SPECIAL PARK/RECREATION COMMISSION MEETING - AUGUST 16, 1978
MINUTES
A Special Park/Recreation Commission Meeting was called to order by Chairman Mand at
7:30 p.m., August 16, 1978, at the Andover City Hall, 1685 Crosstown Blvd. N.W.
Commission Members Present: Curtis, Meyer, Nichols & Rogers
Commission Members Absent: Anderson
LAND PURCHASE
There is a 10 acre parcel (65922-1800) for sale abutting the northeast corner of City
Hall site. The Commission members walked out and looked at this property. It is high
and dry and has quite a few nice trees including evergreens on it. The verbal price
from the realtor is $1,000 an acre. The actual park land at City Hall is now approx.
18 acres; if the bond issue goes through, the Fire Dept.(public Works building will take
about 5 1/2 acres. It was felt in time the park land will get smaller and smaller as
the City grows and eventually be taken over by expansion of office and public works
facilities. Land acquisition in this area is included in the Comprehensive Park Develop-
'\ ment Plan and also in the five year capital improvement program.

MOTION by Rogers, seconded by Nichols, to recommend to the City Council that they authorize
staff to negotiate with the realtor or property owner selling the 10 acre parcel (65922-1800)
north of City Hall in order to purchase it outright or on an option to buy; such land to
be used for park purposes only. Motion carried unanimously.
PARK MAINTENANCE
Steve Nichols told the Commission the Northwoods residents are very upset regarding the
lack of maintenance in their parks. They had a neighborhood picnic on Saturday, August
12th. On August 1st, Michael Moreau requested that the park be mowed August 8th or 9th.
It wasn't, so on the morning of the 12th, the residents tried to mow it. Bob Muscovitz
stepped into the meeting at this time and he was asked why the park wasn't mowed as
requested. Bob said he tried to mow it the first week in August but due to complications
he wasn't able to cut the weeds short enough plus it was too wet at the north end. He
went on to explain all the proble~he was having with the big tractor and the small
tractor. At this time he was waiting for carburetor parts for the small tractor and
complained about Montgomery-Wards service department. Wes Mand stated what with all the
use the little tractor has had, it's probably about time to buy a brand new carburetor.
He also suggested to Bob that he keep a maximum and minimum inventory of spare parts on
hand at all times. The Northwoods swing set has been delivered. According to Steve
Nichols, the residents will not install it until the park is mowed. Edna Meyer commented
her husband finally took the trash and brush pile in Shady Knoll Park to the dump on
Saturday, August 5th. The Secretary was asked to send a memo to the City Clerk
requesting the presence of the newly hired Senior Public Works Person at the next

park maintenance problems.

The Capital Improvement Committee has asked that manpower be included in the Park/Rec.
5 year capital improvement program. The following was decided upon:
1979 - 60% of one person or 30% of two persons.
1930 - 100% of one person or 50% of two persons.
1931 - 100% of one person or 50% of two persons plus 3 months of sumner part time help.
1932 - 150% of one and a half persons or 75% of two persons plus 2 part time help.
1933 - 200% of two persons plus 3 part time help.
MOTION by Nichols, seconded by Rogers to adjourn. Meeting adjourned 10:00 p.m.

The following motion was made at the Special Park/Recreation Commission meeting
held August 16, 1978 and is for your consideration:

Dear Mr. 1'Iand;
In reply to your letter of August 23, 1978 requesting that
we put in writing our request to renovate the Little Red School
House. The Andover Lions Club~ls interested in dOing something
with tHe Little Red School House. The people of importance in
the City of Andover all seem to want something done with the little
Red School House but no one wants to spell out or say what they
are willing to do or who's going to do itt
'l\he Andover Lions will at their own time:
/
1. Paint tr:..e outside of the school house ---if the
city will buy the paint
2. Cut all the grass and weeds --- One time only
3. Pick up and burn or haul to the landfill all
garbage, old boards, tree limbs, ect.
Since tne City of Andover ownes the property and tile school
house, the City shall at their expense:
1. Bring the school house up to city code as per City
of Andover building inspection in regares to electrical
and plumbing requirements.
2. Purcnase all lumber, insulation, glass and screens
for windows, lumber for outside toilets, ~overing for
well ---The Lions will do the work
3. Put pump and well back in working order to supply
water.
4. All electric and fuel bills will be payed for by
tne City of Andover
5. All repairs and up keep expenses will be paid for
by the City of Andover.
The City of Andover should let the Girl Scouts, Boy Scouts,
Firemen, Atheletic Association, Lions Club or any other non-profit
organization use the facilities without charge providing they
clean up after their meeting.
Anyone naving a family reunion, birthday party, shower,
dance ect. will pay a sum of money for rent and clean-up as
deemed reasonable by the Andover City Council.

/ The City of Andover has the right to agree or disagree
with this offer. Since tlle City Owns the property they can do
with it what they want. If the City should decide to refuse
this offer and decide to dispose of the property containing
the Little Red School House the Andover Lions offer to purchase
the property for the sum of $1.00. Where upon it becomes our
responsibility to bring the building up to code and pay all
expenses. We would have the right to decide who can and cannot
use the property.
The Andover Lions Club requests a final decision on this
in 60 days from this reading. All questions regarding this
letter will be handled by HOlly Liebold, Presidemt, Andover
Lions ClUb, phone 755-7192.
