The Meeting was called to order by ChairmanMand at 7:35 p.m., November 2,1978 at the
Andover City Hall, 1685 Crosstown Blvd. N.W.

A special meeting of the Ordinance Committee was scheduled for lfunday night, November 6, 1978.
MINUTE APPROVAL
MOTION by Meyer, seconded by leFebvre, to approve the Minutes of the October 5, and October
21st meetings. Motion carried unanimously.
RUM RIVER HOCKEY ASSOCIATION

Roger Anderson stated he received an estimate on the lumber needed to put another set of
boards on the hockey rink at City Hall from Sylvesters. They need 37 2x2x16" boards -
Sylvester's cost is $532.80. This estimate includes the lumber to replace the gate. Also
needed are 125 pcs. 2x2xh18" angle iron - $145.00, 250 5/16" rounds (bolts) - $26.00,
250 lock washers - $10.00, 250 nuts - $3.00, or a total of $184.00. In addition, cutting
the angle iron would cost $55.00 and another $135.00 for drilling the holes in the angle
iron, plus a delivery charge of $15.00, or a total of $389.00. Cost of lumber and material
$921.80. As yet he has been unable to get an estimate on cyclone fencing. Needed are 64
lineal ft. (16' in each corner, 48" high) and 8 21" cornerposts, 10' long. An estimated
cost was $325.00. Noted was a delivery charge isn't necessary as the City now has a dump
truck. Chairman Mand made the following suggestions: 1. Go out and try to get material
donated - Franwall Machine is one possibility. 2. He has a drill press and could punch the
500 holes in the angle iron with help from volunteers. 3. Try to obtain scrap iron and
find a person who has the equipment to cut it to size. l~. Anderson stated he would check
around to see what is available at the lowest cost on the lumber and iron and try to get
donations. Chairman Mand said he would obtain a price on the fencing. Bill LeFebvre thought
there should be two gates into the hockey rink, one for the home team and one for the oppos-
ing team. }!r. Anderson and the other members of the hockey association explained the
association's lack of funds and recognized the City's limited budget for park improvement.
However, they are starting out slow now asking for the basics. In the future they will
come back requesting larger improvements such as a larger warming house and a shelter for
the teams. The older cities, such as Pine City and Mora, have hockey rinks fully developed
and at times attract 200 spectators. They would like to see this happen in Andover.

The discussion that followed revolved around the safety hazard of the present height of the
boards in that the taller boys could fallout of the rink and be injured. The warming house
is also a hazard. There is no ramp to get in or out. Small children could be injured
climbing in or jumping out. This subject is to be referred to the Senior Public Works Person.
A request was made to enlarge the free skating rink and possibly another hockey rink which
need not be regulation size, for the children not on an organized team but who wish to play

hockey. Quoted was a price of $5800.00 for a complete hockey rink which includes
, material, construction, lighting and labor done by volunteer help. The hockey
) association would like the boards added this season which start the middle of December.
If they got the material, it would be done over a weekend. Chairman l~d stated it would
depend upon the cost, what is left in the Park/Recreation budget - the total now is close
to a capital improvement item, which would cause a delay. The hockey association will
return at the next regularly scheduled meeting with a report on their findings.
EVERGREEN ESTATES
This preliminary plat concists of 23 lots, 73.5 acres, no park land is shown. lAr. Lund
explained they are planning on blacktopping the roam and building $80-100,000.00 homes.
The lots would sell for approximately $15,000.00. The assessed market value, he understands,
is $14,700.00, however, this property is presently being taxed under Green Acres. If the
City requested park land in lieu of cash, he and his partners would have to abandon the
project as it would not be econimically feasible if they had to give up 3 lots. He then
offered $5,000.00 in lieu of park land. The Commission generally agreed money in lieu of
park land would be the wisest choice since City Hall and Barnes Rolling Oaks parks are in
the vicinity plus the fact these lots are 2~ acres so there is plenty of room to play in.
Mr. Lund stated they are not planning on developing this area until next Spring. Since
there is no time element involved, Mr. Lund was asked to return. In the meantime the
Commission will know whether or not the park fee will be based on Green Acres or Non-Green
Acres. If it is based on Non-Green Acres, there is a possibility that 10% of this figure
would be more than $5,000.00.
TAX FORFEIT LAND

"~ The Commission looked over the tax forfeit property on a map. Once parcel is in Cedar
Crest directly south of the area in litigation. The secretary advised the City Clerk
checked with the County and the price quoted was $10.35. It was decided the rest of the
parcels should be referred to the fire department for possible well/fire station sites.
MOTION by Anderson, seconded by Meyer, to recommend the City Clerk authorize the purchase
of Lot 8, Block 4, (66785-4600) Cedar Crest Estates for park purposes in the event the
owner does not reclaim it by paying the back taxes. l10tion carried unanimously.
TREES - BAILEY'S NURSERY
Chairman Mand explained to the new members the reasonably priced bare root trees purchased
from Bailey's Nursery last summer and where they were planted, etc. There was some
discussion on fast growing, slow growing and life expectancy of the different varieties.
Edna Meyer took the catalog home to review, The Commission will decide on what types of
trees and the amount to purchase at a later time.
BUDGET - EQUIH!ENT PURCHASE
The quarterly report of expenditures, the 1977 budget and the proposed 1978 budget was
discussed. The Commission intended to spend the remaining monies in their 1977 budget
on equipment before the end of the year. However, they were not aware special assessments
(street and storm sewer) along park property in the sewered area came out of their budget.
The proposed 1979 budget was checked and there is a line item for assessments shown.

The secretary was asked to check with the local deputy regarding the location of security
lights for the Northwoods tennis courts.

CROOKED LAKE LAND ACQUISITION - $2,000.00 - added agenda item

) Since no grant money will be received for the fishing dock at the north end of Crooked
Lake, the following motion was made:
MOTION by Mand, seconded by Anderson, to either consider approving the $2,000.00 obtained
out of 1977 surplus allocated for the Crooked Lake land acquisition be now allocated for
improvement of the City Hall hockey rink, the $780,00 change order for the lighting of
the City Hall tennis courts and the balance be used for the purchase of sand points, or
that this amount be carried over into the 1979 Park/Recreation budget. Motion carried
unanimously.
OUTDOOR SANITATION FACILITY RENTAL
MOTION by Anderson, seconded by Meyer, to request the City Clerk to issue a purchase order
for the rental of one Aquazyme unit for the upcoming months of December, January and
February at City Hall for an estimated cost of $54.00 per month. Motion carried unanimously,
Discussion: It was felt the shell on the Aquazyme unit is translucent. There is no light
in the unit, therefore, it should be placed under a security light. The Senior Public Works
person will be advised of this.

.7~e Council's Development Framework Chapter discourages development in the Rural Service Area. The
Framework Chapter urges that urban growth outside the Metropolitan Urban Service Area and Free-
standing Growth Centers take place in rural town centers. Therefore, in support of these policy
concepts, applications from rural areas other than town centers were considered ineligible bv the
Metropolitan Council in adopting the criteria for LAWCON/LCMR applications. The specific criter3.a
seated "that in the rural area, only rural town centers will be allocated funds."

The City Council of the City of Ramsey and its Park Corrmission have
requested that I infonn your office and the l-ietro Cotmcil of their
displeasure in the criteria established for granting LAWmN park grant
money. The City Council and its Park Corrmission feel that your recent
- policy for use of LAl\'illN ft.mds were discriminatory against c:ommjni ties
/ that are not considered town centers by your office. Further, they do
not like the use of planning psuedonym when iti~ used to discriminate
against them in getting public ftmds.
The City of Ramsey is a new City with a very rapid population growth and
consequently needs all the assistance it can get in park grants to meet
the need of the recreational demands that are being placed on it. We.
hope that in the future that all conmmities will be treated on the same
level and that the grant go where there is a definite need for such grant.

is that you are supporting'the Council's Development Framework Chapter.
The Development Framework does not encourage blatant discrimination,
againSt rural areas not containing town' centers. We doubt that the "
State Legislature would support your criteria which states that only
nrral town centers will be allocated funds. Our tax money helps support
the LAWmN!LCMR grant program therefore,' we' should be considered eligible
without bias or forwarded a check eq1,1alto our tax contribl,ltion. tt is
'our opinion that people shoUld not be denied park development funds baSed,
on where ,they live. 'Parks are-also needed in rural areas. '

REFERENCE: $2,000.00 Crooked lake land acquisition - 1977 surplus
The following motion was made at the Park/Recreation Commission meeting November 2, 1978
and is for your consideration:
MOTION by MEnd, seconded by Anderson, to either consider approving the $2,000.00 obtained
out of the 1977 surplus for the Crooked lake land acquisition be now allocated for
improvement of the City Hall hockey rink, the $780.00 change order for the lighting of
the City Hall tennis courts and the balance to be used for the purchase of sand points,
or that this amount be carried over into the 1979 Park/Recreation budget. Motion carried
unanimously.

1. Amendment to Ord. #10 - Larry Retzlaff will be present. He composed the enclosed
Ord. #lOD. Last March he also composed a park ordinance, a copy of which is
also enclosed in case you can't find yours. Possibly this also can be discussed.
I suggest the following changes: 2.13 - shall be unlawful to ride or drive any
vehicle in City Parks. Had a complaint last week about snowmobilers in Langseth
Park at all hours of the night. Could also suggest to City Council to establish
an ordinance prohibiting snowmobiles on any City street in a platted area.

Section 3. Violation & Penalty
Any person, firm or corporation violating any of the provisions in this ordinance
shall be guilty of a misdemeanor, and upon conviction thereof shall be punished
by a fine and/or imprisonment as established by law.
Section 4. Effective Date.
Also somewhere in an ordinance there is a statement no horses are allowed in parks,
can't find it just now, but maybe this could be expanded upon to include dogs, etc.
unless leashed. In Norway, there is a $200.00 fine if a dog is caught doing its business
on a sidewalk, blvd. or street so they walk their dogs carrying paper to clean up the
mess, this probably includes park areas.
2. Pine Hills Pre. Plat - They changed the park location from what you saw last June.
Copies of revision won't be here until next Mond.
3. Evergreen Estates - Linda Johnsonwill give $7500.00 in lieu of land. This comes
to $222.55 per acre. Using, 'the same compo - for Evergreen with 73.5 acres, you
could ask for $16,357.42. It was mentioned in the office the Commission would be
foolish to ask for anything less than $20,000.
4. During the last couple of Council meetings, they authorized the $2,000.00 allocated
for the Crooked Lake land acquisition to be changed to the extra $780.00 for city
hall tennis court lights and improvement of the hOCkey rink. There will probably be
some money left over for equipment and/or tools, etc.

The fire chief advised Wes the fire department has volunteered to flood Skating rinks in
the parks this year using a pumper. The first rinks are Northwoods, Shady Knoll and
possibly Quickstrom. This subject has been turned over to the Senior Public Works Person,
hopefully one could also be established in Langseth. However, as of Friday, 10:00 a.m.,
there has been no contact between the fire chief and Ray Sowada.
