DISCUSSION Attached is the application from Foundation Hill Montessori and Childcare. They have requested to use Andover Station North Ball Field facility for the upcoming summer on Friday's starting on June 18th through August 27th from 9:00 am to 11:00 am. Since the request that is being made is during daytime hours, there will be no conflicts with the use of the fields. ACTION REQUESTED The Park and Recreation Commission is requested to consider approving the application as requested by Foundation Hill Montessori and Childcare. The Guidelines for Field Usage by Youth Associations may be used to determine field allocation (see attached). Facility requests submitted by the due date with this completed form will be given the highest priority. Subsequent requests will be filled on a first -come, first - served basis if facilities are available. The sequencing of scheduling will be considered with City youth associations having first priority. Consider Request for a Dog Park(s) Date: May 20, 2010 INTRODUCTION This item is in regard to a request by a resident for the City to consider a location(s) for a dog park possibly at one of the existing parks or other City owned property. DISCUSSION Attached is the request by a resident to be on the agenda to begin the discussion of a possible dog park. The City of Blaine has a couple dog parks. Attached is a copy of their 2010 strategic goals that they discussed regarding a dog park at Happy Acres Park within the 3 hockey rinks. As of right now, there are no hockey rinks available to use. Hawkridge Park hockey rink is currently being reconstructed /relocated and will not be complete to mid to late summer. Prairie Knoll Park has 1 rink but the rink is blacktopped and is used by roller bladers during the summer season. Some of the city parks that could be considered are as follows: Pine Hills, Oak Hollow, Red Oaks East, Terrace, Rose, Fox Meadows and Andover Station North. If the Park Commission is interested in pursuing the idea of a dog park somewhere in Andover, staff will present this to the City Council to see if there is interest and receive direction. If the City Council directs the Park Commission to recommend a location for the park, then we would have the placed back on a Park Commission meeting in June to deternune possible locations. If the Commission recommends the location(s), final approval will be needed by the City Council. Keep in mind that will take some time but hopefully you can get a answer sooner one way or another. The meeting starts at 7:30 pm on Thursday, May 20 at Andover City Hall. Once the item comes up for discussion, you will need to approach the podium and discuss with the Park Commission. Thanks so much for getting back to me so quickly. To be honest, we don't have a group or organization behind us. Right now it is just me and my husband, who is a K9 handler for the MN State Patrol. We have 2 state dogs (one is retired) and 2 pet dogs, so we have talked for years about how great it would be to have a local off leash dog park for our 4 dog pack. We went to Sunshine Park yesterday and were scouting out all the spots we thought would be perfect for a dog park. Went went to the purple park by the Y as well. There are some great spots! If you think we need a more structured group for the initial meeting on the 20th, we can work on that and attend the June 3 instead, but if attending the meeting on the 20th is just a first step to get the ball rolling, my husband and I will definitely be there, prepared to make our case for the dog loving community. Right know as you probably know Andover does not have any designated dogs parks although the Park Commission has expressed interest in having one. There are certainly a few parks that the Park Commission could consider but again they would need to consider that. Otherwise the next meeting is scheduled for June 3 :a Todd Haas Assistant Public Works Director DOG PARK AT HAPPY ACRES PARK One of the 2010 strategic goals discussed by the City Council is to look at the feasibility and location for a dog park or off leash dog area. Staff is suggesting the Happy Acres Park site and recommending its three hockey rinks as a proposed dog park/off leash area on a one -year trial basis for 2010 for the following reasons: • Happy Acres Park hockey rinks were previously researched and considered for off -leash dog park areas. • Use of CIP Park Funds in land acquisition for a dog park may not be prudent at this time. • Year round multi -use of the hockey rinks. • Almost 300' of separation exists between the hockey rinks and playground /ball fields and over 200' to the closest home. • The hockey rinks provide a ready made contained area with four -foot wood border and gated access. • Parking is provided and overflow parking could be established during peak use of the park. • The rinks would be usable for off leash from April through mid November. • Each rink could serve different dog clientele, such as large size, small size and special needs. • Trash receptacles, portable restrooms, benches, signage and bag dispenser can be easily added at minimal cost. • Currently, the Cities of New Hope and Crystal successfully use hockey rinks for off leash dog areas costing less than $500 in amenities. • The Park Board is recommending a one -year trial for a Happy Acres Dog Park (appropriate use of the park, cost saving, multi -use) Consideration should be given to the following: • No water access. Dog owners would have to bring their own water. • No shaded areas are available in the rinks. • The size of the rinks is somewhat limited at 85'x 200', and could become over crowded depending on the popularity of the site. DISCUSSION POINTS: 1. Is the Council interested in a dog park at Happy Acres? 2. As this is proposed to be a one -year trial, staff is not proposing to have a neighborhood /public meeting until trial period is completed. Does Council wish to have a public meeting prior to the trial period? COUNCIL DIRECTION TO STAFF: Whether to bring City Council Action forward to initiate an off -leash area for dogs in Happy Acres Park. DISCUSSION The Park and Recreation Commission's input is requested on the proposed changes based on your knowledge and experience in related matters. The recommended changes are as follows: 8 -4 -1: REGULATIONS: The use and occupancy of all city parks, amd recreation areas and open space owned, rented and/or leased by and located in the city shall be subject to the following regulations: Note: This change allows the park regulations to be applied to open space sites. H. Hours: City parks and recreation areas shall not be occupied or used, nor may any motor vehicles be parked therein, between eleven o'clock (11:00) P.M. and six o'clock (6:00) A.M., except when participating in an activity for which a permit has been granted by the city. Open space properties shall be oxen to the public between dawn and dusk of each day. Note: This change was discussed by the Open Space Advisory Commission and ultimately made apart of their recommendation. ACTION REQUESTED The Commission is asked to discuss the proposed changes and make a recommendation to the City Council. Attachments Ci Co 8 -4 mitt , o y ednar _ CHAPTER 4 PARKS AND RECREATION AREAS SECTION: 8 -4 -1: Regulations 8 -4 -2: Violations; Penalties 8-4 -1: REGULATIONS: The use and occupancy of all city parks and recreation areas owned, rented and /or leased by and located in the city shall be subject to the following regulations: A. Abusive Language; Noisy Conduct: Persons engaged in offensive, obscene or abusive language or boisterous and noisy conduct tending reasonably to arouse alarm, anger or resentment will not be allowed. B. Advertising, Selling And Solicitation: No advertising, unapproved selling or solicitation is allowed. An Exclusive Use Permit may be approved by the City Council and issued by the City Clerk for the selling of food, alcoholic or nonalcoholic beverages as established by City Council resolution. C. Alcoholic Beverages: Consumption or possession of alcoholic beverages is not permitted unless a permit is obtained under Subsection B of this section. D. Fires' : It shall be unlawful to build or attempt to build a fire except in areas designated for such purpose. No person shall drop, throw, or otherwise scatter lighted matches, burning cigarettes or cigars, tobacco, paper or other flammable material. E. Firearms And Explosives: No firearms (as defined by city ordinance) 2 or explosives shall be present or used unless approved by the City Council. Authorized law enforcement officials shall be exempt from this regulation. F. Gambling: Gambling shall not be allowed. G. Golfing: No person shall be allowed to golf or practice golf. See also title 7, chapter 3 of this code. 2 See subsection 5-4 -1A of this code. H. Hours: City parks and recreation areas shall not be occupied or used, nor may any motor vehicles be parked therein, between eleven o'clock (11:00) P.M. and six o'clock (6:00) A.M., except when participating in an activity for which a permit has been granted by the city. I. Operation Of Motor Vehicles: 1. No person shall ride or drive a vehicle at a rate of speed exceeding that posted in city parks or fifteen (15) miles per hour. 2. Drivers shall confine the operation of any motorized vehicle to roads, parking areas, or other areas specifically designated as temporary parking areas by the City Council and /or their designated representatives. 3. It shall be unlawful for any self - propelled vehicle, including, but not limited to, "motor vehicles" as defined in Minnesota Statutes Chapter 169, other self - propelled vehicles, go -carts, and snowmobiles, to travel within city parks or recreation areas, except on established roadways, trails, or other areas designated for such purpose. Authorized emergency vehicles, city vehicles and wheelchairs for the handicapped or disabled are exempt from this regulation' . J. Damage To Park Property: It shall be unlawful to mark, deface, disfigure, injure, tamper with or dispose of or remove any buildings, bridges, playground equipment, tables, benches, fireplaces, railings, paving or paving materials, public utilities or parts or appurtenances thereof, signs, notices (temporary or permanent), monuments, stakes, posts, equipment, facilities or park property or appurtenances, whatsoever, either real or personal. K. Pets And Animals: 1. Leashed Animals: All domestic animals (such as dogs, cats and similar animals) must be kept leashed z . 2. Removal Of Excrement: Owners are required to clean up and dispose of their pet's excrement 3 . See title 6, chapter 3 of this code. 2 See also subsection 5 -1A -5A of this code. 3 See also subsection 5 -1A -5B of this code. 3. Prohibited Animals: a. No domestic animals shall be allowed on or within the following city parks (with the exception of the perimeter trail along Crosstown Boulevard NW) at any time: (1) Sunshine Park. (2) City Hall Park Complex #1. b. Horses shall not be allowed in any park area including the city trail system. 4. Hunting, Trapping, Tormenting: No person shall hunt, molest, harm, kill, trap, chase, tease or throw missiles at any animal. 5. Discuss 2011 -2015 Parks Capital Improvement Plan DATE: May 20, 2010 INTRODUCTION The park and recreation Commission is requested to discuss the 2011 -2015 Parks Capital Improvement Plan (CIP). DISCUSSION It is that time of the year to begin discussing the 2011 -2015 Parks CIP. The CIP development calendar is attached for your review. The target date for draft CIP is June 4th. Also attached is a projected fund balance sheet that was prepared recently by the Finance Department for your use. The Commission should pay attention to the status of 2010 end of the year balance that has changed dramatically. Also included on the fund balance budget sheet are the projects that have been considered the past 5 years as part of the CIP that the City Council would like the Commission to evaluate. The reason for this discussion (as directed by the City Council) is to determine if Hawkridge Park should be considered for redevelopment (possibly even yet this year) as top priority based on a commitment from North Metro Soccer Association to donate $100,000 to help construct Phase 1 of the plan or should other projects be consider. The reason for the drastic change in the fund balance sheet is that the Economic Development Authority (EDA) used available funds that were not tax increment and allocated the funds to a project with immediate need for funding and that was determined to be the Andover Station North Ball Field facility. The project discussed with the most immediate need for available funding was the Andover Station North Ball Field Facility. The assessments that have been levied for this facility were to be paid by future park dedication funds collected from the Andover Station North development opportunities (under the EDA's ?), which has not happened and yet the assessments are still due. The EDA did authorize the transfer of $960,726 to the Park Dedication CPF to pay -off the remaining assessments due and reimburse the fund for previous principal and interest payments made to the facility. By the EDA paying these assessments off, this allowed the park dedication to have significant dollars available to continue developing the park system. The playground equipment that was planned for replacement this year was Timber Trails Park and Nordeen's Park. These parks were postponed this year because the funds are being utilized to rebuild the hockey rink at Hawkridge Park. Parks that still need access to meet ADA requirements are Pleasant Oaks, Hawkridge and Rose Parks. There are a number of parks that do not have security lights. At this point there is only 1 park (Hills of Bunker Lake West Park) in the past couple years that has been requested by area residents over the last couple years for lighting. Also keep in mind the Public Works Parks Department has expressed concern that some of the parks need to be updated with a hard surface. These parks include Prairie Knoll Park and Sunshine Park west parking lot expansion that was constructed last year. BUDGETIMPACT Depending on what the Commission would like to do with the projects for possibly even this year, the Finance Department has indicated to the Public Works Department that the Ending Funding Balance should for each of the 5 years have a minimum positive balance of $50,000.00 or more. He ran the plate on the vehicle and contacted the registered owner. The owner said her daughter uses the car and has a boyfriend in the area. The deputy went to the boyfriend's house to try and make contact but there was no answer. At approximately 10 am the daughter contacted her mother and said she was fine and she would be removing the car from the lot. 02.23 1049 1049 Oak Bluff 10039255 A resident was concerned because she heard a pack of wolves or coyotes with their pups eating another animal and making odd noises. The resident wanted us to be aware. She was advised that it is currently mating seasons for coyotes and they would be very vocal this time of year — and the pups wouldn't arrive until April. 03.17 1507 Woodland Estates 10056890 A deputy was dispatched to check on kids that were outside unattended. The deputy was canceled while he was in route to the call. 03.18 2035 2042 Lion's Park 10058078 A deputy was called to the park for a vehicle parked on the ball field. The deputy arrived and spoke to several juveniles who were playing football and using the vehicle's headlights so they could see. The deputy spoke with the driver who said he would move his car. The juveniles agreed that it was a bad idea and were advised they were being given a warning for this incident and they agreed not to do it again. 03.19 2126 2146 Shadowbrook East 10058884 A deputy was called to suspicious activity in the park. When he arrived he observed a group of individuals playing basketball. Being the park does not close until 2300 hours the deputy did not deem this as suspicious. The deputy called the reporting party back and advised him the park was open until 11 pm. The resident was not happy with that answer and was annoyed by the noise. The deputy did speak to the group in the park and asked them to keep the noise down and they complied. 03.24 1316 1322 Terrace 10062424 A deputy was dispatched to a call of people trying to break the playground equipment at the park. When he arrived he located four juveniles and they advised they were just playing on the swings. The deputy did not observe anything at the playground to be broken or out of place. The deputy did advise the group to leave the park. 06.28 1959 2003 Red Oak West 10066363 A deputy was dispatched to a report of suspicious activity. The caller advised she saw a male throwing bottles into the garbage; the caller stated her husband went and locoed and saw wine cooler bottles. The scoreboard has not been installed as of yet but they are hoping yet this spring: ON -HOLD PROJECTS - • Rose Park - This project is on hold. The Park Commission has agreed to meet with neighborhood informally to discuss the future redevelopment the park that could potentially include a couple hockey rinks and a free skating rink at some point in the future. • Hartfiel's Park The project is on hold until the property considers their option but the city at this time does not have the funds to buy. Otherwise the project is on hold until the hockey association is able to receive enough donations to start construction of the rinks and building. • Prairie Knoll Park - The City Council has approved the location of the cell tower which will be located on the east side of the park near Prairie Road and just north of the southeast field. Construction is still anticipated to start sometime this spring or early summer. TASK FORCE UPDATES - • Skateboard Task Force (Hupp /Kowaleski - Staff has stopped at the park a couple times a week and things seem to be going pretty well. We are still encouraging the boarders to take a little ownership and keep the area respectable and clean. We do encourage the Park Commission members to stop by and see how things are going and talk with the boarders. OTHER ITEMS OF INTEREST - • Irrigation of City Parks - Nothing new to report on this at this time. • Hidden Creek North Park and Rose Park -The City Council has approved the installation of wireless internet service tower at both locations. Rent for Hidden Creek North Park will stay in the park for future improvements. Rent for Rose Park will be stay with the utilities fund until such time that the water tower is removed and a new tower is installed (funds then for the park will remain with that park for future improvements and maintenance). • Shadowbrook East Park and Andover Lions Park - Clear Wireless has received approval from the City Council for the installation of the wireless internet service at Shadowbrook East Park. As may recall, the City Council did not approve the location at Andover Lions Park. Clear Wireless will been working with Anoka County Park and Recreation Department about placing the pole in Bunker Hills Park. The Anoka Area Soccer Association is proposing a tournament to be on May 12th -14th. Russell Pram, president of Anoka Area Soccer Association had recently changed its name to Minnesota Revolution Soccer Club. There were over 600 participants with 180 of those out of the YMCA's summer program. He found that 60% of those participants were residents of Andover. By 2009 they anticipated 40 teams. In addition, they were working with Meadow Creek School to develop a feeder program. Don Cameroon stated that a tournament was planned for May 12th -14th The City of Anoka had already agreed to provide 8 fields. Mr. Pram added that they were hoping for 4 full -sized fields for girls agesl3 -18. They would only need them for 90 minutes for each game. Motion by Commissioner Blackstad, seconded by Commissioner Boyer to accept the 2006 Spring/Summer Soccer and La Crosse schedules with the amendment that they accommodate the Anoka Area Soccer Association tournament. . Chair Masloski inquired about the plans for handling garbage, concessions and bathrooms. Parks Coordinator Haas answered that the Concessions should be open and concessionaire will routinely handle some of those things at Sunshine Park. The associations are on their own at Prairie Knoll Park on the weekends. Commissioner Lindahl questioned if there would be field requests each year. Mr. Pram stated that Anoka had promised extra fields, but they would probably request each year. Chair Masloski reiterated the need for criteria to guide the decisions regarding the use of fields by the various associations. Motion carved on a 4 -ayes, 0 -nays, and 3- absent (Albee, Bedor, and Neumann) vote. CONSIDER LARRYEMMERICHPROPERTY SKETCH PLAN Parks Coordinator Haas introduced the sketch plan. The Commission was to determine the park dedication for this development near the intersection of Hanson Boulevard and 161 st Avenue whether cash or land or a combination of both would be required. Country Oaks Park and Oak View Park were the closest parks, both were within one -half mile of the development. There were 75 lots being proposed at about 80 feet in width, which are considered urban residential lots. The other nearby parks near this development were difficult to travel to due to 161 st Avenue NW, which is a county roads. To the north of this property, it is anticipated that no municipal sanitary sewer would serve this area, and Regular Andover Park and Recreation Commission Meeting Minutes — March 16, 2006 Page 7 the minim lots sizes would most likely be 2.5 acre lots with floodplain and a DNR wetland in the general area. Chair Masloski questioned if there was a possibility for a trail on 161 st Avenue on the north side of the road. Parks Coordinator Haas stated it was difficult to put a trail there due to existing wetlands to the east of Crane Street NW and it is currently identified in the CIP as a lower priority. Commissioner Lmdahl noted they were landlocked, and expressed concern that it could become a burden on Public Works. Commissioner Blackstad inquired about the wetland at the east side of the proposed development and could a park be built there. Commissioner Lindabl answered that all could have been green space, but it was not centrally located. Commissioner Blackstad suggested Lot 21 or Lot 22 in that area. Parks Coordinator Haas noted that there was a delineated wetland boundary to consider. Commissioner Blackstad agreed it was landlocked with limited access, and expressed concern that daycares would not have access to a park. Chair MasIoski agreed that a park would serve as a place to unite the neighborhood. Commissioner Blackstad suggested Lot 14 or Lot 15 could be the site for a park. Co Lmdahl indicated he wanted it to be more centrally located and mentioned Lot 13 or Lot 14. Chair Masloski cautioned that Crane Street, 161" Lane and Avocet Street would most likely become the main traveled roadway through the development and could possibly have a trail along these segments. Commissioner Blackstad suggested extending the trail system on 161 st Avenue N.W from Hanson Boulevard to Crane Street. The trail could then be located north along Crane Street to 161" Lane, thence east to Avocet Street. Parks Coordinator Haas agreed it would be high pedestrian traffic, but noted that on the west end 161" Avenue near Hanson Boulevard there would need to be mitigation for the wetland impacts. Another option is to require a trail easement around the wetland. In addition, the County at some point may have a signal at the intersection of 161 Avenue/Hanson Boulevard which will include raised medians for turn lanes in all directions which most likely extend beyond Crane Street to the east. Commissioner Blackstad indicated it was not a good situation with the school nearby. He then suggested a trail extend through the development from Crane Street to the west end of the future development through a couple lots to Hanson Boulevard. In the portion of the new development, go north along Crane Street to 161 st Lane and then east to Avocet Street. Regular Andover Park and Recreation Commission Meeting Minutes —March 16, 2006 Page 8 Parks Coordinator Haas reminded the Commission they would need about 1.5 lots to accommodate a decent sized park Commissioner Lmdahl stated he believed Lot 13 and 14 would be best, but he recommended accepting cash for the park dedication instead of creating a park. Mr. Emmerich suggested a ball field to the north of his property, or Lot 7, Lot 8, or Lot 9 if the Commission needed to put in a park. He believed the residential lots were large enough in the development to accommodate playground equipment each of the residential lots. He indicated he would rather contribute to a trail, and had concerns about ponding in Lot 23 and Lot 24. He would be willing to provide access for a trail within Block 5 Lot 22 and along Lot 7 and Lot 8 Block 4. Parks Coordinator Haas stated the trail on 161st Avenue N.W. would probably be postponed because the wetlands would make it difficult to create a trail there unless a trail easement was required along the north side of the existing wetland between Hanson Boulevard and Crane Street Mr. Emmerich suggested providing access along Block 5 Lot 23, that he would extend in the future. Motion by Commissioner Blackstad, seconded by Commissioner Lindahl to recommend the approval of the creation of a trail along the north side of 161st Avenue N.W. to the west from Crane Street, and thence north along Avocet to Block 4 Lot 8 or Block 3 Lot 8. Commissioner Blackstad and Commissioner Lindahl agreed to rescind the motion. Motion by Commissioner Blackstad, seconded by Commissioner Lindahl to recommend the approval of the creation of a trail.to allow access to the park along 161 st Avenue N.W. on the north side from Hanson Boulevard to Crane Street; thence north along Crane. Street to 161" Lane; thence east along 161" Lane to Avocet Street and ultimately to Block 4 Lot 8. Motion carried on a 4 -ayes, 0 -nays, and 3- absent (Albee, Bedor, and Neumann) vote. REVIEWANDOVER STA77ONNORMPAREBALL FIELD PLAN"545 Commissioner Blackstad expressed concern about the benches and the area between the fields. Mr. Dietz answered that there would be a net between the fields. Commissioner Lindabl stated that there could be a water retention issue with concrete for bleachers. Parks Coordinator Haas indicated that the concrete was necessary for bleacher expansion. In addition, there would be considerable wear on the grass if turf would be used. RESIDENTS FORUM There were no comments at this time. APPROVAL OFREVISEDAGENDA Parks Coordinator Haas added POV's Tournament Schedule to the Baseball/SoftbaltTootball Schedule discussion. Motion by Commissioner Albee, seconded by Commissioner Hupp, to approve the Revised Agenda as amended. Motion carried on a 5 -ayes, 0 -nays, 2- absent (Blackstad and Lindahl) vote. APPROVAL OFMWUTES Motion by Commissioner Albee, seconded by Commissioner Boyer, to approve the June 22, 2006 Park Commission minutes as presented. Motion carried on a 4 -ayes, 0 -nays, 2- absent (Blackstad and Undahl), 1 present vote. White Pine Wilderness Preliminary Plat Park Dedication Requ& mints Parks Coordinator Haas indicated the Preliminary Plat had gone through Planning and Zoning and the City Council for review and approval. They planned to put a park into the central portion of the development. There were about 60 lots in development. From the March 2006 meeting, the Commission recommended to add a trail for safe passage to the park eventually extending to Hanson Boulevard which will allow residents to go Regular Andover Park and Recreation Commission Meeting Minutes —July 20, 2006 Page 2 Southward to the schools and City Hall/Community Center. The City Council suggested that the south line of Lot 7 Block 4 be relocated further north so thatthe existing etland is located entirely within the park area_ In addition, based on City Council discus ions, the Park Commission was requested to look at Lot 16 and Lot 17 Block 3 as a pot tial location as a park as these lots are adjacent to an existing wetland Larry Emmerich, developer of the property, stated he was present to answer any questions the Commission might have. Chair Masloski inquired if the sidewalk off of 161 st Lane on the East or West si of the street. Parks Coordinator Haas responded that there is a sidewalk on the West sid of Crane Street on the plan in addition to a trail on the North side of 161st Lane. He recommended it be put in on the West side because of the DNR wetland, which is located to the east of Crane Street Chair Masloski questioned if there would be less crossings to the school if it werel on the East side. Parks Coordinator Haas explained that for the most part that what they kin with the trail locations it was going to be the same number of crossings. Commissioner Hupp inquired if the sidewalk could go on the South of 161st Laney around the wetland Commissioner Bedor asked for clarification that a small park was going to be there. Parks Coordinator Haas confirmed a small park similar to the one in R Estates Park, possibly with a shelter. Commissioner Bedor inquired how it was determined which playground equipme A would become a part of a park. Parks Coordinator Haas explained that if the park was put in before the residents were present, the Commission and staff determined the playground equipment, if the residents were there prior to the park being develolm d the neighborhood helped determine the playground equipment Mr. Emmerich stated that if the Commission wanted Lot 8 for the wetland, he w offer it if Lot 7 would be buildable. In addition, he was willing to move trees as Parks Coordinator Haas indicated tbat if there was a recommendation to Council, Commission would not review the plat again. Chair Masloski inquired if Mr. Emmerich was interested in putting in the park. Coordinator Haas noted it was not identified in the proposed 2007 Capital Imp; Plan_ W. Emmerich stated that the trail was to be built in the end of Phase I, while the tark was planned for Phase 11, so it would be about one year away before the park wo d be dedicated to the City. Motion carried 7- ayes, 0 -nays vote. Merit Development Sketch Plan Parks Coordinator-Haas indicated this development is being planned as a PUD. They were looking for some direction from the Commission as to the park dedication requirements. Motion by Commissioner Lindahl, seconded by Commissioner Boyer to accept cash as the Park Dedication Requirement for the development. Motion carried 7 -ayes, 0 -nays vote. Country Oaks South Preliminary Plat Requirements Parks Coordinator Haas stated there was already a park in the Country Oaks West Motion by Commissioner Blackstad, seconded by Commissioner Hupp to accept cash for the Park Dedication Requirement Motion carried on a 7 -ayes, 0 -nays vote. Consider 2006 Fall SoftbaWBasebal% SoccenTootbal4 and POWs Schedules Chair Masloski mentioned that it would be helpful if all the associations were involved in the discussion. Parks Coordinator Haas stated that per the background information that if the ASA To was approved by the Commission, the softball and football associations would have to adjust their schedules. . Terry Boe of the Andover Football Association asked for clarification that if ASA schedule were approved, the Football schedule would need to change. Brad Povlitzld, owner and tournament host stated that for the August 4-5, 2006 tournament most likely be moved to another location. Mr. Povlitzld stated that they would still Ile to have a tournament the end of September. DISCUSSION Attached is the application from the Anoka High School- Senior Project Group. They have requested to use the field at Wild Iris Park for a fundraiser for solving childhood cancer ( attached flyer). This is proposed to be scheduled for Saturday, May 29 from noon until 5 pm. There are no conflicts on the current schedule with any of the associations or tournaments. Note: Staff is concerned a little bit with parking. The tournament director will need to arrange the games so that they are spaced far enough apart to avoid the overflow of parking.
