MINNESOTA 55303 (612) 755-5100 PARK/RECREATION COMMISSION MEETING - FEBRUARY 3, 1977 MINUTES The Regular Monthly Meeting of the Park/Recreation Commission was called to order by Acting Chairman Jerry Lapham, February J, 1977 at 7:30 p.m. at the Andover City Hall, 1685 Crosstown Blvd. N.W. Commission Members Present: Lapham, ~ Rzeszutek and P & Z Laison Retzlaff Commission Members Absent: Arntzen and Scholla Also Present: Tom Pahl and d'Arcy Bosell APPROVAL OF MINUTES MOTION by Rzeszutek, seconded by Mand, to approve the Minutes of the December 2, 1977 meeting. Motion carried. o There is a correction in the January 14th, 1977 memo regarding the January 6th meeting. Jim Stewart feels it would cost approximately $1,000.00 to $1,200.00 to start a three day summer recreation program in the northern part of the city - not $10,000.00 to $12,000.00. RED OAKS PARK In answer to Tom Pahl's question, Jerry Lapham stated there would be no conflict between Red Oaks Park and the Comprehensive Park Plan in that existing individual parks would not be affected at all. Nothing would be done until we have input from the citizens on what they want. Mr. Pahl also wanted to know why the maintenance man hasn't shoveled snow off rink in Red Oaks. Neighbors have been doing it. The secretary was directed a memo to Jim Thurston to kindly expedite the snow removal in Red Oaks Park. Lapham said he would talk to Jim also. the to send Jerry QUICKSTROM PARK Since Anoka Electric Coop will not put a timer on a security light, it was suggested that we put up our own light with a meter or put shades on an Anoka Electric Coop light. To install a light ourselves would be more costly so it was decided that this subject be dropped until brought up again by residents. COMMUNITY SCHOOL PROGRAM ~ Phil Rzeszutek stated he hadn't heard a word about this since talking to Lowell ,~ Kutches and assumes they are still working on the survey and nothing can be done until they get the results back. This is to be on the March agenda. C) o o o 0 Pa~e #2 - Park/Recreation Meeting - February 3, 1977 COMPREHENSIVE PARK DEVELOPMENT PLAN Jerry Lapham stated he finally has received three bids. Wehrman Chapman Assoc., inc. has a bid of approximately $10,000.00 - not to exceed $11,000.00; TKDA's bid is $8,700.00 and Midwest Planning & Research quotes a fee of $6,750.00. Copies of Wehrman Chapman's and Midwest Planning's quotes are to be mailed to the Commission members, (the members already have a copy of TKDA's), and after the pros and cons of each have been studied, Jerry Lapham suggested that the Commission hold a special meeting on this subject. d'Arcy Bosell commented that Mounds View was not too happy with Midwest Planning and Wes Mand said Midwest did a very poor job in Sheyboygan's business district. He was asked to contact other local communities who have hired Midwest to see how they liked the firm. ATHLETIC ASSOCIATION Phil Rzeszutek gave a report on the warming house and the reasons it cost more than anticipated in order to get it in shape - the main one being Sylvester's gave the best price on the first quote and the subsequent purchases were way out of line. d'Arcy Bosell said the warming house needs a ramp or steps as it is difficult to get in and out. Also discussed was the high cost of the hockey program. NORTHERN PARK SITE - SUMMER RECREATION PROGRAM Jerry Lapham stated that Jim Stewart gave him a memo this afternoon and the estimated cost to start a recreation program in the northern part of the city is now $1400.00, and that possibly he could get some funding from the county. Lary Carlson was to have contacted him regarding the use of his park before tonight's meeting but had not. (However, Lary did call him at City Hall after the meeting had adjourned.) BARNES ROLLING OAKS 2ND ADD. The Commission was quite pleased with the park consisting of 16.82 acres. However, on the possibility of purchasing additional land with the $3,699.00 received in lieu of park land on the 1st addition seems quite remote. MOTION by Rzeszutek, seconded by Mand, to accept the designated park land in Barnes Rolling Oaks 2nd Addition. Motion carried. COUNTRY ESTATES This plat consists of only four acres and we have already received $300.00 in lieu of park land. MOTION by Rzeszutek, seconded by Mand, to accept $300.00 in lieu of park land in Country Estates. Motion carried. GREAT OAKS ESTATES The secretary showed the Commission the sketch plan of Great Oaks Estates, and due to its size, it was agreed that when the time comes we should ask for money in lieu of park land. o o .
