INTRODUCTION
South Coon Creek Drive NW from Crosstown Boulevard NW to Round Lake Boulevard NW is
scheduled for reconstruction in 2012. There are improvement considerations that will need to be
reviewed and discussed by the Public Warks Committee. A recommendation will be brought
forward from this committee to the City Council.
DISCUSSION
The project will consist of concrete curb replacement, a new pavement surface and water main
installation to provided better service and redundancy to the west side of town. The following
items are unknowns at this point:
. Trail or sidewalk (on-street or off-street)
. Intersection Improvements (Turn Lanes at Crosstown Blvd.)
. Traffic Signals
0 Round Lake Boulevard NW
0 Crosstown Boulevard NW
. Sanitary Sewer
. Water Main Stubs / Services

Please drive down South Coon Creek Drive before the meeting and pay close attention to the
trees along the boulevard.
An Aerial photo layout will be available at the meeting to assist in the discussion.
ACTION REQUIRED
The Public Works Committee is requested to discuss the listed improvement considerations and
provide direction and additional information to be reviewed at the next Public Works Committee
meeting.

SUBJECT: Fences in Rural Areas

INTRODUCTION
The Public Works Committee is requested to discuss the fence ordinance and determine if the
language should be changed to allow some flexibility for fence placement within drainage and
utility easements for rural lots.
DISCUSSION
Currently, new fences are not allowed in drainage and utility easements with public utilities,
ponds or wetlands or those needed for access. This is reviewed and approved through the fence
permit process which is consistent with the current fence ordinance.
Aerials will be available and fencing scenarios will be discussed at the meeting.
A recommendation from this committee will be brought to the City Council for discussion.
ACTION REQUIRED
The Public Warks Committee is requested to provide a recommendation to the City Council on if
and where fences could be allowed within drainage and utility easements on rural properties and
what changes could be made to the fence ordinance.

12~7-1: PERMITTED USE:
Fences, walls, hedges and similar barriers (herein referred to as fences) shall be
permitted in all yards subject to the provisions of this chapter. A permit is "-w;t"t.
required for the construction of all fences or walls that are located on, in, or near
any property line, drainage and utility easement, or wetland in the City of
Andover. A permit application shall be submitted for review by the Engineering
Department and an application fee shall be paid as outlined in Chapter 1-7-3 of
this code prior to the issuance of any permit. (Amend. 12/6/05, Ord. 317)
12-7-2: lOCATION:
A. Fences shall be located entirely on the private property of the individual
constructing the fence. Fences may be placed up to the property line. It is
the responsibility of the property owner to determine the location of
property lines. Fences may be located in any private yard or along a side
or rear property line, except as follows:
1. No fence shall be placed in the public right-of-way.
2. Fences shall not be placed in any utility easement where any under
ground utility is present. Fences may be placed within other utility
easements so long as they do not interfere in any way with existing
under ground or above ground utilities. The existence and location of
private utility easements and equipment must be determined by
contacting Gopher State One Call.

3. Fences shall not be constructed or placed in such a manner so as to
obstruct the flow of water to or through drainage areas, ponds, or
wetlands. Fences shall not be placed in easements that provide
vehicle access for the maintenance of drainage, ponding, or wetland
areas.
4. No fence shall be constructed so as to enclose, hinder, or restrict
access to utility boxes, fire hydrants, or any other above ground
utilities.
5. Fences on corner lots shall not encroach upon the Clear View Triangle I

as defined in Section 12-2-2 of this code.

B. Any fence placed in violation of this section shall be the liability of the
property owner who constructed it. The City, or any other agency having
authority to work in a right-of-way or easement area, shall not be liable for
repair or replacement of such fences in the event they are moved,
damaged, or destroyed by virtue of the lawful use of that area. Any
damage caused by the illegal placement. of a fence shall be the
responsibility of the property owner who constructed it.
12d7-3: FENCE HEIGHT:
A. In the rear and side yards up to the front fagade of the principal structure,
fences up to a height of six (6) feet are allowed. (Amended Ord: 386,
8/5/09)
B. Fences located closer to the front property line than the principal structure,
shall not exceed four (4) feet in height. In the R-1 Single~Family Rural
Residential and R-2 Single-Family Estate zoning districts, "ornamental
fences", as defined in Section 12-2-2 of this title, of up to six (6) feet in
height are permitted in all yards, provided the fence does not encroach
upon the Clear View Triangle as defined in Section 12-2-2 of this code.

12-1-4: PERFORMANCE STANDARDS:

A. Construction and Materials: Every fence shall be constructed in a i
workmanlike manner. For all fences constructed after the adoption of this I
title, all posts, supports, and framework shall be placed on the inside of
the fence, with the finished side facing the abutting property or street.
Fences in all districts shall be constructed of materials widely accepted in
the fencing industry. No plywood boards, canvas, plastic sheeting or metal

Residential Fencing Requirements
This handout is provided to assist property owners in the process of
constructing a fence on their property. It is important to become familiar with
the standards for fences to ensure that they are properly located. If you have
any questions related to fence location or construction, please contact City
Hall.
BEFORE YOU START:
. Permits- A permit is required to build a fence or retaining wall that is
in, on, or near any property line, easement or wetland. The
fence/retaining wall permit application is available at City Hall or on the
City's website under the links "City Departments" "Engineering." Contact
the City Engineering Department for details.
. Covenants- The City of Andover does not enforce private fence
covenants. You should contact your homeowners association or the
developer to determine if there are private covenants regulating fencing
in your neighborhood.
. Property Lines- It is the property owner's responsibility to determine
property lines prior to installing a fence. You can locate your property
lines using a Certificate of Survey of your property and a metal detector
(if necessary) to find your property irons, or a private surveyor can
locate them for you.
. Gopher State One Call- Before you start digging, you must contact
Gopher State One Call to determine if there are any underground utilities
or private utility easements on your property. This can be done on the
web at www.gopherstateonecall.orgor by calling 651-454-0002.
MAXIMUM FENCE HEIGHT:
. Rear and side yard-6 feet.
. Front yard-4 feet.

. On your property up to the property lines, except as listed below.
Where YOU CANNOT place your fence:
. In drainage and utility easements where above or below ground utilities
are located or where access is needed by the City (Vehicle Access
Easement) (see the "Easement Restrictions" handout for more
information).
. In wetlands, ponds or open water.
. In the City boulevard, County right-of-way and in the case of corner lots,
inside the CLEAR SIGHT TRIANGLE. To find the sight triangle, locate
your property pins at each end of the radial curve and measure two feet
back along your property line; connect these two points. (See the
"Boulevard Restrictions" handout for more information).
CONSTRUCTION:
. All fences must be constructed in a workmanlike manner.
. All posts and braces must face inward, with the "finished" side facing
adjoining property or streets.
. All fences must be constructed of materials widely accepted in the
fencing industry. No plywood, canvas, plastic sheeting, metal sheeting,
barbed wire, chicken wire or similar material shall be used for any fence
construction. No fence shall have planks, panels or boards wider than
twelve inches (12"). If you are unsure, please call the City and ask.
. Chain link fences must be constructed so as to have the barbed end at
the bottom of the fence.
MAINTENANCE:
. All fences must be maintained in good condition and vertical position,
Any missing, incomplete or deteriorated sections of fencing material or
structural elements must be replaced in a timely manner with the same
material and workmanship.
. All wood surfaces, other than decay resistant woods, must be protected
from the elements and decay by a protective covering or treatment. If
25% of the surface is peeling, cracked, chipped, blistered, grayed or
weathered beyond effectiveness, the exterior surface must be refinished.
(This applies to both sides of the fence- if this means going on someone
else's property, be sure to get their permission first!)
OTHER THINGS TO REMEMBER:
. This handout is a summary of the City Code. For complete regulations,
please see City Code 12-7 (Fences and Walls).
. If you fail to meet the requirements for fence construction or
maintenance, you may be required to remove your fence at your cost.
. You must submit a fence permit application and receive approval BEFORE
you begin work on your fence. Please call City Hall if you have any
questions.

Easement Restrictions
This handout is provided to assist property owners in the process of planning any home
improvements involving easements. Check if easements are being utilized for access purposes
with the City and Gopher State One Call at 651-454-0002 about underground utilities. If you
feel your property has a unique condition that makes these rules too restrictive, you may check
with City Staff about your specific case.
FENCES AND TREES:
. Are not allowed in easements with drainage ponds, above ground or underground utilities or
those that are needed for access. For further fence regulations, see the "Residential Fencinq
Requirements" handout and City Code 12-7 (Fences and Walls). This can be found at the
City's website.
RETAINING WALLS, PERMANENT PLAYSETS OR OTHER PERMANENT STRUCTURES:
. Are not allowed in any easements,
IRRIGATION AND PORTABLE PLAYSETS:
. Allowed in easements, although the City is not responsible for damage if maintenance of
any utilities are required,
LANDSCAPING:
" . Allowed as long as the volume of material, which may displace water, remains constant to
avoid potential flooding problems. If you have any questions related to what is allowed in the
easement, call the Planning or Engineering Department.

SUBJECT: 4. Traffic Sign Update

INTRODUCTION
This item is an update as to the status of analyzing the traffic signing in various zones.
DISCUSSION
As you know, the Public Works Sign Department has been working on various traffic signing
including the installation of speed limit signs in the rural areas. To date the status of the zones
are as follows:
. Zone 2 - Traffic signing has been completed including ID/engraved of signs and GPS the
locations. Speed limit posting have been completed.
. Zone 3 - Traffic signing has been ID. Signs need to be engraved and locations to be GPS.
Speed limit posting have been completed.
. Zone 4 - Traffic signing has been completed including ID/engraved of signs. About 1/3 of
the signs locations need to be GPS. Speed limit posting have been completed.
. Zone 5 - Review and Update of Traffic signing will be done in 2011.
. Zones 6-9 and Zone 1 will be reviewed and updated during 2012-2016.
As required by the Minnesota Manual of Uniform Traffic Control Devices (MN MUTCD), it is
the responsibility of the City to ensure the signs are the proper type, placed in the proper location
and signs meet reflectivity standards.
ACTION REQUESTED
This is for discussion only. No action is necessary as this is an update as to the status of traffic
slgmng program.

INTRODUCTION
This item is an update as to the status of analyzing the unwarranted 3 way or 4 way stop signs in
the Northglen area west of Round Lake Blvd and north of Bunker Lake Blvd. Northglen is in
Zone 2 of the traffic signing program.
DISCUSSION
Within Zone 2, there are a few 3 way or 4 way stop sign locations that do exist. The locations
are as follows:
Scheduled Evaluation in 2011
. 140th Avenue NW and Underclift Street NW (3 way)
. 138th Lane NW and Underclift Street NW (4 way)
. 140th Avenue NW and Aztec Street NW (3 way)
. 139th Lane NW and Yucca Street NW (3 way)
Others in Zone 2 that will be done in 2012
. Narcissus Street NW and Marigold Street NW (at Orchid Street NW) (3 way)
. Narcissus Street NW and Marigold Street NW (3 way)
. Poppy Street NW and 134th Avenue NW (3 way)
. 147th Avenue NW and Guarani Street NW (4 way)
. 143rd Avenue NW and Xenia Street NW (3 way)
To date the locations listed have not been analyzed. Traffic counts and accident data is used in
the analysis. Traffic counts will be completed this spring/summer and accident data will be
collected from the Anoka County Sheriffs Department. The number of accidents and traffic
counts at each of the intersections is used to determine if the signing should be modified to meet
the MMUTCD. Attached is a page from the MN MUTCD in regards to stop sign applications for
your reVIew.
Note: Zone 1 is the only zone that has other all way stop sign locations that will need to be
analyzed after zone 2 has been completed.

INTRODUCTION
The committee is requested to discuss gravel roads within the City of Andover and what possible
options there may be to get these roads paved.
DISCUSSION
The City has approximately 7.5 miles of gravel roads within the City. The current policy requires
a neighborhood to petition the City for a gravel road to be paved with all the project cost assessed
back to the benefitting properties. Over the past several years gravel road paving projects have
been proposed and have not moved forward due to cost concerns from residents.
Attached is a cost estimate to pave Butternut Street/173rd Avenue/Flintwood Street gravel road
which is located near the proposed 2011 Street Reconstruction project (Genthon Ponds). The
chart shows what an approximate assessment would be based on 25,50,75 and 100% assessed.
Also attached for your information is a map showing the gravel road sections throughout the
City.
ACTION REOUESTED
The Public Works Committee is requested to review the information provided on gravel roads
and make a recommendation to the City Council on how to proceed with gravel road projects.
