MINUTES
The Regular Meeting of the Planning and Zoning Commission was called
to order at 7:40 P.M. by Chairman Larry Retzlaff on March 14, 1978
at the Andover Community Center, 1685 Crosstown Boulevard NW, Anoka,
Minnesota 55303.
Commissioners Present: d'Arcy Bosell, James Elling, George Hamilton
Commissioners Absent: Ralph Kishel, Jeannine Pyron, Gary Schwendinger
Also Present: Rex Stockwell, City Engineer from T.K.D.A., and others
Minutes
Motion by Commissioner Elling, seconded by Commissioner Bosell, to
approve the Minutes of 2-27-78. Motion carried unanimously.
Fox Meadows Preliminary Plat Continued Public Hearing (Comm. #1-78-7)
The Commission had received a revised copy of the plat. Lawrence
Carlson, developer of the property, presented the soil and groundwater
report. Discussed Lot 1, Block 1 and Lot 1, Block 2 regarding lot
frontage. Engineer Stockwell explained that Lot 1, Block 1 frontage
is a handicap because of the ravine. Lot 1, Block 2 frontage is a
handicap because of the gas pipeline. Mr. Carlson stated that the
lots will be sold with the idea that the houses will front on Dakota
Street. Discussed the block length of l60th Lane and Fox and Dakota
Streets. Mr. Stockwell said that the street profiles and the soil and
groundwater report all look good. The park land is over 10% of the
total acreage.
Motion by Commissioner Bosell, seconded by Commissioner Elling, to
close the public hearing. Motion carried unanimously.
Discussed past motions approving variances for lot frontages on preliminary
plats.
Motion by Commissioner Elling, seconded by Commissioner Bosell, that
the Andover Planning and Zoning Commission recommend to the City Council
approval of the Fox Meadows Preliminary Plat, dated 3-10-78, on the
following items: 1) The plat meets or exceeds the current requirements
of Ordinances 8 and 10 with the exceptions: Lot 1, Block 1 and Lot
1, Block 2 are not minimum frontage; the length of Fox and Dakota
Streets and l60th Lane NW exceed the 1320' maximum block length; and
further recommend granting variances to these 5 items due to the topographical
hardship of the property (Ordinance 10 - Section 17.01). 2) The plat

has been reviewed by the City Engineer and found to be satisfactory
under all engineering standards. 3) We have a letter from the Anoka
County Highway Department regarding the right-of-way on County Road
58 and County Road 20 and they have reviewed this plat and are in
concurrence with it. 4) Also a letter from the Park and Recreation
Commission stating their acceptance of the plat. 5) A public hearing
was held and no public opposition was noted. 6) The Planning and Zoning
Commission recommends to the City Council that it direct the City Engineer
or City Attorney to proceed with acquiring right-of-way at the end of
Enchanted Drive on the end of the plat for the extension of Enchanted
Drive at the same time that road is built or in concurrence with the
roads that are being built there.
Amendment by Chairman Retzlaff, seconded by Commissioner Bosell, that
the Fox Meadows Preliminary Plat has been reviewed and has no adverse
effects on the intent of the Comprehensive Plan. Amendment carried
unanimously.
Discussed lot frontages and whether the motion should state "the lot
fronts should be on the longest street frontage".

Amendment by Chairman Retzlaff, seconded by Commissioner Bosell, that
the Variance be granted on Lot 1, Block 1 and Lot 1, Block 2 from
Section AAA and WW of Ordinance 8 (the definition of corner lot) and
that the frontage on these lots be considered the longest street frontage.
Vote on amendment: yes - Chairman Retzlaff, Commissioner Hamilton,
Commissioner Bosell; no - Commissioner Elling. Amendment carried.
Vote on main motion: carried unanimously. The Fox Meadows Preliminary
Plat will be on the City Council Agenda on April 4, 1978.
Cunningham Addition Preliminary Plat (Comm. #7-77-4)
James Hane, developer, had made the changes on the plat, requested
at the Planning and Zoning Commission Meeting of 2-27-78, and presented
the revised copies to the Commission. Mr. Stockwell and the Commissioners
agreed that the required preliminary plat data has now been supplied.

Motion by Commissioner Elling, seconded by Chairman Retzlaff, that
the Planning and Zoning Commission recommend to the City Council approval
of the Cunningham Addition Preliminary Plat in that: 1) the plat meets
or exceeds the current requirements of Ordinances 8 and 10; 2) approval
of the plat has been secured from the Coon Creek Watershed Board and
we have a letter to that effect; 3) the plat has been favorably reviewed
by the City Engineer; 4) it is in concurrence with the Comprehensive
Plan of the City; 5) a public hearing was held and there was no public
opposition; and 6) the Park and Recreation Commission will accept money
in lieu of land on this plat.

Motion carried unanimously. The Cunningham Addition Preliminary Plat
will be on the City Council Agenda on March 21, 1978.
Comprehensive Plan Update
Most of the Commission members have met with Dave Licht of Midwest
Planning. He has divided the Comprehensive Development Plan into a
number of categories. On their Special Meeting to be held on March
16. 1978, the Commissioners will choose which subject they will work
on to update and research.
James Conroy Revised Sketch Plan (Comm. #2-78-5)
Mr. Conroy had revised his drawing to now include all of his contiguous
land. He plans to build houses on Lots 3-8. His home is on Lot 1.
Mr. Conroy wants to rezone Lot 2 to Neighborhood Business. The Commission
questioned how to handle Lot 2 in the platting since it is larger
than twice the average size of lots in the plat. They will ask City
Attorney Ed Babcock for an opinion on the rezoning request on Lot 2
for which Mr. Conroy has already applied - whether the public hearing
can be held before the preliminary plat is filed. Engineer Stockwell
said that curb and gutter would have to be put in on the service road.
Talked about access to the County road from the lots that will have
homes and also the neighborhood business area.

Motion by Commissioner Bosell, seconded by Commissioner Hamilton,
to adjourn. Motion carried unanimously.
