Consider 2010-2011 Hockey Rink Schedule DATE: November 18, 2010 INTRODUCTION This item is in regard to considering the 2010-2011 hockey rink schedule. DISCUSSION To date the City has only received an application from the Andover Huskies Youth Hockey Association (AHYHA). Anoka, Coon Rapids and St. Francis Youth Hockey Associations were notified that rinks were available for them to reserve. Only Coon Rapids Youth Hockey Association responded and they indicated that they were not interested in using any of the Andover rinks for upcoming season (staff never heard back from the other 2 associations). Attached is the proposed schedule and the rinks that they plan on using for the 2010-2011 season. The schedule is different this year compared to last year due to the addition of the 2 new City Complex outdoor rinks. As you can see from the attached schedule, AHYHA will be responsible to provide supervision (either a coach or member of the association) on Monday's, Tuesday's and Thursday's from 4 pm until 8:30 pm on each of those nights at 3 of the facilities. The City will be providing a warming house attendant at Hawkridge Park for the days of the week that are normally open. All rinks are closed on Wednesday's except during Christmas break. All rinks will be open on Friday's, Saturday's and Sunday's. It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first-come, first-served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Presentation - Andover High SchoollEveland Fields /Scoreboard (south field) /10-21 - Engineering DATE: November 18, 2010 INTRODUCTION This item is in regards to the Andover High School installing a scoreboard at Eveland Fields for the varsity field (south field). DISCUSSION Attached is a letter from the Andover High school formally notifYing the City of Andover of the improvement and the donation. Andover High School will be providing most of the manpower to install the scoreboard (most of the work is already completed). The Public Works Department helped in delivering the scoreboard and setting the scoreboard on the steel posts. The scoreboard is pretty much the same scoreboard that was installed at Sunshine Park ball fields. ACTION REQUIRED The Park Conunission is requested to consider recommending to the City Council the donation of the scoreboard from Andover High School. We would like to donate this scoreboard to the city with the understanding that our team will use this during the school year just as it uses the field itself. During the summer/non-school year, the city is obviously welcome to use the scoreboard as well. This scoreboard will be a welcome addition to Eveland Field. It will help improve the overall atmosphere of games played there. In addition, this will help compliment the new scoreboards that have been installed at Sunshine Park to "round out" the parks environment. I would also like to take this time to gently remind the City that they (along with the Andover Athletic Association) have agreed to make a donation to Andover High School Activities in the amount of $4000. Any progress toward completing this donation would be greatly appreciated. It has been a pleasure to work cooperatively with the City. Haas, Assistant Public Works Director SUBJECT: 6. Update Skate Park Improvements/OS-OS DATE: November 18,2010 INTRODUCTION This item is an update in regards to the skate park. DISCUSSION There are two items of interest in regards to the skate park. They are as follows: . Attached is a copy of the most current layout of the skate park based on input from the Skate Park Task Force and the youth skate boarders. The drawing includes a modification to the fun box as suggested by the skate boarders. . The second item is in regard to the status of the quotes for the concrete. The City Engineer is currently reviewing them but at this point it appears that the City has received very good quotes. As soon as the quotes are reviewed, staff will forward to the Park Commission as an e-mail or place the quotes on the next agenda. As a reminder, once the skate park slab has been constructed and before the equipment is placed, the City Council will meet on site to review and determine if trees and/or brush will be removed. BUDGET IMPACT The . approved budget for the skate park (equipment, concrete slab, trail access to the site and the refurbishing of the existing wedge and quarter pipe) equipment is $70,000. Consider Amendments to City Code Title 8 Chapter 4, Cont. DATE: November 18,2010 INTRODUCTION The Park and Recreation Commission is requested to continue reviewing the proposed City Code Title 8 Chapter 4 (park and Recreation Areas Regulations, Violations and Penalties) amendments that were recommended at the last meeting in October. DISCUSSION Changes have been made based on the discussion from the last Park Commission meeting in October. The sections that are recommended to be changed are as follows: . 8-4-lH (Skate Park hours of operation) . 8-4-lK (Leashed Animals in regards to dog parks) . 8-4-lL (Play areas) A copy of the proposed changes is attached. If no additional changes are needed, this will be presented to the City Council at their next available meeting in December for their consideration and request the Council to direct the Park and Recreation Commission to hold a public hearing. Haas Attachments: City Code 8 Chapter 4 (Park and Recreation Areas) CITY OF ANDOVER COUNTY OF ANOKA STATE OF MINNESOTA ORDINANCE NO. - AN ORDINANCE AMENDING CERTAIN CITY CODE THE CITY COUNCIL OF THE CITY OF ANDOVER DOES HEREBY ORDAIN AS FOLLOWS: CITY CODE TITLE 8: CHAPTER 4: PARKS AND RECREATION AREAS SECTION: 8-4-1: Regulations 8-4-2: Violations; Penalties 8-4-1 : REGULATIONS: The use and occupancy of all city parks, recreation areas, and open space owned, rented and/or leased by and located in the city shall be subject to the following regulations: A. Abusive Language; Noisy Conduct: Persons engaged in offensive, obscene or abusive language or boisterous and noisy conduct tending reasonably to arouse alarm, anger or resentment will not be allowed. B. Advertising, Selling And Solicitation: No advertising, unapproved selling or solicitation is allowed. An Exclusive Use Permit may be approved by the City Council and issued by the City Clerk for the selling offood, alcoholic or nonalcoholic beverages as established by City Council resolution. C. Alcoholic Beverages: Consumption or possession of alcoholic beverages is not permitted unless a permit is obtained under Subsection B of this section. D. Fires I : It shall be unlawful to build or attempt to build a fire except in areas designated for such purpose. No person shall drop, throw, or otherwise scatter lighted matches, burning cigarettes or cigars, tobacco, paper or other flammable material. E. Firearms And Explosives: No firearms (as defined by city ordinance) 2 or explosives shall be present or used unless approved by the City Council. Authorized law enforcement officials shall be exempt from this regulation. F. Gambling: Gambling shall not be allowed. G. Golfing: No person shall be allowed to golf or practice golf. H. Hours: City parks, recreation areas, and open space shall not be occupied or used, nor may any motor vehicles be parked therein, between eleven o'clock (11 :00) P.M. and six o'clock (6:00) A.M., except when participating in an activity for which a permit has been granted by the city. The Skate Park located at Sunshine Park is not to be occuDied or used from dawn to dusk. , See also title 7, chapter 3 of this code. 2 See subsection 5-4-1A of this code. - - - I. Operation Of Motor Vehicles: 1. No person shall ride or drive a vehicle at a rate of speed exceeding that posted in city parks or fifteen (15) miles per hour. 2. Drivers shall confine the operation of any motorized vehicle to roads, parking areas, or other areas specifically designated as temporary parking areas by the City Council and/or their designated representatives. 3. It shall be unlawful for any self-propelled vehicle, including, but not limited to, "motor vehicles" as defined in Minnesota Statutes Chapter 169, other self-propelled vehicles, go- carts, and snowmobiles, to travel within city parks, recreation areas, or open space, except on established roadways, trails, or other areas designated for such purpose. Authorized emergency vehicles, city vehicles and wheelchairs for the handicapped or disabled are exempt from this regulation ] . 1. Damage To Park or open space Property: It shall be unlawful to mark, deface, disfigure, injure, tamper with or dispose of or remove any buildings, bridges, playground equipment, tables, benches, fireplaces, railings, paving or paving materials, public utilities or parts or appurtenances thereof, signs, notices (temporary or permanent), monuments, stakes, posts, equipment, facilities or park property or appurtenances, whatsoever, either real or personal. K. Pets And Animals: 1. Leashed Animals: All domestic animals (such as dogs, cats and similar animals) must be kept leashed 2 . Exception: Doe:s are allowed to be unleashed in a desie:nated and/or authorized municipal or countv doe: park area. 2. Removal Of Excrement: Owners are required to clean up and dispose of their pet's excrement 3 . 3. Horses shall not be allowed in any park or open space area including the city trail system. 4. Hunting, Trapping, Tormenting: No person shall hunt, molest, harm, kill, trap, chase, tease or throw missiles at any animal. 5. Removal Or Possession Of Young Or Eggs: No person shall remove or have in possession the young of any wild animal or have the eggs or nest or young of any reptile, mammal or bird; exception to the foregoing is made in that snakes known to be poisonous, such as rattlesnakes, and/or otherwise hazardous to human safety, may be killed or removed. L. Play Areas: No person shall engage in rileing or playing (activities) of any games that interfere with the general use of designated play areas. M. Protection Of Trees: It shall be unlawful to remove, cut or otherwise deface any tree or ground cover without consent from the Commission and written permission from the City Clerk. N. Posting Signs: It shall be unlawful to post any sign, placard, advertisement or inscription, or cause to be erected any sign, unless approved by the City Administrator or designee. O. Glass: No glass beverage containers will be allowed in any designated city park, park or recreation facility, or open space. (Amd. Ord. 365,2-19-08) 8-4-2: VIOLATIONS; PENAL TIES: A. Any person, firm or corporation violating any of the provisions of Subsections 8-4-1A, B, F, G, H, K, L, N and 0 of this chapter shall be guilty of a petty misdemeanor and, upon conviction thereof, shall be punished in accordance with state law. B. Any person, firm or corporation violating any of the provisions of Subsections 8-4-1C, D, E, I, J and M of this chapter shall be guilty of a misdemeanor and, upon conviction thereof, shall be punished in accordance with state law. The deputy located the vehicle and the occupants were warned that the park was closed. 07.12 23:03 Meadows of RL 10159362 A resident reported juveniles in the park playing with a lighter. The deputy arrived and observed a vehicle with 2 people in it and made contact with them. The occupants said they were enjoying the evening. The deputy checked the park and observed no damage. The occupants were advised the park was closed and they left. 07.14 17:11 Terrace 10160849 A deputy was dispatched to a found trike in the park. It was a verbal argument between two juveniles. The deputy observed the vehicle legally parked with no problems, 08.02 16:47 Crooked Lake Boat 10177968 A deputy responded to a theft from vehicle where a window was broken to steal a watch, GPS and stereo. 08.05 21:17 Sunshine 10180946 A deputy was dispatched to 20 unruly stake boarders near the concession stand. Deputies made contact with the group who denied climbing the fences and causing problems. The deputy requested they all leave the park for the night and they complied. 08.06 10:12 Hidden Creek North 10181313 A resident reported a suspicious fluid on the playground equipment and possible remnants of a "mcgyver bomb". The deputy spoke with the caller and contacted the city to clean up the equipment. 08.07 17:52 Coon Creek 10182382 A caller reported juveniles piling up railroad ties near the creek by the tracks. The deputy parked on the trestle and walked in on foot but was unable to locate anyone nearby. He did find three railroad ties that had been moved to the creek and it appeared they were old and not from the railroad tracks. 08.08 13:34 Hidden Creek South 10183083 - - -- ..-- - - ---_.._---~~_._---- A deputy was called due to suspicious bottles with liquid in them all over the park and it appeared someone tried to start the slide on fire. The deputy located the bottles and it appeared that someone did light the bottles on fire and wood chips around the bottles were burnt, as well as the slide. The deputy picked up the bottles and contacted the city. 08.10 17:21 Hidden Creek South 10184847 A deputy responded to a report that the slide at the park had been burned overnight. The deputy observed the burn marks on the slide and on wood chips in the area - the damage could have been left from the 8th - and he contacted the city. 08.13 21:28 Terrace 10187392 A resident reported finding a power saw at the park. The caller stated he found it in the tall grass at the park. The deputy filled out an evidence receipt and placed it at the patrol station. 08.26 19:51 Prairie Knoll 10198365 An anonymous caller reported five vehicles illegally parked at the location. When the deputy arrived all the vehicles were occupied and moved when asked. 08.26 18:40 Sunshine Park 10198302 A deputy was called to a hit and run that occurred in the parking lot. The deputy located the vehicle that did the "hitting" and spoke with the parent of the driver who agreed to take care of this civilly with the reporting party - otherwise her daughter will be charged with hit and run. 08.27 20:21 Crooked Lake Boat 10199238 A deputy was called to a theft from vehicle where a window was broken to steal an Ipod, DVD player and other misc. items in the vehicle. 08.27 20:17 Strootman 10199233 A deputy heard a CSO advise that he was out with an unoccupied stolen vehicle. When the deputy arrived he saw the vehicle in the parking lot with the tires removed and the bed of the vehicle filled with junk. The deputy confirmed the vehicle was stolen and it was towed to Northstar Towing. 08.29 12:37 Prairie Knoll 10200501 A deputy responded to a medical call at the park where a player broke an arm. 08.30 09:43 Lions 10201109 A resident reported a vehicle parked in the "sight line" at the location. The deputy arrived and the vehicle was parked legally on the pUblic roadway. 08.31 19:57 Crooked Lake Boat 10202403 - -- -- -- -- --- --- ---- A deputy was dispatched to a road and driving complaint where one vehicle almost hit another vehicle because the driver said he had to swerve to miss something in the road. There was a heated exchange but no damage was done to either vehicle and there are no charges. Per the deputy (I love this) "both parties were schooled as to their poor conduct." 09.09 18:40 Prairie Knoll 10209546 Deputies responded to a male with possible spine injuries from a tackle. 09.10 20:34 Oak Bluff 10210443 A caller reported kids running into the park from behind a house. A deputy arrived and could not locate anyone. 09.11 16:13 Prairie Knoll 10210967 A caller reported a score board control console being left out after the football game. When the CSO arrived there was a male on site who was putting everything into the storage building. 09.13 19:11 Crooked Lake Boat 10212838 A deputy was called to a theft from vehicle where a window was broken to steal a GPS, tools, CD's, tackle box and misc items that were left in the vehicle. 09.13 19:24 Crooked Lake Boat 10212852 A deputy was called to a theft from vehicle where a window was broken to steal a checkbook. 09.14 19:34 Prairie Knoll 10213637 While on extra patrol a deputy observed a vehicle parked partially on the grass. The driver was issued a citation. 09.15 23:30 Forest Meadows 10214498 A resident reported several suspicious vehicles in the lot. From that call deputies were lead, through investigating, to a home that was nearby and vacant and busted up a juvenilefyoung adult party involving drinking. The owner of the property was notified and gave permission to the deputies to enter the home because no one was to be there. Three adults and multiple juveniles were arrested. 09.19 13:51 Crooked Lake Boat 10217605 A deputy was called to a theft from vehicle where a window was broken to steal a purse. 09,21 11:30 Sunshine 10219021 An employee at the high school reported to the SRO that a vehicle pulled into the lot and that she had heard an explosion. After the suspects left she observed a television in - .- .--.- -- .-- -- . , , . the lot and believes that it was dumped there. The deputy located the student who was driving the vehicle who claimed that when they pulled into the lot a tv was blocking two parking spaces and when he moved it, it broke. The student agreed to clean up the tv and parts and dispose of them properly. 09.21 19:48 Sunshine 10219362 A deputy was dispatched to an alarm at the location. She cleared the building and found no one. Nothing appeared to be tampered with or out of place. 09.29 11:36 City Hall 10225033 A city employee reported damage at Purple Park. Discuss Use of Fields & Maintenance Concerns - Public Works DATE: November 18,2010 INTRODUCTION Chairman Butler has requested to place use of fields and maintenance concerns on the agenda based on a request from Commissioner Kowalewski. DISCUSSION Commissioner Kowalewski will discuss this further with the Commission at the meeting. Just as a reminder to the Commission, Public Works staff has already notified both the Andover Area Lacrosse Association and North Metro Soccer Association that the fields at Prairie Knoll Park will not be available until May 30, 2011 at the earliest due to the wear and tear of the southwest and southeast fields from the football and a some from the lacrosse program. If the City has a better than average spring, there might be a chance that the associations can get on earlier similar to what happened last spnng. As a reminder from last fall after the football season was over, the Parks Maintenance staff spent about $7000 regrading and resodding/reseeding the west field at Prairie Knoll Park. This was due to the wet season and the number of games/practices that were played during and after the wet weather during the football season. Even without a wet season, the fields are getting overused. As you know games and practices for soccer, lacrosse, football, baseball and softball are occurring pretty much 7 days a week. This makes it very difficult to maintain and provide playable turf for games for all associations that used them during the past year. Note: If you have an opportunity, please stop by Prairie Knoll Park before the meeting and take a look at the field conditions for yourself. It is important to walk both fields so you can see the wear and tear close up. ACTION REOUlRED No action is necessary by the Park and Recreation Commission at this time. The grass has come in really nicely. . City Hall Campus Hockev Outdoor Hockev Rink -The hockey boards and fencing is up for both rinks. Lighting and fencing still need to be completed. A building permit has been issued for the new warming and is being framed as we speak. The building is anticipated to be ready for use by the start of the season. The details of how much money the City will be contributing to the building has not yet been determined. This will depend on the outcome of the concrete pad quotes that needs to be submitted for the skate park. . Consider City Code Amendments Title 8 Chapter 4 - Item is on the agenda. . Eveland Fields Scoreboards - Item is on the agenda . Sophie's Park - The playground equipment has been installed along with the bituminous surface for the basketball court. The shelter posts are in and the completion of the shelter will be worked on over the next few months. The rest of the items (restoration, sidewalk, etc) will be completed in the spring. Hidden Creek North Park and Rose Park-The City Council has approved the installation of wireless internet service tower at both locations. Installation of the wireless internet services (Clear Wireless) has been completed at Rose Park on the water tower. Note: Staff has been recently notified that the tower at Hidden Creek North Park and Water Tower #2 are on hold until further notice. Clear Wireless is focusing their efforts trying to complete service towers that are under construction to get the system operational. . Shadowbrook East Park and Andover Station North- Clear Wireless has received approval from the City Council for the installation of the wireless internet service at Shadowbrook East Park. Clear Wireless has also received approval for the installation of the wireless internet service at Andover Station North facility. Again both of these locations on hold until further notice. . Prairie Knoll Park - The City Council has approved the location of the cell tower which will be located on the east side of the park near Prairie Road and just north of the southeast field.
