Therefore, this memo is being sent to you asking for direction in this matter with regard to engineering and advertising for bids on the construction of a double tennis court in Northwoods Park. Bakke DATE: 12-30-77 REFERENCE: Misc. There is an ad in the paper for people to fill vacancies on the park board. So far no one has applied other than Judy and Wes have reapplied. It is assumed that those whose terms have expired will still serve on the commission until the vacancy is filled. So....I am asking that each one of you call me by 3:00 p.m. Tuesday to tell me whether or not you plan on attending the meeting on the 5th. I can't see any reason in holding a meeting if it is going to be only me, Tom and Glen. If enough aren't going to show up, the meeting will be cancelled. I'll send a postcard Tues. night telling you whether or not a,meeting will be scheduled. Since a meeting is iffy, I'm not going to make up an agenda unless there is a need. o Jerry Lapham wrote a letter to Pat saying he's been out of town alot working and that's why he missed all those meetings, and doesn't wish to reapply due to his workload. The Council more or less took the Northwoods tennis court out of the 1978 budget. They turned the subject over to the capital improvements committee. If we turn down this ,grant money, it will be a cold day in h... before we get another one. Tim Erkkila is all done with the park plan, see enclosed letter. I have a preliminary plat of Cedar Crest 4th which I'm not mailing. The park is 5.6 acres. Bob has been working very hard on the hockey rink, etc. He has received compliments from the hockey association. There have been requests from residents to have the lights on and warming house open. In order to do this, there must be an adult supervisor. Maybe this subject can be discussed at the next meeting. Also, Bob needs some decent equipment. The sand points at Red Oaks and Shady Knoll are a disaster, the faucet at City Hall leaks like a sieve, freezes up and he's lucky there hasn't been much snow as that tracto~ as well as the snow blower, isn't suitable to clear the hockey rink. He has gotten quotes on 2 stage snow blowers. Did you know there are three "parks" in Meadowood? The third is on 148th Ave. _ probably an unbuildable lot. MINNESOTA 55303 (612) 755-5100 PARK/RECREATION CO~~SSION MEETING - DECEMBER 1, 1977 MINUTES The Regular Monthly Meeting Chairman Rzeszutek December Blvd. N.W. of the Park/Recreation Commission was called to order by 1, 1977 at 7:35 p.m. at the Andover City Hall, 1685 Crosstown Commission Members Present: Ancheta, Mand, Rogers and Strandmark Commission Members Absent: Lapham and Pahl Also Present: John Klobuchar, Rum River Hockey Assn. APPROVAL OF MINUTES MOTION by Ancheta, seconded by Rogers, to approve the Minutes of the November 3, 1977 meeting. Motion carried unanimously. NORTHWOODS PARK " ,--1 We received the 1978 constuction season grant for a double tennis court with lights in Northwoods Park in the amount of $14,225.00 which represents 50% of the total cost of development. There was some discussion regarding whether or not to involve Midwest Planning and Research in the development of these courts. When the City Council met with Mr. Erkkila regarding the tennis courts at City Hall, there was some dissatisfaction as to the design fee charged by Midwest. The secretary was asked to send a memo to the Council asking for direction in this matter with regard to engineering and advertising for bids and that this subject be placed on the agenda for the December 20th City Council meeting. Chairman Rzeszutek commented the ball diamond in Northwoods Park shouldlE improved this spring. RED OAKS PARK Chairman Rzeszutek stated there still isn't a grate on the culvert and asked the secretary to remind the engineer. He went out checking for dumping sites for Columbia Heights and Red Oaks East is now graded and can no longer be considered to be a site. Hartfiel's is still the best, his second choice would be east of City Hall. The lights have been installed in Red Oaks West. / ----- I.." COMPREHENSIVE PARK DEVELOPMENT PLAN On the subject of a meeting between Midwest and the finance and capital improvement committees regarding monies available over the next five years for park improvements, the secretary was asked to contact Tim Erkkila and have him arrange such a meeting. o Page #2 - Minutes - December 1, 1977 o 8 TREE CUTTING PERMITS The release of all claims prepared by the City Attorney was discussed and it was felt stipulations should be added. They are: 1. Permits will be issued only to residents of Andover. 2. Wood derived from such cuttings will be for personal use and not for resale. 3. Any damage to live timber or park property will be reimbursed. 4. City personnel shall designate area to be cleared. 5. Permit will expire in 30 days. 6. The area is to be left in better condition - any mess is to be cleaned up. The secretary was asked to revise the form and submit it to the City Council for their consideration, and to have this subject placed on the agenda for the December 20th City Council meeting. MOTION by Rogers, seconded by ~d, to ask the City Council to consider adopting a "tree cutting" policy. RUM RIVER HOCKEY ASSOCIATION ,~ '---.J John Klobuchar asked permission to use the hockey rink again this year at City Hall, and permission was granted. Chairman Rzeszutek asked 1~. Klobuchar to furnish us a copy of the insurance and that the schedule be posted both inside City Hall and on the warming house. This he said he would do. He was also going to request a portable toilet but found it was already there. Another request was to put another row of boards around the hockey rink since the present height is too low for the taller kids. The hockey association would supply the labor if the Park/Recreation Commission would furnish the material. Chairman Rzeszutek stated this would have to wait until we know what is in the 1978 budget. Questions were asked of Mr. Klobuchar regarding the hockey association. He explained the boundaries were east of the Rum River which include Andover, Oak Grove, St. Francis, E. Bethel and Ham Lake. They have a rink in E. Bethel and are trying to get one in Ham Lake. A fund raiser is going to be a dance since candy sales, etc. do not work out too well due to apathy of volunteers. Mr. Klobuchar asked if it would be possible to set up picnic tables or benches to keep the teams separate during hockey games and he was told at this time it was not possible. MAPLEWOOD ORDINANCE The pros and cons of the Maplewood Ordinance was discussed. Wes Mand was asked to contact Mr. Glover of Maplewood to see if he would come to a meeting and explain it. It is felt there should be a change in the park dedication clause in Ord. #10 in order to give the Park/Recreation Commission more power. As it stands now, the subject of park dedication seems to be in favor of the developers. REPLACEMENT WARDS TRACTOR The Commission agreed with Bob Muscovitz in that the Wards tractor is an overgrown toy and can only take care of the City Hall grass. However, they felt that for now the new tractor combined with a 2 stage snow blower, such as a Gilson 32", could take care of the problem of clearing the hockey rink. It was suggested that Bob look at snow blowers at Small Engines (formerly N.E. Marine) and obtain prices. r-.... \ \"./ . o o o Page #3 - Minutes - December 1, 1977 CO~SSION RESIGNATIONS!VACANCIES According to the Resolution Establishing an Andover Park/Recreation Commission and Definitions, Duties and Responsibilities, Subd. 6,...Three consecutive unexcused absences from duly called commission meetings shall constitute automatic resignation from office. Jerry Lapham has missed three regular meetings and Chairman Rzeszutek asked the secretary to inform him of this. Judy Strandmark and Wes Mand stated they wished to reapply for another term in office.
