SPECIAL PARK/RECREATION COMMISSION MEETING - FEBRUARY 24, 1977
MINUTES
A Special Meeting of the Park/Recreation Commission was called to order by Acting
Chairman Jerry Lapham, February 24, 1977 at 8:35 p.m. at the Andover City Hall,
1685 Crosstown Blvd. N.W.

COMPREHENSIVE PARK DEVELOPMENT PLAN
Mr. Loucks answered questions regarding Midwest's proposal for their park
systems analysis at a cost of $6,750.00. On the question of existing sites,
he stated they would work on these plus no more than two or three additional
sites. Tom Pahl asked Mr. Loucks if his plan would interfere with their park
plan in Red Oaks and he said no, they would just suggest ways of improving it
if need be. In view of this Mr. Pahl thought it might be well to hold off
installing the basketball and volleyball equipment for Red Oaks Park. In further
discussion, Mr. Loucks stated not to expect voluminous reports, which are costly,
between the preliminary and final plan. He mentioned the possibility of a few
neighborhood meetings which could be accomplished through the newsletter plus a
survey form for residents to fill out to find out what is wanted in their parks.
Personally, Mr. Loucks does not care for the small tot lots in a long range plan
as neighborhoods grow older and in time they become for the most part useless.
He also feels that no park should be under 1 1/2 acres in order to have varied
uses and easier maintenance.
It was requested that before Midwest's proposal was presented to the Council, it
should be rewritten giving more specifics on what is to be accomplished within
a six month period.
MOTION by Rzeszutek, seconded by Mand to adjourn. Meeting adjourned 9:30 p.m.

Dear I'IT. Lapham:
In recent months, I have committed a great deal of my time
in furthering my own educ_:tion, teachinG in the field of
building inspection and volunteer work in the field of chemical
dependency.
At the present time my priorities are in these areas and
I do not feel I can be of much assistance serving on the
Park Board at this time.

In view of the fact that I was absent from the January
meeting due to a conflict with a meeting at my }Jlace of
employment, the February meeting because I was in another
country at the time, and the reasons listed above, please
accept my letter of resignation.
I wish you and your committee success in the future and
if I become aware of anything that would be of assistance
to that goal, I will contact you.
