WWW.CI.ANDOVER.MN.US ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING MARCH 2, 2010 - MINUTES A Meeting of the Andover Economic Development Authority was called to order by President Mike Gamache, March 2,2010,6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Commissioners Don Jacobson, Sheri Bukkila, Mike Knight, Julie Trude, Joyce Twistol Absent: Robert Nowak Also present: Executive Director, Jim Dickinson Public Works Director/City Engineer, Dave Berkowitz Community Development Director, Will Neumeister APPROVAL OF MINUTES 0 February 3,2010 Regular Meeting: Correct as amended. Commissioner Trude stated on page 2, line 43 the word be should be inserted after "Andover Station to". Motion by Trude, Seconded by Jacobson, approval of the minutes as amended. Motion carried unanimously. PURCHASE AGREEMENT/LETTER OF INTENT/PROGRESS REPORT Mr. Neumeister updated on the following: Moose & Co. Grill House: The owners are working with a realtor on marketing the site. Foundation Hill Daycare & Montessori School: Mr. Nagwani is planning for spring , construction on his proposed addition. The addition will add about 50% on to the current square footage. 2010 Special EDA Business Networking Events: Details for the Twins ballgame outing still need to be worked on. , 0 ANDOVER STATION MAINTENANCE DISCUSSION Mr. Neumeister reviewed the maintenance discussion from previous meetings. Commissioner Knight asked about putting in a rain garden by the pond at Andover Station. Mr. 0 Andover Economic Development Authority Meeting Minutes - March 2, 2010 Page 2 Berkowitz indicated the purpose of a rain garden is to collect storm water, which is not necessary in this area since there is a pond. Mr. Dickinson stated additional plantings, such as wild flowers could be done. The area could look similar to a rain garden but would not function like one. Commissioner Trude asked about the "dry" pond in Andover Station North. Mr. Berkowitz indicated a portion ofthe pond by Jay Street does have water in it. Commissioner Trude stated the native grass around the pond looks quite weedy. Mr. Berkowitz indicated in order to control the native grass area a controlled bum would achieve the best results. He stated a controlled bum should be done every 2-3 years. Commissioner Jacobson asked how much money is available to spend on both Andover Station and Andover Station North. Mr. Dickinson indicated there is $36,000. Mr. Neumeister reviewed what would need to be done to create an entertainment area at Andover Station to have music events. Commissioner Jacobson suggested moving the entertainment area north, closer to Bunker Lake Boulevard. 0 Commissioner Trude stated she liked the fountain proposal. Commissioner Jacobson indicated the cost is too high. He suggested just cleaning the lights on the current fountain, the EDA concurred. Mr. Neumeister indicated Prairie Restorations has a three year contract with the EDA for median maintenance on Bunker Lake Boulevard. This is the beginning of the third season. Commissioner Jacobson stated after 3 years the results need to be better. Commissioner Knight stated the EDA needs to communicate to Prairie Restorations what our expectations are. Coinmissioner Trude suggested Commissioners Knight and Twistol meet with Mr. Neumeister to work on a list of expectations of Prairie Restorations. Mr. Neumeister will bring back event proposals, venue location and Prairie Restorations expectations to a future meeting. He will also talk to Fire Chief Dan Winkel regarding controlled bums at both pond sites. TIF PROJECT FUND DISCUSSION (CONTINUED) 0 Mr. Dickinson indicated he will provide a follow up to information presented at the last meeting. Staff continues to work with the bond council and fiscal advisors to see what opportunities are available in the TIF districts and what funds can be transferred out. Mr. Dickinson reviewed the land that was purchased and assembled before 1997, which can be 0 Andover Economic Development Authority Meeting Minutes - March 2, 2010 Page 3 categorized as non- increment and transferred out, Mr. Dickinson indicated that bond council concurs and will provide an opinion letter. Mr. Dickinson indicated all debt will be taken care of by the end of2011. Mr. Dickinson reviewed potential projects within the TIF District. Mr. Dickinson presented potential projects that could be accomplished with transferred out funds. Mr. Dickinson stated the remaining TIF fund balance could potentially be $615,964 at the end of 2014. At the end of2014 the balance would be sent to Anoka County and the City would receive a portion of the balance back from the County. Commissioner Jacobson asked ifthe entire fund could be spent. Mr. Dickinson responded the entire fund could be spent, as long as it is on a project in the' TIF district that qualifies. Commissioner Trude asked if the funds could be obligated before 2014. Mr. Dickinson indicated that would be the best situation. 0 Mr. Dickinson indicated the transfer out of funds will be brought back to a future meeting for EDA and Council approval. Staffwill continue to update the EDA on TIF project fund cash flow. OTHER BUSINESS There was none. Motion by Jacobson, Seconded by Bukkila, to adjoum. Motion carried unanimously.
