MINNESOTA 55303 (612) 755-5100 PARK/RECREATION COMMISSION MEETING - JULY 7, 1977 MINUTES The Regular Monthly Meeting of the Park/Recreation Commission was called to order by Chairman Rzeszutek, July 7, 1977, at 7:40 p.m. at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Ancheta, Lapham, Pahl and Strandmark Commission Members Absent: Mand and Rogers Also Present: Tom Loucks - Midwest Planning & Research Dennis Boos - Life Scout Kathy Thayer - Summer Rec Program Bob Muscovitz - Maintenance The order of the agenda was changed to accommodate those present in the audience. APPROVAL OF MINUTES :~e Minutes of the June 2nd and 14th meeting were not approved due to some of the members '--not being able to find them. These are to be held over until the next regularly scheduled meeting, August 4, 1977. EAGLE SCOUT PROJECT Dennis Boos stated he checked our four park sites and the best one for a nature trail is Valley View Park-due to its topography. He proposed a winding wood chip trail around the perimeter of the woods to discourage motorcyclists. Also his troop could make picnic tables and perhaps dig a pond to attract wildlife. Chairman Rzeszutek asked if he had any cost estimate on this project and he said no, but he could have an estimate by the next meeting. Tom Loucks was asked if this project would interfere with the Comprehensive Park Development Plan and he said no, it sounded like a good idea and he would be more than willing to work with Dennis on it. MOTION by Lapham, seconded by Strandmark, that Dennis Boos be given the authority by the Park/Recreation Commission to continue his study of the Valley View Estates park site plan wi th Midwest Planning to come up with an equitable park trail. Motion carried unanimously. SUMMER RECREATION PROGRAM Kathy Thayer told the Commission that they have had a good turnout at Lary Carlson's park and the City Hall site. Also, the problems with Lary Carlson have been straightened out, these problems allegedly being loose horses and the condition of the bathroom facilities. Mr. Carlson has agreed that he is responsible for the maintenance of the park. .:J Park/Recreation Commission me~g - July 7, 1977 Pag-e #2 . o ,r--COMPREHENSIVE PARK DEVELOPMENT PLAN ;'-~. Loucks posted maps of the existing parks around the council room and then explained what could and could not be done with each of them due to size and topography. The residents of Dehn's Addition asked that their park be left as it is, a scenic wildlife area, and that no improvements be made. Their request was granted since this park is wetland and it would be too expensive to improve it. A written analysis of each park will be forthcoming from Midwest Planning. Chairman Rzeszutek asked Mr. Loucks what the chances of getting a Federal grant were at the present time and was told there is a good possibility of getting a Lawcon grant and, if received, the money should be spent on improving the City Hall park as it is the "crown jewel" of all the parks in Andover. The survey form was discussed and it was decided to hold a special meeting on July 14, 1977 to shorten it. MAINTENANCE EQUIPMENT Chairman Rzeszutek states he had talked to Glen Rogers and at that time Glen had only received one quote from International Harvester. He is expecting quotes from Ford and John Deere plus some on used equipment and will have the figures ready by the next Council meeting. CO~NITY SCHOOL PROGRAM ~hairman Rzeszutek advised the Commission the City Council approved a part time Community \~chool Program. ATHLETIC ASSOCIATION Chairman Rzeszutek stated there was nothing to report other than he had again spoken to Pam Nettleton to put something in the Union asking for volunteers and she promised to do it. It was suggested that the Mayor could possibly ask for volunteers during his radio talk on KANa. CHAPMAN'S PARK Chairman Rzeszutek talked to George Addphson and it is o.k. with him if we go in there and clean up some trees on his property. Bob Muscovitz said he had everything he needed to string the cable on the posts but would need help due to the weight of it. (Chairman Rzeszutek told Bob not to worry about Northwoods parks, he would just abuse the tractor and the street project is going to begin soon.) Bob asked the Commission to give him a list of parks to be maintained in priority order. The secretary was asked to get the number of hours Bob has spent in parks so far and how many are left for this year. CITY HALL PARK The sprinkler for the ballfield was ordered and has been delivered. o Park/Recreation Commission me~g - July 7, 1977 Page #3. o r--- SEWER & WATER ~6hairman Rzeszutek talked to Rex Stockwell about Red Oaks and Northwoods and Rex said it would be ground. putting sewer stubs in the parks at too costly as the pipes are 30 ft. below PRELIMINARY BUDGET (Added item) Jerry Lapham, who is on the Capital Improvements Committee, asked the Commission to figure out a preliminary budget for next year for the June 12th Capital Improvements Committee meeting. This was done and Mr. Lapham will give these figures to the committee. JAYCEES (Added item) The Andover Jaycees would like to get permission from the City Council to cut trees on Prairie Road and the money from that would be used to rent a tree spade to move the pines from their present location to different city parks. The Jaycees have their own insurance so the city would not be liable for anything. This was brought up at the last City Council meeting and it seemed to be agreeable but they wanted a recommendation from the Park/Recreation Commission first. There is a question of legality of taking property off city property, selling it for a profit - indirectly the money would be coming back to the city - but Bill Hawkins is going to have to check on it and get back. MOTION by Lapham, seconded by Strandmark, that based on the oplnlon of the City Attorney regarding the legality of a city entering into an agreement with the Andover Jaycees and, assuming that we accept no responsibility or liability, that they be allowed to remove trees r~or purposes of raising money to transfer good trees to city property. BRIAR LANE ESTATES SKETCH PLAN (Added item) The secretary was asked to write a memo to P & Z that the Park/Recreation Commission would like to see some park land dedication on this plat. SONSTEBY SKETCH PLAN (Added item) The secretary was asked to write a memo to P & Z stating they, Park & Rec, feel the park land on this plat should be contiguous. LARY CARLSON SKETCH PLAN (Added item) The proposed park site looks high and dry but the Commission feels they should physically look at it prior to accepting it or asking for money in lieu of park land.
