(763) 755-5100 FAX (763) 755-8923 0 WWW.CI.ANDOVER.MN.US PARK AND RECREATION COMMISSION MEETING - SEPTEMBER 16, 2010 MINUTES The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was called to order by Chair Butler on September 16,2010, 7:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Commissioners Present: Chair Ted Butler, Bill Hupp (arrived at 7:08 p.m.), Tony Kowalewski, Mark Miskowiec, Shan Rarnnath (an-ived at 7:20 p.m.) and Shaun Van Vark. Commissioners Absent: Vice Chair Jim Lindahl. Also Present: Assistant Public Works Director, Todd Haas. RESIDENT FORUM 0 There were no comments at this time. Motion by Miskowiec, seconded by Kowalewski, to close the resident forum. Motion can-ied on a 4-ayes, O-nays, 3-absent (Hupp, Lindahl, Ranmath) vote. APPROVAL OF MINUTES There were no changes. Motion by Van Vark, seconded by Miskowiec, to approve the August 19, 2010 Park Commission minutes as presented. Motion can-ied on a 3-ayes, O-nays, 3-absent (Hupp, Lindahl, Ranmath) and I-present (Kowalewski) vote. CONSIDER LOCATION OF DOG PARK(S)/10-23 Mr. Haas noted the Park and Recreation Commission is requested to consider the location of the dog park and make a recommendation to the City Council. Mr. Haas reviewed the staff report with the Commission. Commissioner Hupp an-ived at 7:08 p.m. 0 -- Regular Andover Park & Recreation Commission Meeting Minutes - September 16, 2010 Page 2 0 Chair Butler stated he visited all the proposed sites and it seemed to him that the City Hall Complex (near Purple Park) is not a very good idea because it is heavily wooded and would need to have removal ofbrush and trees which currently is a good buffer between the residential area and the City Hall Area. He did not think Eveland Fields was a good option because there are some really deep areas and he knew how wet the area gets after a heavy rain. He thought the choice seemed to be between Andover Station North and Fox Meadows Park. He thought Fox Meadows Park was a good location, although the only concerns he would have are there are neighbors next to the park and it is not centrally located within the City. Commissioner Kowalewski stated Fox Meadows Park does have a large area but his concern was with the sand burrs unless they can put some topsoil down to grow some decent grass. He stated another concern he has with Andover Station North and Eveland Fields is this could be a distraction for kids playing ball. He stated Fox Meadows Park is further out so his two park choices would be Fox Meadows Park or Andover Station North. Commissioner Van Vark stated in looking at Fox Meadows Park it is not centrally located but he thought most users would probably drive to the park anyways. He thought there should be a plan of action to clean up the sand bum. 0 Commissioner Hupp stated he agreed that Andover Station North would be the best because it would be the least cost to fence in because most of the fences are already up. He stated he was also concerned about all that is going on at the ball fields and with dogs barking. He stated he was not crazy about Fox Meadow Park. He thought it would require so much fencing there. He noted they also had problems with the frisbee golf course and the neighbors so he did not think that was a good idea to have a dog park there. He thought Eveland Fields and Andover Station North would bethe best place for a dog park. Commissioner Miskowiec stated he would rule Purple Park out because of the potential problems. He was in favor of Andover Station North. An Andover resident spoke and stated that she would be happy with any of the locations because right now she drives to Coon Rapids to use their dog park. She would prefer to have a dog park that do.es not get flooded: Jen and Rob Frisbee reviewed their analysis of the parks with the Commission. It was noted that Eveland Field and Andover Station North were the Frisbee's preferred parks. Chair Butler asked if the area east of the ball fields have a use designated for it at Andover Station North. Mr. Haas stated this is owned by the EDA and can be built at some point in the future but there are some restrictions because it is so close to the 0 landfill site. He thought there was a possibility of the EDA allowing use ofthe back area since it is flat for dogs. Regular Andover Park & Recreation Commission Meeting Minutes - September 16, 2010 Page 3 0 Mr. Haas stated Andover Station North is a dryer park and would not flood like Eveland Field currently does. He also noted that at Eveland Park there is minimal parking for the ball fields already and Andover Station North has good, adequate parking. Commissioner Ranmath an-ived at 7:20 p.m. Chair Butler stated he was not concerned about the dogs being a distraction. He liked that Andover Station North is a highly visible area, where Eveland Fields is more secluded. Andover Station North is also more centrally located in the City. Commissioner Kowalewski stated after hearing from the public he agreed Andover Station North would be the best place for a dog parle Commissioner Rarnnath thought Andover Station North was the best place for a dog park. Commissioner Hupp agreed with the other Commissioners that Andover Station North would be a better location because the drainage is better, more level than other parks and not as much fencing would be needed. C Motion by Hupp, seconded by Kowalewski, to recommend to the City Council the Andover Station North location for the dog park. Motion can-ied on a 6-ayes, O-nays, 1- absent (Lindahl) vote. UPDATE OF SKATE PARK/08-08 Mr. Haas updated the Park and Recreation Commission on the skate park. The Commission discussed some of the costs for the skate park, replacement of equipment and the cost and maintenance associated with moving the equipment twice a year. DISCUSS MAINTENANCE OF FIELDS Mr. Haas explained that this item is in regard to maintenance of fields. Mr. Haas reviewed the information. Chair Butler asked staff to come up with a suggestion or alternatives on how the Commission should maintain the fields. Commissioner Kowalewski suggested a couple of years ago that they set up a fund where 0 each association is contributing a certain percentage from what they get from the parents Regular Andover Park & Recreation Commission Meeting Minutes - September 16, 2010 Page 4 0 for registration and bring it back to the Park and Recreation Board so the City can maintain the fields. Chair Butler stated the problem was not with finding money to maintain the fields but how to minimize the wear and tear ofthe fields each year. UPDATE OF JOINT MEETING WITH CITY COUNCIL Mr. Haas updated the Park and Recreation Commission on the joint meeting with the City Council. REVIEW OUTSTANDING ITEMS Mr. Haas reviewed outstanding items. CHAIR'S REPORT Commissioner Kowalewski stated there is going to be a Mazy 5k Run/walk on Sunday at 1 :00 at Andover High School.
