SPECIAL PARK/RECREATION COMMISSION MEETING - OCTOBER 20, 1977
MINUTES
The meeting was called to order by Chairman Rzeszutek at 6:40 p.m., at the Andover
City Hall, 1685 Crosstown Blvd. N.W., Anoka, Minn.
Members present:
Ancheta, Mand, Pahl, Rogers and Strandmark
Member absent:
Lapham

Tim Erkkila, Midwest Planning & Research
Bob McClure, Councilperson

Mr. Erkkila presented the members with a park system concept by district along with a
graphic map which depicts present park locations, future proposed park sites, present
population and future population estimates. Basically, this park system concept is his
idea of what should be done in our parks taking into account size and topography, and
where priorities should be given in regard to improvement. He advised at present we
have enough total park acreage for present population but that the useable land is
very low and warned against acquiring any more wetlands. He asked that the members
go over this park concept and decide what changes should be made and present their
suggestions to him at a future meeting. Wes Mand asked if the acquisition of the two
parcels at the north end of Crooked Lake would be a good idea and Mr. Erkkila stated
in his opinion it was, it would enlarge the proposed picnic facilities on a natural body
of water. According to the park survey, the residents felt priority should be given to
developing picnic facilities and better maintenance.
The meeting was recessed at 7:40 p.m. because of a Special City Council-Park/Recreation
Commission meeting regarding the tennis court site location at City Hall.
MOTION by Rzeszutek, seconded by Strandmark, to adjourn meeting due to lateness of the
hour. Meeting adjourned 11:20 p.m.

Tennis Court - The City Council decided on putting the tennis courts north and
west of City Hall and authorized up to $1,000.00 to spend on grading, etc. We
don't have to buy fill and the hauling cost has been reduced - see Tim Erkkila's
10-27 letter to Council.
Don't plan on buying any equipment out of this year's budget. See attached breakdown.
I'll bring the bOOkkeeping book into the meeting to show you where the money went.

Pat says the overage for tennis court and planner won't be that high but she estimates
expenses for the next 3 months (10-1 to 12-31) to be approx. $1500.00. "A portion of
the tractor is also to come out of park board-completely shoots your entire budget".
