MINNESOTA 55303 (612) 755.5100 SPECIAL PARK/RECREATION CO~ISSION MEETING - FEBRUARY 16, 1977 MINUTES A Special Meeting of the Park/Recreation Commission was called to order by Acting Chairman Lapham, February 16, 1977 at 8:00 p.m. at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Lapham, Mand and Rzeszutek Commission Member Absent: Arntzen COMPREHENSIVE PARK DEVELOPMENT PLAN The Commission members discussed the differences between the three bids. o MOTION by Rzeszutek, seconded by ~d, to not consider Wehrman Chapman's bid due to their high cost which does not include meetingrand extra work ordered would be charged on a time and material basis at their hourly rates. Also their brief was not very thorough and did not tell much as to what they were going to give us for $10,000-$11,000. Motion carried unanimously. Wes ~d said he talked to Glen Rogers about Midwest and he, Glen, did not have any Objections to them. In reading Midwest's proposal, the consenus of opinion is they are referring to individual existing sites only and not a comprehensive park development plan. It was decided that Jerry Lapham would get some poin~ clarified from Midwest and another special meeting would be held on Thursday, February 24, 1977 on this subject. NORTHERN PARK SITE - SUMMER RECREATION PROGRAM Jerry Lapham stated that Lary Carlson has agreed to let us use his park. All he wants to have is a schedule and he will schedule around it. The summer recreation program as it stands now will cost $4130.00, but with an added site, it will cost $5500.00. MOTION by Rzeszutek, seconded by ~d, to try a satellite summer recreation program in the northern end of the city in Lary Carlson's park; the total expenditure not to exceed the $5500.00 which was budgeted for the summer recreation program. Motion carried unanimously. In the discussion that followed, it was brought up that the $5500.00 covers a five day a week program in Lary Carlson's park and at City Hall and that the motion should be changed to read northern park site and City Hall. (However, an amended motion !~ was not made.) o . P;ge #2 Special Park/Recreation Meeting - 2-16-77 o o c==> JOINT MEETING WITH RAMSEY CITY PARK & RECREATION CO~ITTEE It was decided not to have a joint meeting with Ramsey at this time since we do not have any abutting park land on the Rum River and no comprehensive park plan as yet. Lary Carlson gave 22 acres to a homeowner's association and Jerry Lapham said he would check into the possibility of maybe purchasing some park land from this association. MOTION by Mand, seconded by Rzeszutek to adjourn.
