MINUTES
The Regular Monthly Meeting of the Park/Recreation Commission was called to order
by Chairman Rzeszutek, April 6, 1977 at 8:40 p.m. at the Andover City Hall,
1685 Crosstown Blvd. N.W.
Commission Members Present:
Ancheta, Lapham, Pahl, Rogers and Strandmark
Commission Member Absent:
Mand
Also Present:
Bob Voss, President of Coon Rapids Athletic Assoc.
Judy Peterson and Alice Gilling, residents of
Chapman's Add.
APPROVAL OF MINUTES
MOTION by Pahl, seconded by Ancheta, to approve the Minutes of the March 17, 1977
meeting. Motion carried.
The agenda was changed so those present could talk to the members early.
ATHLETIC ASSOCIATION
Mr. Voss explained how the Coon Rapids Athletic Association is set up, financed
and run; stressing volunteer help and an auxiliary to raise needed funds to keep
enrollment fees down.
CHAPMAN'S PARK
Discussed was the trimming of some trees and grading. The Park/Recreation
Commission will provide some seed for area graded.
MOTION by Lapham, seconded by Rogers, to request the City Council to approve grading
in the southwest area of Chapman's Park, cost not to exceed $200.00. Motion carried.
COMMUNITY SCHOOL PROGRAM
There were no results in from the survey at this time so this was tabled to the
next meeting.
COMPREHENSIVE PARK DEVELOPMENT PLAN
There was some discussion about the number of parks to be included in Midwest's plan.
MOTION by Lapham, seconded by Strandmark, that the Park/Recreation Commission
recommend to the City Council they accept the Revised Proposal dated March 9, 1977
from Midwest Planning & Research, Inc. for a comprehensive park development plan,

costs not to exceed $6,750.00 unless otherwise directed by City Council. Further,
decision was reached after receiving bids from Werner-Chapman ($10,000-$11,000) and
TKDA ($8700.00) that the Park/Recreation Commission be allowed to act as liason with
Midwest and that a specific Park/Recreation Commission member be designated as a
liason to Midwest. Said plan to be completed as outlined within six months of signing
of agreement of Revised Proposal of March 9, 1977. Motion carried.
SUMMER RECREATION PROGRAM
Chairman Rzeszutek advised the members the City Council has approved the summer
recreation program for three locations, Crooked Lake School, Carlson's Park and
City Hall.
NORTHWOODS BALLFIELD
The secretary was directed to send a memo to Rex Stockwell, City Engineer, that
the Park/Recreation Commission is opposed to the drainage ditches as they appear
in his April 1, 1977 letter, especially the ditch which divides the west park
and the Park/Recreation Commission would meet with him if he has any questions and/or
alternatives.
PARK TOUR
A park tour was set for April 16, 1977 at 8:00 a.m. at City Hall.
BARNES ROLLING OAKS - 2ND ADD.
This subject was postponed until the final plat has been received.
It was noted that tomorrow night is DNR's meeting at Bunker Hills Activity Center
regarding designating the Rum as a "wild river".
Chairman Rzeszutek made the members aware of notes from maintenance man.
The Commission will try to ascertain if it can use any trees on Prairie Road during
the park tour.
The Commission cannot put up a fence around the ballfield at City Hall - also they
don't believe it would help.

The following motion was made at the Park/Recreation meeting April 6, 1977 and is
for your consideration:
Motion by Lapham, seconded by Rogers, to request the City Council to approve

The following motion was made at the Park/Recreation Commission meeting ~ril
6, 1977 and is for your consideration:
Motion by Lapham, seconded by Strandmark, that the Park/Recreation Commission
recommend to the City Council they accept the Revised Proposal dated ~Aarch 9,

Plan, costs not to exceed $6750.00 unless otherwise directed by City Council.

AGREEMENT
, , I In consideration of the furnishing of said trees by the State of Minnesota for reforestation and other conservation purposes

I. Said trees shall be planted only for the purpose of auxiliary forests, wood lots, windbreaks, shelter belts, erosion control, soil

2. Said trees shall not be used tor ralSlng fruit for human consumption or planting for ornamental purposes.
3. It is unlawful for any person to use or permit the use of any of said trees for any purpose not authorized hereunder, or to sell.
give, remove or permit the removal with roots attached of any tree planted from stock furnished hereunder for replanting on any
ground other than the legal description listed in the original application or for any unauthorized purpose, subject to the penalties
prescribed by law.
4. I agree to obtain said trees immediately after arrival of shipment at destination, to take proper care thereof to prevent injury
or deterioration, to plant the same promptly and properly and in accordance with any instructions accompanying shipment, and to
protect all plantations of said trees from fIre, trespass, grazing by domestic livestock and other destructive agencies so far as is
practicable.
5. The Commissioner of Natural Resources or his agents shall have access to all plantations of said trees for the purpose of
inspection.
6. It is understood that trees from state nurseries will be shipped express collect, transportation charges to be paid by the
consignee upon receipt, except where other arrangements have been specifically made well in advance of tree shipment.
7. The right is reserved by the Commissioner of Natural Resources to reduce or cancel orders if sufficient stock is not available
for any cause.
