A memo was sent to Rex Stockwell indicating the the Park/Recreation Commission is opposed to the drainage ditches in Northwoods Park. There is $11,154.07 plus an approx. $135.00 in 1977 interest in the land aquisition fund. The final plat of Barnes Rolling Oaks 2nd Add. is not in as of this date. ,~~ The trees ordered were picked up yesterday, 4-28-77, by Bob and he's keeping them ,--.-J damp. They are in the garage. Jim Thurston has requested that something be done soon to finish the warming house, etc. as it is an eyesore. There is a capital improvements training program set for Thursday, 5-5, with Met Council so we will have to meet in the conference room. If I forgot anything, please call before Thursday. ~ o :-.J ~) ,J ';.;'Y of ANDOVERC) MEMORANDUM TO: Chairman Phil Rzeszutek - Park/Recreation Commission COPIES TO: Park/Recreation Commission Members and City Clerk FROM: Jim Thurston, Park Maintenance Supervisor DA TE: May 4, 1977 REFE RENCE: Mowing parks and ballfield and flooding hockey rink & watering ballfield. Need - Tractor and gang mower (3 unit). Alternate - Dual wheel kit for Wards tractor and gang mower (J unit). (It must be determined that Wards unit with dual wheel kit will pull mower unit.) Note: The existing rotary unit blades have.a mowing life of 2 or 3 hours due to sandy conditions. Tractor with existing wheels will not propel itself through many parks without getting stuck. It might be wise to consider a larger tractor with the capability to add a sickle bar mower for ditch mowing and a front end loader for snow removal (hockey rink) and loading sand for street sanding, etc. Need - Well with electricity driven pump and necessary piping hoses & sprinklers. t Recommend - 3 - 2" sand points with electric pump so located to serve hockey rink and ballfield. The City Hall water supply cannot provide a proper flooding or sprinkling supply or pressure. Time spent flooding the hockey rink and open skating area at the City Hall site this past season was 106 hours. I would estimate that a proper water system would reduce the time spent by at least 50%. The 106 hours is time actually flooding and does not include time spent doing other work with the hose left running and unattended. J es E. Thurston P rk Maintenance Supervisor P.S. M~~'T'Tl\H~ I SANT'T'ARV T ANDF'IJ T The City Council has called a Special Meeting for Wednesday, May 11, 1977, 7:30 P. M. for the purpose of discussing the sanitary landfill with the property owner, Ronald Roth, dba Melron, Inc. As many of you know, the original agreement with the landfill people included a provision to convert the property into parkland at such time as it had reached capacity. All indications are that the property will be filled by 1982. There has never been, to our knowledge, any written provisions on whether this "parkland" is going to be public or private. If it is to be dedicated to the City, it will have a tremendous impact on our CIP; therefore, we will attempt to get this matter clarified at the May 11 Meeting. Mr. Roth has also exceeded his ''height limitations"in some areas, and is requesting an addendum to his contract with Anoka County (State Law provides for landfills to be under the control of the County in conjunction with the MPCA~ This addendum requires approval of the local governing authority; and if it is not granted, would result in considerable expense for Mr. Roth. We hope that this matter will give the City some leverage for negotiation on "public" parkland. Q Patricia K. Lindquist - City Clerk P. S. However, I have been told that the Historical Committee takes care of the schoolhouse and not the Park/Recreation Commission. Maybe one of them has it. Rex Stockwell has to present final plans on the street and storm sewer projects at the next council meeting so he is going to draw in pipes in all three areas at Northwoods Park and then figure out the cost difference. The pipes can always be taken out of the drawing. ,- " ,~ Pat told me she asked for two guys and a girl on the CETA program this summer so they can help maintain the parks, etc. They will be here in July, if we get them. Bob says he has the stuff he needs for the hook bolts on the posts at Chapman's and the cable you saw was for the City Hall posts and not the skinnier stuff needed at Chapman's. I ordered mailing stickers for Jim Stewart and they should be ready in a few days. Haven't been able to get ahold of Burt Kraabel yet but will keep trying. On the enclosed tax forfeit land information, Pat has to know by May 16th whether or not you would be interested in any of it for park land. Nordeen's lots are swamp and Plat 65986, Parcel 9500 sounds as though it might be under water too. MINNESOTA 55303 (612) 755-5100 PARK/RECREATION MEETING - MAY 5, 1977 MINUTES The Regular MOnthly Meeting of the Park/Recreation Commission was called to order by Chairman Rzeszutek, May 5, 1977, at 7:45 p.m. at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Ancheta, Lapham, Mand, Pahl, Rogers and Strandmark Also Present: Representative from Mattson & De Gardner Tom Pyron, Steve Nichols & Aaron Toltzman, residents of Northwoods Jim Stewart, Community School Director APPROVAL OF MINUTES MOTION by Pahl, seconded by Rogers, to approve the Minutes of the April 6, 1977 meeting. Motion carried. r~COMMUNITY SCHOOL PROGRAM ~Chairman Rzeszutek stated that only approx. 100 survey forms had been returned and they were thinking about going door to door to get better results. As soon as another meeting has been scheduled, he will be notified and attend. Jim Stewart arrived late and informed the Commission a meeting is scheduled for Tuesday of next week, 5-10-77. ATHLETIC ASSOCIATION Chairman Rzeszutek talked with Pam Nettleton of the Anoka County Union and she is going to put something in the Union to ask for volunteers to work with the kids. He also talked to John Klobuchar who expressed an interest in soccer if furnished with a soccer field and goals. The secretary was asked to get a quote from Burt Kraabel on grading, etc. an area large enough for a soccer field next to City Hall's parking lot. Tom Pahl stated the Lions Club donated $800.00 for dirt and grading for the baseball field at City Hall. Cecil Heidelberger donated the dirt. SUMMER RECREATION PROGRAM It was mentioned that alot of kids will probably sign up for the program at Morris Bye since the Andover Fun Finder hasn't been mailed yet. Jim Stewart stated the Fun Finder usually was mailed the end of May but would see if it could be ready earlier. The secretary was asked to get mailing stickers from the County since this list is pretty current in order to reach all residents of the city. (-, ~He asked what the Commission's wishes were in regard to scheduling since the budget only included one baseball coach. Another coach would cost an extra $300.00 but there was a chance he might be able to get someone through CETA. The Commission felt if there was enough interest in all age groups, they could get the extra money. o o Page #2 - Park/Recreation Commission Meeting - May 5, 1977 ,---.... GSUMMER RECREATION PROGRAM CONT'D. Jim Stewart said he would contact Lary Carlson and get the Aztec Park schedule straightened out. MATTSON & DEGARDNER PROPOSED PLAT This plat only consists of 7.4 acres so money in lieu of park land was decided upon. It was suggested that the developers obtain the assessed raw land value of the property as it stands now before they go back before the Planning and Zoning Commission. MOTION by Strandmark, seconded by Ancheta, to accept money in lieu of park land on the Mattson & DeGardner plat. Motion carried. WARMING HOUSE Chairman Rzeszutek contacted John Klobuchar of the Hockey Association and they are going to paint it, etc. very shortly. COMPREHENSIVE PARK DEVELOPMENT PLAN The Comprehensive Park Development Plan was presented to the City Council and they approved the contract but held it in abeyance until a contract the landfill and Midwest once had was checked to see if there was a conflict of interest. The reason ~r this is because in time the landfill is to be a park site and might be one of the three proposed sites Cmentioned in Midwest's contract. This was checked and there is no longer any contract between Midwest and Melron so the contract was signed with Midwest today. LANDFILL The landfill is under contract with the city and county. According to the terms it would become a park site when filled to capacity, although it does not specify a public or private park. The landfill has already exceeded some height limitations and has asked for an addendum to the contract. This addendum requires the City's approval. A special city council meeting is scheduled to discuss this with Ronald Roth, the property owner, WedneSday, May 11th, and the Park/Recreation Commission is invited to attend. NORTHWOODS/STORM SEWER There was much discussion on this subject. The revised plan from the engineer was better but the two end ditches cause the problem. The secretary is to contact Rex Stockwell and ask him for quotes on the cost of this revision vs. galvanized and concrete pipe in all three areas along with the cost to the property owners and how many property owners would be affected. It was felt that the ditch maintenance in years to come probably would be more than the cost of pipe now plus being an eyesore. After these figures have been compiled, the engineer is to set up a meeting with the Park/Recreation Commission giving them a week's advance notice. o 4 . . o C) . Page #3 - Park/Recreation Commission Meeting - May 5, 1977 - " \.J NORTHWOODS PARK The residents of Northwoods presented a sketch plan of what they would like in their park. Copies of their plan will be given to the Park Planner. They asked if they could have some equipment this year and were told there was no money allocated for them in the budget but they certainly would be considered in the Comprehensive Park Development Plan and were invited to attend future meetings. CHAPMAN'S PARK The secretary was asked to contact Burt Kraabel and have him do $200.00 worth of grading in the southwest area of Chapman's Park. PARK TOUR EVALUATION Each park was discussed and what maintenance could be done at this time was listed for Bob Muscovitz. The picnic tables are also to be distributed.
