DECEMBER 21, 2010 - MINUTES
A Meeting of the Andover Economic Development Authority was called to order by President Mike
Gamache, December 21, 2010, 6:03 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,
Andover, Minnesota.
Present: Commissioners Sheri Bukkila, Don Jacobson, Mike Knight, Julie
Trude, Robert Nowak and Joyce Twistol
Absent: None
Also present: Executive Director, Jim Dickinson
Community Development Director, Will Neumeister
Public Works Director /City Engineer, Dave Berkowitz

Motion by Trude, Seconded by Jacobson, approval of the minutes as written. Motion carried
unanimously.
TIF DISTRICTS FINANCIAL UPDATE
Mr. Dickinson reviewed the TIF Cash Flow Analysis. The items that have been updated since
the last meeting have to do with potential land sales, three potential projects, and the debt
payment to be made February 2011.
Commissioner Trude asked about the park dedication fund. Mr. Dickinson indicated with
potential land sales in 2011, close to $50,000 could be put into the Park Improvement Fund.
DISCUSSIADOPT 2011 EDA BUDGET
Mr. Dickinson indicated the 2011 EDA Budget needs to be discussed and adopted.
Mr. Dickinson reviewed the 2011 EDA Budget.
Motion by Jacobson, Seconded by Trude to adopt the 2011 EDA budget. Motion carried
unanimously

SELECTION OF SITE FOR 2011 ANNUAL BUSINESS DEVELOPMENT DAY
Mr. Dickinson indicated Staff received 4 quotes for the Annual Business Development Day /Golf
Tournament, he also noted an updated quote by "The Refuge ". Staff is recommending Majestic
Oaks.
Motion by Jacobson, Seconded by Knight to accept the quote from Majestic Oaks for the Annual
Business Development Day /Golf Tournament. Motion carried unanimously.
MONUMENT ENTRANCE SIGNDISCUSSION
Mr. Dickinson indicated Staff is looking for direction on this issue. At the last meeting the EDA
discussed placing three monument entrance signs along with a single and double -sided electronic
sign in the City.
The EDA discussed the signs.
Commissioner Trude suggested a sub - committee for this project. She indicated the sub-
committee would look at locations throughout the City and suggest to the EDA what signs would
work best at certain locations.
Commissioner Jacobson asked if the installation of the signs could be done "in house ". Mr.
Dickinson stated it could, but he thought sign professionals should be hired for the electronic
signs because of warranty related issues.
Commissioner Jacobson suggested a third electronic sign be placed at Bunker Lake Boulevard
and Hanson Boulevard. Mr. Dickinson reminded the EDA there will be on going maintenance
costs with the electronic signs and if a third is added the budget for the project would need to be
amended.
Motion by Trude, Seconded by Jacobson to approve a sub - committee for the sign projects. The
sub - committee will be Commissioners Trude, Knight and Twistol. Motion carried unanimously.
SCHEDULE EDA GOAL SETTING MEETING
The EDA scheduled a Goal Setting Meeting for Thursday, February 10, 2011 at 6:00 p.m.

Dynamic Sealing Technologies: The land purchase closing will be scheduled for January 2011.
Glass Slipper Bridal Salon: The owners have shown interest in purchasing the site next to the
Foundation Hill Daycare/Montessori School.
2011 Special EDA Events: Three 2011 music events will be scheduled at Andover Station.
Oakview Middle School concert band is available for June 1St. The Blue Drifters (bluegrass)
have been contacted for a mid -July concert. Staff will come back with options for the third
event.
Andover Station North Owners Association Annual Meeting: The meeting is scheduled for
4:30 p.m. January 4t".
Site Design for Parking Lot: Two plans were presented. This item will come back to a future
meeting.

INTRODUCTION
This memo provides a brief update of all development activities in the Andover Station area:

Dynamic Sealing Technologies, Inc. Closing- Staff completed the closing on the land purchase (Feb. 10th ).
Staff has looked at the soils borings and estimated that there will be about as much peat removal as their
first building had. Spring construction is being planned by Dynamic Sealing for a doubling of their current
size.
2011 Special EDA Events – The contract (with Majestic Oaks) for the June 15, 2011 golf event was
approved by the EDA December 21, 2010. Staff has booked three performances for 2011 "Music at
Andover Station" EDA sponsored events. The three events include: 1.) Oakview Middle School fora June
1St (jazz band) performance; 2.) "Erin Rogue" (Irish brogue) for a June 23`d concert; 3.) the "Blue Drifters"
for a July 21 St (bluegrass) concert.
Andover Station North Owners Association Annual Meeting – Staff held the annual meeting on January 4th
and assessments for 2010 were approved to be sent out to the members.
Site Design for Parking Lot – Staff has prepared a schematic design for the driveway and parking lot for the
site next to the ball field. The design allows the possibility that a portion of the site could be reserved for a
small 5,000 -8,000 sq.ft. building. See drawing on reverse side. This driveway /parking lot is budgeted for
EDA construction in 2011.
Andover Station Banners – The EDA put up 50 banners in the Andover Station area last year. We need 40
more to complete the job. There are hardly any banners on Jay Street and we need some spares as some have
torn with high winds. Estimated cost of 40 banners will be $2,000. The EDA is asked to authorize the
expenditure of $2,000 for staff to move ahead with completing this project.
State of the City – the staff and Mayor prepared a power point presentation for the annual event held on
Tuesday, February 8t11 at Greenhaven. See attached copy. It clearly shows there was a lot of new commercial
and residential activity this past year and we are still "hitting on all cylinders ".

The EDA is requested to receive a brief Tax Increment Financing (TIF) District financial update.
DISCUSSION
The Executive Director will use the attached TIF Cash.Flow Analysis as the basis for the TIF District
financial update and to facilitate discussion. The primary updates to the attached analysis are updating of
the 2010 data from estimates to actual, completion of a land sale (Dynamic Sealing Technologies Inc.)
and the potential projects estimates.
The Executive Director will review the preliminary 2010 year end numbers for the EDA Fund, and
review the 2011 EDA budget.

interested in working with the Andover EDA in marketing Andover Station North.
The Executive Director will review an RFQ process with the EDA at the meeting.

project and is seeking RFQs and will invite the most qualified submittals to interview for the desired
marketing services, The RFQ submittal deadline is 12:00 (noon) on . Interviews
with an AEDA subcommittee will follow within approximately two weeks after that date.

Andover Monument Signs will ...
Identify Andover as a community distinct from adjacent cities, helping visitors locate homes, businesses
and recreation opportunities with an Andover address.
In addition, monument signs demonstrate community pride for those who have chosen Andover as a
place to live, shop, work and enjoy the open spaces and abundant recreational opportunities available.

Benefits of Community Bulletin Boards:
1. Promote Andover as a great place to live, visit, play in, work in, shop in or conduct a business
2. Improved communication of events & opportunities available for residents. (City newsletters
are published six times a year and weekly local papers reach only a minority of households.)
3. One double -sided color LED sign costs less than returning to a monthly newsletter.
4. Publicizing information about events at the Andover YMCA Community Center, whose construction
was funded by the EDA, will encourage its financial success and reduce its dependence on city taxes.
5. The publicity of registrations and events of our community partners, especially the many local non-
profit athletic groups, increases public awareness of opportunities for youth. (These groups include
Andover Athletic Association providing softball and basketball programs for boys and girls, Andover
Baseball Association, Andover Youth Football Assoc., Andover Area Lacrosse Assoc., North Metro
Soccer Assoc., and Andover Youth Huskies Hockey Assoc.)
6. Providing local groups such as athletic groups, scouting organizations, the Lions Club, and other non-
profits, with a location to publicize registrations or events should reduce the need for these groups to
clutter our right -of -ways with many lawn signs.
7. Andover can publicize civic events including city meetings, the Fun Fest, Night to Unite & Recycling
Days.
8. Andover lacks a downtown where traditional posting of announcements and posters would be a viable
alternative for publicizing local events.
9. Success of Andover's civic, community and athletic organizations encourages visitors and business
operators to view our community as a desirable place to locate.
10. Some of the local non - profit organizations manage charitable gambling which contributes 10% of
their proceeds to the City of Andover. These contributions support valued community services.
Budget considerations: The Andover Economic Development Authority (EDA) has budgeted for these
signs using funds uniquely available only to the EDA for economic development activities. These funds
are not available to pay for general city services or pay for services now paid for with property taxes. The
funds are special tax increment funds generated because the city invested in redeveloping blighted and
polluted industrial sites into modern retail and commercial businesses that have improved the city's future
tax base. These signs will encourage further positive economic development within Andover.
