ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING
APRIL 6, 2010 - MINUTES
A Meeting ofthe Andover Economic Development Authority was called to order by President Mike
Gamache, April 6, 2010, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,
Andover, Minnesota.
Present: Commissioners Don Jacobson, Sheri Bukkila (arrived at 6:33p.m.),
Mike Knight, Julie Trude, Robert Nowak, Joyce Twistol
Absent: None
Also present: Executive Director, Jim Dickinson
Public Works Director/City Engineer, Dave Berkowitz
Community Development Director, Will Neumeister
APPROVAL OF MINUTES
0 March 2, 2010 Regular Meeting: Correct as written.
Motion by Jacobson, Seconded by Twistol, approva~ of the minutes as written. Motion carried
unanimously.
PURCHASE AGREEMENT/LETTER OF INTENT/PROGRESS REPORT
Mr. Neumeister updated on the following:
Banners in Andover Station North: The banners should be put up within a month.
Office Development and Retail Development Sites: There have been inquires for a motel,
industrial building and commercially operated pool. There are other commercially operated
pools in the metro area. The pools are used for swimming lessons and training.
2010 Special EDA Business Networking Events: We were able to get $13 seats at a Twins
game.
Dynamic Sealing Technologies: The owner is interested in discussing with the EDA another
option on the lot located at the NE corner of 138th and Jay Street.
0 The lot was discussed. The EDA also discussed whether the lot just north of the wetland by the
139th Avenue and Hanson Boulevard light could be an option.
Commissioner Jacobson suggested the Right of First Refusal be in the contract with Dynamic
Sealing.

Mr. Dickinson explained the new TlF bill that was signed by the Governor last week. With the
new bill the EDA could help Dynamic with their expansion since they are located in the CUlTent
TIF District.
Commissioner Jacobson indicated he is open to ideas and would like to see a sketch of the
building. The EDA conculTed.
Mr. Neumeister stated he would let Dynamic know the EDA would like to see drawings ofthe
building and have the information at a future meeting.
ANDOVER STATION MAINTENANCE DISCUSSION
Mr. Neumeister indicated staff believes the best method of controlling the invasive weed species
is to hire Prairie Restorations. Fire Chief Winkel does not support approval of a controlled burn.
Andover Station Owners Association has agreed to do more mowing around the pond edge.
President Gamache stated the contract with Prairie Restorations for the Bunker Lake Boulevard
0 medians is for 3 years. This is the third year.
Commissioner Trude wonders if Prairie Restorations and the EDA expectations and visions are
different. She feels the EDA visions have not been met in the first two years. She suggested
inviting Prairie Restorations to a meeting to explain what was planted and how it should look.
Commissioner Jacobson stated there are too many opinions and suggested Commissioners
Knight and Twistol as a subcommittee for the median issue.
Motioll by Jacobson, Seconded by Trude, authorizing Commissioners Knight and Twistol as a
subcommittee and a $15,000 budget to take care of the maintenance of the Bunker Lal<e
Boulevard medians. Motion calTied unanimously.
Mr. Dickinson indicated at the last meeting staff was directed to have the fountain light cleaned.
Commissioner Trude indicated only one quote for a new fountain was brought to the last
meeting, she would like to see a quote from a different company for a new fountain.
Mr. Dickinson suggested discussing the fountain at the next meeting after it has been cleaned and
tumed on. The EDA conculTed.
Commissioner Knight suggested an island around the fountain for swans.
0 Mr. Neumeister reviewed the two potential areas that would accommodate lawn/chair seating to
listen to music. He indicated the area would likely need to be re-seeded. The EDA would like

Commissioner Bukkila stated the area needs to be safe for children.
Commissioner Jacobson indicated Target has not given the City permission to use the parking
lot. Mr. Dickinson stated Target has been contacted, there has been no response received yet.
Mr. Neumeister suggested a temporary venue for the music this year, evaluate the crowd number
and then malce a decision regarding a permanent structure.
Motion by Trude, Seconded by Knight, to schedule an EDA meeting on April 20, 2010 at 6:00
p.m. Motion carried unanimously.
TIF PROJECT FUND DISCUSSION
Mr. Dickinson reviewed the TIF Project Fund.
Motion by Tmde, Seconded by Jacobson, approving the transfer of $960,726 out ofthe TIF Project
Fund to provide for the assessments of the Andover Station North Ball Field Development. Motion
0 carried unanimously.
OTHER BUSINESS
There was none.
Motion by Jacobson, Seconded by Bukkila, to adjourn. Motion carried unanimously. The meeting
adjoumed at 7:00 p.m.
