. The City Council has approved
the installation of wireless internet service tower at both locations. Installation of the wireless internet
services (Clear Wireless) has been completed at Rose Park on the water tower. Note: Staffhas been
recently notified that the tower at Hidden Creek North Park and Water Tower #2 are on hold until
further notice. Clear Wireless is focusing their efforts trying to complete service towers that are under
construction in other communities to get the system operational.
. Shadowbrook East Park and Andover Station North - Nothing new to report. Clear Wireless has
received approval from the City Council for the installation of the wireless internet service at
Shadowbrook East Park. Clear Wireless has also received approval for the installation of the wireless
internet service at Andover Station North facility. Again both of these locations on hold until further
notice.
. Prairie Knoll Park - Nothing new to report. The City Council has approved the location of the cell
tower which will be located on the east side of the park near Prairie Road and just north of the
southeast field. Construction is still pending.
. Community Garden Plots - 23 renters have signed up so far for a plot for 2011.
. DOl! Park - Nothing new to report. To date, staff has not heard recently from Dog Park Committee.
One $100 donation has been received by the City recently. It is our understanding that they are
looking at becoming a non-profit organization. For the Commission member's that have not been to
the website (http://andoverdogpark.comL), please check it out.

Attach. . .~....ut:st. Grow Oak View Park is located in the northwest part of the city east of
Roanoke Street NW (CSAH 7) on Navajo StreetNW just south of 173rd Avenue NW. For those
not very familiar with the park, the park was donated as part of the platting of Grow Oak View
back in 1977. The park is undeveloped with some steeper slopes, wetlands and wooded areas.
The park as dedicated is really more of natural area that abuts up to the Rum River. The park per
the park comprehensive plan is not anticipated to have any future facilities (see attached). Once a
draft management plan is available, the staff will provide information on how to review the plan.

The Park & Recreation Commission is requested to accept the idea to include Grow Oak View
Park in the management plan for Martin's Meadows as requested by the Open Space

Meadows. This would include such things as the potential for nature trails and a boardwalk across the wetland, removal
of invasive species and signage, such as not motorized vehicle signs along the utility line corridors. Can you share this
