INTRODUCTION
This item is in regards to a contribution of $100,000 that will be made by North Metro Soccer
Association that will be used to help fund a portion of the construction for Phase 1 of Hawkridge
Park.
DISCUSSION
A representative from North Metro Soccer Association will be at the meeting to make the
presentation of the donation.
ACTION REQUIRED
The Park and Recreation Commission is recommended to accept the donation from North Metro
Soccer Association for the reconstruction of Hawkridge Park.

INTRODUCTION
This item is in regard to considering an application for scheduled use of
recreational facilities from the T. C. Dodgers (men's team).
DISCUSSION
Attached is the application from T.C. Dodgers. To date, the team has used the
fields a few times but has failed to pay the required fee and submit the certificate
of insurance. Staff has sent the applicant e-mail that failure to provide the
required fee and certificate of insurance will result in denial of their application.
Note: The applicant was told that the application, certificate of insurance and
required fee was due prior to using the ASN field back in June but for some
reason the applicant did not follow through with the City on this in regards to the
payment and certificate of insurance. We did find a few days ago that were using
the fields without the required approval from staff.
Staff has sent an e-mail to the applicant that if certificate and payment are not
made by noon this Thursday, the Park Commission will be recommended by staff
to deny the application.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date
with this completed form will be given the highest priority. Subsequent requests will be filled on a
first -come, first- served basis if facilities are available. The sequencing of scheduling will be
considered with City youth associations having first priority.

This is in regards to approving the 2010 fall soccer /football schedule.
DISCUSSION
Attached for your review is the proposed 2010 soccer /football schedule. The City has
received applications for use of the fields from the following groups:
* Information submitted as part of the spring /summer application.
Note: Copies of the By -Laws for AFA and NMSA (submitted as part of the application
for the spring- summer season -no changes from 2009 season) are available
from City staff if you would like to review them.
One other item of interest and importance for the Park and Recreation Commission to
know is that it will be required (starting this fall) that a detail practice and game
schedule be submitted to Todd Haas, Parks Coordinator, and to Biz Brouse,
Concessions Manager, before the start of the season so the Andover Public Works
Parks Department is aware of when fields need to be mowed and when concessions
need to be opened.

INTRODUCTION
This item is in regard to approving the 2010 fall softball /baseball/football schedule.
DISCUSSION
Attached are applications received from the Andover Football Association (AFA), North
Metro Soccer Association (NMSA) and the Andover Athletic Association (AAA).
Note: To date, the Andover Baseball Association (ABA) has not submitted an
application. ABA is aware the applications are due and most likely will submitting an
application within the next couple weeks. ABA is in the process of checking with their
membership to see how many youth will be playing in the fall program.
The proposed 2010 fall softball/baseball /football schedule is attached for your review.
The City has received applications for use of the fields from the following groups:

I NTRODUCTION
This item is in regard to a request by a resident for the City to consider a
location(s) for a dog park possibly at one of the existing parks or other City
owned property.
DISCUSSION
Jen Frisby, an Andover resident, has indicated to staff that she will be at the
Commission meeting to give an update of how things went at the Andover Fun
Fest and what kind of interest has been generated by the website. For those
Commissioners that have not been to the website ( http: / /andoverdogpark.com/)
please check it out. The website has created a lot of interest since the Andover
newsletter went out to residents. Ms. Frisby will be coordinating a committee
meeting soon and will report back in August.
Note: Staff is looking at possibly discussing the idea of a dog park at a joint
meeting between the Park Commission and City Council that most likely will be
held in September along with the discussion of the skate park.

INTRODUCTION
The Park and Recreation Commission is requested to consider installing a security light
near the existing parking lot and playground equipment for the Hills of Bunker Lake
West Park.
DISCUSSION
Staff did receive a call from one the residents recently that lives in Bunker Lake Village
development (which is located to the west adjacent to the park) concerned with
vandalism that has occurred at the park (one of the spring rides was spray painted).
The city has also has had other vandalism to the park in the past such as damage to
the neighbors fence, vehicles doing donuts in the parking lot and portable bathrooms
being tipped over. Also at times vehicles are parked after hours in the park and have to
be chased away by the deputies. Just as a reminder, the parks are officially close at 11
pm.
Budget Impact
The estimated cost to place a light at this location in 2006 was $4656.00. The cost of
the light would be paid from the park funds.
ACTION REQUESTED
The Park and Recreation Commission is requested to consider installing a security light
at Hills of Bunker Lake West Park.

INTRODUCTION
The Park and Recreation Commission is requested to discuss and consider a location for the skate park
that was suggested by the City Council at the recent workshop meeting that was held on June 29`
DISCUSSION
Chairman Butler attended the meeting on behalf of the Park Commission to make a presentation and
answer any questions the City Council had regarding the skate park. After a long discussion, the City
Council did make a pitch to the Park Commission to consider having the skate park located in one of the
hockey rinks that will at some point be constructed west of Public Works buildings. The City Council
would prefer that the Park Commission try to make every effort to utilize existing City owned property or
parks as a year round facility. In this case the City would have hockey in the winter and skate boarding
for the remainder of the year. At this point, staff is not been contacted by the Andover Huskies Youth
Hockey Association about moving forward with construction of the rinks. Even if the association does
not move forward this year, there is interest to pave an area by the City Council so at least the skate
boarders have a temporary home for them to board. As mentioned at the last Commission meeting, the
Community Center parking lot will be seal coated next summer which makes it difficult for the boarders
to skate on.
Note: A couple of the skate boarders did attend the workshop and gave some input to the City Council of
what they would like to see.
BUDGET IMPACT
The City Council is well aware that park funds are now available for the Park Commission to utilize for a
project. The Council did express concern that the Commission may want to look at the park
comprehensive plan that identify future projects and evaluate to see if there are other projects that may be
of more importance than the skate park.
ACTION REQUIRED
The Park and Recreation Commission is requested to discuss and consider the location of the skatexark
that has been suggested by the City Council at the recent workshop meeting that was held on June 29 .

7 DISCUSS SKATE PARK IMPR0VEMENTS /SUNSHINEPARK

29 Ted Butler, Park and Recreation Chair, presented the Park and Recreation Commission's
30 recommendation to move forward with the skate park in 2010 since park funds are available.

32 Councilmember Bukkila clarified the Commission vote was for the entire CIP, and not this particular
33 individual project.

35 Mr. Butler stated he felt during the Commissions discussion of this there was unanimous support for
36 the skate park.

40 Mr. Haas responded there could be anywhere from 3 to 20 kids daily.

42 Charlie, a local skateboarder stated when it is crowded there is up to 20 people there and on a slow
43 day there can be 2 -3 people. He believed with a nicer skate park, it would be used more.

2 An audience member noted he worked for an indoor skate park in Golden Valley and that park can
3 have an average of 2,000 people per week.

5 Mr. Butler noted the reason a concrete surface was recommended was due to the lower maintenance,
6 it would be more durable, and if for some reason the skate park had to be taken out, the concrete
7 could be used for other things as well, such as a basketball court or parking lot.

9 Mr. Haas stated the skate equipment the City currently has is in poor shape. He indicated the skaters
10 like the half pipe. He believed the equipment was too weak to keep moving. He stated the goal
11 would be to start replacing the equipment. He indicated staff would work with the kids to make sure
12 the right pieces are purchased.

14 Councilmember Trude expressed concern the hockey kids had been abandoned because the City did
15 not have funds for further rinks. Mayor Gamache noted the City provided the land and the driveway
16 and the Hockey Association was suppose to provide the boards, etc. for the rinks.

18 Councilmember Trude asked if the City was being fair to the hockey kids. Mr. Butler noted the
19 Commission was not approached by the Hockey Association requesting funding. He indicated they
20 were talking about hockey which already has facilities available for it in the City, but what they were
21 talking about with a skate park was to add a new amenity to the park system which he believed was
22 missing and appealed to a different group of kids.

24 Councilmember Bukkila stated she was having a hard time with not too long ago the City had no
25 money to do anything and now it was like a "kid with a parent's checkbook that was full" and where
26 would the money be spent first. She stated if the City was more conservative and saved some of the
+27 funds, it might be possible to do larger projects in the future. She noted $70,000 was not something
28 they had six months ago.

30 Mr. Butler cautioned the implication that the City was spending all of the money they had as it was
31 following the proposed CIP.

33 Councilmember Bukkila expressed concern that the City was starting a new park again and not
34 updating or finishing off the existing parks. She stated she would rather put the money toward
35 existing park features.

37 Councilmember Knight stated one of the discussions the Council previously had was to not invest
38 money in tot lots, but to put an investment into more regional equipment that would be used by all
39 age groups.

41 Mr. Dickinson stated one thing staff has tried to accomplish over the past 5 years was to adjust
42 practice that the Park Improvement Fund was for new parks and enhancement of the parks, once the
43 parks were built then it was the responsibility of the Operations Budget for the maintenance and

replacement. He asked how the Council wanted to utilize the funds.
Councilmember Jacobson noted basically there was $60,000 coming in from the tax levy and there
would be no other income.
Mr. Dickinson noted some funds will ultimately be coming in from the licensing of wireless towers
in the parks. '
Mayor Gamache believed if the City was going to do something with the Park Improvement Fund
money, it should be for something new. He noted there are a lot of parks being underutilized.
Mr. Butler believed if the City put in a quality skate park it would be heavily used. He noted he was
not guaranteeing the City would not have to purchase new equipment in the future, but a lot of the
current equipment would be used. He indicated over time, the Commission would probably want to
replace equipment.
Councilmember Knight asked if there are any concerns regarding insurance.
Mr. Dickinson stated the Commission is proposing to put in Tier 1 equipment, which did not require
additional insurance.
Mr. Haas noted other cities had asked the people who used the equipment help raise funds for the
equipment and the City would pay for half of it.
Mr. Dickinson noted other cities have installed parks because it was safer for the kids to be at a skate
park rather than on the roads, trails, or places of business.
The Council discussed the possible use of the new hockey rinks just west of the Water Treatment
Plant for a skate park.
Councilmember Bukkila recommended staff talk to the hockey association and see what their
opinion was.
An audience member noted rollerblading and skateboarders could use the same facility.
Mr. Dickinson stated the hockey association was not adverse to this type of a proposal.
Council consensus was reached for staff to discuss with the hockey association the possibility of co-
locating a skate park in the hockey rinks with estimates for both asphalt and concrete surfaces and
report back to the Council at a future meeting.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2011-
2015 Parks Capital Improvement Plan (CIP).
DISCUSSION
Attached is the revised version of the park improvement fund projected fund balance
sheet for your review. The Finance Department has made the changes based on the
Park Commission discussion at their last meeting except the skate park was moved to
2011 based on the recent City Council discussion to explore other options for the
location of the skate park to the future hockey rinks west of Public Works.
The items that were added to the CIP as recommended by the Park Commission is as
follows:
• 2010 - $70,000 for the skate park (moved to 2011 due to City Council
discussions to possibly move it)
• 2011 - $24,000 for Hawkridge Park to complete (pave) the trail around the park
as part of Phase 2
• 2013 - $100,000 for irrigation project (park to be determined at a future date)
e 2015 - $100,000 for irrigation project (park to be determined at a future date)
BUDGET IMPACT
The ending Funding Balance should for each of the next 5 years meets the minimum
positive balance of $50,000.00 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing the 2011-
2015 Parks Capital Improvement Plan to see if there is any other changes that the
Commission would like to make.

The following is a list of reports generated by the Anoka County Sheriff's Office
regarding city park activity for the 2 nd quarter, ending June 30, 2010.

04.04 20:02 Kelsey 10072253
Deputies responded to the park on a verbal dispute between two males. A resident was
yelling at the male for going off the trail and on to private property. The other male
stated he was not on private property. No one was charged.
04.10 20:29 Coon Creek 10077284
A deputy responded to a repot of an illegal burn. The deputy saw the fire from the
caller's property in the far distance. Even with the help of the fire department, the
deputy could not locate the fire.
04.13 15:09 Strootman 10079635
A caller reported that the occupants of a pickup truck at the boat access are either
using or selling drugs. Upon the deputy's arrival he found four males and he smelled
burnt marijuana. The juveniles were lectured and their parents contacted.
04.17 17:19 Rose 10083571
A deputy was dispatched to a call of juveniles standing on the roof of the shelter. When
the deputy arrived there was no one on the roof but she observed a group of juvenile
males on the swings. She asked them if they had been on the roof and they stated yes.
She advised them not to climb on the shelter and how the equipment at the park is
intended to be used.
04.17 17:15 Oak View 10083568
A caller reported a grass fire at the park. When the deputy arrived several juveniles
stated the fire was started by a kid they knew. The deputy located the juvenile male a
couple blocks away and he denied being involved. He did end up telling the truth and
he was lectured and brought home to his parents. The fire department was made aware
of the findings and declined any charges.
04.18 10:05 Hidden Creek 10084124
A caller reported a suspicious male at the park following her. After receiving a
description another deputy located the man. The man stated he was in the park looking
for his daughter's phone which she had lost in the park. The story was confirmed.
04.18 18:37 Andover Station 10084461
A deputy was called to a complaint of a vehicle parked behind the backstop playing loud
music. The deputy arrived and when the suspect saw her he turned down the music
and began to move the vehicle. The deputy made contact and the guy knew he was
doing something wrong. He was warned and told next time he will receive a citation.
04.19 18:44 Round Lake 10085289
A caller reported a pickup truck stuck in the cattails just off the boat launch. The deputy
spoke to the driver who stated he drove off the landing so his son could watch the
geese and got stuck in the mud. The driver did not appear to be being reckless.
Northstar Towing came and pulled the vehicle from the water.
04.22 20:41 Skate Park 10088008
A deputy responded to a theft of an Ipod at the location. The Ipod was in a backpack
left unattended at the park. The Ipod was eventually located and one juvenile was
arrested.
05.01 18:47 Langseth 10095547
A deputy was called to the park for a male juvenile throwing something at playground
equipment. The deputy made contact with the kid who admitted to throwing rocks at
the slide. The juvenile was lectured and he stated he would stop.
05.06 23:15 Purple Park 10099591
A deputy responded to three males in the park. The deputy located the men who were
eating White Castles. They left.
05.09 10:21 Shadowbrook East 10101497
While on extra patrol a CSO observed a vehicle parked on the grass. The CSO issued a
citation.
05.13 08:07 Andover Station 10104419
A deputy responded to the concession stand due to an alarm call and a male on site
without the proper code. When the deputy arrived no one was there and the doors
were secure.
05.14 07:35 Sunshine 10105253
A deputy was in his unmarked vehicle in the parking lot when he observed a juvenile
male smoking. He approached the male who threw the cigarette to the ground.
The male was under 18 and issued a citation.
05.14 07:41 Sunshine 10105254
A deputy was in his unmarked vehicle in the parking lot when he observed a juvenile
female smoking. He approached the female who admitted smoking. She was issued a
citation.
05.16 10:08 Andover Station 10107352
A caller reported she lost her keys at the park. Her keys were found and the caller
picked them up at the Sheriff's Office.
05.16 17:59 Wild Iris 10107661
On routine patrol a CSO observed a port-a -potty tipped over and advised the sanitation
company.
05.20 19:46 Oak Bluff 10111326
A CSO was dispatched to a report of an aggressive dog loose in the park. The CSO
made contact with the caller who advised the dog ran into the neighborhood. The CSO
located the dog at its home and the owner was advised of the city ordinance.
05.22 20:41 Creekview 10113431
A deputy responded to a call of a vehicle parked on the basketball court. When he
arrived he spoke with the driver who stated he just wanted to listen to the Twins game.
He was warned and told to move his vehicle. He complied.
05.24 07:21 Sunshine 10114674
A deputy drove into the parking lot and observed a juvenile female smoking. The
deputy made contact and the girl admitted she wasn't 18 and knew she should not be
smoking. A juvenile contact form was completed.
05.25 15:31 Woodland Meadows 10116058
A deputy responded to a call of juveniles smoking marijuana at the park. When he
arrived he checked the park and wooded area but did not locate anyone.
05.28 14:10 Sunshine 10119147
A caller reported he lost a sports bag with equipment in it. The caller was advised
nothing had been turned in.
05.31 16:30 Crooked Lake 10121947
A deputy was dispatched to a complaint that the boat launch was full and people were
parking at the school lot across the street. When the deputy arrived no one was parked
at the school.
05.31 21:19 Fox Meadows 10122148
On routine patrol a deputy observed a vehicle sitting unoccupied in the parking lot. The
deputy knew the vehicle had been stolen out of St. Francis. The car was processed and
towed out. The owner was contacted.
06.01 15:10 Sunshine 10122726
A deputy was dispatched to an alarm at the park. When he arrived, all was secured.
06.04 21:32 Rose 10126054
A deputy was dispatched to a group of juveniles destroying the playground equipment.
When he arrived he found a large group of teens leaving the park and he detained
them while he looked for damage at the park. There was no damage and the teens
were released.
06.05 00:22 Timber Trails 10126229
Deputies were dispatched to the location due to an open 911 line with nothing being
heard. While in route, they received another call that a vehicle was "tearing around" the
park. The calls came from the same person who was not at the location when the
deputies arrived. The vehicle was also gone.
06.05 18:13 Oak Bluff 10126781
A resident reported finding a wallet at the park. The deputy contacted the owner of the
wallet and returned it to him.
06.09 14:27 Sunshine 10129838
Deputies were dispatched to a call of an attempted burglary, theft and criminal damage
to property. An Andover employee stated three juveniles came to the Public Works
Department to report the damage and suspect information. The deputies located the
suspects and both were taken into custody and interviewed.
06.12 Hawk Ridge 10132573
On routine patrol a CSO noticed a picnic table had been damaged.
06.15 00:58 Sunshine 10134590
A caller reported 5 to 7 vehicles in the lot with multiple people roaming around. The
deputies located a group of juveniles on the soccer fields playing night games. They
were advised the park was closed and they left. The deputies checked the area for
damage but did not find any.
06.16 20:20 Hidden Creek North 10132245
A deputy was called to the park on a theft from vehicle report. The window was broken
and a wallet and Ipod were stolen.
06.22 Prairie Knoll 10141531 & 10141574
A CSO issued a parking ticket for parking on the grass x2.
06.22 21:16 Sunshine 10141651
On routine patrol a CSO observed a large pile of glass in the parking lot and advised
2800 to notify the city for clean up.
06.23 19:11 Sunshine 10142402
A deputy was dispatched to a vehicle parked in the handicap spot. On arrival the deputy
saw the vehicle which had the proper handicap sticker displayed.
06.25 17:43 Andover Station 10144067
A deputy was dispatched to an alarm call. When she arrived the building was checked
and secured.
06.29 17:32 Pine Hills 10147526
A deputy was called on a complaint of a male urinating in the reportee's pine tress
which are next to the park. The deputy did not locate the man but spoke with the
reporting party who requested extra patrol.
06.30 10:44 Sunshine Park 10148055
Deputies responded to a child who ran from his summer program into the wooded area
of the park. There was a 15 to 20 minute delay in the reporting of the incident. The
deputies swarmed the area. A resident then called reporting a juvenile male at her
home. It was the child who walked away from his summer program and he was
returned.
06.30 14:13 Terrace 10148222
A deputy was dispatched to check on a suspicious male possibly involved in a bike theft.
When the deputy arrived he found two juvenile males hiding from him and smelling of
burnt marijuana. Both were identified and arrested for having paraphernalia in their
possession.
06.30 Crooked Lake 10148506
A CSO wrote a citation for a truck and trailer parked on the grass.
06.30 Wild Iris 10148469 & 10148460
On routine patrol a CSO saw a vehicle parking on the grass and issued a citation x2.

COMPLETED PROJECTS —
ON -GOING PROJECTS -
• Develop Site Plans for all existing parks which indicates the facilities available. (On-
Going).
• Andover Station North Ball Field Facility (property south of the old landfilll — The work
on the batting cages started last week. The grading is done so that fence poles and mow
strips can be installed. The batting cages should be done soon.
• Update of Park Dedication Improvement Fund Quarterly Report — Item is on the
agenda.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism — Item is
on the agenda.
• Hawkridcie Park — Grading of the site started earlier this week. Donation has been
proposed by North Metro Soccer Association. Item is on the agenda.
ON -HOLD PROJECTS —
• Rose Park — This project is on hold. The Park Commission has agreed to meet with
neighborhood informally to discuss the future redevelopment the park that could potentially
include a couple hockey rinks and a free skating rink at some point in the future.
• Hartfiel's Park The project is on hold until the property considers their option but the city at
this time does not have the funds to buy the property.
• City Hall Campus Hockey Outdoor Hockey Rink — The retaining wall that was necessary
to allow for the construction of the warming house has been completed. Otherwise the
project is on hold until the hockey association is able to receive enough donations to start
construction of the rinks and building. Note: The City Council is requesting the Commission
to consider the skate board park to be located within the hockey rink area. Item is on the
agenda.

• Prairie Knoll Park — The City Council has approved the location of the cell tower which will
be located on the east side of the park near Prairie Road and just north of the southeast
field. Construction is still anticipated to start sometime yet this summer.
• Consider City Code Amendments Title 8 Chapter 4 — Park Commission has requested to
be on a future agenda in fall of 2010 to discuss potential revisions to the code.
• Eveland Fields Scoreboards — Nothing new to report. Anoka Hennepin School District #11
has purchased a scoreboard for the south field (varsity). The scoreboard has not been
installed as of yet but they are hoping yet this year.
TASK FORCE UPDATES —
• Skateboard Task Force (Hupp /Kowaleski — Staff has not heard of any issues relating to
the park recently. We still recommend the Commissioners stop by when you can and see
how things are going and talk to the boarders. Item is on the agenda.
OTHER ITEMS OF INTEREST —
• Irriaation of City Parks — Item is on the agenda as part of the 2011 -2015 CIP discussion.
• Hidden Creek North Park and Rose Park —The City Council has approved the installation
of wireless internet service tower at both locations. Installation of the wireless internet
services (Clear Wireless) has begun at Rose Parts on the water tower. Nothing going on the
Hidden Creek North Park as of yet.
• Shadowbrook East Park and Andover Lions Park — Clear Wireless has received
approval from the City Council for the installation of the wireless internet service at
Shadowbrook East Park but has decided to put this site on hold as they evaluate their
system. Andover Lions Park did not receive approval from the City Council. Clear Wireless
is exploring the possibility of having a pole at ASN in the same location that Verizon was
exploring but decide to not proceed with that location.

INTRODUCTION
This item is to consider the park dedication requirements for the proposed preliminary
plat for Woodland Estates 5 Addition.
DISCUSSION
A copy of the preliminary plat is attached with this item. The location of the proposed
development is located just south of Woodland Estates 6 Addition. And will be a
continuation from Woodland Estates 3` Addition. The developer is proposing to
develop 12 single urban residential units that will be served with municipal sewer and
water.
ACTION REQUIRED
The Park and Recreation Commission is to consider the Woodland Estates 5th Addition
preliminary plat and recommend direction as to the park dedication requirements to the
City Council.
