INTRODUCTION
The Park and Recreation Commission is requested to consider the location of the dog park and
make a recommendation to the City Council.
DISCUSSION
Jen and Rob Frisby will be at the meeting to address the Commission as to what their
recommendation is for the location of the park. At this point the following 4 locations that have
been discussed with staff are as follows:
. City HalllPublic Works in the wooded area west of plavl!round (also known as
Purple Park) - This site location is centrally located within the city but is a concern of
the Public Works staff. The area is a heavily wooded area and some trees and brush
would need to be removed. As it stands right now, the wooded area does provide a nice
buffer area for the residential area and for the school. The Public Work Parks
maintenance staff does not recommend this location.
. Andover Station North Ball Field Facilitv - The proposed location would be located
between the ASN ball field outfield fences and the WOE Landfill fence. The Minnesota
Pollution Control Agency (MPCA) has given the City approval to utilize the fence as part
of the dog park area. The disadvantage is that the area is mostly a drainage area for storm
water runoff. The ponds do hold water after the larger rain event but most of the time the
drainage ponds are dry. Also this area has not been mowed and has been allowed to grow
into a natural area. If the area is approved, the entrance to the dog park is recommended
to be located around the west end ofthe west ball field or between the east and middle
field or around the east field. Note: The parcel that is located east ofthe east ball field is
owned by the EDA which may be an option for the City Council to discuss with the EDA
as a temporary location for the dog park. The Public Work Parks maintenance staff does
not recommend this location.
. Eveland Fields - The proposed location would be located between the south and middle
fields. Again the disadvantage is that the area that is being considered is mostly a
drainage area for storm water runoff. The ponds do hold water after the larger rain event
but most of the time the drainage ponds are dry. Also this area has not been mowed and
has been allowed to grow into a natural area. The Public Work Parks maintenance staff
does not recommend this location.
. Fox Meadows Park - The location of the dog park would be somewhere closer to the
existing fence so it can be utilized as part of the enclosed fencing that was built for the

frisbee golf course. The park has not been used by any ofthe associations (soccer or
lacrosse) for the last couple years, as the turf is mostly sand and weeds. Without
irrigation, it does not appear that the associations are interested in using this park until the
turf is usable for practices or games. The park is 12.5 acres or so and is underdeveloped.
The park does have playground equipment, a shelter and adequate parking. It is centrally
located but on the west side of the city. The Public Work Parks maintenance staff does
recommend this location for the dog park.
For those Commissioners that have not been to the website (http://andoverdogpark.coml), please
check it out. The website has created a lot of interest.
This item regarding the location ofthe dog park has been scheduled for the joint meeting between
the Park Commission and City Council on Tuesday, September 28th.
ACTION REQUESTED
The Park and Recreation Commission is requested to consider the location of the dog park and
make a recommendation to the City Council.

SUBJECT: 5. Discuss Skate Park Improvements/08-08

INTRODUCTION
This item is an update regarding skate park.
DISCUSSION
Based on the last meeting on August 19th, the Park Commission recommendation is to locate the skate
park at Sunshine Park, install a concrete surface and with the remaining funds purchase new equipment.
An enclosed fence has been recommended NOT to be installed at this time. The recommended amount to
fund the skate park is $70,000.
BUDGET IMPACT
The Park and Recreation Commission is recommending $70,000 be used to ftmd a new skate park for
2011 as part of the cIP from the park dedication ftmds.
ACTION REOUIRED
No action is necessary as this item is an update for the entire Commission as to the recommendation that
will be presented to the City Council at the scheduled joint meeting on September 28th.

INTRODUCTION
This item is in regards maintenance of fields.
DISCUSSION
Issues have been coming up over the past few years especially the past couple years that the Park
Commission should be aware in regards to wear and tear at couple of the parks due to over use of the
fields by the associations which are getting larger particularly in youth football. Public Works is also
seeing growth in other associations but football has really started to take off and that has put a lot
pressure on the fields particularly Prairie Knoll Park. Staff will get in a little more detail at the meeting
and will discuss some possible options for the Commission to consider.
ACTION REOUIRED
No action is necessary at this time this item is an update for the Commission. This concern is scheduled
to be on the agenda for the joint meeting with the City Council at the September 28th meeting for
discussion.

COMPLETED PROJECTS -
. Andover Station North Ball Field Facilitv (propertv south of the old landfill) - The
batting cage fencing work has been completed. The only work that needs to be done is the
artificial turf that needs to be installed which is expected to be completed within the next
week or so.
ON-GOING PROJECTS -
. Develop Site Plans for all existing parks which indicates the facilities available. (On-
Going).
. Update of Park Dedication Improvement Fund Quarterlv Report - Next quarterly report
is due in October.
. Update of Quarterlv Sheriff's Department Report on Park Patrol & Vandalism - Next
quarterly report is due in October.
. Hawkridae Park - A majority of the grading has been completed. The irrigation system is
currently being worked on by the Public Works staff. The new well is under construction and
it is anticipated to usable to irrigate the seeding yet this fall. The hockey rink been
completed except for the lights which will be installed prior to the start of the skating season.
If you get an opportunity, please stop and see the project for yourself. It definitely is looking
really good.
. City Hall Campus Hockev Outdoor Hockev Rink -The hockey boards up for both rinks.
Lighting and fencing still need to be done. The Andover Huskies Youth Hockey Association
has received approval to only move forward to install the footing and slab. The rest will not
be able to be started until a financial plan has been submitted to the city to construct the
remainder of the building. If the building portion does not start this year, a portable warming
house will be installed on the slab for the skating season. Note: The City Council is
requesting the Commission to consider the skate board park to be located within the hockey
rink area.

ON-HOLD PROJECTS -
. Hartfiel's Park- The project is on hold until the property owner considers their option, but
the city at this time does not have the funds to buy the property.
. Prairie Knoll Park - The City Council has approved the location of the cell tower which will
be located on the east side of the park near Prairie Road and just north of the southeast
field. Construction is still anticipated to start sometime yet this fall.
. Consider Citv Code Amendments Title 8 Chapter 4 - Park Commission has requested to
be on a future agenda in fall of 2010 to discuss potential revisions to the code. Some
amendments were recently made by the City Council regarding the open space that City
now owns and dogs in the parks at Sunshine Park and City Hall Park Complex #1. The
Chair will update at the meeting as to those amendments
. Eveland Fields Scoreboards - Nothing new to report. Anoka Hennepin School District #11
has purchased a scoreboard for the south field (varsity). The scoreboard has not been
installed as of yet but they are hoping yet this year.
. Terrace Park - Need to meet with the neighborhood in October to discuss if the free
skating rink should remain at the park for the upcoming winter.
. Hills of Bunker Lake West Park - Need to meet with the neighborhood to discuss
sometime this winter the idea of a security light at the park.
TASK FORCE UPDA TES-
. Skateboard Task Force (HUDD/Kowaleski) - Item is on the agenda.
OTHER ITEMS OF INTEREST -
. Irriaation of Citv Parks - The idea of irrigating some of the parks is included as part of the
proposed 2011-2015 CIP.
. Hidden Creek North Park and Rose Park-The City Council has approved the installation
of wireless internet service tower at both locations. Installation of the wireless internet
services (Clear Wireless) has begun at Rose Park on the water tower and work will begin
sometime this week at Hidden Creek North Park.
. Shadowbrook East Park and Andover Lions Park - Clear Wireless has received
approval from the City Council for the installation of the wireless internet service at
Shadowbrook East Park but has decided to put this site on hold as they evaluate their
system. Andover Lions Park did not receive approval from the City Council. Clear Wireless
is exploring the possibility of having a pole at ASN in the same location that Verizon was
exploring but decide to not proceed with that location as of yet. Approval is pending within
the next couple weeks by the City Council.
