MINNESOTA 55303 (612) 755-5100 SPECIAL PARK/RECREATION COMMISSION MEETING - JULY 13, 1978 MINUTES A Special Park/Recreation Commission Meeting was called to order at 6:10 p.m., July 6, 1978 at Dehn's Park. Commission Members Present: Anderson, Nichols & Rogers Commission Members Absent: None Also Present: Dehn's Add. residents and Linda Johnson JOHNSON'S FIELD All present checked Lots 6 & 7 and Lots 11 & 12. Lots 6 & 7 were for the most part dry even with all the rain lately. Part of Lot #7 abuts Dehn's Park. If there was future development to the east, the Commission would ask for adjoining park land thereby creating a larger more usable park. It was felt that by asking for Lots 11 & 12 to be dedicated as park land, it would cause undue financial hardship on the developer. ,.J MOTION by Anderson, seconded by Nichols, that the Park/Recreation Commission recommends Lots 6 & 7, totalling 2.09 acres, on the Johnson's Field Preliminary Plat be dedicated as park land and the balance of 1.28 acres be paid in cash in lieu of land. Motion carried unanimously. Community School - Nancy Hagman and others are coming - I believe the subject is improving Crooked Lake School. Tree Cutting Permits - See attached rough draft of Tree Cutting Procedure. Did I forget anything? Phil Rzeszutek wants one - also another guy which I just found out lives in Ham Lake. Northwoods Tennis Court alternates - See Council minutes of 7-18-78. 1979 grant applications - See enclosed. We can't copy what has gone on before because the specs have to be signed by a registered architect and/or engineer - re the tennis courts and I assume the same goes for the fishing dock. On the subject of the dock, I called the State Planning Agency and Richfield got a grant last year for one. I called them and it costs $10,000. They are still in the planning stages of it and I couldn't get any specifics on the construction. It will be constructed next year. State Planning said to stress the lack of facilities for handicapped. I added 10% inflation onto the 1978 figures plus the 10% contingency fee - construction costs are up 14%. Pond View Preliminary ,Plat - Jim Conroy said in June he wanted to be on our August 1st meeting, however, he was supposed to show up at a few P & Z meetings but didn't, so it's still in P & Z. 1979 budget - Attached is a copy of this year's budget - to figure - The Council did not raise the mill rate this will be raised next year, this being an election year. 1979 will be very difficult year and it is unknown if it We have two new members - Tom Curtis and Edna Meyer - now we are just one short. finished Tim Erkkila sent five copies of the proposed/park plan, one for each of the Council and one for Wes. If the Council approves it, we get 25 copies according to the contract so we will probably get 19 more. Tennis Court status - City Hall - Electricians are still on strike, extra $ on lighting is still unknown. I think the blacktop problem is solved - The net is still there. ~ at ANDOVERO o M E M 0 RAN DUM TO: Edna and Tom COPIES TO: FROM: Rae DATE: 7-28-78 REFERENCE: Background Information See City Council minutes where they pertain to park board for an idea of what has gone on before. The park board budget is completely shot due to structural and lighting problems wi th the City Hall tennis courts. In both 1977 and 1978 we received State grants (50%) for the City Hall and Northwoods tennis courts. There are 27 parks - I forgot Lund's Round Lake Estates (new plat) which has ~ an old indian burial ground in it. Anoka, Minnesota 55303 Re: Use of dedicated park funds Minnesota Statutes 462.358, Subdivision 2 states that cash contributed in lieu of park dedication shall be placed in a special fund by the municipality and used only for acquisition of land for parks, playgrounds, public open space and storm water holding areas or ponds, development of existing park and playground sites, public open space and storm water holding areas or ponds, and debt retirement in connection with land previously acquired for such public purposes. The Planning and Zoning Commission is desirous of having this council take a position that dedicated park funds received pursuant to the procedure mentioned in the foregoing paragraph may be used only for the acquisition of land for parks, playgrounds, public open space and storm water holding areas or ponds. The Planning and Zoning Commission wants this council to make it clear that it will not use dedicated park funds for the developement of existing park and playground sites or for debt retirement in connection with the land previously acquired for park purposes. / It is my opinion that this council may be an amendment to Or.dinance 10 or by a resolution declare that it will use dedicated park funds only for acquisition of lands for parks, playgrounds, public open space and storm water holding areas or ponds. Such an ordinance or a resolution may be changed by a successor council.
