PARK AND RECREATION COMMISSION MEETING -NOVEMBER 18, 2010
MINUTES
The Regular Bi-Monthly Meeting of the Andover Park and Recreation Commission was
called to order by Vice Chair Lindahl on November 18,2010, 7:00 p.m., at the Andover
City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota.
Commissioners Present: Vice Chair Jim Lindahl, Tony Kowalewski,
Mark
Miskowiec, and Shan Ramnath.
Commissioners Absent: Ted Butler, Bill Hupp, Shaun Van Vark.
Also Present: Assistant Public Works Director, Todd Haas.
RESIDENT FORUM
There were no comments at this time.
0 APPRO V AL OF MINUTES
It was indicated there was not enough Commissioners present to approve the minutes.
Motion by Miskowiec, seconded by Ramnath, to table approval of the October 7, 2010
Minutes until the December 16, 2010 Park Commission Meeting. Motion carried on a 4-
ayes, O-nays, 3-absent (Butler, Hupp Van Vark) vote.
CONSIDER 2010-2011 HOCKEY RINK SCHEDULE
Mr. Haas explained this item is in regard to considering the 2010-2011 hockey rink
schedule,
Mr, Jason Hemp, Andover Hockey Association President, introduced himselfto the
Commission.
Motion by Kowalewski, Seconded by Miskowiec, to approve the 2010-2011 Hockey
Rink Schedule. Motion carried on a 4-ayes, O-nays, 3-absent (Butler, Hupp Van Vark)
vote.
CONSIDER DONATION OF SCOREBOARD AT EVELAND FIELDS/ANDOVER

Mr. Haas explained this item is in regard to the Andover High School installing a
scoreboard at Eveland Fields for the varsity field (south field),
Mr. Eric Lehtola, Activities Director at Andover High School, was at the meeting and
reviewed the progress of the scoreboard.
Vice Chair Lindahl suggested they look at having a ceremony for the operation of the
scoreboard in the spring,
Motion by Ramnath, seconded by Kowalewski, to recommend to the City Council the
donation of the scoreboard from Andover High School. Motion carried on a 4-ayes, 0-
nays, 3-absent (Butler, Hupp Van Vark) vote.
UPDATE OF SKATE PARK/OS-OS
Mr, Haas stated this item is an update in regard to the skate park.
Mr. Haas reviewed the information with the Commission.
CONSIDER AMENDMENTS TO CITY CODE TITLE S CHAPTER 4, CONT.
0 Mr. Haas noted the Park and Recreation Commission is requested to continue reviewing
the proposed City Code Title 8 Chapter 4 (Park and Recreation Areas Regulations,
Violations and Penalties) amendments that were recommended at the last meeting in
October.
Mr. Haas reviewed the changes with the Commission,
Commissioner Kowalewski stated he had a concern with Item K, Item 5, regarding eggs
being removed from nests, He stated sparrows are taking over the bluebird boxes and
could put the bluebird on the endangered species list. He stated he would like to amend
this. Commissioner Miskowiec was not sure if the code should allow anyone to remove
eggs from nests. He thought they could have designated people do this, Commissioner
Kowalewski stated they could work this correctly in order to allow people to remove the
eggs, Commissioner Ramnath thought they could have some language regarding getting
DNR approval prior to removal. Commissioner Miskowiec thought they could have City
approval.
Vice Chair Lindahl stated they would need to add another item to indicate an exception to
item five for persons who are authorized or experienced with removal of exotic or
invasive species.
Commissioner Ramnath wondered if someone would need to notify the DNR before
0 removing eggs. Commissioner Kowalewski stated if the DNR sees someone removing
eggs they will be questioned about it.

Mr. Haas thought the following wording in item five would be adequate: "no person
unless written notification is received by the City shall remove. .."
Motion by Kowalewski, Seconded by Miskowiec, to recommend approval of the
proposed amendments to the City Code Title 8 Chapter 4 with an amendment to Item K,
5 stating "No persons without prior written notice by the City shall remove any young or
eggs without the persons knowledge or removal", Motion carried on a 4-ayes, O-nays, 3-
absent (Butler, Hupp Van Vark) vote.
ANOKA COUNTY SHERIFF'S DEPARTMENT JRD QUARTERLY REPORT
Mr. Haas updated the Commission on the Anoka County Sheriff's Department 3rd quarter
Report.
PARK DEDICATION IMPROVEMENT FUND JRD QUARTERLY
REPORT/FINANCE DEPARTMENT
Mr. Haas updated the Commission on the 3rd Quarter Park Dedication Improvement Fund
report provided by the Finance Department.
0 DISCUSS USE OF FIELDS & MAINTENANCE CONCERNS
Mr. Haas stated Chairman Butler requested to place use of fields and maintenance
concerns on the agenda based on a request from Commission Kowalewski,
Commissioner Kowalewski reviewed his concerns with the Commission,
Commissioner Miskowiec wondered if they could look at another park that the City could
irrigate so the Associations can practice there to take some stress off the fields at Prairie
Knoll Park. He thought there were a number of things they needed to look at ifthis is
going to be a problem each year. He wondered if they are going to have to irrigate more
fields.
Vice Chair Lindahl stated the reason why the fields are heavily used is because they are
lighted and can be used longer during the evening hours. He thought it may help if the
associations did practice elsewhere and maybe some goal posts be put on practice fields
so they are utilized.
The Commission discussed alternatives for practice fields for football.
Commissioner Kowalewski stated instead of having the association come to the Park
Commission and agreeing upon the nights they are going to be playing they need to also
0 submit the schedule for each of the games, He also stated that also include soccer and
lacrosse. He noted if there is rain they need to allow two or three days for the fields to

dry out, even if games need to be cancelled. He also suggested having the associations
change field areas for practice. He stated they need to alternate parks for the different
associations to allow the fields to recondition themselves. Vice Chair Lindahl agreed and
stated the Commission should start thinking of how they can get the associations to use
alternate fields.

Mr. Haas reviewed outstanding items.
CHAIR'S REPORT
Commissioner Kowalewski updated the Commission and residents on Andover sports.
ADJOURNMENT
Motion by Commissioner Kowalewski, seconded by Commissioner Rarnnath, to adjourn
the regular meeting at 7:44 p.m. Motion can-ied on a 4-ayes, O-nays, 3-absent (Butler,
Hupp Van Vark) vote.
