APRIL 20, 2010 - MINUTES
A Meeting of the Andover Economic Development Authority was called to order by Vice President
Julie Trude, April 20, 2010, 6:02 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,
Andover, Minnesota.
Present: Commissioners Sheri Bukkila, Don Jacobson, Mike Knight, Robert
Nowak, and Joyce Twistol
Absent: President Mike Gamache

April 6, 2010: Correct as written.
MOTION by Jacobson, Seconded by Bukkila, approval ofthe Minutes as written. Motion carried
unanimously.
PURCHASE AGREEMENT / LETTER OF INTENT / PROGRESS REVIEW
Mr. Neumeister presented an update on the following:
Banners in Andover Station North: The banners have been put up.
Office Development and Retail Development Sites: Staff met with a prospect that wants to build
a large building on Lot 1, Block 2. The details are still confidential as to who is looking at the
site.
Kwik Trip Motor Fuel/Convenience Store/Car Wash: The frontage road reconstruction is
scheduled to start on May 3rd. Bids came in very favorable.
Foundation Hill Daycare & Montessori School: They are still planning to add on about 50% on
0 to their square footage and construction will begin in about 60 days.
2010 Special EDA Business Networking Events: The annual golftoumament is still scheduled
for June 16 at the Refuge. Twins Ballgame outing is still being planned for August l8tl'. The
City has 25 tickets for that night and will be working on a list of Andover businesses to give the

tickets to as a "Business Appreciation" event.
Ms. Twistol suggested the City pmchase additional tickets for the businesses.
Mr. Dickinson summarized the consensus as the City would try to purchase additional tickets and
the tickets would be given away through a lottery system that will be determined by the EDA.
Dynamic Sealing Technologies: The owner met with Staff on Friday April 9th to discuss the
purchase of the lot at the NE corner of 138th Avenue and Jay Street.
Mr. Dickinson explained Dynamic Sealing is aware of the City's concem for the look of the
comer along Jay Street and they are willing to minor the other entrance. He also explained once
the final expansion is complete there will be about 150 jobs at this location. Dynamic Sealing
Technologies is working up a drawing for this location to present to the EDA.
ANDOVER STATION MAINTENANCE DISCUSSION
0 Median Maintenance on Bunker: Staff met with the Committee on April 9, 2010, with Prairie
Restorations to discuss their changes for the pond and median. The Committee would like to add
to the median in order to provide a more immediate impact. Prairie Restorations will also
replace any plants that need to be replaced. The estimated cost for these improvements would be
$10,000.
Ms. Twistol expressed concern about the types of vegetations used by Prairie Restorations. She
stated there are several types of grasses that could be used that would be more decorative and
look nicer than the current vegetation.
Commissioner Trude suggested Staff seek bids for this project and not let Prairie Restoration
continue with their contract.
Commissioner Bukkila stated the natural grass effect is different when it is in smaller areas such
as the medians versus more open space like ditches.
. Mr. Dickinson stated the more flowers that are in the medians more maintenance would be
required. Unless the City added more flowers they would not get the same visual effect as Orono
Parkway in Elk River. He also explained Prairie Restorations was under contract until the end of
the year and they would be replacing various plants in this median area under this contract.
0 Commissioner Knight stated the committee suggested doing some larger plantings every 100 feet
or so to improve the visual effect.
Mr. Neumeister explained the plants that are added to this median area would be restricted to
what the County would allow.

Commissioner Bukkila stated she would support letting Prairie Restorations finish their contract
and push them to maintain the areas and replace the plants that need to be replaced.
Mr. Dickinson clarified the consensus of the EDA is to have Prairie Restorations replace plants
in the median and talk to them about upgrading the size ofthe plantings. Also let Prairie
Restorations know they are close to having their contract terminated early.
Appearance of Pond Areas: The Association has agreed to do a little more to regularly mow
around the outer edge ofthe ponds, including the overgrown area between the trail and Target's
parking lot. They will do mowing around the pond edge once each season and a rough cut every
three weeks between the trail and Target's parking lot.
Commissioner Trude suggested the EDA work with the Parks Department and their supplier for
additional pond plantings.
Commissioner Knight agreed stating this area can be considered the downtown area and it should
look attractive.
Q The consensus of the EDA is to purchase plants for the pond area through the same supplier the
Parks Department uses, look into having the Parks Department or another company other than
Prairie Restoration to do the plantings, and talk to the Association about maintaining the area.
Light Up the Fountain: The fountain light will be cleaned by the association maintenance crew
before use this spring.
Mowing in Andover Station North: Public Works crews will regularly mow the vacant
Bruggeman townhome lots. Staff has secured a right-of-entry from Bruggeman and is working to
coordinate efforts with them.
Music Programs: The pergola may need a rain covering to protect the musicians and their
instruments. The estimated cost to upgrade the structure is $5,000. The EDA is looking at
having one event per month for a total of five events.
Commissioner Trude stated she would not be in favor of putting a roof on the pergola but would
consider replacing the structure with a gazebo.
Commissioner Bukkila stated she would not be in favor of a roof on the pergola.
It was the consensus of the EDA to not put a roof on the pergola.
0 Commissioner Jacobson stated if there is no music at the facility then there would not be a need
to put on a roof.
Commissioner Knight suggested the EDA look into having a local band play at the facility.

Ms. Twistol suggested having the local businesses support the event.
Mr. Dickinson stated the local businesses may not support the EDA having five events when they
are restricted to one event per year.
It was the consensus ofthe EDA to have one event at the pergola before potentially scheduling
others. They would like to see the cost to the EDA be minimal for this event.
Vice President Trude requested a polling ofthe EDA members before adjournment on whether to
terminate the Prairie Restorations contract rather than wait another whole season. Commissioners
Jacobson, Bukkila, and Knight voting no and Trude, Nowak and Twistol voting yes. Additional
discussion occurred on whether native prairie was even desired.
