July 14, 2010
MINUTES
The Regular Meeting of the Andover Open Space Advisory Commission was called to order by
Chairman Deric Deuschle, July 14, 2010, 7:00 p.m., at the Andover City Hall, 1685 Crosstown
Boulevard NW, Andover, Milmesota.
Commissioners present: Gretchen Sabel, Jim Olson Winslow Holasek, Bruce Peny and
Kim Kovich
Commissioners absent: Jody Keppers
Also present: City Planner, Courtney Bednarz
APPROVAL OF MINUTES
June 9, 2010
Motion by Kovich, Seconded by Peny, to approve the minutes. Motion carried with a 6-0 vote
(Keppers).
RESIDENT FORUM
0 Larry Elfelt, 17216 Aztec Street NW asked when the minutes are posted to the web site. Mr.
Bednarz replied that they are posted once the previous month's minutes are approved by the
Commission.
ANDOVER FAMILY FUN FEST RECAP
Commissioner Sabel stated that the event went well and the poster prepared my Commissioner
Keppers seemed to draw people in. She added that there were around 8-9 people per hour on
Saturday.
Chairman Deuschle stated that many people knew about the property the city had purchased last
year.
The Commission thanked Commissioner Keppers for his work in preparing the poster and
handouts for the event.
UPDATE ON PROPERTY NEGOTIATIONS
Mr. Bednarz updated the Commission on propeliy negotiations within the last month. He said that
0 the Council had authorized an offer to purchase and preserve a portion of the White Pine Wildemess
development. He added that negotiations with the owner are ongoing.

Commissioner Kovich stated that this would be an opportunity to show how open space and
residential development can complement one another.
Commissioner Olson asked about the property located southwest of the intersection ofCSAH 20 and
Verdin Street NW. The Commission discussed the site briefly noting that it did not rank at the top
due to the limited amount of remaining natural features.
Commissioner Sabel asked for an update on the golf course. Mr. Bednarz stated that the course and
driving range are now closed and the owner and bank are attempting to market the buildable area
near the clubhouse. He added that the city has had a number of conversations with the owner and
bank about the rest ofthe course over the past two years but no agreement had been reached on what
would become of it.
Chairman Deuschle stated there would be nothing wrong with leaving it natural although public
access and some stewardship or light maintenance would be better.
DISCUSS STEWARDSHIP OF OPEN SPACE
0 Chainnan Deuschle stated that he had been preparing material for a first draft of a management plan
for Martin's Meadows. He added that the important items would be to protect key natural areas, to
establish maintenance goals, to prioritize the tasks that can reasonably be completed. He added that
he intended to meet with KamerOll Kytonen, the city's Natural Resource Technician to discuss the
plan further. He noted that the Luedtke family had offered to allow parks maintenance staff access to
the site through their property if necessary.
Commissioner Kovich stated that some mowed areas would be helpful to establish a consistent trail
through the site.
Chairman Deuschle stated that it would be important to carefully route people around the natural
seep and other sensitive areas ofthe site such as steep slopes to prevent erosion.
Commissioner Kovich suggested that the September meeting be held on site to facilitate
development ofthe management plan. The Commission agreed.
Commissioner Sabel suggested a media day event be held on the site in October.
Chairman Deuschle stated that a boardwalk would improve access through the wetland.
0 COlunlissioner Kovich stated that he could shuttle people from Rum River Central Regional Park on
a pontoon if necessary.

The Commission discussed a signage plan for Matiin's Meadows, including signs already installed
by the city and those suggested by the Luedtke family.
Mr. Elfelt stated that snowmobiles access the river from Aztec Street through private property to a
ditch that connects with the Rum River. He thought no motorized vehicle signs would be helpful
along this route.
The Commission discussed the placement of signs and determined that an entrance sign should be
placed at the end of Navajo Street NW as well as to the area along the river suggested by the Luedtke
family that allowed easy access to the river. Additionally the Commission suggested 'no motorized
vehicle' signs be placed at the edges ofthe property adjacent to overhead utility line easements.
Commissioner Kovich suggested a sign be placed at the nOliheast corner ofthe property between the
two channels of the river. Mr. Bednarz stated he would research what could be done.
Chainnan Deuschle stated that they could adjust the signage plan based on what occurs on the
property in the future.

OTHER BUSINESS
Commissioner Sabel suggested that Fun Fest and the recent progress on new open space would
be topics for the next newsletter.

Motion to Adjourn Sabel, seconded by Kovich. Motion passed unanimously. The meeting
adjoumed at 8:07 p.m.
