INTRODUCTION
This item is in regards to a contribution that will be made by Federal Cartridge Company that
will be used to purchase a new 5-row bleacher for one of the new soccer fields at Hawkridge
Park.
DISCUSSION
Dave Henderson from Federal Cartridge Company will not be able to attend the meeting to
present a check in the amount of $5000 on behalf of the employees that contributed which will be
used to purchase a new bleacher for one of the soccer fields.
Until the fields are graded and ready to be used, this bleacher will be placed at the existing west
soccer field for now. The City staff will be placing a sign directly on the back part of the bleacher
recognizing the donation from Federal Cartridge Company.
ACTION REOUIRED
The Park and Recreation Commission is requested to accept the donation of Federal Cartridge
Company which will be used to purchase a new bleacher at Hawkridge Park.

SUBJECT: 5. Presentation - Andover Athletic Association/Sunshine ParkIP A-Sound

INTRODUCTION
This item is in regards to the Andover Athletic Association (AAA) installing a P A-Sound system
at Sunshine Park for the main 4 fields around the concession building.
DISCUSSION
Attached is a letter from the AAA formally notifying the City of Andover of the improvement.
AAA will be providing most of the manpower to install the system upstairs. The Public Works
Department will be helping in setting the speakers on the outside of the building.
Note: As indicated in the letter, AAA would like to retain ownership of the system since this will
not be permanent fixtures.
ACTION REOUIRED
No action is necessary unless the Park Commission has some questions or concerns.

Re: Sound System, Sunshine Park
Dear Todd;
This is to formally notify the City of Andover that the AAA Board of Directors, at our February
2010 meeting, approved the purchase of a new PA/sound system for use by our girls slow pitch
softball league at Sunshine Park.
The cost of the system and its installation will be paid for with AAA funds, Our vendor is Excel
Electronics and they are currently licensed in the city of Andover. I understand we will go
through the normal permit and inspection process required of the City, if any. We had
previously discussed the possibility of City of Andover personnel installing the speakers. As our
vendor contract covers complete installation, assistance from the City is no longer necessary.
Our board has also discussed the issue of ownership ofthe system. We would like to retain
ownership and exclusive usage rights of the entire system. Unlike permanently installed
fixtures, such as scoreboards, this system is mobile and not permanently installed in anyone
place. This includes the speakers. Part of our purchase agreement with the vendor would be to
remove the speakers in the Fall, to protect them from the elements and maximize their useful
life.

INTRODUCTION
This item is in regard to considering the attached softballlbaseball tournament
application form for the upcoming 2010 softball/baseball season as requested by the
Andover Baseball Association.
DISCUSSION
The City has received another application from the Andover Baseball Association for an
additional tournament on May 1st and 2nd. Listed below are the Andover Athletic
Association and Andover Athletic Association tournaments and the dates of
tournaments that have been requested. The ABA tournaments are shown in bold.
Because of conflicts on June 5th and 6th at Sunshine Park, the AAA fast pitch
tournament was canceled.

Note: If your organization schedules 2 fields and uses additional fields the organization will be charged double the field usage
fee for each additional field plus an administration fee of 10% penalty,
SPECIAL REQUEST SECTION Check the following boxes if applicable.
X If you need to use the Cushman, there will be a fee of $50.00 per day and $350 refundable damage deposit. It will be
necessary to pay the necessary fees 1 week prior to the tournament. Training for the Cushman by the Public Works
Department will be necessary prior to any use.

tournament. (Example: Include the location/distance of pitching rubbers and/or base locations.)
All requests for tournaments must be submitted by December 15. The application will be considered by the Park & Recreation
Commission at the first Thursday meeting in January, Any tournament application after that will be on a space available basis
and must be submitted at least eight weeks prior to the tournament date. A penalty of 50 percent of the field usage fee will be
assessed for applications made less than eight weeks prior to the tournament date. All fees must be submitted with the
application no later than eight weeks prior to the tournament date. For any late application, the late fees must also be submitted
with the application, including the penalty fee. Late applications must be approved by the Park and Recreation Commission at
least two weeks prior to the date of the tournament. The sequencing of scheduling will be considered with City Youth
Associations having first priority.
A $500,00 damage deposit fee (or $250.00 deposit fee for non-profit organizations) is due eight weeks before the tournament
date. Any equipment damaged or lost or any damage to City property by renter will be deducted from deposit fee. The $500.00
(or the $250.00), less any money for damages, will be returned after inspection by the Public Works Parks Department
Supervisor.
+ If the tournament organization is requesting a Non-Intoxicating Liquor License, it will be necessary to request Attachment A.
The City Council has adopted the following refund policy:
"Fees for tournaments shall be paid no later than eight weeks prior to the tournament date. If the tournament is cancelled,
neither the Tournament Fee, Field Usage Fee nor the Non-Intoxicating Liquor License Fee will be returned. In the event that
another sponsor requests the use of the facilities after a tournament has been cancelled, the new sponsor must pay the full
amount and the original sponsor will be refunded the total minus any administrative costs incurred by the City,"

* The City reserves the right to cancel or delay usage of the fields due to weather, field conditions, etc.
* During the months of May & June, no more than three consecutive weekend tournaments in a row will be allowed.

INTRODUCTION
This item is in regard to consider a request by the Andover/MV Mustangs 35+ Baseball Team to
play 6 games at Andover Station North Ball Field Facility.
DISCUSSION
Attached for your review is the application that has been submitted by the Andover/MV
Mustangs to play games on the following days: May 21, June 4, 11, 18 and 25. The fee that will
be charged is $60 per game for a total of $300 since this is considered adult rec playas per the
2010 fee schedule. The team has made arrangements with Andover Baseball Association to
use either the west or middle field at ASN on these dates.
ACTION REQUIRED
The Park and Recreation Commission is requested to consider the Application for Scheduled
Use of Recreational Facilities as requested by the Andover/MV Mustangs 35+ Baseball Team.

It is the policy of the City of Andover to try to meet the recreational needs of its citizens, The goal of
the Park and Recreation Commission in scheduling is to allot the limited number of recreational
facilities in a fair and equitable manner, using compromise when necessary to accommodate the
maximum number of requests possible. The Guidelines for Field Usage by Youth Associations may
be used to determine field allocation (see attached), Facility requests submitted by the due date
with this comDleted form will be given the highest priority. Subsequent requests will be filled on a
first-come, first-served basis if facilities are available. The sequencing of scheduling will be
considered with City youth associations having first priority.

Attached for your review is the proposed 2010 softball/baseball schedule. The City has
received applications for use of the fields from the following groups:

Note: Copies of the By-laws, the 501 C3's, the certificate of insurance and the established
grievance procedures of both associations are available from city staff if you would like

Both associations have agreed upon the schedule that is included in your packet. The schedule
includes the Andover Fun Fest and the tournaments that have been already approved for the
year. Note: There was a conflict of a tournament that was not notice by anyone on June 5th and
6th at Sunshine Park. Staff has discussed the issue with the AAA Fast Pitch Director and the
tournament for now has been cancelled.

first-served basis if facilities are available. The sequencing of scheduling will be considered with City
youth associations having first priority.

INTRODUCTION
This item is in regard to consider approval of the 2010 spring/summer soccerllacrosse
schedule.
DISCUSSION
Attached for your review are the proposed fields that will be available for 2010 soccerllacrosse
season. The City has received applications for use of the fields from the following groups:

southeast and southwest fields at Prairie Knoll Park are Dff limits for use (games and practices
until at least June 1 st as we are trying to grow grass 'that was damaged from last year's use.
ACTION REQUIRED
The Park and Recreation Commission is requested to approve the 2010 soccer/lacrosse
schedule as presented.

INTRODUCTION
This item is regards to a request from Andover Athletic Association to consider naming
of Sunshine Park fields 1-4.
DISCUSSION
Attached is letter from the Andover Athletic Association to considering naming of fields
1-4 at Sunshine Park. The individuals are as follows: Merle Prochniak, David O'Toole,
Roger Sharon, and AI Grabowski.
Attached is the City of Andover's policy for naming of parks. Note: Once the Park
Commission makes the recommendation, this will be forwarded to the City Council for
their consideration.
ACTION REQUESTED
The Park and Recreation Commission is requested as recommended by the Andover
Athletic Association to review and approving the naming of fields 1-4 at Sunshine Park.

Dear Mr. Butler:
The Board of Directors of the Andover Athletic Association respectfully requests consideration of
naming Sunshine Park Fields 1, 2, 3, and 4 in honor of four Andover residents (Merle Prochniak,
David O'Toole, Roger Sharon, and AI Grabowski) who were instrumental in the founding of the
Andover Athletic Association, construction of Sunshine Park, and establishing one of the most
successful youth softball programs in the state. Together, these four have established programs
and facilities of lasting value to the City and residents of Andover.
Merle Prochniak
Merle was the person who conceptualized the Andover Athletic Association 25 years ago that
now provides athletic experiences for over 3000 children each year. A night of phone calls pulled
the right people together, and on May 10, 1984, the first meeting was held to determine how to
build an association. After getting the Association and its programs in motion, Merle recognized
the needs of a fast growing city, and next focused on creating a facility to support those programs
and more. Merle founded the Andover Recreational Development Authority (ARDA) that
launched the Field of Dreams project, or what is now known as Sunshine Park. Merle pursued
creative approaches to acquiring land and resources to build the park, fields, and a concession
building. Eventually, he coordinated the efforts of 293 volunteers whose names appear on a
plaque inside the concession building. The park now supports several youth athletic
organizations and is an extremely valuable city asset. Merle later served terms as AAA's Media
Director and Equipment Director.
David O'Toole
Dave was AAA's first Vice President and Softball Director. As such, he established the
philosophies and rules that made the program an immediate and continuing success, and which
has generated countless happy memories and learning opportunities for Andover's youth and
parents. Dave joined Merle on the ARDA Board, and is often credited for tirelessly ensuring that
progress never stopped. There are numerous stories of seeing Dave at the site every evening
after work down on his hands and knees taking care of one construction detail or another.
Legend has it that Dave practically laid all the sod himself. If Softball in Andover has a "father",
it's Dave.
Roaer Sharon
Roger replaced Dave as Softball Director when Dave moved on to focus on the Field of Dreams
project. Roger held this position for seven years, and also served a term as AAA's President.
What Dave started, Roger molded and guided into a solid sustainable program. AAA's youth
sports programs are known for their focus on good sportsmanship, fun, and open participation.
One talk with Roger and it quickly becomes evident where the foundation of these philosophies
took root. Many tend to overlook Roger in AAA's history because of his unassuming, quiet
nature. He knew that the program existed for the kids and not for his ego. Roger was a model
for the best in youth sports administration.

AI Grabowski
AI guided the softball program through it major growth years as the City's population exploded.
He expanded relationships with neighboring softball programs, established training programs for
coaches, and demonstrated that recreational programs could develop talent to match that of
much more competitive programs without sacrificing the focus on fun and sportsmanship. AI
served in this capacity for seven years, and then went on to serve on the Park and Recreation
Commission for many more. AI founded the Field of Dreams softball tournament that continues
to be extremely successful today and showcases Andover's facilities and the AAA mission.
Over 25 years, these men served their community tirelessly and without expectation of reward.
Their contribution to the youth of Andover is immeasurable and should not go unnoticed.
Please contact me with any questions or for any additional information required. The Board of
Directors would like a decision in time to support a dedication ceremony at the start of the next
softball season in May 2010.

Policy for Naming and Renaming of
Parks, Park Facilities, and Trails ,
I. Introduction
The selection of a proper name for a park. park facility and trail is a thoughtful process
which requires careful analysis. This policy and procedure has been adopted by the City
of Andover to provide the proper procedure and guidelines for any naming or renaming
of said amenities
n. Procedure
Original naming of a park. park facility and trial will be done as part of the platting
process guided by the City of Andover's subdivision ordinance. Subsequent renaming
will use the following procedure:
1. Staff, Council, Advisory Body, or an Andover resident recognizes and requests
the naming of a park. park facility, or trail.
2. . Staff will perform a background investigation of the request and then distribute
the request to the City Council, upon review, send to the Parks and Recreation
Commission for review.
3. The Parks & Recreation Commission will discuss the merit of the name and make
a recommendation to the City Council.
4. The recommendation will then be placed on the next regular City Council meeting
for consideration.
III. Park. Park Facilitv. and Trail Namine Criteria
Listed below are some of the criteria that may be used to determine the appropriate
naming or renaming of parks, park facilities and trails.
1. The name of the subdivision associated with the park. park facility or trail.
2. The name of the neighborhood in which the park. park facility or trail is located..
3. The street name adjacent to or closely identified with the park. park facility or
trail.
4. The name of a local interest point, or local focal point near the park. park facility
or trail.
S. The name of an event or historical occurrence associated with the park. park
facility or trail.
6. The name of a person who donates a major part or all of the land for the park.
park facility or trail.
7. The name of a person of significant stature within the community (with the
permission of the honoree, immediate family or designated representative).
He/she must adhere to at least one of the following credentials and complete a

waiting period of at least six months from the conclusion of service or time of
death:
a At least ten years oflocal service to the community.
b. Shown outstanding assistance or support of the local park system.
c. Major financial donor to the park system.
d. A historical figure or family.
e. A local born or raised person of historic, statewide or national importance.
VDI. Final Determinations
The City Council reserves all rights in the naming or renaming of all parks,
park facilities and trails.

This item is in regards to an update for Hawkridge Park.
DISCUSSION
As a reminder, staff will be meeting with the area residents at 6 pm this Thursday
night prior to the Park Commission to discuss any concerns that they may have
in regards to the proposed layout. To date, staff has not received any calls. The
Commission is more than welcomed to participate in the discussions with the
neighborhood if you like.
Note: If any of the residents do have concern with what is being proposed, staff
has will indicate to them to stay around and discuss with the full Commission
when the item comes up later on the agenda.

Re: Hawkridge Park/Project 09-18
Dear Owner/Occupant:
It has been a year since the City met with the adjacent neighbors of
Hawkridge Park. We would like to give you an opportunity to review
and make comments regarding the attached plan which has been
reviewed by both the Park and Recreation Commission and the City
Council. You are invited to attend an informal meeting scheduled
for Thursday, March 18, 2010 @ 6 pm at Andover City Hall.
Notifications have been sent to property owners that live within 1000
feet of the park,
The City Parks Department will be starting to remove the existing
hockey rink (the boards are in need of replacement) within the next
few weeks. The new hockey rink will be located closer to Verdin
Street as identified on the plan and will be completed prior to the
start of next year's hockey season. As far as the rest of the park,
the west soccer field will stay in place and 2 additional soccer fields
will be built near the center of the park within the next couple years
or so pending funding from the North Metro Soccer Association.
The Park and Recreation Commission will be discussing this later
the same evening as part of their regular agenda. You are welcomed
to stay and participate. Note: If you are unable to attend the meeting
and would like to like to discuss the plan, please contact meat 763-

COMPLETED PROJECTS-
ON-GOING PROJECTS -
. Develop Site Plans for all existing parks which indicates the facilities available. (On-
Going).
. Andover Station North Ball Field Facilitv (propertv south of the old landfill) - The
upstairs is now done and has been inspected by city staff. Note: To date the staff has not
heard anything about the batting cages or the protective netting around the concessions
area that ABA was interested in installing because of issues with foul balls from the west
and middle fields.
. Update of Park Dedication Improvement Fund Quarterly Report - Next quarterly report
is due in April in 2010.
. Update of Quarterly Sheriff's Department Report on Park Patrol & Vandalism - Next
quarterly report is due in April in 2010.
. Hawkridae Park - To date, the staff has not heard back from North Metro Soccer
Association based on the discussion with City Council at their January 26th workshop. North
Metro Soccer Association (NMSA) do have a board meeting coming up on March 14th
to continue discussing funding options to get the project started. We hope to hear back
from them at the end of March. Note: Just so the Commission knows, the City Council has
given the go ahead to relocate the hockey rink closer to Verdin Street this year. The rinks
will be ready for use for next winters skating season. The Parks Department will start
removal of the existing rink once the snow is gone. The Commission is also invited to attend
the informal meeting with the residents at 6 pm prior to the regular Park Commission
meeting. Staff will answer any questions the residents have.
. Community Garden Plots - The City Council has approved leasing a portion of Grace
Lutheran's Church property for a community garden plot. As of March 15th, we have had 13
individuals that have signed up. Also the front desk is getting a lot of interested callers. The
gardens will be ready for use by May 15th, If any Commissioners are interested, stop by
City Hall.

. Sunshine Park - The scoreboard footings have been inspected and poured for all 6-ball
fields. The scoreboards themselves have not been delivered but we do expect them to
arrive soon.
ON-HOLD PROJECTS -
. Eveland Fields Scoreboards - As directed by the Finance Department, the city cannot
make the commitment at this time until sufficient funds are available to help in purchasing
the scoreboards. The Commission will need to evaluate this as part of the 5 year CIP in the
spring of 2010. Note: This will be removed from the list for now and if interest is resumed,
staff will put it back on the list.
. Rose Park - This project is on hold. The Park Commission has agreed to meet with
neighborhood informally to discuss the future redevelopment the park that could potentially
include a couple hockey rinks and a free skating rink at some point in the future.
. Hartfiel's Park- The project is on hold until the property considers their option but the city at
this time does not have the funds to buy it.
. City Hall Camous Hockev Outdoor Hockev Rink - The retaining wall that was necessary
to allow for the construction of the warming house has been completed. Otherwise the
project is on hold until the hockey association is able to receive enough donations to start
construction of the rinks and building. At the earliest, the rink and building construction will
not start until next year 2010.
. Prairie Knoll Park - The City Council has approved the location of the cell pole which will
be located on the east side of the park near Prairie Road and just north of the southeast
field. Construction most likely will start sometime this spring.
TASK FORCE UPDATES-
. Skateboard Task Force (Huoo/Kowaleski) - Nothing new to report. Staff is working on
getting quotes for the skate lite material.
OTHER ITEMS OF INTEREST -
. Irriaation of City Parks - Nothing new to report on this at this time.
. Hidden Creek North Park and Rose Park-The City Council has approved the installation
of wireless internet service pole at both locations. Rent for Hidden Creek North Park will
stay in the park for future improvements or maintenance of the park. Rent for Rose Park
will be stay with the utilities fund until such time that the water tower is removed and a new
pole is installed (funds then for the park will remain with that park for future improvements
and maintenance).
. Shadowbrook East Park and Andover Lions Park - Clear Wireless has received
approval from the City Council for the installation of the wireless internet service at
Shadowbrook East Park but not at Andover Lions Park. Clear Wireless will be approaching
the Anoka County Park and Recreation Department about placing the pole on the south
side of Bunker Lake Boulevard somewhere near the railroad tracks.
