REFERENCE:
Sewer stubs and park maintenance
I called Rex and asked him about putting stubs in the parks in the sewered area.
He said the cost would be astronomical. The lines are 30 ft. down. He also
mentioned that Red Oaks East is slated for a ponding area. This morning he told
me he has already talked to Phil about this.
Tom Loucks called Monday and I asked him if they had any suggestions about
maintenance equipment and about calling a special meeting and have him present.
It sounded as though they have alot of information on equipment and he said he
would call Phil.

The following motion was made at the Park/Recreation Commission meeting June 2,
1977.
Motion by Rogers, seconded by Pahl, to have park and street maintenance equipment
placed on the City Council's June 21st agenda. Motion carried unanimously.
The reason it is termed park and street maintenance equipment is because possibly
the cost of such equipment could be shared if this equipment could serve a dual
purpose.

The following motion was made at the Park/Recreation Commission meeting June 2,
1977 and is for your consideration:
Motion by Mand, seconded by Rogers, that we recommend to the City Council that any
future sewer or water lines going past parks or proposed park sites be stubbed in.
Motion carried unanimously.

SPECIAL PARK!RECREATION MEETING - JUNE 14, 1977
MINUTES
A Special Meeting of the Park/Recreation Commission was called to order by Chairman
Rzeszutek, June 14, 1977, at 7:35 p.m. at the Andover City Hall, 1685 Crosstown
Blvd. N.W. in order to discuss the Community School Program.
Commission Members Present:
Lapham, Ma.n1 Pahl and Rogers
Commission Members Absent:
Ancheta and Strandmark
Also Present:
Lowell Kutches, Sandy Stroinki, Bob Jenson
and Les McLaughlin - Crooked Lake T.A.P.
Dennis Boos - Life Scout
Items added to the Agenda:

COMMUNITY SCHOOL PROGRAM
Mr. Kutches handed out a copy of the fact sheet and survey form to each Commission
member. He stated they covered from l72nd to 133rd door to door and received 358+
responses. There were only 25 who were totally against the program. Broken down
statistics on each of the four questions have not been compiled but will be by the
June 21st City Council meeting. He went on to explain that 30% of a Coordinator's
salary would be the School District's responsibility and 70% would be the City's
responsibility. A part time program for the full school year would cost the City
between $4300.00 and $4500.00. With a shorter program, August through December, it
would cost an estimated $2000.00. Questions were asked of Mr. Kutches by the
Commission such as the percentage of Andover students enrolled at Crooked Lake School;
whether or not the State would pay the $1.00 per student to help defray costs; whether
or not CETA funds were available, etc. Mr. Kutches was not sure but thought the
Crooked Lake School enrollment was 95% or more Andover residents and he will check
into this and the other items and have the answers by June 21st. Also by this Friday,
6-17-77, he will have a packet ready for the Council so they can review it before
the meeting.
MOTION by Lapham, seconded by Mand, that the Park/Recreation Commission recommends
the City of Andover enter into an agreement with Anoka-Hennepin District #11 for the
purpose of developing a Community School Program.
Discussion: Where do our priorities lie? Equipment or Community School Program;
we already have hired a park planner, the summer recreation program is costing us
money. Mr. Kutches stated we only needed $2000.00 for a program to run from August
to December. It was decided to tryout a Community School Program from August to
December an~ if enough interest is shown by the citizens of Andover, try for a full
school year program in 1978-1979.

AMENDED MOTION by Lapham, seconded by Mand, that the Park/Recreation Commission
recommends the City of Andover enter into an agreement with Anoka-Hennepin District
#11 for the purpose of developing a part time (August through December) Community
School Program. Motion carried unanimously.
SPRINKLER
Chairman Rzeszutek explained to the Commission that the Lions arranged to have the
City Hall ballfield leveled, black dirt added and seeded and the least we could do
is see that it was watered decently. He has checked with Heinen & Mason and they
have a unit that will do the job for between $70 and $80, but the hose would need
some adapters.
MOTION by Mand, seconded by Pahl, that we purchase a sprinkler from Heinen & Mason
not to exceed $100.00. Motion carried unanimously.
EAGLE SCOUT PROJECT
Dennis Boos told the Commission that he is working toward becoming an Eagle Scout.
One of the requirements to become an Eagle Scout is to complete a project which would
benefit the City such as a recycling program, litter control, park improvement, etc.
In the discussion that followed it was decided that the best project would be to
create a nature trail in one of Andover's parks. The secretary furnished Mr. Boos
a map showing the park locations and Chairman Rzeszutek circled several parks which
would be conducive for a nature trail. He is going to check out the sites and
return with "plans and specs" at the next regular Park/Recreation Commission meeting
in July.

BUDGET (Added item)
The City Clerk furnished the Commission with a sheet showing how much money has been
spent so far this year. It looks as though there is enough for a Community School
Program and equipment, especially if the cost of such equipment can be split between
park and road maintenance.
MOTION by Pahl, seconded by Rogers to adjourn meeting. Meeting adjourned 9:40 p.m.
