Motion carried 27 unanimously. 28 29 30 PURCHASE AGREEMENT / LETTER OF INTENT/PROGRESS REVIEW 31 32 Mr. Neumeister presented an update on the following: 33 34 Banners in Andover Station North: The banners have been put up. 35 36 Office Development and Retail Development Sites: Staff met with a prospect that wants to build 37 a large building on Lot 1, Block 2. The details are still confidential as to who is looking at the 38 site. 39 40 Kwik Trip Motor Fuel/Convenience Store/Car Wash: The frontage road reconstruction is 41 scheduled to start on May 3rd. Bids came in very favorable. 42 43 Foundation Hill Daycare & Montessori School: They are still planning to add on about 50% on 44 to their square footage and construction will begin in about 60 days. 45 46 2010 Special EDA Business Networking Events: The annual golf tournament is still scheduled 47 for June 16 at the Refuge. Twins Ballgame outing is still being planned for August 18th. The 48 City has 25 tickets for that night and will be working on a list of Andover businesses to give the Andover Economic Development Authority Meeting Minutes - April 20, 2010 Page 2 1 tickets to as a "Business Appreciation" event. 2 3 Ms. Twistol suggested the City purchase additional tickets for the businesses. 4 5 Mr. Dickinson summarized the consensus as the City would try to purchase additional tickets and 6 the tickets would be given away through a lottery system that will be determined by the EDA. 7 8 Dynamic Sealing Technologies: The owner met with Staff on Friday April 9th to discuss the 9 purchase of the lot at the NE comer of 138th Avenue and Jay Street. 10 11 Mr. Dickinson explained Dynamic Sealing is aware of the City's concern for the look of the 12 comer along Jay Street and they are willing to mirror the other entrance. He also explained once 13 the final expansion is complete there will be about 150 jobs at this location. Dynamic Sealing 14 Technologies is working up a drawing for this location to present to the EDA. 15 16 17 ANDOVER STATION MAINTENANCE DISCUSSION 18 19 Mefj.ian Maintenance on Bunker: Staff met with the Committee on April 9, 2010, with Prairie 20 Restorations to discuss their changes for the pond and median. The Committee would like to add 21 to the median in order to provide a more immediate impact. Prairie Restorations will also 22 replace any plants that need to be replaced. The estimated cost for these improvements would be 23 $10,000. 24 25 Ms. Twistol expressed concern about the types of vegetations used by Prairie Restorations. She 26 stated there are several types of grasses that could be used that would be more decorative and 27 look nicer than the current vegetation. 28 29 Commissioner Trude suggested Staff seek bids for this project and not let Prairie Restoration 30 continue with their contract. 31 32 Commissioner Bukkila stated the natural grass effect is different when it is in smaller areas such 33 as the medians versus more open space like ditches. 34 35 Mr. Dickinson stated the more flowers that are in the medians more maintenance would be 36 required. Unless the City added more flowers they would not get the same visual effect as Orono 37 Parkway in Elk River. He also explained Prairie Restorations was under contract until the end of 38 the year and they would be replacing various plants in this median area under this contract. 39 40 Commissioner Knight stated the committee suggested doing some larger plantings every 100 feet 41 or so to improve the visual effect. 42 43 Mr. Neumeister explained the plants that are added to this median area would be restricted to 44 what the County would allow. Andover Economic Development Authority Meeting Minutes - April 20, 2010 Page 3 1 Commissioner Bukkila stated she would support letting Prairie Restorations finish their contract 2 and push them to maintain the areas and replace the plants that need to be replaced. 3 4 Mr. Dickinson clarified the consensus of the EDA'is to have Prairie Restorations replace plants 5 in the median and talk to them about upgrading the size of the plantings. Also let Prairie 6 Restorations know they are close to having their contract terminated early. 7 8 Appearance of Pond Areas: The Association has agreed to do a little more to regularly mow 9 around the outer edge of the ponds, including the overgrown area between the trail and Target's 10 parking lot. They will do mowing around the pond edge once each season and a rough cut every 11 three weeks between the trail and Target's parking lot. 12 13 Commissioner Trude suggested the EDA work with the Parks Department and their supplier for 14 additional pond plantings. 15 16 Commissioner Knight agreed stating this area can be considered the downtown area and it should 17 look attractive. 18 19 The consensus ofthe EDA isto purchase plants for the pond area through the same supplier the 20 Parks Department uses, look into having the Parks Department Qr another company other than 21 Prairie Restoration to do the plantings, and talk to the Association about maintaining the area. 22 23 Light Up the Fountain: The fountain light will be cleaned by the association maintenance crew 24 before use this spring. 25 26 Mowing in Andover Station North: Public Works crews will regularly mow the vacant 27 Bruggeman townhome lots. Staffhas secured a right-of-entry from Bruggeman and is working to 28 coordinate efforts with them. 29 30 Music Programs: The pergola may need a rain covering to protect the musicians and their 31 instruments. The estimated cost to upgrade the structure is $5,000. The EDA is looking at 32 having one event per month for a total of five events. 33 34 Commissioner Trude stated she would not be in favor of putting a roof on the pergola but would 35 consider replacing the structure with a gazebo. 36 37 Commissioner Bukkila stated she would not be in favor of a roof on the pergola. 38 39 It was the consensus of the EDA to not put a roof on the pergola. 40 41 Commissioner Jacobson stated ifthere is no music at the facility then there would not be a need 42 to put on a roof. 43 44 Commissioner Knight suggested the EDA look into having a local band play at the facility. WWW.CI.ANDOVER.MN.US TO: EDA President and Board CC: Jim Dickinson, Executive Director FROM: Will Neumeister, Director of Community Dev SUBJECT: Andover Station Maintenance Discussion DATE: May 4,2010 INTRODUCTION The EDA last discussed this topic on April 20th and this report is meant to only address one concern, relative to Prairie Restorations, that was not finalized at that meeting, and to confirm other items that staff received direction on at that last meeting. DISCUSSION Median Maintenance on Bunker - This is the beginning of the third season of growth on the Bunker medians (using Native grass seed and 3 inch potted plants). Prairie Restorations said they felt they would replant about 50% of the end cap plants (as they were guaranteed). They will coordinate a herbicide spray and planting day with the city staff. Staff feels it makes sense to have Prairie Restorations perform on their guarantee this summer. If the~ median doesn't look any better by the end of this summer then something else should be looked at for 2011. Nothing was budgeted for changing the medians this year. At the last meeting the EDA did not want to put any additional plants in the median or larger end cap plants. The EDA should confirm this at the meeting as there was a lot of general discussion. Appearance 0/ Pond - The EDA directed staffto purchase plants and have public works crews do the work to improve the appearance. EDA budgeted $5,500 for this work. Light Up the Fountain - The fountain light was cleaned (by the association maintenance crew) and is now on. Please stop by and take a look to determine if nothing needs to be done. Mowing/Maintenance in Andover Station North - Public works crews will regularly mow the vacant Bruggeman townhome lots. EDA budgeted $6,000 for this item. Music Programs (once a month this summer) - The pergola (as is) will work for this (one time/trial) event. Staff has contacted the Oakview Middle School about performing in June. They are considering it. A stipend of $100 would be offered to the performers organization. Budget/or 2010 - The EDA budgeted $36,000 for an increased maintenance program this year. The costs add up quickly, so the EDA needs to decide specifically what they want to do this year. Public Works will be sandblasting them and repainting them black in color. Kwik Trip Motor Fuel/Convenience Store/Car Wash - The frontage road reconstruction is scheduled to start on May 3rd. Eddy's Auto Body has been demolished. Foundation Hill Daycare & Montessori School - They are still planning to add on about 50% on to their square footage and construction will begin in about 60 days. 2010 Special EDA Business Networking Events - The annual golf tournament is still scheduled for June 16th at the Refuge. The first Twins Ballgame outing will be August 18th. We have secured an additional have 25 seats for the night of September 8th (Kansas City Royals) and will be working on a list of 50 Andover businesses to give the pairs of tickets to as a "Business Appreciation" event. We will give them away to 25 Andover businesses and announce the results at the golf tournament. Dynamic Sealing Technologies - The owner is working on a site drawing and an option agreement. Community Bulletin Board Sign - The attached aerial photo shows a potential location and other sales brochure information shows what could be put in that location. '" t<) <;> '" '" '" I I ~ m MetroN orth Apri123,20l0 Council Member 1685 Crosstown Boulevard NW Andover, MN 55304 Dear Council Member It has come to the attention of the MetroNorth Chamber of Commerce that several businesses at Andover Station 11 are deeply concerned about having to pay for boulevard maintenance on a public street. While cities are stretched financially in our challenging economic environment, businesses also feel the harsh brunt of the recession, particularly in the entertainment and restaurant industry which represent several primary tenants at Andover Station 11. Andover has several commonly used legal options in financing a public thoroughfare. One funding source typically used is the city's tax base. Since the boulevard is a public street, the fairest funding source is city property tax. Businesses already pay higher property taxes than Andover residents, and when the City adds additional unfair burdensome fees for street maintenance, image problems and negative relationship issues with area businesses are created. Andover is one of the premier suburban communities in the entire metropolitan area. It has an outstanding family friendly atmosphere that is the envy of many other cities. I urge you to build upon that foundation by enhancing your relationship with the businesses located at Andover Station II. Creating a business friendly atmosphere that is the envy of many other cities is easy. It starts with fairness and common sense. Business and government need to work together and support each other. Let's forge a win/win relationship that benefits everyone. Join with the MetroNorth Chamber of Commerce in supporting uniform funding for street and boulevard maintenance between the citizens of Andover and the business community.
