INTRODUCTION
This item is in regard to considering an application for scheduled use of
recreational facilities from the World of Pentecost.
DISCUSSION
Attached is the application from World of Pentecost. The have requested to use
NE ball field at Sunshine Park for Sunday, September 12 from 1 pm until 5 pm.
If approved, this will be identified on the football schedule so that football
association does not schedule practices or games during that time.
ACTION REQUESTED
The Park and Recreation Commission is requested to consider approving the
application as requested by World of Pentecost.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens. The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached). Facility requests submitted by the due date
with this completed form will be given the highest priority. Subsequent requests will be filled on a
first -come, first - served basis if facilities are available. The sequencing of scheduling will be
considered with City youth associations having first priority.

approval by the Park and Recreation Commission or its designee.
Note: Any organization and/or association that applies for use of a recreational facility will be
required to pay a fee as determined by the City Council for park security.

Subject: 5. Update Regarding Dog Park(s)

I NTRODUCTION
This item is in regard to a request by a resident for the City to consider a
location(s) for a dog park possibly at one of the existing parks or other City
owned property.
DISCUSSION
As discussed at the last meeting, the interest was there by the Commission to
move forward with the possibility of a dog park somewhere in Andover. The City
Council also did review the request later on that same evening and has indicated
that they were also interested in the idea of exploring a dog park somewhere in
Andover preferably somewhere near the middle part of Andover near the more
higher populated areas. Some of the city parks that could be considered are as
follows: Pine Hills, Oak Hollow, Red Oaks East, Terrace, Rose, Fox Meadows
and Andover Station North.
Jennifer Frisby, an Andover resident , will be taking the lead on this and is
looking into the idea of having a booth at the Andover Fun Fest to see if they
could get a group together to start looking into potential sites and also to explore
funding of the dog park. Most likely the next update will be discussed with the
Commission in either July or August.

INTRODUCTION
The Park and Recreation Commission is requested to continue discussing the 2011-
2015 Parks Capital Improvement Plan (CIP).
DISCUSSION
As discussed at the last meeting, Hawkridge Park is a priority for both the Park
Commission and is also a priority of the City Council for 2010. Attached is the updated
projected fund balance identifying $225,000 for improvements ($100,000 from the
North Metro Soccer Association and $125,000 from the park fund) in 2010 for
Hawkridge Park. In addition, both the Park Commission and City Council have identified
Sophie's Park as a priority. The City Council would like Sophie's Park to be done yet
this year. Staff has talk with a property owner that lives adjacent to the park about the
potential park improvements and was certainly very excited. Staff will be discussing
with the City Council at their meeting of June 1 st about authorizing both pants to move
forward to get the improvements started yet this year.
As far as the skate park, the City Council did have some discussion at their recent May
workshop about some of the issues that have occurred since the equipment was
installed earlier this spring. Although there seemed to be some interest by a couple
Council members not to build a permanent skate park facility, there was also concern
that this type of activity was needed for the middle aged youth since a number of kids in
this age bracket do not play or have stopped playing organized sports. They also
recognized that if the skate park were eliminated, the youth would end up riding on
sidewalks /benches /picnic tables, at area businesses or here at City Hall. The estimated
cost to construct a 75 ft x 75 ft bituminous surface is about $14,000 and a concrete
surface is about $42,000. The cost of the fence is about $15,000. It is suggested that
the Skate Park Task Force start meeting again and come back to the Park Commission
with some recommendations on a potential relocation of the skate park.
In regards to irrigating parks, the Commission will need to determine the priority of the
parks that have been identified to be irrigated. As you may recall, Oak Bluff, Andover
Lions, Wild Iris, Hills of Bunker Lake West, Fox Meadows and Timber Trails are the
parks the Park Commission have identified as top priority to be irrigated. The projected
fund balance currently does not identify any parks to be irrigated. The 2010 -2014 CIP
did identified $50,000 to be allocated to a park in 2011. The proposed 2011 -2015 CIP
that currently is being proposed does not identify any parks to be irrigated. If the
Commission intentions is to continue setting park improvements funds aside to irrigate
a park, it will then be necessary to identify which park should be done and what year
that you would like to do it. Based on the attached park improvement fund balance for
2011, there is enough to irrigate a park if the Commission wants to do so.
Other parks that still need access to meet ADA requirements are Pleasant Oaks,
Hawkridge and Rose Parks.
There are still a number of parks that do not have security lights. At this point there is
only 1 park (Hills of Bunker Lake West Park) in the past couple years that has been
requested by area residents for lighting. Also keep in mind the Public Works Parks
Department has expressed concern that some of the parks need to be updated with a
hard surface. These parks include Prairie Knoll Park and Sunshine Park west parking
lot expansion that was constructed last year.
BUDGETIMPACT
Depending on what the Commission would like to do with the projects, possibly even
this year, the Finance Department has indicated to the Public Works Department that
the Ending Funding Balance should for each of the 5 years have a minimum positive
balance of $50,000.00 or more.
ACTION REQUIRED
The Park and Recreation Commission is requested to continue discussing the 2011-
2015 Parks Capital Improvement Plan.

Subject: 7. Discuss Terrace Park Free Skating Rink

INTRODUCTION
This item is in regard to Terrace Park skating rink.
DISCUSSION
It has been brought up by the Public Works Parks Maintenance staff that Terrace
Park skating rink is not getting the use that everyone had hoped for. This rink is
currently located in the ball field area, which has caused a maintenance issue
with the ice within the infield ag -lime. This area heaves through the ice therefore
making the rink tough to skate on. Just so the Commission is aware, the rink at
one time was located in the low area just to the east of the park in an Outlot that
is currently owned and maintained by the city.
A few years ago when the rink was located in the outlot there was not a lot of use
by the neighborhood. The following skating season it was decided by staff not to
have the free skating rink available for the skating season due to the lack of use
and the difficulty maintaining the ice in the low drainage area. A few weeks after
the season started, the neighborhood contacted staff and raised concern about
the rink not being there. After some discussion amongst staff, it was determined
to flood the rink in the existing ball field that is higher ground which also provided
easier access for the Public Works crews and see what amount of use there
would be. Now that it has been a couple years Public Works Parks Maintenance
staff still is not seeing the use that it should be getting.
Note: Staff would like for the Commission to know the reason the rink was moved
was due to the drainage and access issues with the Outlot. When the rink was
moved to the infield field area, unfortunely we had problems with ag -lime heaving
through the ice surface making it tough to skate on.
ACTION REQUESTED
The Park and Recreation Commission is requested to have staff hold an informal
meeting with neighborhood to talk about the lack of use and the issues that the
City has with rink being located in the ball field area.

COMPLETED PROJECTS —
ON -GOING PROJECTS -
• Develop Site Plans for all existing parks which indicates the facilities available. (On-
Going).
• Andover Station North Ball Field Facility (property south of the old landfill) — The work
on the batting cages started last week. The grading is done so that fence poles and mow
strips can be installed. The batting cages should be done soon.
• Update of Park Dedication Improvement Fund Quarterly Report 2 " Quarterly report is
scheduled for the meeting in July.
• Update of Quarterly Sheriffs Department Report on Park Patrol & Vandalism —2 "
Quarterly report is scheduled for the meeting in July.
• Hawkridge Park — Final approval to move forward with the project is scheduled for the City
Council agenda for June 1 Staff will update the Commission at the meeting.
• Eveland Fields Scoreboards — Nothing new to report. Anoka Hennepin School District #11
has purchased a scoreboard for the south field (varsity). The scoreboard has not been
installed as of yet but they are hoping yet this spring.
ON -HOLD PROJECTS —
• Rose Park — This project is on hold. The Park Commission has agreed to meet with
neighborhood informally to discuss the future redevelopment the park that could potentially
include a couple hockey rinks and a free skating rink at some point in the future.
• Hartfiel's Park The project is on hold until the property considers their option but the city at
this time does not have the funds to buy.
• City Hall Campus Hockey Outdoor Hockey Rink — The retaining wall that was necessary
to allow for the construction of the warming house has been completed. Otherwise the

project is on hold until the hockey association is able to receive enough donations to start
construction of the rinks and building.
• Prairie Knoll Park - The City Council has approved the location of the cell tower which will
be located on the east side of the park near Prairie Road and just north of the southeast
field. Construction is still anticipated to start sometime this spring or early summer.
• Consider City Code Amendments Title 8 Chapter 4 - Park Commission has requested to
be on a future agenda in fall of 2010 to discuss potential revisions to the code.
TASK FORCE UPDATES -
• Skateboard Task Force (Hupp /Kowaleski) - Staff continues to stop by at the park a
couple times a week and things seem to be going ok for now (still some litter issues). It is
probably good idea for the Task Force to start meeting (in July) to determine what should
happen to the park.
OTHER ITEMS OF INTEREST
Irrigation of City Parks - Item is on the agenda as part of the 2011 -2015 CIP discussion.
• Hidden Creek North Park and Rose Park -The City Council has approved the installation
of wireless internet service tower at both locations. Rent for Hidden Creek North Park will
stay in the park for future improvements. Rent for Rose Park will be stay with the utilities
fund until such time that the water tower is removed and a new tower is installed (funds then
for the park will remain with that park for future improvements and maintenance).
• Shadowbrook East Park and Andover Lions Park - Clear Wireless has received
approval from the City Council for the installation of the wireless internet service at
Shadowbrook East Park but have decided to put this site on hold as they evaluate their
system. As may recall, the City Council did not approve the location at Andover Lions Park
and it does not appear that a location in Bunker Hills Park will not work out for them either
which has lead them to a re- evaluate the situation.
