Councilmembers present: Sheri Bukkila, Don Jacobson, Mike Knight and Julie Trude Councilmember absent: None Also present: Director of Public Works/City Engineer, Dave Berkowitz City Administrator, Jim Dickinson City Attorney, Scott Baumgartner Others PLEDGE OF ALLEGIANCE 0 PROCLAMATION - NOVEMBER HOMELESS AWARENESS MONTH Ms. Karrie Schaaf from Emma B Howe YMCA made a presentation to the Council regarding the homeless people in Anoka County. Mayor Gamache read the November Homeless Awareness Month Proclamation. RESIDENT FORUM No one wished to address the Council. AGENDA APPROVAL There was supplemental information provided for #2 and #5, also one add on item #7a authorizing initiating 2011 Improvement Projects and Equipment. Motion by Jacobson, Seconded by Knight, to approve the Agenda as amended above. Motion carried unanimously. 0 APPROVAL OF MINUTES September 28, 2010, Workshop Meeting: Correct as amended. 0 Regular Andover City Council Meeting Minutes - October 19,2010 Page 2 Councilmember Trude stated on page 5, line 6, the sentence should read "Councilmember Trude noted there was a resident in the audience who was concerned if the skate park were to have been located next to their yard. Councilmember Trude stated on page 6, line 39, the sentence should read: " ...noted the association has donated over $65,000 to this project and now needs help from the Park Commission..." Page 7, line 3, there was a sentence that was left out and should be added "Mr. Howard explained the need arose only because the association fundraisers fell short of their goals." Councilmember Jacobson stated on page 2, line 6, after the word "potential" insert the word "parcel". He stated on page 3, the area they are talking about for the dog park is not a park so he would like the references to park be deleted. Councilmember Jacobson stated on page 3, line 32, the sentence should read "...raised for fencing and its installation." Councilmember Trude stated on line 27, the second "be" should be struck. 0 Motion by Trude, Seconded by Jacobson, to approve the minutes as indicated above. Motion carried unanimously. October 5,2010, Regular Meeting: Correct as amended. Councilmember Trude stated on page 3, line 1, the sentence should read "Commissions recommendation to allocate..." Page 5, line 34, the sentence should read ".. . shopping center districts and then it is a "tenant beware" situation for a church or school to choose to lease in a shopping center." Councilmember Jacobson stated on page 5, line 6, the sentence should read".. . fewer regulations because he thought it would help business". Motion by Trude, Seconded by Jacobson, to approve the minutes as indicated above. Motion carried unanimously. October 5, 2010, Closed Meeting: Correct as amended. Councilmember Trude stated on page 1, line 35, the sentence should read: "...street and storm sewer and improvements..." 0 Motion by Jacobson, Seconded by Trude, to approve the minutes as indicated above. Motion carried unanimously. 0 Regular Andover City Council Meeting Minutes - October 19,2010 Page 3 CONSENT ITEMS Item 2 Approval of Claims Item 3 Consider Off-Sale 3.2% Malt Liquor License & Tobacco License/Kwik Trip Item 4 Adopt Resolution/Extend Northwest Anoka County Community Consortium Joint Powers Agreement (See Resolution R081-1 0) Motion by Jacobson, Seconded by Knight, approval of the Consent Agenda as read. Motion carried unanimously. ANOKA COUNTY SHERIFF'S DEPARTMENT MONTHLY REPORT Sergeant Brent Erickson from the Anoka County Sheriffs Department updated the Council on the September Monthly report. HOLD PUBLIC HEARING/ADOPT ASSESSMENT ROLV1 0-2/201 0 STREET 0 RECONSTRUCTION Mr. Berkowitz gave a presentation to the Council regarding Project 10-2, 2010 Street Reconstruction. Motion by Knight, Seconded by Bukkila, to open the public hearing. Motion carried unanimously. No one wished to address the Council. Motion by Knight, Seconded by Bukkila, to close the public hearing. Motion carried unanimously. Motion by Jacobson, Seconded by Trude, to approve the resolution adopting the assessment roll for Project 10-2, 2010 Street Reconstruction. Motion carried unanimously. (See Resolution R082-1O) HOLD PUBLIC HEARING CAPITAL IMPROVEMENT PLAN 2011-2015 Mr. Dickinson reviewed the proposed 2011-2015 Capital Improvement Plan (CIP) with the City Council. 0 Councilmember Jacobson stated ifthey approve this it does not necessarily mean the projects will go forward, they are in the planning stage and every project comes back before the Council to look at the cost and if it is still needed or not. He stated this is a guideline. Mr. Dickinson stated that is correct, equipment purchases are a little different but most items in the CIP will 0 Regular Andover City Council Meeting Minutes - October 19,2010 Page 4 need to come back for Council review and final approval. Councilmember Trude stated because of the economy they have deferred equipment purchases further out then they used to do and she asked Mr. Dickinson to review the process for equipment replacement the City uses. Mr. Dickinson reviewed the City's equipment replacement process. Motion by Jacobson, Seconded by Knight, to open the public hearing. Motion carried unanimously. No one wished to address the Council. Motion by Jacobson, Seconded by Knight, to close the public hearing. Motion carried unanimously. Motion by Jacobson, Seconded by Trude, to approve the attached resolution adopting the 2011- 2015 CIP. Motion carried unanimously. (See Resolution R083-10) 0 AUTHORIZE INITIATING 2011 IMPROVEMENT PROJECTS & EQUIPMENT The City Council is requested to approve initiating the 2011 Improvement Projects and Equipment. By doing so, the City can take advantage of year-end pricing opportunities to save some additional dollars. Mr. Dickinson reviewed the information with the Council. Motion by Trude, Seconded by Bukkila, to approve moving forward with the 2011 Improvement Projects and Equipment and authorize staff to start the procurement process for acquiring the equipment. Motion carried unanimously. SCHEDULE EDA MEETING The Council is requested to schedule an EDA meeting at 6:00 p.m. before the November 16, 20 I 0 City Council meeting. The Council decided to delay scheduling the meeting because a meeting was scheduled for November 3, 2010 at the EDA meeting, it may not be needed. 0 SCHEDULE NOVEMBER WORKSHOP The Council is requested to schedule a Council Workshop for the month of November for a 0 Regular Andover City Council Meeting Minutes - October 19,2010 Page 5 number of miscellaneous business items. Motion by Trude, Seconded by Jacobson, to schedule a City Council Workshop for November 30,2010 at 6:00 p.m. Motion carried unanimously. ADMINISTRATOR REPORT Mr. Dickinson and Mr. Berkowitz updated the Council on the administration and city depmiment activities, meeting reminders, CIP Projects and development activity. MAYOR/COUNCIL INPUT (November 2, 2010 Elections) - Mayor Gamache reminded the residents that November 2, 2010 is Election Day and they have polling locations listed on the website. Motion by Jacobson, Seconded by Bukkila, to adjourn. Motion carried unanimously.
