INTRODUCTION
This item is regards to the skate park.
DISCUSSION
There are two items of business that are recommended to be taken care of tonight. They are as follows:
. The Park Commission is requested to open discussion with the property owners adjacent to the
skate park that have been invited to the meeting to allow input regarding the proposed location of
the skate park on the west end of Sunshine Park just north of the small shelter. Attached is the
letter, location map and proposed equipment that was sent out to the property owners.
. The second item is a representative from American Ramp Company is scheduled to be at the
meeting to make a presentation about their company and answer any questions that the
Commission may have regarding the proposed layout and equipment. Staff has attached a
proposed layout that has been prepared by American Ramp Co. that has been viewed by both the
City Council and Park Commission. Note: A few of the skate boarders may be at the meeting to
address the proposed equipment that is planned. With a couple minor tweaks to the fun box, this
layout is what the City Council is expecting as a combination of rehabilitated existing equipment
and new equipment.
Once the skate park slab has been constructed and before the equipment is placed, the City Council will
meet on site to review and determine if trees and/or brush will be removed.
BUDGET IMPACT
Keep in mind, the approved budget for the skate park (equipment, concrete slab, trail access to the site
and the refurbishing of the existing wedge and quarter pipe) equipment is $70,000. Staffis working with
an individual for possible donation of the labor to have the concrete slab poured.
ACTION REOUIRED
The Park and Recreation Commission is requested to discuss the proposed park location with the
property owners and invite American Ramp Co. to make a presentation about the proposed equipment.

INTRODUCTION
The Park and Recreation Commission is requested to consider if amendments should be made to the
current City Code Title 8 Chapter 4 (Park and Recreation Areas Regulations, Violations and Penalties).
DISCUSSION
As you may recall, the Park Commission had discussed last spring to the possibility of reviewing and
making recommended changes to the current City Code. Attached is the most current Code that does
include changes that were made to the Code last month by the City Council. The sections the changed by
the City Code were as follows:

. 8-1-11-3 (Operation ofMotorVehicIes)
. 8-4-1J (Damage to Park or Open Space Property)
. 8-4-IK-3 (Horses in parks and open space)
If changes are suggested by the Park Commission, it may be necessary to have a public hearing to allow
input on the recommended changes

CHAPTER 4
PARKS AND RECREATION AREAS
SECTION:
8-4-1 : Regulations
8-4-2: Violations; Penalties
8-4-1 : REGULATIONS: The use and occupancy of all city parks,
recreation areas, and open space owned, rented and/or leased by and located in
the city shall be subject to the following regulations (Amended Ord. 399, 9-7-10):
A. Abusive Language; Noisy Conduct: Persons engaged in offensive,
obscene or abusive language or boisterous and noisy conduct tending
reasonably to arouse alarm, anger or resentment will not be allowed.
B. Advertising, Selling And Solicitation: No advertising, unapproved selling
or solicitation is allowed. An Exclusive Use Permit may be approved by
the City Council and issued by the City Clerk for the selling of food,
alcoholic or nonalcoholic beverages as established by City Council
resolution.
C. Alcoholic Beverages: Consumption or possession of alcoholic
beverages is not permitted unless a permit is obtained under
Subsection B of this section.
D. Fires 1 : It shall be unlawful to build or attempt to build a fire except in
areas designated for such purpose. No person shall drop, throw, or
otherwise scatter lighted matches, burning cigarettes or cigars, tobacco,
paper or other flammable material.
E. Firearms And Explosives: No firearms (as defined by city ordinance) 2 or
explosives shall be present or used unless approved by the City Council.
Authorized law enforcement officials shall be exempt from this
regulation.
F. Gambling: Gambling shall not be allowed.
G. Golfing: No person shall be allowed to golf or practice golf.

H. Hours: City parks, recreation areas, and open space shall not be
occupied or used, nor may any motor vehicles be parked therein,
between eleven o'clock (11 :00) P.M. and six o'clock (6:00) A.M" except
when participating in an activity for which a permit has been granted by
the city. (Amended Ord. 399, 9-7-10)
I. Operation Of Motor Vehicles:
1. No person shall ride or drive a vehicle at a rate of speed exceeding that
posted in city parks or fifteen (15) miles per hour.
2. Drivers shall confine the operation of any motorized vehicle to roads,
parking areas, or other areas specifically designated as temporary parking
areas by the City Council and/or their designated representatives.
3. It shall be unlawful for any self-propelled vehicle, including, but not
limited to, "motor vehicles" as defined in Minnesota Statutes Chapter 169,
other self-propelled vehicles, go-carts, and snowmobiles, to travel within
city parks, recreation areas, or open space, except on established
roadways, trails, or other areas designated for such purpose. Authorized
emergency vehicles, city vehicles and wheelchairs for the handicapped or
disabled are exemptfrom this regulation 1 . (Amended Ord. 399, 9-7-10)
J. Damage To Park Or Open Space Property: It shall be unlawful to mark,
deface, disfigure, injure, tamper with or dispose of or remove any
buildings, bridges, playground equipment, tables, benches, fireplaces,
railings, paving or paving materials, public utilities or parts or
appurtenances thereof, signs, notices (temporary or permanent),
monuments, stakes, posts, equipment, facilities or park property or
appurtenances, whatsoever, either real or personal. (Amended Ord. 399,
9-7-10)
K. Pets And Animals:
1. Leashed Animals: All domestic animals (such as dogs, cats and similar
animals) must be kept leashed 2 .
2. Removal Of Excrement: Owners are required to clean up and dispose
of their pet's excrement 3 .

3. Horses shall not be allowed in any park or open space area
including the city trail system. (Amended Ord. 399, 9-7-10)
4. Hunting, Trapping, Tormenting: No person shall hunt, molest, harm, kill,
trap, chase, tease or throw missiles at any animal.
5. Removal Or Possession Of Young Or Eggs: No person shall remove or
have in possession the young of any wild animal or have the eggs or nest
or young of any reptile, mammal or bird; exception to the foregoing is
made in that snakes known to be poisonous, such as rattlesnakes, and/or
otherwise hazardous to human safety, may be killed or removed.
L. Play Areas: No person shall engage in racing or playing of any games that
interfere with the general use of designated'play areas. This shall be
construed, but not be limited to, prohibiting the use of sleds, toboggans, or
snowmobiles on any skating rinks, or other such conflicts of use.
M. Protection Of Trees: It shall be unlawful to remove, cut or otherwise
deface any tree or ground cover without consent from the Commission
and written permission from the City Clerk.
N. Posting Signs: It shall be unlawful to post any sign, placard,
advertisement or inscription, or cause to be erected any sign, unless
approved by the City Administrator or designee.
O. Glass: No glass beverage containers will be allowed in any designated
city park, park or recreation facility, or open space. (Amd. Ord. 365, 2-
19-08; Amended Ord. 399, 9-7-10)

e 8-4-2: VIOLATIONS; PENAL TIES:
A. Any person, firm or corporation violating any of the provisions of
Subsections 8-4-1A, B, F, G, H, K, L, Nand 0 of this chapter shall be
guilty of a petty misdemeanor and, upon conviction thereof, shall be
punished in accordance with state law.
B. Any person, firm or corporation violating any of the provisions of
Subsections 8-4-1 C, D, E, I, J and M. of this chapter shall be guilty of a
misdemeanor and, upon conviction thereof, shall be punished in
accordance with state law. (Amended Ord. 229, 9-2-1997)

SUBJECT: 6. Discuss Field Maintenance and Use of Fields by the Associations
DATE: October 9, 2010
INTRODUCTION
This is in regards to discussing the future field maintenance of the cities facilities and the use of fields by
the associations.
DISCUSSION
As discussed at the joint meeting, the City Council has directed city staff to work directly with the
associations on the scheduling of fields for both practices and games so that the cities facilities are not
overused.
Note: Attached is a copy of the City of Blaine's Administrative Policy for Community Use of Park
Facilities for your review. At this point, the direction from the City Council is to work directly with the
associations.
As far as field maintenance just so everyone is aware, the Public Works Parks Department main focus is
to make sure that the irrigated fields are mowed on a regular basis (sometimes twice a week during the
summer). In regards to other non-irrigated fields, parks maintenance personal mows the fields once week
depending how much it rains during summer but at least every 2 weeks. As far as dragging of the
infields, Sunshine Park is dragged every day and Shadowbrook East Park and ASN are done generally a
couple times a week. All other outlining fields are done at least once a week depending on the use by the
associations. Note: This past summer was a struggle trying to keep up with field maintenance due to a
couple parks maintenance personal working on Hawkridge Park for most of July, August and September
and due to the limited number of summer workers. If a weekend tournament is planned at any of the
fields, the park crews will prep and drag the fields on Friday.

COMMUNITY USE OF PARK FACILITIES
1.0 PURPOSE: To establish rules and regulations governing the exclusive use of
community park facilities. Exclusive use of park facilities refers to a group,
organization or person reserving or renting of a park facility as described below for
their own use. Facilities reserved for exclusive use have precedence over
unscheduled use.
2.0 POLICY:
2.1 Two types of reservation permits shall be required for exclusive use of
community park facilities:
a. Park Reservation Permit shall be required for all special groups
of 99 persons or less which do not involve special events.
b. Special Event Permit shall be required for all special events such as
snowmobile races, athletic camps, clinics, tournaments,
parades, carnivals, music festivals, outdoor concerts; and
picnic or civic celebrations where one hundred (100) or
more people will be in attendance.
2.2 The following park facilities are available for exclusive community use:
a. Athletic Facilities: Recreational, league or tournament use.
Baseball Field, Football Field, Hockey Rink, Soccer Field,
Softball Field
b. Picnic Shelters: Open structures for small or large group use.
Aquatore Park East and West Shelters, Town Square Park
Shelter, Lakeside Commons Park Shelter
c. Park Buildings: Small building structures available to the community
year round and suitable for recreational activities and group,
family and neighborhood meetings and functions. Park
building use must adhere to building capacity limits ( ).
Aurelia (82), Baseball Complex (185), Happy
Acres (164), Laddie Lake (73), Ostmans (73), Quincy (69),
Soccer Complex (20), Sunnyside (128)
d. Senior Center: Senior Center is limited to community use that
either serves or involves Senior Citizens of the City on a non-
profit basis.

2.3 Priority Classification of Users:
In all cases, City of Blaine activities and functions will have priority. If a
conflict occurs, every effort will be made to find an alternate facility for the
users. All facility use must be a non-profit or non-profit fund raising
function.
A. City sponsored activities, events or programs.
B. School sponsored activities, events or programs.
C. City-based, non-profit organization serving youth within Blaine.
D. City-based, non-profit organization serving adults within Blaine.
E. City-based, non-profit organization or group serving residents of the
City.
F. Resident use.
G. Business or industry located within the City.
H. Business, industry or non-profit organization from outside the City
that serves or employs residents of the City.
I. Business, industry or non-resident from outside the City.
2.4 Fees and Charges:
a. Classifications B, C, D, E may use Park facilities free of charge.
Special event fees and a Damage Deposit may be required. Groups
are required to pay for costs incurred beyond the normal operation of
the City.
b. Classifications F, G, H, I will be charged a facility rental rate for Park
Reservation or Special Event Permits. A Damage Deposit is also
required for groups of 100 or more and for Park Building use.
c. See current year fees and charges information sheet.
2.5 Use of Athletic Facilities and Park Buildings is limited to classifications A, B,
C, D, E, F, G unless authorized by the Park and Recreation Director.
2.6 Concessions:
a. The right to run concessions on park property belongs to the City.
Portable or temporary concession stands shall only be allowed
during special events. Prior approval is required for use of buildings
with concession selling capabilities.
2.7 Seasonal Commercial Advertising:
a. Seasonal commercial advertising on athletic facilities will be allowed
under control of the City as described in the Administrative Policy
for Temporary Advertising On City Park Athletic Fields and Park
Buildings.

2.8 Indemnification Agreement and Liability Insurance:
a. Indemnification Agreement, holding the City harmless, shall be
required for issuance of all Special Events Licenses and Park
Permits.
b. A Certification of Liability Insurance naming the City as an additional
insured shall be required for a Special Event License.
c. A Certificate of Liability Insurance naming the City as an additional
insured may be required for a Park Permit.
2.9 All individuals, groups, or organizations requesting use of park facilities
must provide the following documentation upon request from the City:
a. Evidence of meeting a classification in section 2.3
b. Evidence of non-profit status.
c. Evidence of non-profit function for which use of park facility is
requested.
d. Evidence or service to City residents.
e. Evidence that revenue received related to use of park facilities will be
used to first pay for non-profit function expenses and then only to
benefit the purpose for which the group or organization was formed.
3.0 PROCEDURE: Reservations for the exclusive use of park facilities of the current
year shall be made with the Park and Recreation Department according to the
following order. See 2.3 for Priority Classifications.
Beginning January 1: Priority classifications B, C, D, E
Beginning February 1: Priority classifications F, G, H
Beginning March 1: Priority classification I
The City of Blaine reserves the right to cancel, revoke or deny a Park or Special
Event Permit if it is in the best interest of the City facilities or park users. An
attempt will be made to notify permit holders 30 days or more prior to the date of
their reservation.
4.0 ADMINISTRATIVE RESPONSIBILITY: Administration of all park facility
reservations shall be the responsibility of the Park and Recreation Director of who
shall consult, as necessary, with the Public Works Director.

INTRODUCTION
The City Council is requested to consider the Park and Recreation Commissions recommendation to
allocate funds from the Park Improvement Fund to assist in the completion of the Public Works
Campus Rinks warming house.
DISCUSSION
Park Improvement funds that would be allocated include the $15,000 from the "annual miscellaneous
project" fund for 2010 which has not been used to date, $8,000 of available fund balance plus a
proposed donation amount of $12,000. The budget total not to exceed $35,000. The donation that is
proposed would be for labor provided to pour the concrete pad for the 2011 Skate Park. The donation
would need to be formally approved prior to funds being released above the $23,000 amount listed in
the Park Improvements Fund Projected Cash Flow Analysis.
BUDGET IMP ACT
An updated cash flow analysis identifying how this funding recommendation will impact the Park
Improvement Fund is attached and will be reviewed with the Council at the meeting.
ACTION REOUlRED
The City Council is requested to consider funding for the Public Works Campus Rinks warming house
as recommended by the Park and Recreation Commission.

INTRODUCTION
This is an update in regards to the skating rink maintenance.
DISCUSSION
Staff wants to just give a brief update as far as maintenance of the rinks from last year and what is
planned for the 2010-2011 skating season. In discussing this with the Parks Maintenance Department,
last year (2009-2010) season, all main hockey rinks (Prairie Knoll, Hawkridge, and Crooked Lake
Elementary) are cleaned 5 days a week (Monday-Friday) and all the free skating rinks (Nordeen's, Shady
Knoll, Hidden Creek North, Hidden Creek East, Pleasant Oaks, and Terrace) are maintained every day
unless the rink was not used and did not need to be swept and lor flooded. With 2 new outdoor rinks at
the City Hall Complex being added, the plan is still the same to clean and flood (when necessary) 5 days
a week and still make an effort to get to each of the other free skate rink facilities each and every day.
Note: If rinks are not swept everyday after use, the surface can become unstable. This can be caused by
snow, snowballs and areas that may have melted or other factors. Otherwise if the rinks are not done on a
regular basis, it can be sometimes like starting over. This shows how much maintenance is actually
required even if you consider it a lower tier rink.
The Park Commission is reminded that the first priority of the City is to plow all streets. After the plow
routes are completed and there is adequate time to do so, the main complexes (Prairie Knoll, Hawkridge,
Crooked Lake Elementary and City Complex rinks) will be done first. All the other free skating rinks will
be done most likely within a couple days of the snow event. Note: If a snow event happens over the
weekend, the parks crew will do what they can to get the rinks swept and available to the public to use.
ACTION REQUIRED
No action is necessary as this an update to the skating rink maintenance for the upcoming 2010-2011
skating season.

COMPLETED PROJECTS-
. Andover Station North Ball Field Facility (orooertv south of the old landfill) - The
batting cage fencing work has been completed. The only work that needs to be done is the
artificial turf that needs to be installed which is expected to be completed yet this week.
ON~GOING PROJECTS -
. Develoo Site Plans for all existing parks which indicates the facilities available. (On-
Going).
. Uodate of Park Dedication Imorovement Fund Quarterly Reoort - Next quarterly report
is due in October (most likely this will be presented in November since there will not be a
meeting on October 21)
. Uodate of Quarterly Sheriff's Deoartment Reoort on Park Patrol & Vandalism - Next
quarterly report is due in October. (most likely this will be presented in November since
there will not be a meeting on October 21)
. Hawkridae Park - A majority of the grading has been completed and the fields have been
seeded. The irrigation system is being run manually until all components are complete. The
hockey rink has been completed except for the lights which will be installed prior to the start
of the skating season. If you get an opportunity, please stop and see the project for
yourself. It definitely is looking really good.
. City Hall Camous Hockey Outdoor Hockev Rink -The hockey boards and fencing is up
for both rinks. Lighting and fencing still need to be done. The Andover Huskies Youth
Hockey Association has received approval to continue moving forward with the construction
of the building. They will be working to have the building ready for use by the start of the
season.
ON-HOLD PROJECTS -
. Hartfiel's Park- The project is on hold until the property owner considers their option, but
the city at this time does not have the funds to buy the property.

. Prairie Knoll Park - The City Council has approved the location of the cell tower which will
be located on the east side of the park near Prairie Road and just north of the southeast
field. Construction is still anticipated to start sometime yet this fall.
. Consider City Code Amendments Title 8 ChaDter 4 -Item is on the agenda.
. Eveland Fields Scoreboards - Anoka Hennepin School District #11 has indicated that a
letter will be forwarded to the City donating a scoreboard that the school district has
purchased for the south field (varsity). The scoreboard has not been installed as of yet but
they are hoping yet this year so that it will be available for next spring fast pitch season.
. Hills of Bunker Lake West Park - Need to meet with the neighborhood to discuss
sometime this winter the idea of a security light at the park.
TASK FORCE UPDA TES-
. Skateboard Task Force fHuDD/Kowaleski) - Item is on the agenda. The Skate Park Task
Force will be meeting before the regular meeting.
OTHER ITEMS OF INTEREST -
. Irriaation of City Parks - The idea of irrigating some of the parks is included as part of the
proposed 2011-2015 CIP.
. Hidden Creek North Park and Rose Park-The City Council has approved the installation
of wireless internet service tower at both locations. Installation of the wireless internet
services (Clear Wireless) has is pretty much done at Rose Park on the water tower. Note:
The City staff has been recently notified that the tower at Hidden Creek North Park is on
hold until further notice along with City Hall water tower. Apparently Clear Wireless is
spending all their efforts trying to get other service towers that are under construction in
other communities are up and running.
. Shadowbrook East Park and Andover Station North- Clear Wireless has received
approval from the City Council for the installation of the wireless internet service at
Shadowbrook East Park. Clear Wireless has also received approval for the installation of
the wireless internet service at Andover Station North facility. Again both of these locations
on hold until further notice other towers that are under construction in other communities are
up and running.
. SODhie's Park - The grading of the site has started. The Parks Department maintenance
staff is hoping to have some of the equipment installed yet this year along with a shelter.
The basketball court paving will most likely be done next spring.
