WWW.CI.ANDOVER.MN.US ANDOVER ECONOMIC DEVELOPMENT AUTHORITY MEETING MAY 18, 2010-MINUTES A Meeting of the Andover Economic Development Authority was called to order by President Mike Gamache, May 18,2010,6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW, Andover, Minnesota. Present: Commissioners Sheri Bukkila, Don Jacobson, Mike Knight, Julie Trude, Joyce Twistol Absent: Robert Nowak Also present: Executive Director, Jim Dickinson Others APPRO V AL OF MINUTES 0 May 4,2010 Regular Meeting: Correct as written. DISCUSSION WITH METRO NORTH CHAMBER OF COMMERCE & ANDOVER STATION II OWNERS ASSOCIATION Mr. Dickinson indicated a letter from the Metro NOlih Chamber of Commerce was provided at the last EDA meeting. At that meeting it was decided to invite Metro North Chamber and the Andover Station II Owners Association to a meeting with the EDA to discuss the issues that were outlined in the letter. The primary focus of the letter was associations paying for boulevard maintenance on a public street. Mr. Dickinson provided the EDA with reference material of the history of costs and where the allocations to the association have been. President Gamache stated the EDA has taken steps to assist in the some of the costs allocated to 0 the association. In 2009 the EDA looked at the lighting costs and that amount was reduced by 19% by tuming every other light off at night. Representatives were present from the Courtyards of Andover and Andover Cinema. , 0 Andover Economic Development Authority Meeting Minutes - May 18, 2010 Page 2 Mike Schardin, Metro North Chamber and Andover Station II Owners Association Representative thanked the EDA for inviting them to this meeting. He indicated the owners are focusing on the fees to maintain the Jay Street and Martin Street medians and removal of business fee schedules issued from the City to the business community. Commissioner Trude asked Mr. Schardin ifhe has seen the legal agreement between the EDA and the Association. Mr. Schardin indicated he has not. Mr. Dickinson indicated a previous President of the Association signed the agreement in 2004 and the association members were given a copy ofthe agreement. Mr. Dickinson indicated in 2008 the EDA approved for the EDA to pay 100% of the cost to clean up the median on Bunker Lake Boulevard. Commission Knight indicated Andover Station is considered Andover's "downtown" and the EDA wants the businesses to be successful. He believes there has been a lack of communication. If there is an issue he would like the Association to come to the EDA so the issue can be discussed. 0 Commissioner Jacobson asked what reductions the Association is looking for. Mr. Schardin indicated the Association would like the street light costs to be assessed to the general public. Commissioner Bukkila indicated the city street light fee is a user based system. Mr. Schardin indicated the Association would like the cost lowered on the city street/median maintenance. President Gamache stated by looking at the Andover Station Maintenance Cost Sharing Summary the amount invoiced to the Association is very small. He indicated he is not sure where else the fees can be reduced except to have the EDA take on all the costs and that has not been the philosophy through out the City. President Gamache indicated residents pay for their own street lights. The City is trying to keep taxes low. City Staff is very small for a City with a population of 30,000. The City receives no money from the State. The City is trying to increase the tax base with new commercial businesses. The agreement for maintenance was discussed. Mr. Dickinson indicated there is a storm sewer pipe that handles a major portion of the drainage for the Andover Station II businesses and that drains through a pipe in the Target parking lot into the ponds that are just west of Target. Once the drainage issues were resolved the agreement was signed in 2004. 0 President Gamache understands there is an agreement, as agreements always go there is a chance to rearrange or change what is in an agreement. He indicated Jay Street has a lot ofplantings and two years ago some of the plantings were removed in an attempt to reduce maintenance. Mr. Dickinson indicated a portion of the Jay Street median plantings will be removed and be replaced 0 Andover Economic Development Authority Meeting Minutes-May 18,2010 Page 3 with colored concrete when Kwik Trip goes in which will reduce maintenance costs. Commissioner Jacobson stated the summmy indicates the EDA pays more ofthe maintenance costs then either ofthe Associations. Over the last few years the EDA has reduced the Associations costs by having the EDA pay them. He asked Mr. Schardin how far the Association expects the EDA to go in reducing costs. Mr. Schardin responded the Association wants full removal of all assessed maintenance fees regarding the medians. Mr. Dickinson explained what is included in the maintenance costs for the medians. Commissioner Jacobson asked what the total cost would be ifthe EDA paid for what the Association is asking for. Mr. Dickinson indicated by looking at the 2009 summary the amount would be a little over $3,500 for the EDA. Motion by Jacobson, Seconded by Knight directing Staff to research some proposed options and to come back with estimated costs at a future meeting. Motion carried unanimously. 0 ANDOVER STATION MAINTENANCE & MARKETING DISCUSSION Median Maintenance on Bunker Lake Boulevard: Mr. Dickinson stated Prairie Restorations indicated they will be replacing 50% ofthe median end cap plantings. Prairie Restorations was working on the median today. They will wait a couple weeks before they replant the end caps due to the herbicide they applied on the median. Mr. Dickinson indicated the contract with Prairie Restorations will expire August of 20 11. Prairie Restorations stands committed to the project. Distribute the Twins Tickets: Mr. Dickinson indicated the EDA will need to decide how best to distribute the 25 pairs of Twins tickets. He suggested randomly drawing from the business list. Commissioner Jacobson suggested giving the first 25 tickets to the businesses that have been in Andover the longest. Motion by Trude, Seconded by Jacobson to recess and continue the EDA meeting after the City Council meeting. Motion carried unanimously. The EDA meeting reconvened at 8:39 p.m. 0 Distribute the Twins Tickets-Continued: President Gamache suggested taking the business list and randomly drawing for the tickets. The tickets for the first game would be a random drawing for the businesses that have been in Andover the longest. The tickets for the second game would be a random drawing for the remainder of the businesses plus the businesses that were in the first drawing that did not win. The EDA conculTed. 0 Andover Economic Development Authority Meeting Minutes - May 18, 2010 Page 4 Mr. Dickinson suggested one person from the City attend each of the two games, that would make the number of tickets to give away an even number. The EDA decided Commissioner Jacobson will attend the first game and Commissioner Knight will attend the second game. Commissioner Twistol suggested an article in the newsletter to let the businesses know about the random drawing. Mr. Dickinson indicated he would write an article for the next newsletter. Summer Music Program: Mr. Dickinson indicated Oak View Middle School was interested in performing, however the performance would need to take place before school is done on June 3rd. He indicated that is not enough time to put the event together. Mr. Dickinson suggested a target date for the music event a week or two after the Fun Fest. This would allow for enough time to book the music and market the event. Commissioner Twistol suggested an article in the newsletter soliciting for music groups. 0 Mr. Dickinson indicated the item will be brought back at a future meeting so a date can be set for the event. OTHER BUSINESS None. Motion by Jacobson, Seconded by Bukkila, to adjoum. Motion carried unanimously.
