APRIL 14, 2010
MINUTES
The Regular Meeting of the Andover Open Space Advisory Commission was called to order by
Chairman Deric Deuschle, March 10,2010,7:03 p.m., at the Andover City Hall, 1685 Crosstown
Boulevard NW, Andover, Minnesota.
Commissioners present: Jody Keppers, Jim Olson Winslow Holasek, Bruce Perry and Kim
Kovich
Commissioners absent: Gretchen Sabel
Also present: City Planner, Cominey Bednarz
APPROVAL OF MINUTES
March 10,2010
Motion by Olson, Seconded by Kovich, to approve the minutes. Motion carried unanimously.
UPDATE ON PROPERTY NEGOTIATIONS
0 Mr. Bednarz updated the Commission on property negotiations within the last month. He noted that
the Council would be asked to provide additional direction to the Commission at their April 20th
meeting.
DISCUSS STEWARDSHIP OF ACQUIRED OPEN SPACE
Chairman Deuschle reviewed the changes to existing park regulations discussed at the last
meeting. The changes discussed are as follows:
8-4-1: REGULATIONS: The use and occupancy of all city parks, and
recreation areas and open space owned, rented and/or leased by and located in the city shall be
subject to the following regulations:
H. Hours: City parks and recreation areas shall not be occupied or used,
nor may any motor vehicles be parked therein, between eleven o'clock
(11:00) P.M. and six o'clock (6:00) AM., except when participating in
an activity for which a permit has been granted by the city. Open space properties shall be
open to the public between dawn and dusk of each day.
The Commission discussed an entrance sign to the acquired open space. The consensus of the
Commission was to change the draft entrance sign language as follows:

Motion by Kovich, Seconded by Olson, to recommend to the City Council that an entrance sign be
installed at the open space site and that City Code 8-4 be amended as discussed at the meeting and
reflected in the minutes. Motion carried unanimously.
Chairman Deuschle stated that it was his intent to meet with Kameron Kytonen, Natural Resource
Technician in mid April at the Open Space site to begin the process of preparing a management plan
for the site.

Motion to Adjourn Keppers, seconded by Kovich. Motion passed unanimously. The meeting
