MINNESOTA 55303 (612) 755.5100 PARK/RECREATION COMMISSION MEETING - AUGUST 4, 1977 The Regular Monthly Meeting of the Park/Recreation Commission was called to order by Chairman Rzeszutek, August 4, 1977, at 7:35 p.m. at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Lapham, Mand, Pahl, Strandmark and Rogers Commission Member Absent: Ancheta Also Present: Clayton and Mildred Orttel Kathy Thayer - Summer Recreation Program Bob Muscovitz - Maintenance APPROVAL OF MINUTES Motions were made and seconded to approve the June 2nd, June 14th, July 7th and July 14th meetings. Motions carried unanimously. Several items were added to the agenda and the order of the agenda was changed to accommodate those present. ~ ~RTTEL SKETCH PLAN - Added item The Orttels' asked the Commission which they preferred, money in lieu of land or park dedication on their proposed plat. The Commission decided they would rather have the land since the plat consists of 59 acres. The Orttels' then asked where the park should be and they were advised to put it where it would be the most advantageous to them but the creek should be a park boundary. COMPREHENSIVE PARK DEVELOPMENT PLAN Wes Mand stated the City Council has approved 13~ apiece to pick up the survey form. Tom Pahl said he would bring it up at the next Lions meeting. Wes Mand thought the Jaycees would do it gratis as at the same time they could recruit new members. Chairman Rzeszutek stated he would act as co-ordinator to be fair on population density and would contact the 4-H and Boy Scouts to see if they were willing to go door to door. Midwest Planning is awaiting the results of the survey so a special meeting was set for August 18th, 6:30 p.m. to tabulate the results. EAGLE SCOUT PROJECT The Commission received a sketch of the proposed park trail plus a cost estimate of $20.50 for the wood ohips, lumber and paint for a sign. Three picnic tables are shown in the sketch and the cost of hauling the wood chips was not noted. ~MOTION by Mand, seconded by Rogers, to appropriate a sum of money not to exceed $100.00 for ,-joy Scout Troop #601 to make improvements in Valley View Park. Motion carried unanimously. Discussion: Dennis Boos is to contact the City Clerk in regard to allocation procedures. o Page #2 - Park/Recreation Commission Meeting August 4, 1977 o o SUMMER RECREATION PROGRAM Kathy Thayer gave the Commission a year's summer recreation program. Commission. report on attendance and activities scheduled for this A ~~itten report will be compiled and sent to the MAINTENANCE EQUIPMENT Glen Rogers, who is on the Road Improvement Committee, told the Commission of their plans to purchase a tank truck and a dump truck next year plus possibly other heavy equipment. It was felt that 30% of the cost would be charged to parks since this equipment would serve a dual purpose, parks and roads. Bids for the tractor with attachments will be opened August 22, 1977 and presented to the City Council September 6, 1977. COMMUNITY SCHOOL PROGRAM Chairman Rzeszutek said there was nothing new to report on this subject. ATHLETIC ASSOCIATION The Commission received a list of volunteers and Chairman Rzeszutek stated he would contact these people and set up some sort of a meeting with the Athletic Association. CITY HALL PARK _ The need for a satellite at City Hall Park was discussed and the secretary was asked ~ to obtain cost figures from Satellite and Aquazyme, and also check into insurance. Glen Rogers stated we could rent a unit for the hockey season in December and we wouldn't be billed until January so the cost could be figured into next year's budget. JAYCEES Wes Mand stated the City Council o.k. 'd the tree project on Prairie Road. The City Attorney said as long as the money came back to the City there was no problem. They have met with the contractor and some of the trees have already been marked. It was suggested when the tree spade is rented and larger pines removed that some of them be replanted around the gas smell in Barnes Rolling Oaks park. HAWK RIDGE ESTATES PRELIMINARY PLAT Chairman Rzeszutek stated he looked at the proposed park site, 13.14 acres, and it is high ground but no trees. Some concern was expressed over the 10' walkway easement with regard to maintenance. Mr. Carlson, who happened to be at another meeting in the building, said it was the engineer's idea and didn't believe it would cause a problem. The engineer thought the park should have two accesses, a walkway off of 179th and the east boundary which is Verdin street. Glen Rogers stated he didn't think it was a good idea to have the park adjoining lots. Mr. Carlson said the lots are large enough so as not to create a problem. It was suggested that may be a berm could be placed along the south boundary of the proposed park. :J MOTION by Lapham, seconded by Mand, that the Park/Recreation Commission go on record as approving the preliminary plat showing the park land dedication on Hawk Ridge Estates. Motion carried unanimously. ( -, '-./ () Page #3 - Park/Recreation Commission Meeting o August 4, 1977 BUDGET - Added item The City Clerk requested the Park/Recreation Commission to look over her estimated figures and add some items in order to help her figure out the 1978 budget. The following additions and changes were made: Salaries - raised to $14,200.00. The reason being the Park/Recreation Commission would like to see a full time maintenance man hired. With the heavy equipment planned on being purchased, the park maintenance man could be grading, landscaping, creating new ballfields, etc., work that is presented being contracted out, during the slow periods, fall and early spring. Operating - raised to $800.00. The reason being with the added equipment, operating costs, such as gas, will go up. RepairsjMaintenance - raised to $1200.00 for the reasons stated above under Operating. Small Tools - raised to $300.00 for the reasons stated above. Professional Services - estimated $2,000.00 to be used for grant applications and any other additional park planning. Miscellaneous - estimated $500.00 for dues, memberships, tours and anything else that could come up unexpectedly. c=)caPital Outlay - Improvements - estimated $22,000.00 to be used for tennis courts at City Hall and Northwoods depending upon whether or not a 50% grant is received for 1978 construction. Capital Outlay - Equipment - estimated $9,500.00 to be used toward our percentage of purchasing a tank truck, dump truck and a back blade, plus possibly entering into a joint powers agreement with surrounding cities. With the money left in the 1977 budget, it was suggested that the Commission purchase a grinder and a spreader this year. This is to be placed on the September agenda. LANGSETH PARK - Added item Bob Muscovitz was directed to repair the vandalized swing set in this park. MV ORDINANCE - Added item Chairman Rzeszutek stated he has received complaints of dirt bikes, etc. tearing up Shady Knoll Park. Dave Harms, ACSO, has advised all he can do is warn them since there is no ordinance prohibiting these bikes in city parks. MOTION by Lapham, seconded by Mand, to recommend to the Planning and Zoning Commission, as long as they are revising the ordinances, that an ordinance be drawn prohibiting all motorized vehicle traffic in city par~ excluding maintenance vehicles, except on designated and authorized trails. AS OF AUGUST 4, 1977 Holly Leibold and Bob Johnson, 4224 - 165th Ave. N.W., 421-2700 (work) and 427-3560 (home) are both certified in firearm instruction. They are running classes year round, present one is at Leibold's house (behind Hockey's Inn) but they are going to be conducting classes at Crooked Lake School this fall and don't want any more than 20 kids in a class. Dennis Kollman, 4571 - 146th La.N.W., 421-3424, is interested in volunteering to coach baseball or softball. George Langenfeld, 2118 - 140th La. N.W., 755-3608 is willing to coach football. Did it for 4 yrs. in Texas. Francis Stone, 2512 - 138th Ave. N.W., 755-1570, is willing to coach softball, football or basketball. J Gary Lipski, 719 - 157th Ave. N.W., 434-7214, is willing to coach baseball and hockey. -~ 'J ?k "' ANDOVER 0 o M E M 0 RAN DUM " TO: PARK & RECREATION COMMISSION COPIES TO: CITY COUNCIL, RAY SOW ADA (FIRE PROTECTION COMMITTEE) FROM: CITY CLERK DATE: AUGUST 15, 1977 REFERENCE: FILL MATERIAL/CITY OF COLUMBIA HEIGHTS The City of Columbia Heights has requested a possible public site in the City of Andover to dump their excess street material-this would consist of blacktopping, some cement, and some tree limbs. In exchange for the site provision, they would donate to our City, the 1941 Pumper Truck. o The thought of the Council was that possibly one of our "low" unuseable park sites could be made into a working park by this filling method. Columbia Heights would cover all materials they dumped. They have, over the years, made all of their parks serviceable for ball diamonds, etc. by filling with the street waste material. Inasmuch as the Park & Recreation Commission will be meeting on August 18th to discuss the Comprehensive Park Plan with Midwest Planning, it was felt that this item should be taken into consideration, with a report on P&R action to be furnished to the City Council. Attached is cost figures from Aquazyme. Satellite called and said: $51.95 per month which includes weekly cleaning charge. $11.00 one time delivery charge. One month rent is minimum, then charge is pro-rated. They carry liability insurance. Vandalism insurance is $5.00 a month per unit extra. They also offer a Calrod heater which meets OSHA standards, $15.00 rent per month or an outright charge of $40.00. This has an extension cord that could be plugged into power pole. , '\- ,-j Tim Erkkila is coming to introduce himself - new Midwest planner since Tom Loucks quit. Ron Roth of the dump has presented some sort of a plan to Tim Erkkila and he wants a special meeting, 9-15-77, with the park board, ~dwest and himself. I told him I had no authority to set special meetings but would bring it up at tonight's meeting. Eileen Jaworski might show up at tonight's meeting. She and neighbors want something done, equipment, etc. up in the north end of the city. Bob Muscovitz told me this. Bob hasn't had time to figure his hours spent so far on parks since he has been involved in a traffic and sign count. He now has an upper respiratory infection and won't be to work until next Tuesday. ~ P.S. I lost the tally sheet for page #6 of the questionnaire which covers the 78 counted last week. I know I didn't throw it away and will eventually find it and can redo. .' This includes weekly service. There is a one time deliver) and set up charze of 012.00 for the 1st unit and $6.00 for each additional unit to the sa~e site. These are our current prices, and are subject to change, however, we 'lould hold the price throuGh the winter se3.son for any order received nou. In ansuer to your question on vandalis~ insurance, our policy is you assume full responisbility for units rented, you may have a blanket rider on your City policy which covers leased or rented equipment, you may Hant to check this out. The total amount of liability is $300.00 per unit in the event of a total loss. The other option is for $5.00 extra per month per unit He will assume full renponsibilty for any loss incurred.
