February 27, 1978
MINUTES
The Regular Meeting of the Planning and Zoning Commission was called
to order at 7:30 P.M. by Chairman Larry Retzlaff on February 27, 1978
at the Andover Community Center, 1685 Crosstown Boulevard NW, Anoka,
Minnesota 55303.
Commissioners Present: d'Arcy Bosell, James Elling, Ralph Kishel,
Jeannine Pyron
Commissioner Absent: Gary Schwendinger
Also Present: Rex Stockwell, City Engineer from T.K.D.A., and others

Motion by Commissioner Bosell, seconded by Commissioner Pyro~ to approve

Cunningham Addition Preliminary Plat (Comm. #7-77-4)
Jim Hane, developer, gave the Commission revised copies of his plat.
Rex Stockwell said that in his review, he noted that the 20' radius
on the corners of Crocus Street have still not been shown. Also, the
minimum first-floor elevations have still not been corrected. The lots
to have corrections made are 4, 5, 7, 8, 9, 10, 11 and 12. The Flood
Plain Boundaries are not marked on the plat. After the plat is graded,
the flood plain won't be a problem however. On the street sections,
Engineer Stockwell stated that it shows a 4" crown and it should be
6". Also, the 3" topsoil and seeding on the boulevards should be
noted.
Mr. Stockwell said that Israelson & Associates, the Engineering firm
for the Coon Creek Watershed Board, has indicated verbally the approval
of this plat's water runoff drainage into the ditch. He will ask for
a letter stating that approval.
In summary, the items to be corrected and/or shown on the plat are:
1) Flood Plain Boundaries; 2) 20' radius on Crocus Street and l40th
Circle; 3) street sections; and 4) minimum first-floor elevations.

Gloria Aylmer Revised Sketch Plan (Comm. #2-78-2)
Gloria Aylmer had redrawn her sketch plan but there were a few items
that still needed altering. Those were: corner lots have to be 15'
wider; the streets have to be wider than 50'; the lots that back on
County Road 7 are l4l' deep, the Ordinance minimum is 150' for R-2
Zoning with an additional 10' required on a County Road.
Discussed alternatives possible for dividing the property, such as
3 cul-de-sacs, fewer lots, etc. She will perhaps redraw her sketch
and come back for the Commission's review.
Fox Meadows Preliminary Plat Public Hearing (Comm. #1-78-7)
Chairman Retzlaff opened the public hearing. The Commission and Lawrence
Carlson, developer of the property, talked about recent City Council
action granting variances on the Hawk Ridge plat, recent discussion
regarding minimum lot frontages in R-l zoning - 300' versus 330', etc.
Chairman Retzlaff will contact City Attorney. Ed Babcock for a legal
\ opinion on the 3-29-77 letter written by Attorney William Hawkins.

Some of the lots in Fox Meadows have widths of 300'. Mr. Carlson explained
that he did not revise the plat immediately because he wanted an opinion
from the Planning and Zoning Commission on the streets he has shown.
Fox and Dakota Streets are longer than the maximum block length requirement
of 1320'. There is a wooded ravine between the 2 proposed streets and
also a gas pipeline goes through the plat. Because of the ravine, it
is not practical to reduce the blocks below 1320'. Both Mr. Carlson
and Rex Stockwell thought those characteristics would make this the
best possible arrangement of streets. When redrawing, they will move
Enchanted Drive to the South because the road cannot be constructed
on the pipeline; it can cross it however. It was suggested that because
the lots on the cul-de-sac of l57th Lane don't meet frontage requirements
that one lot plus the cul-de-sac be eliminated.
Mr. Stockwell reviewed his letter of 2-23-78 (copy attached) with the
Commission and Mr. Carlson. Mr. Carlson stated they would do everything
in Rex's letter except, since the Engineer and the Commission agreed
they were acceptable, the block length on Fox and Dakota Streets.
Discussed 300' versus 330' lot frontages. Mr. Carlson was advised
that he could change the 300' lots to 330' in order to expidite the plat
or wait to see what the current City Attorney's opinion might be.

Motion by Commissioner Bosell, seconded by Commissioner Elling, to
continue the public hearing until March 14th. Motion carried unanimously.

Ron Smith - Street Location (Comm. #2-78-3)
Mr. Smith has been in the process of platting land in Section 18.
The plat was known as Ogema Estates. He now is going to divide the
land by metes and bounds and needs approval from the City on the road
he will be putting in. Engineer Stockwell has asked Mr. Smith to appear
before the Planning and Zoning Commission and City Council for approval
on the location of the street.
It was agreed that the street should be moved away from the curve
at the intersection of l65th Avenue and 7th Avenue. It was suggested
to have the road 300' East of the West property line on the North end.
The width of the property on l59th Avenue is about 212' so he will
perhaps need a variance on this one lot in order to get a building
permit.

The Commission discussed the fact that this would prohibit extension
of the Stenquist Addition, the cemetery and possible park land will
not be dedicated to the City since this is not being platted, and
whether a motion of recommendation is needed to go to the City Council.
The Commission approved the street location if the North entrance is
moved to the West. This will be on the City Council Agenda on March
7th.
Gerald Flor/United Power Association Lot Split (Comm. #2-78-4)
Mr. and Mrs. Gerald Flor, Ken Wahl of United Power Association and
Al Schrupp of Anoka Electric were present for the lot split request.
The existing house will be left with about 2.54 acres and the United
Power Association lot will be about 7~ acres. The current zoning is
R-1.
Motion by Commissioner Elling, seconded by Commissioner Kishel, that
the Planning and Zoning Commission recommend to the City Council approval
of the Gerald Flor lot split (Plat 65904, Parcel 6900 legal description
attached) granting the lot split under Ordinance 40A Section 1 (c);
there was no public opposition and it is not detrimental to the area.
Motion carried unanimously. This will be on the City Council Agenda
on March 7th along with the United Power Association Special Use Permit.

James Conroy Sketch Plan (Pond View) (Comm. #2-78-5)
Mr. Conroy plans to plat 3.6 acres in Section 33 with R-4 Zoning into
7 lots on Crosstown Boulevard. This is not all the contiguous land
that he owns. The 30' service road needs to be 40' per ordinance.
No sewer stubs were put in, the line is on the other side of Crosstown
so stubs will have to be run under the road. Discussed Ordinance 10
Section 9.06 A (1) and according to rough estimate it appears only
6_lots will be allowed. Mr. Conroy will check with his surveyor to
see how many lots can be put in this property. Discussed Ordinance
10 Section 9.01 a and b in relation to contiguous land being platted.
Mr. Conroy will be back with a revised sketch plan on March 14th at
the next Planning and Zoning Commission Meeting.
Junkyard Ordinance (Comm. #l-78-3)
The Commissioners reviewed a proposed junkyard ordinance and after
making a few changes, asked that it be retyped and a copy of it be
sent to City Attorney Ed Babcock for his review and comments by March
14th.

Motion by Commissioner Elling, seconded by Commissioner Kishel, to
adjourn. Motion carried unanimously.

Preliminary Plat Review

We have reviewed the preliminary plat for proposed Fox Meadows located
east of County Road No. 58 and north of County state Aid Highway No. 20.
The proposed development consists of 35 single family residential lots of
2.5 acre size surrounded by R-l, R-2 and R-3 developments. The natural
characteristics of this property includes open land, wooded areas, wet lands,
and a moderately rolling terrain.
The follooM ng are our comments on the preliminary plat designand information as
it relates to applicable City Ordinances:
A. The following information should be included:
1. Existing zoning classification of Alladin Acres (R-3) and the
area east of the plat south of the 1/16 line (R-.2).
2. Width of the existing pipeline easement.
3. Type of surfacing of Enchanted Drive cul-de-sac.
4. Location of existing electric and telephone for Alladin Acres
and unplatted area east of the plat and telephone location
along County roadways.
5. Bench mark used for topographic survey.
6.
Square footage of all lots if deemed pertinent. The approximate
acreage of each lot has been shown.

The proposed half right-of-way for County Road No. 58 is
60 feet. It is our understanding that the developer has
obtained written approval for this width from the Anoka
County Highway Engineer.
2. Proposed 158th Lane N. W. has not been named correctly. To
be consistent with the Community street plan, this street would
be named 160th Lane N. W.

Lot 2, Block I is designed with double frontage. This arrangement
is allowable by Ordinance lOin cas es where the back of. the lot
is along arterial street. The depth of the lot is well in excess of the
minimum and would provide room for screening by a future
property owner.
4. Block lengths are in excess of 1320 feet. This property would
be difficult to divide with blocks lengths of les s than 1320 feet
because of existing natural features.

Soil borings and percolation tests have not been provided. The loca-
tions for these tests will be reviewed with the developer.
Minimum basement floor elevations are based on this information
and cannot be reviewed in detail until the soils information is
available.
Proposed street profiles have been prepared but not made available
for review. Necessary utility easements are closely related
to street and drainage design and cannot be thoroughly examined
without street profiles.
The Planning and Zoning Commission m'..lst review the required
lot width for 2t acre lot size. Some confusion exists on the
requirement of minimum width whether 300 feet or 330 feet
Several lots within the subdivision would not mect either width
requiremcnt as defined by City Ordinance; particularly corncr
lots. This item has been addressed on previous plats where
the lot front has been specifically noted by the Commission and
City Council. Lot 8, Block 4 has a width of only 210 feet at the
set back line and is not considered a corner lot.

8. In our opiniOn, the developer has made the best use of the
natural features of the property with the proposed design
layout of the street system. Individual lots could be redesigned as
required by the Commission without redesign of the street
system with the exception of l57th Lane N. W. This cul-de-sac
could be eliminated along with one lot to obtain proper frontage
for lots 9 and 7.
9. The City should consider the purchase of additional right-of-way
for Enchanted Drive Cul-de-Sac. It is our recom'TIendation
that right-of-way be purchased to allow for the continuation of
the street system from the proposed development to the adjacent
development east of the plat.
We will review this letter with the Commission at the February 27, 1978
meeting.
