MINNESOTA 55303 (612) 755-5100 PARK/RECREATION COMMISSION MEETING - NOVEMBER 3, 1977 MINUTES The Regular Monthly Meeting of the Park/Recreation Commission was called to order by Chai~an Rzeszutek, November 3, 1977, at 7:45 p.m. at the Andover City Hall, 1685 Crosstown Blvd. N. w. Commission Members Present: Anaheta, Mand, Pahl and Rogers Commission Members Absent: Laphom and Strandrnark Also Present: Nancy Haugman, Corrmunity School Bob MUscovitz, Maintenance APPROVAL OF MINUTES MOTION by Pahl, seconded by Ancheta, to approve the Minutes of the September 1, 1977 meeting. Motion carried unanimously. MOTION by Mand, seconded by Rogers, to approve the Minutes of the Oatober 20, 1977 meeting. Motion carried unanimously. It was noted it was not necessary to approve the Minutes of the October 6, 1977 meeting since there was no quorum. The order of the agenda was changed and some items were added and deleted. TREE CUTTING PERMITS Chairman Rzeszutek stated there has been some interest by residents who want to clear brush, deadfalls, etc. in our parks and use the wood to burn in their fireplaces. The secretary was asked to contact the City Attorney to see if there was some type of a waiver for these people to sign to relieve the City of any liability in case of personal injury. If there isn't such a thing, the City's insurance agent is to be contacted to see how rrruah more liability insurance would aost to cover a situation like this. COMMUNITY SCHOOL Ms. Haugman gctVe the Commission a short report on the Fall program with regard to attendanae and subject matter and is now in the process of setting up the Winter progrom. She asked if one of the Commission members would be willing to be on the Corrmunity School Advi80ry Council. There is a meeting saheduled November 9th at 7: 15 in the library at the sahool. None of the Commission members present cared to be a member of this counail so the searetary was asked to aontact Judy Strandrnark to see if she would be interested. o o o o o Page #2 - Park/Recreation Commission Meeting November 33 1977 ENGINEERING The Commission members received a letter from the City Engineer regarding the memos sent to him in September. Tom Pahl stated there still wasn't a grate on the culvert in Red Oaks Park. TENNIS COURT The Corrunission members were advised the tennis court site at City Hall is to be northwest of the building. LAND PURCHASE Chairman Rzeszutek stated the City Council didn't get to this subject at their last meeting and it is on the agenda for the next meeting. EQUIPMENT PURCHASE The Commission was advised there is no money left in the 1977 budget to buy any equipment. SEEDLINGS The secretary was asked to order 500 green ash. NORTHWOODS PARK It was suggested to look at this park with the Planner and create a ball diamond. Wes Mand stated he thought the Jaycees would do the work if they received financial help. RED OAKS PARK The security light locations were approved and the secretary was asked to have the City Clerk sign the Security Light Application and Service Agreement. We will be billed $2.90 a month for this service. COMPREHENSIVE PARK DEVELOPMENT PLAN The secretary was asked to contact Tim Erkkila and have him set a date for a public hearing as per the contract with Midwest. HARTFIEL'S - DUMP SITE Chairman Rzeszutek and Glen Rogers stated they would go out probably Monday night3 November 7th3 to look for suitable parks Columbia Heights could dump in. The secretary was asked to keep them posted as to the status of Hartfiel's and the quit claim deed. P~e #3 - park/Recreation~ission Meeting November 3, 1977 o MAPLEWOOD ORDINANCE o ChaiTman Rzeszutek asked the Commission members to thoroughly study the Maplewood Ordinance as well as the preliminary park system analysis before next month's meeting. CEDAR CREST ChaiTman Rzeszutek told the rest of the Commission the problems the City has regarding the Mayo-Bankey lCJ.1;Jsuit which was discussed at the November 1st City Council meeting. PARK/RECREATION TERM EXPIRATION DATES FoUl' terms expire December 31, 1977. Chairman Rzeszutek and Monico Ancheta stated they were not going to reapply; WesMand is undecided - Strandmark not present. MOTION by Mand, seconded by Ancheta to adjourn meeting. Meeting adjourned 9:25 p.m. o CJ
