The Regular Monthly Meeting of the Park/Recreation Commission was called to order by
Chairman ~Aand at 7:40 p.m., August 3, 1978.
Commission Members Present: Curtis, Meyer, Nichols & Rogers
Commission Members Absent: Anderson
Also Present: Jim Stewart, Nancy Hagman, Lowell Kutches &
Gary Fishcback - Community School
Phil Rzeszutek & Bill LeFebvre - Soccer
APPROVAL OF MINUTES
MOTION by Nichols, seconded by Rogers, to approve the Minutes of 4-20-78, 5-4-78,
6-14-78, 7-6-78 and 7-13-78 meetings. Motion carried unanimously.
COMMUNITY SCHOOL
Gary Fishback, a U. of M. landscape student, presented a sketch plan of a proposed
playground facility at Crooked Lake School. This included several ballfields, soccer
/ \ fields, skating rink, tennis court, warming house, nature trail and a footbridge across
~~ Coon Creek. On the subject of the footbrid~e, Lowell Kutches and Phil Rzeszutek explained
what happened in the past regarding this subject-highlights being the cost due to DNR
requirements and the removal of peat plus the opposition from the Northwoods and Green
Acres residents. It was felt the neighborhoods' attitudes might change now since the
children are being bussed to other schools this year. If they could walk, they would
attend Crooked Lake School. It was also suggested to incorporate a hockey rink into
the plan to avoid freeskaters from getting hit with pucks. The Advisory Council has
not set priorities for the proposed improvement nor any cost estimates. Nancy Hagman
asked for a volunteer on the Commission to help with this project and Steve Nichols
volunteered. Jim Stewart stated there is a good chance of getting a Lawcon grant if
the City endorsed the project. They will return to a future meeting when they have
something more definite on paper.
SUMMER PROGRAM
Nancy Hagman handed out a summary of participation in the 1978 Andover summer program
which included a recommendation not to hold morning playground sessions next year at
City Hall and Aztec parks due to lack of attendance. They sent out three notices to the
residents this year but feels next year they will make an effort to go door to door to
encourage participation.

It was noticed missing on the permit and procedure form was a statement to the effect
permits would be issued to Andover residents only.
MOTION by Rogers, seconded by Nichols, to add to the procedure form "Permits will be
issued to Andover residents only. Motion carried unanimously.

SOCCER
Bill LeFebvre is a soccer coach with the Coon Rapids Athletic Assoc. and also a
hockey coach with the Rum River Hockey Assoc. 75% of the Coon Rapids soccer players
are from Andover and they are requesting a soccer field in one of Andover's parks
by the Fall of 1979. Ideally a soccer field should be 200' x 350'. If the Rum River
Hockey Assoc. diversifies and adds soccer to their program, they would ask the City
for a playing site and to purchase the nets which are running now at $68.00. The
only great expense into creating such a field would be the site preparation, dirt and
seed. The Commission asked Mr. LeFebvre and ~Ar. Rzeszutek to select a suitable site
and return at a future meeting.
NORTHWOODS TENNIS COURT
The Commission decided on the alternates listed in TKDA's July 14, 1978 letter regarding
the Northwoods tennis court. Since the completion time now is December, 1979, it was
agreed the shortage of $940.00 could come out of the 1979 budget.
MOTION by Rogers, seconded by Nichols, to recommend to the City Council not to accept
any of the deducts listed in TKDA's July 14, 1978 letter regarding the Northwoods tennis
court and to further award the contract to NDH in the following manner:

The Commission prepared a proposed 1979 budget which will be submitted to the City Clerk.
MOTION by Nichols, seconded by Meyer, to adjourn. Meeting adjourned 11:30 p.m.
