A Meeting of the Andover Economic Development Authority was called to order by President Mike
Gamache, June 15, 2010, 6:00 p.m., at the Andover City Hall, 1685 Crosstown Boulevard NW,
Andover, Minnesota.
Present: Commissioners Sheri Bukkila, Don Jacobson, Mike Knight, Julie
Trude, Joyce Twistol, Robert Nowak
Absent: None
Also present: Executive Director, Jim Dickinson
Community Development Director, Will Neumeister
Director of Public Works /City Engineer, Dave Berkowitz

APPROVAL OF MINUTES
May 18, 2010 Regular Meeting: Correct as written.
Motion by Jacobson, Seconded by Knight, approval of the minutes as written. Motion carried
unanimously.
PURCHASEAGREEMENT/LETTER OF INTENTIPROGRESS REPORT
Mr. Dickinson gave an update on the following:
Light Poles in Andover Station — Public Works is working on this project. They have
sandblasted the poles and will be painting them black.
Kwik Trip Motor FueUConvenience Store /Car Wash — Eddy's Auto Body has relocated and the
building has been demolished. Construction of the frontage road is underway. All platting issues
with the County have been taken care o£ Kwik Trip is planning for an August 1 St construction
day with completion by Thanksgiving. Kwik Trip has been a good company to work with.
Foundation Hill Daycare & Montessori School — They sold their St. Francis location and have
opened a new location in Plymouth. They are planning for construction of an addition in 2011 at
the Andover location.
2010 Special EDA Business Networking Event — 22 teams are signed up for the annual golf
tournament with 11 sponsors. Twins tickets will be given away with a random drawing from the

Music at Andover Station Pergola — Mr. Neumeister handed out a list with different types of
music. He wanted the EDA members to rank their music preference from 1 to 5. From the
rankings a type of music will be selected for the event. The date of July 22 nd has been selected
for the event. Advertising for the event will be done in the newsletter, at the Fun Fest and on the
City's website.
Dynamic Sealing Technologies — They are working on a site plan for future expansion.
The Pond by Target — Public Works with help from a Boy Scout working on an Eagle Scout
project have completed plantings around the pond.
ANDOVER STA TION AMINTENANCE DISCUSSION
Median Maintenance on Bunker Lake Boulevard — Mr. Dickinson indicated Prairie
Restorations replanted the end caps of the medians. More herbicide spraying will be done for
future maintenance.
Andover Station II Owners Association Requests — Mr. Dickinson asked the EDA for direction
on options of what can be done to help the business owners in this area reduce maintenance
costs.
Mr. Dickinson reviewed photos of Jay Street, Martin Street and the general area with the EDA.
Mr. Dickinson stated some of the items in the photos have been taken care of by the
Association's maintenance crew.
Mr. Dickinson reviewed one option suggested by staff. This option would reduce long -term
maintenance costs by replacing some of the current plantings with concrete on some of the
median end caps. The estimated costs would be $15,000 for regular concrete and $20,000 for
colored concrete. The estimated costs could be reduced by $3,000 - $5,000 if the project can be
combined with the Kwik Trip project.
Commissioner Nowak asked what the cost would be for stamped concrete. Mr. Berkowitz
indicated the cost is not that much more than the regular or colored concrete. Mr. Dickinson
stated colored concrete does have sealing maintenance that needs to be done every few years.
The medians were discussed regarding where the plantings would stay and where concrete would
be placed.
Mr. Dickinson stated the Association had requested the EDA take over all the maintenance costs.
Mr. Dickinson reviewed the costs for ongoing maintenance of the medians, if that was something

the EDA wanted to consider.
Mr. Dickinson indicated the boulevards are the responsibility of the Association and need to be
taken care of better. Right now in his opinion the medians look better than the boulevards.
Mike Schardin representing the Andover Station H Owners Association acknowledged Mr.
Dickinson's comments and indicated he would communicate that with the Association.
Commissioner Jacobson indicated he is in favor of putting in concrete in the suggested areas.
The EDA concurred, but after further discussion it was decided the median on Martin Street
would remain as prairie grass.
Mr. Dickinson stated he has good direction from the EDA. The EDA also decided that the
median maintenance will be taken over by the EDA, including the Martin Street median that
Target has been taking care of Concrete will be put in on the Jay Street median end caps. The
Association will keep the responsibility of the boulevards and will be required to clean them up.
Mr. Dickinson will follow up with a meeting with the Association.

Motion by Jacobson, Seconded by Bukkila, to adjourn. Motion carried unanimously. The meeting
adjourned at 6:52 p.m.

INTRODUCTION
This memo provides a brief update of all development activities in the Andover Station area:
Light Poles in Andover Station — Public Works has repainted all the bases black.
Kwik Trip Motor FueUConvenience Store /Car Wash — The low bid for the road reconstruction came in at
$237,000 and the reconstruction is underway and should it take about 30 days or less to finish. The
building permit for the new store has been issued and construction is about to start.
2010 Special EDA Events — The 8 annual golf tournament was very well received and the Refuge was a
very good venue for the event (84 golfers and 90 people for the dinner). The Twins Ballgame tickets are in
hand and we will be choosing and distributing the tickets in the next two weeks (per EDA directives). The
first game is 7:10 p.m. Weds., August 18 (Chicago White Sox) and second game is 7:10 p.m. Weds.,
September 8 (Kansas City Royals).
Music at Andover Station Pergola - Staff has secured the "Blue Drifters" for the evening of Thurs., July
22 We have advertized the event in the newsletter, on the City website and posted flyers at the local
business places and have articles going into both the Anoka Union and Star Tribune about the event to get
the word out. The manager at the Walgreens has also done some special advertizing (see reverse side) and
are very interested in seeing this type of event be held again. Quoting his recent email:

Evening of Bluegrass Music at
Andover Stations
The Andover EDA is sponsoring an evening of FREE
"Bluegrass" music at Andover Stations. Thursday,

SUBJECT: Andover Station Maintenance Discussion

INTRODUCTION
The maintenance work status is as follows:
Bunker Lake Boulevard Median -- Prairie Restorations, Inc. (PRI) performed some limited weeding
and perennial guarantee /replanting work on the end caps of the Bunker Lake Boulevard median the
week of June 21 . We have been trying to coordinate when they will do the major amount of
cleanup /weeding /herbicide spraying and it appears that will occur on July 22 °d or 23� We are required
(by the County) to do lane closures with this work, and that has caused some delays in getting PRI out
there.
Medians on Jay and Martin Street — At the last meting, the EDA authorized work to remove some
plantings on the Jay Street median and that work is progressing (see attached photos). The contractor
has removed the plantings and prepared all the areas that will receive the new concrete. Some areas
have already had new concrete installed. We were able to successfully negotiate the same unit pricing
for the new concrete as was bid for the frontage road reconstruction project, which is very favorable
pricing.. This work will be finished over the next few weeks. Once that work is done, the City's Public
Works crews will remove weeds that remain in all cracks and along these sections of median.
Pond Plantings and Maintenance — The EDA authorized new plantings /wood chip mulch along the
east side of the pond in front of Target have been installed and are flourishing. The Andover Station
Owners Association is doing more routine mowing in the area where the bluegrass music is scheduled
and it is looking very nice.
ACTION REQUESTED
The EDA is asked to further discuss and confirm/deny various measures that are presented in this
memo for maintenance of the Andover Station area.
