ANDOVER PARK/RECREATION COMMISSION MEETING - SEPTDABER 1, 1977
The Regular Monthly Meeting of the Park/Recreation Commission was called to
order by Chairman Rzeszutek, September 1, 1977 at 7:33 p.m. at the Andover
City Hall, 1685 Crosstown Blvd., N.W.
Commission Members Present: Ancheta, Lapham, Mand, Pahl, Rogers & Strandmark
Commission Members Absent: None
Also Present: Residents - Langseth Park
Tim Erkkila - Midwest Planning & Research
Earl Gustafson - Col. Hgts. Public Works Director

APPROVAL OF MINUTES
MOTION by Lapham, seconded by Strandmark, to approve the Minutes of the
~ August 4th meeting. Motion carried unanimously.
LANGSETH PARK
Residents near Langseth Park asked that their park be improved. They have a
sand lot for baseball, but there is a problem with sand burrs and asked that
it be maintained. It was explained to them that we are now in the process of
purchasing a tractor and we have had a lack of equipment in the past. As for
equipment, etc. the Comprehensive Park Development Plan was also explained to
them and they were invited to attend future meetings.
COMPREHENSIVE PARK DEVELOPMENT PLAN
Tim Erkkila of Midwest Planning was present to introduce himself. He is now our
park planner due to Tom Loucks' resignation. He handed out a work task checklist
and explained what each of the seven steps meant. He was given a copy of the
tallied survey form which he will analyze. A special meeting will be scheduled
in 3-5 weeks to see if his interpretation of the survey is valid.
LANDFILL
Ron Roth requested that a special meeting be held September 15, 1977 between
himself, the Commission and Midwest Planning to discuss the landfill. Mr. Roth
met with Mr. Erkkila earlier this week. Mr. Erkkila stated he didn't know why
he should be involved but thought that Mr. Roth wanted him to endorse his grading
/~ plans. There was no mention by Mr. Roth that the landfill could eventually
~~ become a park site. Chairman Rzeszutek asked where Mr. Roth was going to get
his fill from and Mr. Erkkila stated Mr. Roth had said it was coming from adjacent
property. Chairman Rzeszutek then stated Mr. Roth had to start with P & Z to

ask for a variance for mining. Glen Rogers stated that at the City Council
meeting he, Mr. Roth, indicated he felt he was not going to turn it over to
the City as a park. Wes Mand added that Mr. Roth had alot of people to talk to
before he comes to the park board.
MOTION by Rogers, seconded by Lapham, because of the previous indication by Mr.
Roth that the dump site location would not be donated to the City as a park,
that the Park/Recreation Commission at this time will not review ~!r. Roth's
proposal until some indication is made that the land was going to be donated.
OAK HOLLOW PRELIMINARY PLAT
Five members of the Commission went to look at the proposed park site before
tonight's meeting with Ken Orttel. They stated the northeast site looks good.
Questioned was the reason for the small one at the southeast corner. It was
then mentioned that at the last meeting the Commission felt the creek should
be a park boundary. Comment was then made that there is a big difference between
a creek and a county drainage ditch.
MOTION by Rogers, seconded by Lapham, that the park on 157th be eliminated and
the additional acreage be applied to the northwest proposed park on Oak Hollow
Preliminary Plat. Motion carried unanimously.
EAGLE SCOUT PROJECT
Dennis Boos was not present so this was eliminated from the agenda.

DUMPING AREA
Earl Gustafson, Public Works Director for Columbia Heights, proposed that
the City of Columbia Heights would give us their 1942 pumper truck in exchange
for allowing them to dump clean fill in some of our lowland parks. Columbia
Heights has run out of land to dump in. This debris would consist of blacktop,
concrete, pipes, etc., no decaying material and would in any given year consist
of no more than 125 5 yd. loads. They would come in, level it off and backfill
either by their own judgment or immediately upon complaint. There was some
discussion on which parks could use the fill and Hartfiel's was thought to be one
of the best since it is readily accessible and the fill would provide shoulder for
the road.
MOTION by Lapham, seconded by Mand, that we go on record as accepting the
suggestion of the City of Columbia Heights to use some public sit~in the City
of Andover, the time period to be negotiated by Council - sites to be determined
at a later date.
Disoussion: The dumping area should be posted in order to deter the general
public from dumping. Also that the motion be amended to read the Park/Recreation
recommends that the City of Andover enter into an agreement with the City of
Columbia Heights.

AMENDMENT TO MOTION by Lapham, seconded by Ancheta, that we recommend that the
City of Andover enter into an agreement with the City of Columbia Heights, details
to be worked out between the Council and the City of Columbia Heights. Motion
and Amended Motion carried unanimously.
Discussion: Glen Rogers thought it would be a good idea to form an ad hoc
committee to find suitable sites for dumping. Chairman Rzeszutek stated the

committee should consist of Glen Rogers, Jim Thurston and himself.
LAND PURCHASE
The assessment against 2938 Bunker Lake Blvd. is $2715.22 to 11-15-77 and
$2878.13 thereafter. They are not yet hooked up to sanitary sewer which is
another $418.00. Jim Thurston stated they could get $15-20,000 on the open
market. An anonymous spectator in the audience stated Ron Mahle of 2930
Bunker Lake Blvd. is interested in selling his property also and is open to an
offer from the City. The secretary was asked to get an estimated fair market
value on this property plus the assessments. The feeling of the Commission is
that if we could acquire these lots, they, along with the boat land, would
make a very nice park on the north end of Crooked Lake.
MOTION by Rogers, seconded by Lapham, in regard to those two parcels becoming
available, we ask that the Council direct staff to investigate the feasibility
of acquisition. Motion carried unanimously.
TRACTOR BIDS
The low bid on the tractor was by Anderson-Koch at $12,563.00. This is on the
City Council agenda 9-6-77.
SURVEY FORMS
The secretary advised the Commission the claim forms had already been made out
in order for the 4-H and Girl Scouts to get paid for picking up the survey forms.
TENNIS COURT GRANT
Chairman Rzeszutek told the Commission that our chances of getting the tennis
court grant looked very promising. If we receive the grant, the secretary was
asked to advertise for bids right away due to the lateness of the construction
season.
On the subject of the grant for 1978 construction season, Tim Erkkila of Midwest
Planning was asked to fill this out using his judgment on the site location.
This he said he would do.
SEEDLINGS
The secretary was directed to get an order blank from the Dept. of Natural Resources
as soon as possible so we have a decent selection to order from.
OUTDOOR SANITATION FACILITY
The rental prices of Satellite and Aquazyme were discussed and the fOllowing
motion was made:
MOTION by Strandmark, seconded by Ancheta, that we rent an Aquazyme unit for
a three month period, December, 1977 through February, 1978, with the available
insurance, to be installed at City Park site. Motion carried unanimously.

ENGINEERING
The Commission was told of the storm sewer pipe going through Red Oaks West Park.
This is a 12" pipe with no grate and also part of the park is being used for
parking,etc. The City Engineer had not advised the Commission that this was
going to be done. One question was can they do that with designated park land?
Tom Pahl stated he has received several complaints that this open pipe is a
substantial safety hazard if left uncovered. It was also mentioned that this
area had been seeded this spring. Chairman Rzeszutek also stated that the
engineer told him that any extra fill would be put into Northwoods park but
so far all the fill seems to be going on Conroy's land on Crosstown. The secretary
was asked to send several memos to both the Engineer and the City Council expressing
the Commission's dissatisfaction with the City Engineer and the following motion
was made:
MOTION by Rogers, seconded by Mand, that the Andover Park/Recreation Commission
recommends that the City Council direct the City Engineer that when drawing
specifications for any construction program including sewers, streets and water
that any excess fill within a 3 mile radius be designated to be put into existing
parks within that area.
RED OAKS PARK
Tom Pahl presented a petition by residents bordering Red Oaks Park West
requesting the park board install 2 mercury lights to illuminate the skating
rink. This was agreeable and the following motion was made:
MOTION by Lapham, seconded by Pahl, that the lights be ordered through Anoka
Elec. Coop for Red Oaks Park West to illuminate the skating rink. Motion carried
unanimously.
Discussion: Tom Pahl will get a purchase order number and take care of the details.

I realize the agenda looks short, but at the last meeting no proposed September
agenda was mentioned. Things can be added.
Maybe someone can go look at the proposed park land on Oak Hollow pre. plat
before Thursday, it came in at 4:55 p.m. last Friday.
I wrote a letter to Mary Clark at 2938 Bunker Lake Blvd. telling her that
her piece of property will be up formscussion on the 1st. I also have
asked Jim Thurston to give us a fair purchase price. The assessment against
the property is $2715.22 - after 11-15-77 it will be $2878.13.

The 4-H brought in 37 more survey forms at 4:30 p.m., Friday. dum-de-dum-dum
September 16th is the last day to apply for 1978 tennis court grant.
Tom Pahl asked Rex Stockwell for an estimate on I think it was a blacktopped
basketball court. According to Forest Lake Contracting, a court 30' x 40'
with 4" gravel and 2" bituminous mat will be $690.00 if they do it when in the
area, otherwise it will be $860.00. This is nothing fancy, just a basic court.
For something better, Rex thinks 1 1/2" bit. mat plus another 1 1/2" after the
first is laid will give you a better court.
