Burt Kraabel says it would cost about $600 to grade for a soccer field at city hall, and he couldn't begin to do Chapman's Park for $200 - rolling hills, etc. Tom Loucks called this afternoon and said he was in Northern Minnesota. He has a letter going out to the commission which says the base maps are done; he is going to be doing the graphic analysis for the maps and written analysis for each park. He is also having sent copies of a survey and wishes that they be distributed as soon as possible. He is coming to the July 7th meeting. MINNESOTA 55303 (612) 755-5100 PARK/RECREATION COMMISSION MEETING - JUNE 2, 1977 The Regular Monthly Meeting Chairman Rzeszutek, June 2, Blvd. N.W. of the Park/Recreation Commission was called to order by 1977, at 7:45 p.m. at the Andover City Hall, 1685 Crosstown Commission Members Present: Ancheta, Mand, Pahl, Rogers and Strandmark Commission Member Absent: Lapham Also Present: Jim Thurston, Maintenance Supervisor LeRoy Winner, Surveyor Richard Hoggatt, Developer Dennis Arthur, Summer Recreation Program Larry Retzlaff, P & Z Liason APPROVAL OF MINUTES MOTION by Mand, seconded by Pahl, to approve the Minutes of the May 5, 1977 meeting. Motion carried unanimously. 8 PARK MAINTENANCE Jim Thurston advised the Commission of the problem with park maintenance in that the City does not have adequate equipment to really do anything. Much discussion followed. It was decided to pull the sand points out of Shady Knoll and place them at City Hall in order to be able to water the ballfield. Several members of the Commission are going to check into what type of equipment we need and possibly purchasing new or used equipment for use in parks and streets. The secretary was asked to contact Tom Loucks of Midwest Planning to see if he had any suggestions. The facts and cost figures are to be compiled by the 21st of June. MOTION by Rogers, seconded by Pahl, to have park and street maintenance equipment placed on the City Council's June 21st agenda. Motion carried unanimously. GREAT OAK ESTATES Mr. Hoggatt and Mr. Winner presented Great Oaks Estates preliminary plat. Due to the size of the proposed park site, the following motion was made: MOTION by Rogers, seconded by Mand, to accept money in lieu of park land on the Great Oak Estates plat. Motion carried unanimously. SUMMER RECREATION PROGRAM C) Mr. Arthur stated the enrollment in the summer recreation program as of this date was very poor. 5 have signed up for Lary Carlson's park, 16 have signed up for City Hall and 121 have signed up for Crooked Lake School. On the scheduled activities such as roller skating, golf tournament, penny carnival, etc. permission slips will be sent home with the kids and they will be bused. Also planned is evening family activity such as going to a Kicks and a Twins game. o o . Page '#2 Park/Recreation Commission Meeting June 2, 1977 o CO~NITY SCHOOL PROGRAM Chairman Rzeszutek advised that at the last TAP meeting they were given a fact sheet and survey form to be handed out door to door in order to create interest in a Community School Program. The survey has to be complete by next week and he will report the results at the July meeting. ATHLETIC ASSOCIATION Charles Veiman, Chairman of the Resident Communications Committee stopped in and said if the Park/Recreation Commission would like anything put in the Newsletter, just let him know. Chairman Rzeszutek asked the secretary to contact Mr. Veiman and request them to put in an article asking for volunteers to work with the Athletic Association in all types of sports activity and possibly even firearms and snowmobile training. Tom Pahl was asked to talk to the Lions Club and see if any of them would volunteer. Burt Kraabel gave the Commission a quote of an estimated $600.00 to grade an area large enough for a soccer field. PARK NAMES r~ Glen Rogers thinks it would be a good idea to name the parks after people who have donated time and effort for the good of the City; and that the Commission should establish some sort of policy setting forth stipulations, one of them being the person would have to be deceased before a park is named in his or her honor. Wes Mand thought this could possibly be worked into the Comprehensive Park Development Plan. No action taken. LANDFILL It was the Commission's feeling that Mr. Roth has no intention of donating the landfill to the City after it is full and that this sUbject should be dropped until further developments arise. NORTHWOODS PARK Chairman Rzeszutek advised the Commission that the engineer's final plans and specs for the streets and storm sewer project show three covered pipes instead of ditches in the park. SEWER & WATER The secretary was asked to contact Rex Stockwell to get an estimated cost on putting in sanitary sewer stubs in the parks located in the sewered area. MOTION by Mand, seconded by Roger~ that we recommend to the City Council that any future sewer or water lines going past parks or proposed park sites be stubbed in. Motion carried unanimously. o Page tf3 0 .Park/Recreation Commission Meeting June 2, 1977 o o COMPREHENSIVE PARK DEVELOPMENT PLAN Tom Loucks has got the base maps done and will be doing the graphic analysis for the maps and a written analysis for each park. It was suggested to hold a special meeting before July 7th and have the park plan the only item on the agenda. CHAPMAN'S PARK Chairman Rzeszutek said he would arrange to meet with Burt Kraabel at the site and talk about grading it for $200.00 since Burt has stated he couldn't begin to do it for this amount due to the topography. CITY HALL PARK Tom Pahl advised the Commission the Lions Club donated to the City the bases for the City Hall ballfield. There is a problem in storing them. City Hall keys would have to be signed out and then returned the next day by the coaches. It was suggested to obtain some sort of a lockable container to be placed near the ballfield to store the bags. MEMORANDUM TO: Charles Veiman, Chairman - Resident Communications Committee COPIES TO: Resident Communications Committee FROM: Park/Recreation Commission DA TE:: June 8, 1977 REFERENCE: Newsletter The Park/Recreation Commission requests that an article be placed in the forthcoming Newsletter asking for volunteers to work with the Athletic Association and Andover's youth. They need coaches to cover any type of sport plus it was thought if anyone was interested in teaching firearm safety and snowmobile driving that a list could be compiled and when enough kids were interested to sign up, a class would be held. Interested residents are to call me at City Hall and I am to take their names and what sport they are interested in. ~e, Secretary P.S. Mrs. 172nd & Potawatomi would like something in the Newsletter about dogs running loose constantly. She really didn't mind the dogs running but thought the owner's could keep them confined until the garbage was picked up because every week she has a mess to clean.
