Comm. #12-77-2 Comprehensive Development Plan Update o For publication on December 23, 1977 () o o o o o o 0 CITY of ANDOVER REGULAR PLANNING AND ZONING COMMISSION MEETING December 27, 1977 MINUTES The Regular Meeting of the Andover Planning and Zoning Commission was called to order at 7:30 P.M. by Chairman Larry Retzlaff on December 27, 1977 at the Andover Community Center, 1685 Crosstown Boulevard NW, Anoka, Minnesota 55303. Commissioners Present: d'Arcy Bosell, James Elling, John Johanson, Ralph Kishel, Jeannine Pyron Commissioner Absent: Gary Schwendinger Mrs. Pyron and Mr. Schwendinger were appointed by the City Council on December 8, 1977 to fill the unexpired terms of Don Jacobson and Walter Bruns. Minutes of November 22. 1977 Motion by Commissioner Elling, seconded by Commissioner Bosell, to approve the Minutes. Motion carried unanimously. Leslie Bever Moving Permit (Comm. #12-77-1) Mr. Bever wishes to move a house from the City of Anoka to Parcel 5400 in Section 34 on Bunker Lake Boulevard. He provided the Commission with a number of pictures and a drawing showing where the house would be located and adjoining houses. The Commission had received a letter from Rex Stockwell, City Engineer, (copy attached) dated 12-23-77 referring to the feasibility of hooking up to the City sewer. The manhole at the corner of Mr. Bever's property is the East end of the sewer line. Mr. Bever would like to hook-up to the City sewer. Commissioner Elling asked if the City Engineer had researched whether the elevations were such that it would be feasible to hook-up to the manhole. Chairman Retzlaff said he had talked to the Engineer and Mr. Stockwell had said that it would be possible to hook-up to the manhole as long as all the costs are paid by Mr. Bever. Commissioner Elling questioned whether the owner would be liable for the portion of the sewer from the manhole to the property line and if the owner pays for it, does the sewer line belong to him. In other projects the sewer lines were stubbed into the property line, not from the manhole. Mr. Stockwell will be asked to clarify this item. o ~\ U , , ~) o o Planning and Zoning Commission Meeting Minutes - December 27, 1977 Page 2 The Commission received a letter from Dave Clough, Building Official, stating approval of the move-in contingent upon submitting acceptable foundation and remodeling plans for the required building permit. Ernst Movers will take care of moving the house to the site. Motion by Commissioner Elling, seconded by Commissioner Kishel, that the Planning and Zoning Commission recommend approval of the Leslie Bever Moving Permit in that it's in accordance with Ordinance 8, Section 4.11; there was no public opposition; it is not detrimental to the area; the Commission received a letter from T.K.D.A. outlining the sewer availability and the owner is in agreement with this; the Commission received a letter also from David R. Clough, Building Official, approving such a move; and, also, that all the sewer connections be done in accordance with Ordinance 32, specifically Section 5 A and C. Motion carried unanimously. This will be on the City Council Agenda on January 17, 1978. Ogema Estates Preliminary Plat (Comm. #3-75-2) A preliminary plat for Ogema Estates was approved by the Planning and f ~ Zoning Commission on July 28, 1975 and has been a continued item on U the City Council Agenda since that time. On December 6, 1977 the City Council has referred the plat back to the Planning and Zoning Commission for review. Ron Smith, developer of the property, explained that because of a flaw in the title and also the cemetery on the property it has taken until now to get everything straightened out. The property is alongside 1- acre lots so it was difficult to line up the streets with the 2~-acre lots required. The old Planning and Zoning Commission recommended approval but Mr. Smith is now asking for this Commission's opinions. The Commission and Mr. Smith discussed: easements and road right-of-way; whether any lots will front on 7th Avenue and if the County would allow it; the building setbacks on 7th Avenue; surface drainage - looks like it will drain out of the plat onto someone else's property - suggested holding ponds; the water table in the South end of the plat is high so a holding pond would be fine; lining up streets with Stenquist Addition; creating collector streets; problems with cul-de-sacs; future subdivision and when, if ever, these lots might be resubdivided; past park board action was land plus cash to make up the acreage difference; whether double frontage lots applies to County Roads; current unbuildable lots would be filled and be buildable in 2 or 3 years. u o o :' '\ V I" U o CJ ( ~ \j Planning and Zoning Commission Meeting Minutes - December 27, 1977 Page 3 Some of the problems or items that should be looked into are: the lots are narrower than 300' required; soil borings are 2 years old; need new letter of permission from fee owner; double frontage lots; street configuration; basement elevations; the drainage of the surface water; corner lots must be 15' wider than interior lots; use scale of 100' = 1" rather than 50' = 1" in revised drawings; need new Park and Recreation Commission recommendation on park dedication. Mr. Smith will contact the City when he is ready with the revised plat. Comprehensive Development Plan Update (Comm. #12-77-2) This will be continued until the next meeting. Revised Zoning Ordinance Discussion (Comm. #6-77-6) Commissioner Elling, Chairman of the Subcommittee for Ordinance Revision, stated that Section 4.5 of the proposed Ordinance (lot splits) should be taken out and will be in the new revision of Ordinance 10 - the subdividing ordinance. The revised zoning ordinance review by the Attorney should be back to the Commission by January 10th. Adiournment Motion by Commissioner Johanson, seconded by Commissioner Pyron, to adjourn.
