Update Regarding Dog Park(s) /10 -23 Date: August 19, 2010 INTRODUCTION This item is just an update from the last meeting of the Park and Recreation Commission. DISCUSSION At this point the Dog Park Committee does not have anything to report to the Park Commission until City staff gets word back from the Minnesota Pollution Control Agency (MPCA) if the City will be allowed to fence the area between the ASN ball fields and the WDE Landfill site for a dog park. As you recall from the last Commission meeting, it has been suggested by the Dog Park Committee representative Jen and Rob Frisby that area between the ball fields and the WDE Landfill site would be great area to have for a dog park similar to what was done at the City of Ramsey. City staff is still waiting on a response from the MPCA. We hope to hear something prior to Thursday's Commission meeting. Note: The Dog Park Committee has also mentioned that Eveland Fields is a potential site. The existing ball field fencing that is currently in place could be utilized along with additional fencing to enclose the area. For those Commissioners that have not been to the website ( http: / /andoverdogpark.comn please check it out. The website has created a lot of interest since the Andover newsletter went out to residents. Staff is still looking at possibly of discussing the dog park at a joint meeting between the Park Commission and City Council that most likely will be held in September along with the discussion of the skate park. Discuss Skate Park Improvements /08 -08 DATE: August 19, 2010 INTRODUCTION The Park and Recreation Commission is requested to continue discussing a location for the skate park that was suggested by the City Council at the recent workshop meeting that was held on June 29 . DISCUSSION As mentioned at the last Commission meeting, Chairman Butler attended the June 29"' meeting on behalf of the Park Commission to make a presentation and answer any questions the City Council had regarding the skate park. After a long discussion, the City Council did make a suggestion to the Park Commission to consider having the skate park located in one of the hockey rinks which now appears both rinks will be constructed yet this summer west of Public Works buildings. The City Council would prefer that the Park Commission try to make every effort to utilize existing City owned property or parks as a year round facility. As been mentioned the past few months to the Park Commission, the Community Center parking lot will be seal coated next summer that makes it difficult for the boarders to skate on. Note: City Staff has been contacted by the property owner to the west of where the new hockey rinks will be constructed expressing their concern regarding noise since the park would be available to the skate boarders from basically sunrise to sunset. The property owner also expressed concern including their secluded backyard that may be an attractive nuisance and unsupervised activity that may affect them. They did mention that they would prefer Sunshine Park as a better choice. In regards to the estimate costs to construct a bituminous or concrete surface, install a fence around the perimeter and to purchase new or replacement skate park equipment is estimated to be as follows: • For a 75'x75' bituminous pad for the skateboard park, the cost of gravel and bituminous would be around $13,000 with today's costs. That is assuming PW would be doing the site work so the contractor would just be placing the gravel and paving. • For a 75'x75' concrete pad for the skateboard park, the estimated cost would be around $37,000 with today's costs. That is assuming PW would be doing the site work so the contractor would just be placing the concrete. • The estimate for a fence to enclose the skate park if the skate park is located at Sunshine Park would be approximately $14,000. • The amount of funds that could be used to purchase skate park equipment will depend on the surface that would be used to set the equipment on. if bituminous surface were used, approximately $43,000 would be available to purchase equipment. If concrete surface were used, approximately $19,000 would be available to purchase equipment. Attached are some estimated costs for certain types of equipment for the Commission to consider that have sent to the City from American Ramp Company. BUDGETIMPACT The Park and Recreation Commission is recommending $70,000 be used to fund a new skate park for 2011 as part of the CIP. ACTION REQUIRED The Park and Recreation Commission is requested to discuss the location of where they would like to recommend to the City Council where the skate park should be and the type of surface (either bituminous or concrete) that should used to set the equipment on. Review Outstanding Items DATE: August 19, 2010 Issues list as of 8/19110 COMPLETED PROJECTS — ON -GOING PROJECTS - • Develop Site Plans for all existing parks which indicates the facilities available. (On- Going). • Andover Station North Ball Field Facility (property south of the old landfill) — The batting cage fencing work was completed last week. The Andover Baseball Association were scheduled to install the artificial turf in the batting cages area last weekend. • Update of Park Dedication Improvement Fund Quarterly Report — Next quarterly report is due in October. • Update of Quarterly Sherifrs Department Report on Park Patrol & Vandalism — Next quarterly report is due in October. • Hawkridoe Park —A majority of the grading has been completed. The installation of the irrigation lines will begin within the next few days. The hockey rink boards are now under construction and are near completion. Fencing and lighting for the rink will begin soon. The bid for the new well was recently open and were approved by the City Council. Drilling of the new well will begin the week of August 16th. Note: The low bid did come in a little higher than anticipated. If you have a chance, stop by and see the project for yourself. The project is certainly starting to take shape. ON -HOLD PROJECTS — • Hartfiel's Park The project is on hold until the property owner considers their option, but the city at this time does not have the funds to buy the property. • City Hall Campus Hockey Outdoor Hockey Rink — The Andover Huskies Youth Hockey Association ( AHYHA) has been in contacted with the City to let them know that plans to start construction of the rinks (if they have not started already) will begin within the next few days. AHYHA plans to have the rinks completed and ready for use for the upcoming H: \Engineering \Parks \Park & Rec Packet Information\ltems\2010 \081910 \item 6.doc season. Note: The City Council is requesting the Commission to consider the skate board park to be located within the hockey rink area. Item is on the agenda. • Prairie Knoll Park - The City Council has approved the location of the cell tower which will be located on the east side of the park near Prairie Road and just north of the southeast field. Construction is still anticipated to start sometime yet this summer. • Consider City Code Amendments Title 8 Chapter 4 - Park Commission has requested to be on a future agenda in fall of 2010 to discuss potential revisions to the code. • Eveland Fields Scoreboards - Nothing new to report. Anoka Hennepin School District #11 has purchased a scoreboard for the south field (varsity). The scoreboard has not been installed as of yet but they are hoping yet this year. • Terrace Park - Need to meet with the neighborhood in September to discuss if the free skating rink should remain at the park for the upcoming winter. • Hills of Bunker Lake West Park - Need to meet with the neighborhood to discuss in September to discuss the idea of a security light at the park. TASK FORCE UPDATES - • Skateboard Task Force (Hupp /Kowaleski) - Item is on the agenda. OTHER ITEMS OF INTEREST - • Irrigation of City Parks - The idea of irrigating some of the parks is included as part of the proposed 2011 -2015 CIP. • Hidden Creek North Park and Rose Park -The City Council has approved the installation of wireless internet service tower at both locations. Installation of the wireless internet services (Clear Wireless) has begun at Rose Park on the water tower. No work has begun at Hidden Creek North Park as of yet but do expect something to start soon. • Shadowbrook East Park and Andover Lions Park - Clear Wireless has received approval from the City Council for the installation of the wireless internet service at Shadowbrook East Park but has decided to put this site on hold as they evaluate their system. Andover Lions Park did not receive approval from the City Council. Clear Wireless is exploring the possibility of having a pole at ASN in the same location that Verizon was exploring but decide to not proceed with that location. ACTION REQUESTED The Park and Recreation Commission is requested to consider approving the request as presented by the Andover Baseball Association with the understanding that AFA will make adjustments to the their schedule to accommodate ABA. The goal of the Park and Recreation Commission in scheduling is to allot the limited number of recreational facilities in a fair and equitable manner, using compromise when necessary to accommodate the maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first -come, first - served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. I still have not heard back from you so I will be submitting a request to the city for the following fields and dates.: ASN West,ASN Middle, ASN East, Shadowbrook East North, Shadowbrook East South, Hidden Creek�for games on the following Sundays: Sept 12, Sept 19, Sept 26, Oct 3, Oct 10 from 10am - 6:00pm The same fields for practices on the following Wednesdays: Aug 25, Sept 1, 8, 15, 22, 29 and Oct 6 from 5:30pm - 8:00pm. We are requesting the same nights and times as we recieved from the city last year. I have asked for your response several times and have simply run out of time waiting for a response from you. I would have preferred to work with you on selecting nights that would work for both baseball and football but with your nonresponse I have no choice but to request what we had last year.
