MINNESOTA 55303 (612) 755-5100 PARK/RECREATION COMMISSION MEETING - MARCH 17, 1977 MINUTES The Regular Monthly Meeting of the Park/Recreation Commission was called to order by Chairman Rzeszutek, March 17, 1977 at 8:00 p.m. at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Ancheta, Mand, Pahl, Rogers and Strandmark Commission Member Absent: Lapham APPROVAL OF MINUTES MOTION by Mand, seconded by Rzeszutek, to approve the Minutes of the February 3rd, 16th and 24th, 1977 meetings. Motion carried. There were four new commission members present at tonight's meeting so Chairman Rzeszutek explained the past history and the purpose of each item on the agenda as these items came up for discussion. COMMUNITY SCHOOL PROGRAM Since the survey form has not yet been mailed to the residen~due to the newsletter being late, there was nothing to report and has been tabled to the April meeting. COMPREHENSIVE PARK DEVELOPMENT PLAN Prior to coming to the meeting, Chairman Rzeszutek picked up a revised proposal from Midwest Planning at Jerry Lapham's house. There was a short recess while sufficient copies of this revision were made. Chairman Rzeszutek didn't think it would be wise to act on this tonight as no one had had a chance to study it. MOTION by Rogers, seconded by Strandmark, that the Comprehensive Park Development Plan be referred to the next regular Park/Recreation meeting. Motion carried. The commission members were advised of a public hearing at the Bunker Hills Activity Center on Thursday, April 7, 1977, at 7:30 p.m. This hearing is being conducted by the Minnesota Dept. of Natural Resources and covers their proposal for "Wild and Scenic River Designation" for the Rum River. MOTION by Pahl, seconded by Mand, that the next scheduled Park/Recreation meeting be held Wednesday, April 6, 1977, 7:30 p.m. Motion carried. ..Page..#2 - park/RecreatioOommission Meeting Minutes - MaO 17, 1977 ATHLETIC ASSOCIATION .~ Chairman Rzeszutek stated Bob Muscovitz did a very good job in maintaining the hockey rink this past winter. The Rum River Hockey AssociBaon has expressed a desire to start a soccer program for the summer thinking that this would help keep the hockey players in condition. However, Chairman Rzeszutek asked Tom Pahl to check with the Andover Lions to see if some of them would volunteer to coach baseball and/or softball teams. Tom Pahl asked if there was any money tOIDrk with and the answer was no, but the hockey program started without any money and they raised the funds necessary. SUMMER RECREATION PROGRAM Chairman Rzeszutek said he was somewhat confused at the March 1st City Council meeting in that he thought Jim Stewart meant Crooked Lake School instead of City Hall in his February 1, 1977 memo regarding the expansion of the summer program. Since the program cost for Crooked Lake School is $4130.00 and the added cost of $1400.00 is for the Aztec Park and City Hall sites, the motion on Page #9 of the March 1st minutes of the City Council should read ...the City Council authorize a Summer Recreation Program not to exceed $5,500.00 to be conducted at Crooked Lake School, Aztec Park and City Hall. The following are subjects discussed not on the agenda: () It was decided it was not necessary to poll the commission with regard to motions and that aye and nay would suffice unless a poll was requested by one of the members. The secretary was asked to write a memo to Jim Thurston to make the Park/Recreation Commission aware of any tax forfeited lands in the City of Andover in order to hopefully purchase park land. She is also to figure out the acreage on each existing park and also get an inventory of what equipment is now in these parks. A park tour on a Saturday or Sunday when the weather gets better will be planned at the next meeting. The tree seedling order was confirmed and Chairman Rzeszutek said the local 4-H and Boy Scouts will plant them. He is to be contacted when the seedlings are ready to be picked up. Whether or not the proposed Northwoods-Red Oaks street improvement and storm sewer project will affect the Northwoods ballfield is to be checked and reported on at the next meeting.
