INTRODUCTION
The Park and Recreation Commission is requested to consider approving the attached
Application for Scheduled Use of Recreational Facilities (hockey rink) as requested by Meadow
Creek Church Area Youth Workers.
DISCUSSION
The day requested is as follows:
. Saturday, January 8, 2010 from 9 am to 5 pm at Crooked Lake School.
Note: Since this is a one-day request, the Commission may want to consider waiving the
requirements that are to be submitted as part ofthe Guidelines to use the facility.
Also attached is the proposed revised 20 I 0-2011 hockey rink schedule.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date
with this completed form will be given the highest priority. Subsequent requests will be filled on a
first-come, first-served basis if facilities are available. The sequencing of scheduling will be
considered with City youth associations having first priority.

INTRODUCTION
This item is an update in regards to the playground equipment replacement program based on
some discussion the City Council had recently at workshop in November.
DISCUSSION
The replacement program for the 2 pieces of playground equipment that have been planned to be
purchased for Timber Trail Park and at Nordeen's Park will be discussed by the City Council at
their 2011 January workshop.
BUDGET IMPACT
The approved budget for playground equipment replacement is $45,000.

SUBJECT: 6. Update Skate Park Improvements/08-08

INTRODUCTION
This item is an update in regards to the skate park.
DISCUSSION
There are two items that staff would like to update the Commission on. The items are as follows:
The City Council has approved the low quote for the installation of the concrete slab. The contractor that
will be doing the work is Landmark Concrete. Quotes received were as follows:
Landmark Concrete, Inc. $17,558.32
Howards Contracting, Inc. $18,089.50
North Country Concrete, Inc. $22,500.00
The second item is the ordering of the skate park equipment. Attached is the most current layout of the
park. The Park Commission will need to determine if the Commission wants to recommend to the City
Council the purchase of additional equipment due to the low quotes that were received for the concrete.
The objects/equipment that are circled are potential additional features that the Commission has already
recommended. The Commission could wait and purchase the additional equipment at a later date
depending on the amount of funds that can be raised by the youth. The recommendation from the
Commission to order the skate park equipment will be presented to the City Council at their next meeting
of December 21 st.
As a reminder, once the skate park slab has been constructed, the City Council will meet on site to review
and determine if trees and/or brush will be removed. Keep in mind that an access trail will be
constructed from the Crosstown Boulevard main trail to the skate park. In the spring staff will be
evaluating access from the parking lot to the skate park to determine if additional trail connection will be
needed.
BUDGET IMPACT
The approved budget for the skate park (equipment, concrete slab, trail access to the site and the
refurbishing of the existing wedge and quarter pipe) equipment is $70,000 which may be lowered by the
City Council due to the competitive bid price on the concrete work.
ACTION REOUIRED
The Park and Recreation Commission is requested to recommend to the City Council the purchase ofthe
skate park equipment along with additional features (if any).

SUBJECT: 7. Update on Amendments to City Code Title 8 Chapter 4, Cont.
DATE: December 16, 20 10
INTRODUCTION
The item is an update in regard City Code Title 8 Chapter 4 (Park and Recreation Areas Regulations,
Violations and Penalties) amendments that were recommended at the last meeting in November.
DISCUSSION
The recommendation changes that were presented at the last meeting were presented to the City Council
workshop in November. Based on the City Council discussion, it has been determined that the public
hearing will be held at the December 2151 Council meeting and that 3 of the 4 recommendations from the
Park Commission will move forward as part of the hearing. The City Council agreed to not amend
Section 8-4-1 K5 in regards to removal or possession of young or eggs. The sections that are will go
forward as part of the public hearing are as follows:
. 8-4-1H (Skate Park hours of operation)
. 8-4-1 K (Leashed Animals in regards to dog parks)
. 8-4-1 L (Play areas)
A copy ofthe proposed changes that will be presented as part of the public hearing is attached.
ACTION REQUIRED
No action is necessary as this is an update in regards to City Code Title 8 Chapter 4.

AN ORDINANCE AMENDING CERTAIN CITY CODE
THE CITY COUNCIL OF THE CITY OF ANDOVER DOES HEREBY ORDAIN AS
FOLLOWS:
CITY CODE TITLE 8:
CHAPTER 4: PARKS AND RECREATION AREAS
SECTION:
8-4-1 : Regulations
8-4-2: Violations; Penalties
8-4-1 : REGULATIONS: The use and occupancy of all city parks, recreation areas, and
open space owned, rented and/or leased by and located in the city shall be subject to the
following regulations:
A. Abusive Language; Noisy Conduct: Persons engaged in offensive, obscene or
abusive language or boisterous and noisy conduct tending reasonably to arouse
alarm, anger or resentment will not be allowed.
B. Advertising, Selling And Solicitation: No advertising, unapproved selling or
solicitation is allowed. An Exclusive Use Permit may be approved by the City Council
and issued by the City Clerk for the selling of food, alcoholic or nonalcoholic
beverages as established by City Council resolution.
C. Alcoholic Beverages: Consmnption or possession of alcoholic beverages is not
permitted unless a permit is obtained under Subsection B of this section.
D. Fires I : It shall be unlawful to build or attempt to build a fIre except in areas designated
for such purpose. No person shall drop, throw, or otherwise scatter lighted matches,
burning cigarettes or cigars, tobacco, paper or other flammable material.
E. Firearms And Explosives: No fIrearms (as defIned by city ordinance) 2 or explosives
shall be present or used unless approved by the City Council. Authorized law
enforcement offIcials shall be exempt from this regulation.
F. Gambling: Gambling shall not be allowed.
G. Golftng: No person shall be allowed to golf or practice golf.
H. Hours: City parks, recreation areas, and open space shall not be occupied or used, nor
may any motor vehicles be parked therein, between eleven o'clock (11 :00) P.M. and
six o'clock (6:00) A.M., except when participating in an activity for which a permit
has been granted by the city. The Skate Park located at Sunshine Park is not to be
occunied or used from dusk to dawn.

I. Operation Of Motor Vehicles:
1. No person shall ride or drive a vehicle at a rate of speed exceeding that posted in city
parks or fifteen (15) miles per hour.
2. Drivers shall confine the operation of any motorized vehicle to roads, parking areas, or
other areas specifically designated as temporary parking areas by the City Council and/or
their designated representatives.
3. It shall be unlawful for any self-propelled vehicle, including, but not limited to, "motor
vehicles" as defined in Minnesota Statutes Chapter 169, other self-propelled vehicles, go-
carts, and snowmobiles, to travel within city parks, recreation areas, or open space,
except on established roadways, trails, or other areas designated for such purpose.
Authorized emergency vehicles, city vehicles and wheelchairs for the handicapped or
disabled are exempt from this regulation 1 .
J. Damage To Park or open space Property: It shall be unlawful to mark, deface, disfigure,
injure, tamper with or dispose of or remove any buildings, bridges, playground
equipment, tables, benches, fireplaces, railings, paving or paving materials, public
utilities or parts or appurtenances thereof, signs, notices (temporary or permanent),
monwnents, stakes, posts, equipment, facilities or park property or appurtenances,
whatsoever, either real or personal.
K. Pets And Animals:
1. Leashed Animals: All domestic animals (such as dogs, cats and similar animals) must
be kept leashed 2 . Excention: DOl!s are allowed to be unleashed in a desil!nated
and/or authorized municinal or countv dOl! nark area.
2. Removal Of Excrement: Owners are required to clean up and dispose of their pet's

excrement .
3. Horses shall not be allowed in any park or open space area including the city trail
system.
4. Hunting, Trapping, Tormenting: No person shall hunt, molest, harm, kill, trap, chase,
tease or throw missiles at any animal.

young of any wild animal or have the eggs or nest or young of any reptile, mammal or
bird; exception to the foregoing is made in that snakes known to be poisonous, such as
rattlesnakes, and/or otherwise hazardous to hwnan safety, may be killed or removed.
L. Play Areas: No person shall engage in raeiRg ar playiRg (activities) of any games that
interfere with the general use of designated play areas. This shall be construed, but not be

limited to, prohibiting the use of sleds, toboggans, or snowmobiles on any skating rinks,
or other such conflicts of use.
M. Protection Of Trees: It shall be unlawful to remove, cut or otherwise deface any tree
or ground cover without consent from the Commission and written permission from
the City Clerk.
N. Posting Signs: It shall be unlawful to post any sign, placard, advertisement or
inscription, or cause to be erected any sign, unless approved by the City Administrator
or designee.
O. Glass: No glass beverage containers will be allowed in any designated city park, park or
recreation facility, or open space. (Amd. Ord. 365, 2-19-08)
8-4-2: VIOLATIONS; PENAL TIES:
A. Any person, firm or corporation violating any of the provisions of Subsections 8-4-1A,
B, F, G, H, K, L, N and 0 of this chapter shall be guilty of a petty misdemeanor and,
upon conviction thereof, shall be punished in accordance with state law.
B. Any person, firm or corporation violating any of the provisions of Subsections 8-4-1 C, D,
E, I, J and M of this chapter shall be guilty of a misdemeanor and, upon conviction
thereof, shall be punished in accordance with state law. (Amended Ord. 229, 9-2-1997)

. Hawkride:e Park - Nothing new to report. A majority of the grading has been completed and the
fields have been seeded. We are done irrigating for the year. The hockey rink has been completed
including the lights. If you get an opportunity, please stop and see the project for yourself. The grass
has come in really nicely.
. City Hall Camous Hockev Outdoor Hockev Rink -The hockey boards, fencing and lighting is up
for both rinks. A building is very close to getting done and should be ready for use this week.
. Consider City Code Amendments Title 8 Chanter 4 - Item is on the agenda.
. Sonhie's Park - The playground equipment has been installed along with the bituminous surface for
the basketball court. The shelter posts are in and the completion of the shelter will be worked on over
the next few months. The rest of the items (restoration, sidewalk, etc) will be completed in the spring.
The Parks Department maintenance staff did a very nice job. If you get a chance, stop by and take a
look at it.
ON-HOLD PROJECTS-
. Hartfiel's Park- The project is on hold until the property owner considers their option, but the city at
this time does not have the funds to buy the property.
. Hills of Bunker Lake West Park - Need to meet with the neighborhood to discuss sometime this
winter the idea of a security light at the park.

TASK FORCE UPDATES-'-
. Skateboard Task Force (Hunn/Kowaleski) - Item is on the agenda.
OTHER ITEMS OF INTEREST -
. Hidden Creek North Park and Rose Park - Nothing new to report. The City Council has approved
the installation of wireless internet service tower at both locations. Installation of the wireless internet
services (Clear Wireless) has been completed at Rose Park on the water tower. Note: Staff has been
recently notified that the tower at Hidden Creek North Park and Water Tower #2 are on hold until
further notice. Clear Wireless is focusing their efforts trying to complete service towers that are under
construction to get the system operational.
. Shadowbrook East Park and Andover Station North - Nothing new to report. Clear Wireless has
received approval from the City Council for the installation of the wireless internet service at
Shadowbrook East Park. Clear Wireless has also received approval for the installation of the wireless
internet service at Andover Station North facility. Again both of these locations on hold until further
notice.
. Prairie Knoll Park - Nothing new to report. The City Council has approved the location of the cell
tower which will be located on the east side of the park near Prairie Road and just north of the
southeast field. Construction is still pending.

DISCUSSION
The days that are being requested is as follows:
. Friday, December 31, 2010 from 10 pm to Midnight at Prairie Knoll Park.
. Saturday, January 1,2011 from 1 am to 3 am at Prairie Knoll Park.
Note: Since this is a one-day request, the Commission may want to consider waiving the
requirements that are to be submitted as part of the Guidelines to use the facility.
Also attached is the proposed revised 2010-2011 hockey rink schedule.

NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the
third Thursday in November.
FOR SPRING AND SUMMER USE - FIRST THURSDAY IN MARCH FOR SOCCER, SOFTBALL,
BASEBALL, AND LACROSSE.
NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the
third Thursday in March.
FOR fALL USE - SECOND THURSDAY IN JULY FOR SOCCER, SOFTBALL, FOOTBALL AND
BASEBALL.
NOTE: Scheduling decisions will be made at the Park & Recreation Commission meeting on the
third Thursday in July.
It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date with
this comDleted form will be given the highest priority. Subsequent requests will be filled on a first-
come, first-served basis if facilities are available. The sequencing of scheduling will be considered
with City youth associations having first priority.

approval by the Park and Recreation Commission or its designee.
Note: Any organization and/or association that applies for use of a recreational facility will be
required to pay a fee as determined by the City Council for park security.
APPLICATIONS WILL NOT BE CONSIDERED COMPLETE UNLESS ALL INFORMATION IS
PROVIDED.
