SPECIAL PARK/RECREATION COMMISSION MEETING - OCTOBER 21, 1978
MINUTES
A Special Meeting of the Andover Park/Recreation Commission was called to order by
Chairman lAand, October 21, 1978, at 12:00 noon.
Commission Members Present:
LeFebvre and Meyer
Commission Members Absent:
Anderson, Curtis, Nichols and Rogers
CITY HALL TENNIS COURT LIGHTS
Chairman Mand explained to those present the savings in electricity by having a push
button timer installed on a light pole. Over the years, the City would save money
in reduced electricity if a push button timer was installed at this time. The estimated
cost of this. change would be $780.00 per quote from Cramer Electric. Bill LeFebvre
thought a timer of this type on the hockey lights would be a good idea as it would
eliminate the need for a person to obtain a key to get into City Hall garage to turn
the lights on for hockey games and practices.
MOTION by LeFebvre, seconded by Meyer, to recommend that the City Council authorize
Cramer Electric to proceed with the change order of installing a push button control
on the tennis court lights at City Hall as drawn by W. J. Sutherland and Assoc. at an
estimated cost of $780.00. Motion carried unanimously.
Discussion: The word estimated was used in the motion as the quote of $780.00 is
good now but due to a possible delay in getting this approved by Council, it might not
get done until it thaws next Spring and the price might be higher.
PARK TOUR
Forest Meadows - nothing has been done to improve this park.
Lary Carlson 1998 lease - no improvements can be made to this park other than a non-
permanent nature trail. The area is heavily wooded.
Hawk Ridge -ideal for soccer fields, etc., very flat and open.
Langseth - children were playing on equipment. It should be mowed again and peat
hauled in and seeded. Possibly this could be done by hauling the peat out of Grow
Oak View Pond when it is dredged if there is excess.
Cedar Crest 2nd Add. - this could be a usable park if brushed out and graded somewhat.
Cedar Crest 4th Add. - this is still in litigation. Chairman Mand explained to the
rest of the Commission why this is not a City park at present.
Lary Carlson-Aztec-Cedar River Estates Park - The bleachers look a little rickety and
the warming house could be renovated somewhat, however, this is Mr. Carlson's responsibility.
Valley View Estates - There is a wood chip trail through this park which must have been done

some time ago as they looked very old. ~!r. Harley Pritchett stopped the Commission and
advised them that Park Const. filled the lot next to the park. They buried the trees
and brush and put fill on top. They also piled trees and brush in the slough to the east
but the DNR made them remove it. He also stated they cut trees and brush out of the park
including some large cedar trees. Wes Mand asked how many and Mr. Pritchett stated he
has pictures of what the area looked like before anything was done and offered to get them.
Wes thought whoever was responsible for removing the park trees should pay for them. Mr.
Pritchett stated he and his neighbor are planning on suing the developer because they are
of the opinion Aztec was supposed to be blacktopped. The subject of the park trees will
be looked into and at that time Mr. Pritchett will be contacted for his photographs.
Grow Oak View - has a fence strung along the access to keep horses in. Since there is
a power line easement at this location, it was thought possibly a road could be constructed
jointly between the City of Andover and the power company.
1,lJhite Oaks Country Estates - could be a very usable park once the pond is dredged. The
excess from the pond could be placed at the shore line giving it a higher elevation on
the northeast side, the southwest part would make a good nature trail.
Fox Meadows - is high and dry with a few trees and would make a good cross country skiing
area for beginners.
Meadowood _ the park on 148th Ave. is flat and would make a good tot lot. An attempt was
made to get down near the river (slough) in the large park but it was decided it wasn't
worth the effort. It was thought that possibly the neighbors on either side of the small
park on l47th La. might be interested in purchasing this piece.
/ Lunds Round Lake Estates - there is a fence clear. across the west property line. An
attempt was made to locate the indian burial grounds without success. The island could
be seen, however, it would be impossible to get to without waders. The swamp grass is
very tall and gunshots were heard so the Commission departed. Noted was a species of
red frogs. There is alot of trash, beer bottles, etc. at the end of 149th Ave. which
should be cleaned up.
Dehn's Park - no attempt was made to look at this park since the open water could be
seen from the road.
Quickstrom Park _ there are sand points in this park for a small skating rink. A trunk
of a dead tree should be removed.
Chapman's Park _ the southwest end is large enough for a soccer field and is fairly flat.
A soccer field in this area would be easily accessible for Coon Rapids, Anoka and Andover
teams. Parking could be provided just north of this area in the park.
Crooked Lake West - Boat Landing - the contractor did a nice job in burying the storm
sewer pipe and restoring the land. The curb cut is on the south side of the fence. If
the curb cut is on park property, perhaps the fence should be moved.
Northwoods East - Edna Meyer commented Shady Knoll would like the backstop in their park,
no one uses it in Northwoods.

Northwoods West - the CETA personnel did a nice job of brushing and trimming the trees
this summer. The tennis courts seem a little sturdier with the addition of the top,
bottom and middle rails. The newly planted trees should be pruned and staked before
winter.

Green Acres - the slide and merry-go-round should be moved to the other side of the
swings. They are too close to the road. A car could jump the curb or children could
run in the street during their play and get hit. This would be a good place to plant
trees next year similar to the ones purchased this year.
Red Oaks West - the small pond in this park should be filled. There is a definite odor
emitting from it.
Red Oaks East - almost totally unusable for any purpose due to the large drainage ditch
running through it plus the dump at the rear. Children could possibly use the dump hill
to slide down in the wintertime.
Shady Knoll - is in pretty good condition due to neighborhood upkeep. There is a seat
off one of the picnic tables which should be nailed back on.
The Oaks - No attempt was made to walk back into this park.
Hartfiel's Park - this area could very easily be filled since it is on a county road.
Little Red Schoolhouse - the CETA personnel also did a nice job of trimming the trees
and clearing the brush in this area. The building is boarded and locked up tight.
Barnes Rolling Oaks - this is one of the best parks in Andover and has a great potential
for development once the area is populated.

Roger Anderson of Rum River Hockey Assoc. was asked to get prices on another set of
boards around the hockey rink and return on 11-2. If any of you knows this Roger
Anderson, will you call him and tell him he's on the agenda.
Evergreen Estates - This is far enough along in P & Z for a park board recommendation
Tax forfeit land - I will have a map marked by Thursday showing the location of these.
There is one good one, the last one on the list and it costs $10.35,
however, there might be a problem in that it's Mayban's. We have a
whole year to pick it up.
o Trees
- Finally found the catalog I ordered long time ago, mailed it to Wes.
Budget
- Will obtain a copy of the third quarter report by Thursday.
Toilet rental
- Hockey season is coming up, do you want to rent a unit for 3 months?
